The commercial risks of sea transportation in ice navigation conditions differ from the usual shipping conditions due to additional factors that affect the fulfillment of the terms of the sea transportation contract. During ice navigation, disputes and litigation often arise between shipowners, charterers, cargo owners and consignees due to the commercial interests of the parties.Purpose.The purpose of this article is to analyze the commercial risks of maritime transport in ice navigation and identify possible ways to reduce them by making additional amendments to the contract of carriage in the global maritime market.Methods. To solve the problem, the following methods were used: the method of theoretical generalization, the method of analysis and synthesis, the method of systema-tization, the method of deduction.Results. The analysis of the international regulatory documents regulating commercial conditions and risks of navigation in the conditions of ice navigation is carried out. The main commercial risks arising from the organization of shipping and icebreaking of ships are identified and characterized, and measures to reduce them are proposed.Originality. The need to improve the commercial conditions for sea transport during the ice navigation period is due to an increase in commercial risks and, as a consequence, a decrease in cargo flows in ports in the winter. It is proposed to create new rational approaches to the conclusion of contracts of carriage by sea, taking into account international experience in order to reduce risks and attract cargo.Output. In conditions of ice navigation, the commercial risks of international maritime transport increase significantly due to. This has a significant impact on the business costs of the transport participants due to delays, unforeseen costs and additional risks. All of these factors reduce the commercial efficiency of maritime transport for all participants. It is necessary to constantly refine and improve the charter conditions in ice navigation conditions.Keywords: ice navigation, sea transportation, commercial operation of a vessel, commercial risks.

The processes of globalization of international trade involve the unhindered movement of resources and goods, which is objectively impossible to carry out without maritime transport. Currently, maritime transport provides sustainable foreign economic transport and production relations between individual countries. Sea transportation occupies about 80% of the world’s cargo turnover, and this percentage increases every year. Sea transportation is the most efficient, reliable and economical way of international transportation of most goods. Corporate social responsibility is an integral part of sustainable development of maritime cargo transportation companies and includes care for the environment, labor rights and human rights, business ethics. In 2018, a strategy directed towards reducing annual greenhouse gas emissions from vessels by 2050 by at least 50% of the total volume compared to 2008 was adopted. The article proposes methods for calculating tracking indicators of the sea transport energy efficiency, basic elements of planning the energy efficiency management of the vessel are allocated. The sustainable development strategy of the Danish company Maersk, specializing in maritime freight transportation and port terminal maintenance, envisages four areas - climate change, inclusive trade, food loss and ship recycling. The Maersk’s partners are international organizations that contribute to the implementation of the UN sustainable development strategy. Since 2019 Maersk reports a 42% reduction in relative CO2 emissions compared to 2008. The company plans to jointly develop carbon dioxide fuel types and sustainable fuel solutions with energy suppliers, as well as with technology developers, researchers, investors and other transportation companies and logistics providers. Thus, Maersk is gradually demonstrating a global commitment to the ecologically sustainable logistics in line with its commitment to reducing carbon emissions across the supply chain. Maersk has taken the initiative to abandon the use of fossil fuels and has set a global goal of achieving zero carbon emissions by 2050 in the performance of all its operations.

The paper is devoted to the analysis of maritime transport logistics. The authors analyze the issues of optimizing the work of organizations of all activities. The purpose of the work is to systematize and develop the theoretical and practical basis of maritime transport logistics. The purpose of sea transportation, types of cargo, directions of transportation, subjects of sea transportation, structure of the fleet are analyzed. The main types of sea transport vessels and main ports are provided. Features of sea logistics and names of the most known companies of sea logistics are presented. The introduction highlighted the work of domestic and foreign scientists on logistics. The study used methods of comparative analysis, synthesis, generalization, induction and deduction. As a result, maritime transport currently provides 4/5 of the world's cargo. Maritime logistics, ie the organization and provision of sea freight, is a special intermediary transport service that facilitates the process of delivery of goods from producer to consumer, regardless of the distance between them. The prerogative of maritime logistics is the transportation of goods by sea. This method of transportation is most suitable for the delivery of large over heavy loads over long distances. The organization of competent logistics of sea transportations is an important component of successful business. Transportation of products using ships has a number of advantages, due to which this type of delivery is one of the main, especially in the case of long-distance transportation.

Purpose The purpose of this paper is to study the administrative and legal mechanisms of combating corruption, namely, to determine the means by which it is possible to develop a positive experience in the fight against corruption. Design/methodology/approach Among the methods used to study the problems of the stated subject, the dialectical, comparative-legal, systems, historical and legal, formal and legal, analysis and synthesis can be distinguished. Findings The authors investigated the experience of foreign countries in combating corruption and suggested implementing international experience in national legislation for the successful fight against corruption. In the course of the study, the current state of legal regulations governing anti-corruption activities was characterised, corruption and the main reasons for committing corruption acts were investigated, the problems that arise in the fight against corruption were identified, the main administrative and legal mechanisms for combating corruption were established and the effectiveness of applying these mechanisms in practice was studied. Practical implications The provisions that are enshrined in this paper are of practical value for individuals whose activities are aimed at fighting corruption, as Ukraine is one of the states where corruption flourishes and where the fight against corruption has not been directly implemented in practice for many years. Originality/value Based on the example of international experience in the fight against corruption, proposals and recommendations for improving administrative and legal mechanisms for combating corruption have been developed.

<p class="BodyAbstract">Sea transportation has an important role in the development of the community because the flow of goods and the traffic of people (passengers) by sea can run smoothly.  With the smooth traffic of goods and passengers, this certainly makes it easier for people to meet their needs. Sea transportation activities are inseparable from the risk of unexpected events, one of which is ship accident.  Based on this background the authors are interested in conducting research with the title "Responsibility of Carrier Against the Owner of Goods Due to Accidents in Sea Transportation, formulation of the problem: 1. How is the responsibility of the carrier to the owner of goods in the event of damage to goods due to accidents in sea transportation?, 2. How Compensation for compensation if there is a loss in transporting goods by sea?  In this paper the research method used is a normative juridical approach, descriptive analytical research specifications, the main data source uses secondary data, the data analysis method uses qualitative methods.  Research and discussion results are as follows: 1. Maintain the safety of the goods transported from the time of receipt until the time of delivery and has become the responsibility of the carrier if the goods are wholly or partly unable to be delivered or damaged The transporter is obliged to compensate for the loss of the goods being transported 2. If an accident occurs in sea transport recipient of goods does not receive the goods as stated in the agreement of the consensus of the recipient is obliged to make a claim letter to the shipping company within the specified time by explaining the loss suffered.</p>

The purpose of the article is to investigate the problem of food shortages for a significant number of the population worldwide, taking into account the history of the problem, its causes, consequences, statistics and prospects for solving in accordance with existing trends. Research methods. Methods used: theoretical generalization - for characterizing international organizations and program goals that work to combat hunger, analysis and synthesis - for consideration the dynamics number of starving people on the planet and identify regions and countries with largest expanding such problem, comparative evaluation - for comparing absolute and relative statistical indicators in various aspects of the problem, historical - for structuring over time the measures taken to ensure sufficient food supply and their actual results, graphic - for better visualization the comparative statistics. Research results. Information on the responsible institutions that settle food shortages around the world is provided, key issues that need attention in the context of food insecurity are described, quantitative indicators of the global food problem are considered, the uneven nature of its distribution is highlighted, given list of the factors that deepen social and economic problems for the population, a clear link between poverty and chronic malnutrition is determined, critical remarks about the reality of prospect to overcome hunger according to the planned schedule are formed. Scientific novelty. An assessment of development the situation with the number of starving people in the world in the coming decades is made, taking into account an expected demographic changes and potential resources of agricultural production as a key sector in this problem. Practical significance. The provisions of the article are aimed at underlining weaknesses in the global food security system, detailing them and presenting to domestic authorities and business structures in order to find a balance between expanding export potential, participating in international initiatives and maintaining economical-effective agricultural sector. Purpose This systematic literature review focuses on the following future advanced information and communication technologies (ICTs) applied in the maritime transport of cargo: Internet of Things (IoT), big data, cloud computing and autonomous ships/vessels (including unmanned ships/vessels). The review question is: “RQ: In what context and by means of what mechanism does the implementation of future advanced ICTs have disruptive impact on maritime transport?”. Design/methodology/approach The paper complies with the methodological requirements of systematic reviews. The information analysis and synthesis are based on the CIMO logic, referring to the context (C), intervention (I), mechanism (M) and outcome (O) of the implementation of future advanced ICTs in maritime transport. Findings The review identifies the contextual factors and components of the mechanism that lead to the disruptive impact of different types of future advanced ICT interventions on maritime transport. Research limitations/implications The review approaches only the most important future advanced ICTs that will disrupt maritime transport. Practical implications The maritime transport organizations should consider: intended outcome as intervention trigger; increased efficiency and responsiveness; benchmarking. Originality/value For the first time, the CIMO logic is applied in a systematic review focused on future advanced ICTs in maritime transport. The CIMO-DMT model is elaborated as a basis for further research. Ten directions of study are recommended in a future research agenda.

This article discusses safety and economic issues of sea transport during transit voyages of a vessel across the North Sea Route (NSR) in the Arctic Ocean. The main obstacles to shipping and threat to vessels are the regions of ice occurrence and, in particular, clusters of ice with high and very high concentration, thickness and hummocking occurring each year in the same places, which are called ice massifs. Speed of vessels has the greatest impact on the economy of transit voyage. The safe speed of vessels, as a means of transport that ensures trouble-free navigation of the vessels depends on ice conditions. Until now, the concept of safe speed has not been precisely defined. Also, the impact of speed of the vessel in certain ice conditions on overcoming the ice and the risk of damage to vessel has not been precisely defined. Issues of direct and potential costs of vessel’s safety, damages and consequences of damages in ice were also not fully considered. The author analyzed the above relationships on the example of the first commercial vessel transit voyage through the NSR and obtained generalized results that can be applied to the initial, general and tactical route planning till 10 days - 6 months ahead and transit schedule of a vessel between Europe and the Far East ports via the Northern Sea Route. The presented method should increase safety and economy of sea transportation in areas covered with ice.

AbstractThe major goal of this paper is to focus on the existing literature regarding the linkage between maritime, trade liberalization and industrial development in the context of CO2 by using econometrical model. In this context, it is attempted to reveal the effects of independent variables on CO2 (dependent variable) for China from 1980 to 2013 (annual data) by implementing Phillips-Perron (PP), Zivot-Andrews unit root tests, FMOLS, DOLS, CCR, ARDL and GMM methods. According to results of FMOLS, DOLS and CCR models there is a long-term stable relationship between sea transportation, trade liberalization, industrial development and carbon dioxide emissions which is proved empirically. Similarly, Short term ARDL estimation results reveal that the main determinants of CO2 in the short-run are changed in industrial development and maritime transport at 1% significance level. Table 6 summarizes the short-term ARDL results and the findings regarding the error correction model. According to Table 6, error correction model works in order to reach short-run adjustment. In the short term, approximately 78% of shocks in industrial development, maritime transport and trade liberalization are compensated within a period of time and the system is re-established in the long term. China produced half of the 1.2 million electric media used worldwide; the government directs its attention to the rehabilitation and reuse of all these lithium-ion batteries. Large-scale production of biofuels can still be several years away. Crude oil might be very difficult to promote alternative fuels on a national scale unless crude oil prices surge so high as to become unaffordable. Authorities underline: China will become the world’s number one economy. Now renewable energy will be more important, which should be encouraged to use by government on transportation so as to reduce the CO2 emissions. However, China can be leader excess oil use for transport if they want to dominate the economy worldwide.

Purpose. The aim of the article is to substantiate the scientific and theoretical bases of formation mechanism of strategic management of innovative development of infocommunication sphere as a factor of innovation and modernization of infrastructure of the national economy. Methodology of research. General scientific methods are used in the process of the study, namely: methods of theoretical generalization - to study the mechanism of strategic management of innovative infrastructure development of infocommunication sphere; a systematic approach to support the strategic priority directions of innovative development of sphere of information and communication technologies; methods of analysis and synthesis – to determine the set of activities necessary to achieve the represented strategic directions of innovative development of sphere of Infocommunications. Findings. The mechanism of strategic management of innovative infrastructure development of infocommunication sphere is investigated. Strategic priority directions of innovative development of the infocommunication sphere are substantiated. The complex of necessary measures to achieve the presented strategic directions of innovative development of the infocommunication sphere is determined. Originality. Scientific and theoretical bases of formation mechanism of strategic management of innovative infrastructure development of infocommunication sphere as a factor of innovation and modernization of infrastructure of the national economy is developed. It consists of three modules: forecasting and analytical, of intensification-oriented and certification, the implementation of which contributes to the intensification of innovative processes in all spheres of economic activities and innovative infrastructure development of the national economy. Practical value. The results of research are aimed at solving problems of strategic management of innovative infrastructure development of infocommunication sphere as part of the innovation infrastructure of the national economy and can be applied in the development of a national strategy for the development of information and communication sphere.
