In implementing the village fund management public policy in Martapura Subdistrict, East Oku Regency, there are 3 villages namely Tanjung Kemala Barat, Kotabaru Barat, Keromongan which have experienced an increase in the number of poverty so that it is focused on managing village funds and factors that become obstacles in implementing public policies in management. village funds. And the research method used is qualitative by applying descriptive methods with an inductive approach. The implementation of the village fund public policy in its implementation there must be factors that become obstacles in managing village funds in Martapura District. This factor comes from within and outside the organization itself, such as the insufficient apparatus of the Martapura District in terms of quality and quantity. So that it will affect the results of village fund management in all villages in the Martapura District. The management of Village Funds in Martapura District has been implemented well and runs smoothly according to the provisions, although in improving the community's economy it has not been implemented optimally. Especially in 3 villages where there was an increase in poverty, this happened because the absorption of the village allocation funds was not right on target, village funds were mostly spent on physical development. The allocation of village funds for empowerment and development of human resources was the key to progress in increasing an independent economy.Keywords: village fund, implementation, policy

This study aims to find out and describe the process of implementing the UPZ implementation policy evaluation at Padjadjaran University: Factors that have constrained the evaluation of UPZ policies at Padjadjaran University: and the implications of the constraints on the existence of UPZ Padjadjaran University. This study uses a policy evaluation theory from William. N. Dunn who said that policy evaluation is influenced by six dimensions. The research method used is a qualitative approach with a type of descriptive method. Techniques for collecting data through interviews, observation, and literature. Based on the results of the study, it was found that the policy evaluation of the Central Baznas Regulation Number 2 of 2016 had not yet run optimally. This is because there are still among Muzaki who have potentially not participated in the UPZ Unpad and mustahik who have not all felt satisfied with the service and provision of infaq and charity zakat funds. Based on preliminary studies in Air Saga Village, the problems faced by villages to form BUM Desa are lack of ability to map village potentials, it is difficulty to find human resources who will manage BUM Desa, lack of understanding to start establishing BUM Desa, and lack of ability to compile BUM Desa administration.  These problems must be addressed immediately by conducting research activities aimed at formulating management strategies for the formation of BUM Desa, especially in Air Saga Village. The research method uses qualitative methods with the following steps: (1) conducting observations to obtain information about the potential of the village, (2) conducting interviews with village heads and BPD, (3) conducting FGD. The collected data were analyzed using qualitative descriptive techniques. The results showed that an aggressive strategy is the right strategy to form a BUM Desa in Air Saga Village, Tanjungpandan District, Belitung Regency. The implementation of the strategy for establishing BUM Desa must involve village facilitators and be evaluated in each of its activities

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

This researchcarried out using documentation techniques and interviews with parties involved in the management of the Village Fund. Descriptions are obtained throughanalysis of Permendagri No. 113 of 2014 by comparing the realization in the field.Village Fund Management from the planning, implementation, administration, reporting stagesand accountability in general can be said to be in accordance withPermendagri No. 113 of 2014 although there are several things in the planning,implementation and administration that are still not in accordance with the target time.

To achieve a good village fund management, the necessary accountability village fund. Accountability is needed to explain the management of village funds. As a form of responsibility for the management of this fund, created the financial statements of the village. This study aimed to analyze whether the competence of human resources, the implementation of village financial system, and the implementation of internal control systems of government affect the accountability of village funds management . This research is descriptive and causal using survey by distributing questionnaires to the respondents who have been determined. The respondents totaled 160 respondents who are fund managers villages in West Bandung regency. For data analysis, this study uses PLS SEM assisted by Smart PLS software program version 3.0.

Village-Owned Enterprise (in Indonesia commonly referred to BUMDes) has a goal to develop the economy of the village community. Wologai Tengah Vil-lage in Ende Subdistrict, Flores Regency, East Nusa Tenggara Province, Indo-nesia is one of the traditional villages that have a tourist attraction, especially in terms of traditional houses and various rituals. One of the advantages of Wologai Tengah Village is the ability of its traditional leaders (Mosalaki) and village officials to mobilize village communities. This research aims to explore the understanding of village officials and traditional leaders in realizing the village accountability and the philosophical value of local wisdom of traditional village by supporting the accountability of BUMDes. The qualitative research method was selected in this study with informants consisting of traditional leaders, village officials, government representatives, and local village communities. Data were obtained through direct interviews and Focus Group Discussion attended by resource persons related to the BUMDes. In terms of village accountability, traditional leaders and village officials have a strong will in preparing financial reports and budget of BUMDes. The problem faced in realizing village accountability is the inadequate capacity of human resources to prepare financial reports and budgets of BUMDes.

This research discusses about strategies to sustainable improve village status in the village of Kundur, Kepulauan Meranti Regency. The problems and phenomena in this study are the selection of Kundur village to be one of the priority development target villages, the lower the IKE value in 2018-2019, and the IDM calculation 2018-2019 The purpose of this research (1) to find out the social, economic and ecology conditions in the Kundur village, (2) to find out the strategies carried out to continuously improve the status of the Kundur village. The research method used is a mixed method. From the results of the study, the existing conditions of social security get a sccore of 0,878 economic resilience of 0,600 ecology resilience of 0,850. From the results of these scores get the Kundur village IDM score of 0,776. And the strategy that should be carried out by the Kundur village to improve the status of thee village is anaggresive and growing strategy, by making utilizing human resources in maintaining natural resources for sustainable development, innovation in adding village owned business entity (BUMDes) units in accordance with existing conditions, and addition of plantation production types.

The problems that often arise in village development are the low of welfare and quality of people’s life in the village; lack of desire of the stakeholders to accelerate the development itself; as well as village governance that requires adjustment to the mandate of Law Number 14 of 2014 concerning Villages. Therefore, village development needs to have proper planning and management, so the village can be developed properly. In this case, there is a need for sustainable planning and development that fit of planning and programs that have been prepared in order to optimize the potential of natural resources, human resources, and science and technology. By matching and combining the three components, it is hoped that these three aspects can run well. and can be sustainable. The method used in this research was descriptive qualitative research method. The expected objectives of this research were to find out the existing development programs in Sungai Kakap village, investigate what facilities are available there, and community empowerment programs implemented. It was also to find out the social changes that have occurred in Sungai Kakap village due to the development that occurred there.
