The article is devoted to relevant issues of formation and development of intellectual capital of enterprises that constitute the tourism infrastructure. The purpose of the study is to substantiate the directions and means of formation and development of intellectual capital of the tourism infrastructure enterprises. The author's description of the concept and structure of intellectual capital of an enterprise is given. It is established that intellectual capital of the tourism infrastructure enterprises comprises such basic elements as, first, the company's staff (and their competence characteristics) able to accumulate and generate intellectual creativity, create and commercialize innovations and implement their results in economic practice to form modern logistical and information-technological support for business processes; secondly, the provision of the enterprise with modern equipment and technologies, information, infrastructure for innovation and intellectual-creative activities; thirdly, the extent and effectiveness of the combination of factors of labor and intelligence. It is proved that intellectual capital is a dynamic concept and is close to the intellectual potential. The composition of the tourism infrastructure entities involves tourism companies, accommodation facilities, food facilities, accompanying and communication facilities providing transport, trade, cultural, educational, sports and other services to meet the needs of tourists. The relevance of the formation and use of intellectual capital of the tourism infrastructure enterprises is substantiated. In the current research, the scientific methods of strategic management (for constituting the bases for structuring the purposes of improvement of intellectual capital of the tourism infrastructure enterprises) and the system approach (to substantiation of priorities and tools for improvement of intellectual capital of the tourism infrastructure entities) are applied. The means of formation of intellectual capital of the tourism infrastructure enterprises are determined. Further scientific research in this area concerns the substantiation of economic and mathematical models of intellectual capital using. The practical significance of the research results concerns the ways to increase intellectual capital of the tourism infrastructure and strengthen both the competitiveness and overall economic potential of tourism in Ukraine, which also has a major social effect in meeting the needs of consumers in tourism and recreation services.

The purpose of the study was to substantiate the means of forming intellectual and personnel support of innovative customer-oriented restaurant enterprises. The urgency of this task has increased at the present stage of development of economic relations and competition, especially in the restaurant business sector, as the orientation of all business processes of enterprises to generate income and profit to meet the needs of customers; such direction as designing, modeling and development of inquiries of the consumer develops; the competitiveness of the restaurant business is increasingly determined by customer orientation. In the course of the research scientific methods of strategic management (for formation of bases of structuring of the purposes of improvement of intellectual and personnel maintenance of innovative client-oriented enterprises of restaurant economy) and system approach (at substantiation of priorities and tools of improvement of intellectual and personnel support of innovative client-oriented enterprises of restaurant business) are applied. The relevance and means of formation of intellectual and personnel support of innovative client-oriented enterprises of restaurant economy are substantiated. Further scientific research in this direction concerns the substantiation of economic and mathematical models in the field of customer management. The practical significance of the results of the study is to increase the customer base of loyal consumers and strengthen the competitiveness of the restaurant business, which also has a significant social effect in meeting the needs of consumers in restaurant services.

In the early 2000s, the new term "Unicorns" appeared in the economic literature, uniting startups with a market capitalization of more than $ 1 billion. in five years. In today's highly globalized market, public management is interested in ensuring the rapid development of powerful, competitive companies that stimulate the growth of the national economy. Powerful startup companies of interest to both national and foreign investors. The purpose of the article is to formulate the main stages of assessing the competitiveness of "unicorns" and create conditions for improving its level in the postSoviet space. General scientific methods of analogy and comparison, induction and deduction, modeling, hypothetical, historical and logical methods have been used. The scientific novelty of the obtained results is as follows: approaches to the selection of potential startup projects "unicorns" have been economically justified; a practical approach to creating a social climate and legal framework that will promote the emergence and reproduction of "unicorns" has been proposed; approaches to determining the stages of "death", "resuscitation" and "resurrection" of "unicorns" have been formulated. The practical significance of the obtained results lies in the formation of proposals of an applied nature aimed at the development of startup companies in Ukraine. It has been concluded that for the birth and effective functioning of "unicorns" it is necessary to combine human, structural and consumer capital, which will increase the capitalization of the enterprise. It has been determined that the environment of origin and functioning of "unicorns" is not limited to software, but covers all areas where intellectual capital can be increased. It has also been concluded that innovations and startups are a kind of activity that requires not only great knowledge, but also a specific talent sharpened for this type of activity. The ability to propose new solutions is a source of renewal, implementing the principles of intellectual capital, which is becoming dominant in the XXI century. Further research will be aimed at clarifying and improving the proposed options for creating conditions to increase the level and number of "unicorns" in Ukraine. The article deepens the methodological and applied principles, develops recommendations for managing the use of industrial enterprises intellectual potential in the knowledge-based economy conditions. It is substantiated that the effective use of intellectual potential of a modern industrial enterprise is the basis for forming a culture of knowledge that can meet the needs of individuals, create conditions for harmonious development, resolves social contradictions through managing a variety of intellectual potential and the most effective use of this resource in management decisions. Emphasis is placed on the key importance of staff intellectualization as a basis for its intensive (qualitative) development. The concept of managing the use of industrial enterprises intellectual potential is proposed, which reveals the specifics of the content of management, the values of which are determined by interrelated components that form the intellectual potential, and the focus is on solving production problems of the enterprise in innovation sphere. The formulated concept is distinguished by the infrastructural approach to management of the industrial enterprises intellectual potential use based on a joint of scientific directions (approaches to management of the personnel and intellectual capital), synthesis of which corresponds to modern tendencies of integration in the theory of innovations theory elements intellectual potential management, innovative enterprises. A matrix of managerial influence upon the components-factors of intellectual potential qualitative level according to the reproductive stages of innovative industrial enterprises staff intellectualization is constructed. A number of basic measures of organizational and economic nature have been identified, which provide positive dynamics of intellectual potential development of staff in the process of innovations introduction at the enterprise. The theoretical significance of the concept lies in the intellectual capital management theory development in the segment of management using the industrial enterprises intellectual potential. The practical significance of the proposed concept is due to the possibility of expanding the management worldview in the modern industrial environment on this basis and integrating its ideas, formalized in the form of goal, tasks, object, subject, principles, functions, management tools in the organization of intellectual potential management. The implementation of the formulated concept should become a priority of the general idea of innovative industrial enterprises strategic orientation.

PurposeThis article reports on the background, the conceptual ideas and the lessons learned from over more than 20 years of IC Statements and Management with a country focus on Germany and some international developments. It calls for an integrated management approach for IC and offers case study evidence on how to accomplish this quest.Design/methodology/approachReport on the German initiative “Intellectual Capital Statement made in Germany” (ICS m.i.G.). A brief review of the literature describes the background and theoretical foundation of the German IC method. A short description of the method is followed by four detailed case studies to illustrate long-term impact of IC management in very different organizations. A discussion of Lessons Learned from more than 200 implementations and an outlook on current and future developments finalizes the article.FindingsIC Statements made in Germany (ICS m.i.G.) was successful in providing a framework to systematically identify IC, evaluate the status quo of IC relative to the strategic requirements, visualize interdependencies of IC, business processes and business results as well as to connect IC reporting with internal management routines and external communication. However, ICS is not an insulated method but delivers the maximum benefit when integrated with strategy development, strategy implementation, business process optimization accompanied by change management routines. Strong ties to human resource management, information technology departments, quality management, research and development teams as well as business operations as the core of an organization help to yield the most for ICS m.i.G. Over time, the focus of managing IC changes and maturity leads to deutero learning.Practical implicationsICS m.i.G. proved easy to apply, cost efficient for SMEs, larger corporations and networks. It helps to better accomplish their objectives and to adjust their business models. The guidelines in German and English as well as a software application released were downloaded more than 100,000 times. A certification process based on a three-tier training module is available and was successfully completed by more than 400 practitioners. ICS m.i.G. is supporting current standards of knowledge management, such as ISO 9001, ISO 30401 or DIN SPEC PAS 91443 and therefore will most likely have a continuing impact on knowledge-based value creation.Originality/valueThis paper reports lessons learned from the country-wide IC initiative in Germany over the last 20 years initiated and supported by the authors. Several elements of the method have been published over time, but so far no comprehensive view on Lessons Learned had been published.

Abstract Enterprise information architectures still do not deliver all the value that comes from integrating structured and unstructured information. Enterprise Content Management and Business Process Management were developed as autonomous disciplines. Thus, Enterprise Content Management still occurs without formally considering the business processes that generate and manipulate content, while Business Process Management initiatives arise without a documented treatment of materials produced by the processes. The non-integrated approach to these disciplines collaborates to reduce the potential benefits expected in Organizational Change Management programs. In such context, the article discusses the interrelation between Business Process Management and Enterprise Content Management, approaching from a historical view of these disciplines, their conceptual limits, technological support, and dialogues that would benefit both initiatives. The paper contributes to clarify a question still vague in the field of Information Management, which is how to integrate Business Process Management and Enterprise Content Management treating structured and unstructured information in a unified manner. It discusses how to approach this issue in a broad scope of IM by combining the concepts of Enterprise Content Management and Business Process Management. Based on a literature review, the paper analyzes and synthesizes experiences in Enterprise Content Management and Business Process Management acquired in the context of a project carried out in a Power Sector Company. The article reveals problems in separating approaches to Enterprise Content Management and Business Process Management. It shows the importance of an effort for integration and presents three instruments that promote the linkage of the two initiatives, approximating process offices and analysts’ information.

This paper presents an organizational analysis methodology aimed at knowledge capitalization with a view to improving business processes. Based on a real problem in a large electric sector firm, this methodology is applied to managing the transport of indivisible exceptional cargo (IEC). In the firm in question, intellectual capital is a critical asset for service performance and is fundamental for achieving business excellence. Applied to the firm's transport management process, the approach proved appropriate to IEC transport-related organizational goals. A review highlights definitions and structures for improving business processes proposed previously in the literature. The results of applying the methodology are discussed at the end of the paper.

The article is aimed at defining the priorities for the development of the biofuel market in Ukraine to ensure the energy security of the country and satisfy the country’s energy needs. Prospects for the bioenergy sector of the economy in the world will be determined primarily by the optimization of national policies in the matrix of multifarious criteria. The place of the Ukrainian model is highly likely to be determined, on the one hand, by the development of the national market, on the other hand, by the production of raw materials for world biofuel markets. At the same time, this market and production in Ukraine remains only a potentially promising model that requires a scientific substantiation for its efficiency. As a result of the study, it is specified that the bioenergy industry has serious limitations and problems of economic nature that require scientific substantiation. After analyzing the limitations and prospects of the industry development in Ukraine at the level of agricultural enterprises that could deploy biofuel production, it should be emphasized that: 1) there is currently no biofuel market in Ukraine: there is no significant production, hence the proposal still remains unformed; there are no agents (firms, enterprises) of the market that would form the established demand; the necessary norms, institutions, mechanisms of the representative market have not been developed; 2) there is no successful experience of such a business both in Ukraine in general and in agricultural enterprises in particular. From here, as well as taking into account the above-mentioned aspects, the attractiveness of this business, including investment, needs to be justified. Enterprises of this group will face funding problems, as well as technical and technological support problems. Therefore, special careful economic substantiation of the market efficiency model and business processes is required; 3) because of these reasons, the task of scientific substantiation of the model of efficient management of this business becomes highly topical.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

The article examines the relationship between educational and intellectual migration on the example of Ukraine. It is noted that usually educational migration is considered as a separate form of migration, it is associated with the stage of formation and accumulation of intellectual potential. While intellectual migration, traditionally understood as the relocation of workers of intellectual labor and creative intelligentsia, is associated with the stage of use of intellectual capital. Therefore, these two streams have so far been considered separately. In order to better understand the current role of educational migration, the processes of departure of Ukrainian students abroad and receiving educational services by foreign students in the domestic economy are considered. The paper also identifies the main directions and scales of educational migration flows in the country. The role of universities as institutions for attracting the intellectual potential of foreign countries to recipient countries in order to increase their competitiveness in the further development of the knowledge economy in the global dimension is substantiated. Based on the analysis of assessments of the causes and factors of the outflow of young people from Ukraine to study, it is substantiated that the quality of education is not the main value that students are looking for. It is found that in the current conditions of economic, political and military crisis, their main motive is emigration to a permanent place of residence in more politically stable and economically successful countries. The existence of a serious problem of lack of proper methods of data collection and statistical analysis in the field of educational and intellectual migration is emphasized, the data of official statistics are incomplete and do not reflect the whole picture of educational and intellectual migration. The benefits of educational immigration are identified and described, as well as the losses of the Ukrainian economy from the outflow of intellectual capital in the form of educational migration and the departure of highly qualified personnel. It is concluded that to change the situation it requires an effective migration policy, which should include the interests of the country's economy based on the acquired knowledge of migrants obtained abroad. The ultimate goal should be the introduction of an effective mechanism for the free movement of migrants and the transformation of irreversible emigration into temporary, because stopping migration in the context of globalization is an impossible phenomenon.

Relevance of the material stated in article is caused by urgent needs of society in creation of administrative information systems, in particular Information system of planning of scientific researches in National Academy of Pedagogical Sciences of Ukraine on Internet basis (ІС "Planning"). Information and technological support of processes of planning of scientific researches which are carried out in scientific institutions of NAPS of Ukraine is the purpose of creation of this system. The parameters of the functional maintenance of the informative system are pointed in the article, technology of treatment of documents on planning of scientific researches, scheme of routes of working of separate documents, and proper diagrams of their business-processes, on the basis of which using programmatic facilities of Microsoft Sharepoint the functions of programming are automatized, is examined.
