Object: The purpose of the study is to substantiate methodological issues of state policy and modeling of the dynamic development of regional systems as an inseparable triad "ecology-society-economy" in the conditions of various stages of reindustrialization. Methods: methods of system analysis and economic synthesis of reindustrialization factors and assessment of their impact on the development of ecological and socio-economic systems are used, which will increase the effectiveness of state policy and management decisions in the field of scientific, technical, industrial and environmental policies. Results: The developed methodology for assessing the state and dynamics of the development of ecological and socio-economic systems is a tool for further, more in-depth analysis of the development problems of the countries that are part of the EAEU zone, in solving which it is impossible to do without the use of methods of state regulation of the economy. It is established that socio-economic policy and the organizational, economic, and managerial mechanisms by which it is implemented have a significant impact on development. In this regard, it is important not only to determine the degree of efficiency of the use of available resources, but also to what extent and how to make up for their lack. The presence or absence of effective policies is reflected in the reduction or growth of barriers to development. Conclusions: Recommendations on the choice of reindustrialization options are as follows:  systematic consideration of three interrelated elements: realization of industrial potential, effective use of labor resources, ensuring normal working conditions and effective employment of the population; advanced development of infrastructure;  consideration of environmental effects directly related to the process of re-industrialization;  a retrospective study of the industrial development of the territory is the most important source of information for the development of directions for the allocation of productive forces;  decision-making is based on taking into account social, economic, natural and technological criteria indicators, which provide for compliance with the principle of coordinating the interests of the subjects of reindustrialization, taking into account social priorities.

The object of the research is the theoretical basis for the substantiation of partner interactions between the state and private business. The purpose of the work is to study theoretical approaches to substantiating partner interactions between the state and private business, and the principle approaches regarding the distribution of responsibilities and risks between partners. The research method is monographic. The article is devoted to the study of economic theories, which can most adequately reflect the content and nature of partner interactions between the state and private business in solving socially significant task. It is revealed that the complexity of the PPP as an economic category leads to the objective impossibility of the existence of a unified theory or concept for describing the construction and functioning of a model of partner interactions between the state and business. The development of the concept of management of the development of transport infrastructure with the benefits of PPP has a broad scientific theoretical and methodological basis – these are theories of fundamental and applied nature. It is made up of theories as fundamental (the theory of neo-institutional economy and new institutional policies, the theory of management of socio-economic systems, the concept of public administration) and applied (project, investment, financial management, economic analysis) character. The results of the article can be implemented during the development and substantiation of the forms of application of partner interactions of the state and private business as an instrument of realization of the state policy of development of transport infrastructure of Ukraine. The article discusses the personnel problem as an important factor in the development and digitalization of Russian economy in the field of agriculture. The problems of modern labor resources in agricultural production are highlighted. The ways of addressing the problems are explored: changing social working conditions, increasing motivational components both in the state policy in the field of agriculture and in the development of methods and mechanisms for managing labor resources at specific enterprises with special reference to the particular features of their production; creating the necessary modern infrastructure, updating the content of educational programs, training, retraining and professional development, improving the management mechanisms of the industry, etc.

The article is devoted to the analysis of amendments to the Constitution of the Russian Federation relating to the protection of national security, including in the field of information. Purpose: to analyze the role and impact of the amendments to the Constitution of the Russian Federation in 2020. These amendments are related to the State regulation at the federal level of information security and the tasks of ensuring the support and preservation of scientific and technological potential and the development of Russia. Methods: the work is based on the methods of dialectics and system analysis of the information and legal sphere, which allow to comprehensively, logically and consistently study the processes of implementation of constitutional and legal norms and the prospects for their development in the legal regulation of information security in order to identify existing patterns and development trends, as well as priority tasks. Results: the study leads to the well-founded conclusion that referring in the Basic Law to the federal authorities the security of the person, society and the State in the use of information technologies and digital data circulation is a constitutional and legal innovation that is fundamental to the development of legal and scientific research in the field of information security as an important component of the national security of the State, as well as for the development of the system of legal regulation in this areas in information law.

The problems of formation of new institutional conditions of territorial alignment in the context of the need for transition of the country to inclusive development, which requires the inclusion of all members of society in socio-economic processes and their humanization, are investigated. It has been determined that inclusive development has broader goals than GDP growth, and aims at compre-hensive human development, increasing its well-being and reducing poverty and inequality, and requires active participation in the human resource economy. It is revealed that the economic literature covers the concepts of "inclusive growth", "inclusive innovation", "inclusive development", "inclusive economy", etc. There are also many definitions of the term "inclusive develop-ment". Thus, World Bank scholars have identified: inclusive development is the sustainable rapid development of all sectors of the economy, which attracts a large part of the country's labor resources and is characterized by equal access to the labor market and resources. The priority of inclusive development is to improve the quality of life of the population through the formation of a high-employment economy and a society with a minimal separation. Achieving these goals is not possible only through the efforts of the state. They should be shifted to the regional level, but subject to effective regional policy, expansion of local authority, creation of financial conditions for innovative development of regions. The importance of strategic state regulation of regional development, which has to be systematic, indirect and advisory, needs to be clearly defined strategic goals and objectives of long-term socio-economic development, development of anti-crisis state policy, establishment of optimal ratio of all branches of power, support of regional economic security, proven implementation of fiscal and monetary policy, non-interference in the operational activities of local authorities. Such important factors as achievement of the goals of inclusive development are considered, as decentraliza-tion in management and development of regions, features of "domestic model of decentralization", formation of new institutional unit - united territorial communities and formation of their innovative structures, and directions of development of effective economic policy of the state and regions. to implement the concept of inclusive development. The urgency of the formation of technological competitiveness of the Ukrainian economy under the current global challenges and threats is substantiated. The analysis of the national institutional and organizational system of state policy of ensuring technological competitiveness of the economy has been carried out. The importance of forming in the country of institutional, organizational and institutional-legal systems of the state policy of ensuring innovation-technological activity and development is pointed out. The condition of the institutional and legal system of the state policy of ensuring technological competitiveness of the Ukrainian economy is revealed. The results of the analysis of the state policy of ensuring the technological competitiveness of the Ukrainian economy by management functions are presented. The paper emphasizes that the following disadvantages of the state policy of ensuring technological competitiveness: by the function of analysis - the lack of a system of complex analysis and evaluation of innovation and technical activity; by function of planning - non-institutionalization of the system of programming and planning of technological competitiveness of economy; by function of organization - non-construction of a complete organizational and institutional system of state regulation of innovative activity; by function of motivation - absence of sufficient customs-tariff and budget-tax stimulation of innovation and technological activity; by the control function - unformed environment of independent institutions for monitoring and control of the state innovation and technological policy. The paper substantiates that technological competitiveness of the economy is formed in stages according to the levels: factor competitive advantages of strategic enterprises, strengthening of competitive positions of clusters, development of "strong" industries, technological competitive advantages of the economy, international competitiveness. The fact that technological competitiveness of each country is based on its own model and does not fit into the universal "ideal" scenario is emphasized.

Problem setting. The issue of state regulation of cross-border cooperation turns out to be increasingly topical in terms of global European integration processes. Considering higher living standards and opportunities for social development in the neighboring countries of Ukraine, the expansion of cooperation of the border territories is worth doing for the purpose of their further development and more efficient resolution of common problems, which will contribute to the social and economic development of the border territories. Recent research and publications analysis. The issue of cross-border cooperation has been addressed in studies of R. Bilyk, T. Brus, F. Vashchuk, S. Horbatiuk, O. Horbach, I. Zhurba, Z. Zazuliak, V. Kovaliov, Y. Navruzov, R. Pasichnyi, I. Studennikov, S. Tkalenko, et al. Different aspects of formation and implementation of the state regional policy of European cross-border cooperation have been outlined in works of the scientists V. Vakulenko, I. Dehtiariova, I. Krynychna, V. Kuibida, Y. Makohon, N. Mikula, S. Romaniuk, and others.Highlighting previously unsettled parts of the general problem. Given numerous studies of the mentioned problem, domestic scientists have not addressed the issues of state regulation of cross-border cooperation and specifics of the state policy of Ukraine in this area sufficiently. Paper main body. Formation of a new state policy in the context of integration of Ukraine into the European Union stipulates the importance of searching for new ways of cross-border cooperation as a vital part of the regional policy, and put an emphasis on cross-border cooperation in the policy of partnership of our country with European countries. Considering that western regions of Ukraine, besides ETC, can establish EGTC, it is important to use such forms as clusters, partnership, industrial zones, etc., more efficiently within cross-border cooperation. The aim of cross-border cooperation is to seek a mutually beneficial format of the implementation of national interests and strategical priorities of the outlined partners. As Ukraine as the Republic of Poland must embrace in their partnership the essential areas of international cooperation for maximum rapprochement with the European Union. Ukraine should make every effort at the state level to increase the competitiveness of the border regions by activating and developing cross-border cooperation, which in turn would contribute to the establishment and advancement of economical, ecological, cultural, scientific, social, technological, and travel relations between the subjects of those relationships. Conclusions of the research and prospects for further studies. The conducted research allows concluding that the potential of cross-border cooperation between Ukraine and the European Union is not used to the full. European territorial structures involving Ukrainian regions did not become an organizational and financial platform for coordination of cross-border cooperation. In order for Ukraine to implement the intention to integrate into the European Union and deepen its international cooperation, collaboration within the European Territorial Cooperation must be activated. Specific for the Western Region geographic proximity with the European Union, experience of cross-border cooperation, and existing network of institutions should contribute to the activation of development of the region and multidirectional collaboration between the Ukrainian regions and EU countries. Therefore, it is worth to remove all the obstacles on the way to the reformation of the tools for cross-border cooperation, and promote the formation of friendly relationships and improvement of teamwork between countries of the Western Border Zone.

At the present stage of development of migration processes in Ukraine, the problem of improving the domestic migration services market has been actualized, turning it into a system of socio-economic relations to meet the needs of the population in services related to the possibility and improvement of conditions for migration movements, obtaining related services related to migration, minimizing risks (both for citizens and the State) related to migration processes. The research is aimed at identifying problematic aspects, as well as substantiating the directions and means of the State policy for the development of the migration services market in Ukraine. The object of research is the processes of improving the State policy of functioning and development of the migration services market in Ukraine, legalization of its subjects and improvement of institutional-economic opportunities in relation to the provision of high-quality migration services. In the process of research, general scientific and special methods were used: synthesis and system analysis, logical generalization, strategic management, and comparative analysis. The article identifies the current systemic problems in the functioning and development of the migration services market in Ukraine, in particular in terms of the predominance of unlicensed subjects – providers of migration services; low level of satisfaction of migrants with intermediary services; limited practices of bringing to justice shadow intermediaries in the migration services market; low level of socio-economic protection of migrant workers, etc. The authors define directions and means of improving the functioning of the migration services market of Ukraine in the areas of: legalization and licensing of activities; introduction of a monitoring system for the migration services market; conclusion of intergovernmental bilateral agreements to protect the rights of migrant Ukrainians; implementation of the Concept for regulating the development of the migration services market in Ukraine. Prospects for further scientific research in the analyzed sphere concern the substantiation of directions and means of implementation of positive foreign practices for the State-based regulation of the migration services market in Ukraine.

In the context of modern scientific, technical and information revolution, education functions as a complex socio-economic organism, which plays an important role in the progress of mankind. The state policy in the field of education is an integral part of the state policy. Everything that happens in society, economy, culture, one way or another, affects the formation and implementation of educational policy, the functioning of the education system as a whole. The aim of the article is to highlight the essence of the "multimedia" concept, "multimedia technologies" and "distance learning", the characteristics of the types of multimedia products that are most often used to study theoretical material, revealing the benefits of using multimedia technologies in the educational environment.The article reveals the essence of concepts: "multimedia", "multimedia technologies" and "distance learning", describes the types of multimedia products that are often used to organize the study of theoretical material, discloses the advantages of using multimedia technologies in the educational environment, identifies the main methodological and didactic requirements to the use of multimedia technologies in training at a higher education institution. Conclusions: using multimedia technologies allows to individualize the learning process and promotes the independence of applicants. Thanks to these technologies, the interest of applicants in the educational component increases, there is confidence that he is able to learn it, by re-studying the material at a convenient time. It is also possible to adjust the time and duration of training to your own schedule and capabilities.


The research was conducted with the purpose of developing a model of the state policy for supporting small and medium enterprises in order to use it in the process of creating such programs. The current business support programs were analyzed; the structural model was formed; the existing methods were applied to this model, and the draft of the information system corresponding to the developed model was worked out. Following the results of the analysis of the current Support and Development Programs and the development of the model it was revealed that the scope of entrepreneurship support in Ukraine has significant potential for growth both through the exchange of experience between the regions and through the implementation of the achievements of economic science in the activities of the bodies that provide support to small and medium business entities. In this study, there were used such models and methods as business processes modeling based on BPMN 2.0 notation. (in Aris Express software environment), the development of smart cards (by means of Xmind software product), the design of interfaces in Evolus Pencil software environment), goal setting by SMART criterion, marketing assessment based on AIDA concepts and Sales Funell, financial ratios (including return-on-investment ROI), project management model built up by the methodology of network planning (CPM). Implementation of the model, tools, and information system will make the state policy more transparent, increase the level of trust of entrepreneurs to the state, and also attract additional resources for supporting the infrastructure for entrepreneurship. The developed model is a new mechanism for increasing the efficiency of the state policy as it provides the possibility of borrowing economic methods in the field of state regulation of entrepreneurship support. i.e., It will serve to reconcile the efficiency of state regulation and the private one.
