This study aims to find out and describe the process of implementing the UPZ implementation policy evaluation at Padjadjaran University: Factors that have constrained the evaluation of UPZ policies at Padjadjaran University: and the implications of the constraints on the existence of UPZ Padjadjaran University. This study uses a policy evaluation theory from William. N. Dunn who said that policy evaluation is influenced by six dimensions. The research method used is a qualitative approach with a type of descriptive method. Techniques for collecting data through interviews, observation, and literature. Based on the results of the study, it was found that the policy evaluation of the Central Baznas Regulation Number 2 of 2016 had not yet run optimally. This is because there are still among Muzaki who have potentially not participated in the UPZ Unpad and mustahik who have not all felt satisfied with the service and provision of infaq and charity zakat funds. In addition, the human resources available at UPZ Unpad are still limited, especially in the ranks of the management.Keywords: Public Policy, Policy Evaluation, Effectiveness, Efficiency,

Penelitian ini bertujuan untuk mengevaluasi kebijakan KTP Elektronik (KTP-el) di Dinas Kependudukan dan Pencatatan Sipil Kota Sukabumi. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan studi dokumentasi. Penelitian ini menggunakan teori evaluasi kebijakan dari William N. Dunn yang terdiri dari enam variabel, yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan perataan. Berdasarkan hasil penelitian diketahui bahwa evaluasi kebijakan KTP Elektronik (KTP-el) di Dinas Kependudukan dan Pencatatan Sipil Kota Sukabumi sudah berjalan dengan baik jika dilihat dari sisi efektivitas, perataan, responsivitas, dan ketepatan. Namun dari sisi efisiensi dan kecukupan belum berjalan dengan baik, hal ini menjadi penghambat keberhasilan dari pelaksanaan program KTP-el di Dinas Kependudukan dan Pencatatan Sipil Kota Sukabumi.   Abstract This study aims to evaluate the policy of Electronic KTP (KTP-el) in the Department of Population and Civil Registration of Sukabumi City. The research method used in this research is a descriptive method with a qualitative approach to data collection techniques in the form of interviews, observations, and documentation studies. This study uses the policy evaluation theory of William N. Dunn which consists of six variables, namely effectiveness, efficiency, adequacy, leveling, responsiveness, and leveling. Based on the results of the study note that the evaluation of the Electronic KTP (KTP-el) policy at the Department of Population and Civil Registration of Sukabumi City has been going well when viewed in terms of effectiveness, leveling, responsiveness, and accuracy. However, in terms of efficiency and adequacy, it has not gone well, this has become an obstacle to the success of the implementation of the KTP-el program at the Population and Civil Registration Office of Sukabumi City.

In implementing the village fund management public policy in Martapura Subdistrict, East Oku Regency, there are 3 villages namely Tanjung Kemala Barat, Kotabaru Barat, Keromongan which have experienced an increase in the number of poverty so that it is focused on managing village funds and factors that become obstacles in implementing public policies in management. village funds. And the research method used is qualitative by applying descriptive methods with an inductive approach. The implementation of the village fund public policy in its implementation there must be factors that become obstacles in managing village funds in Martapura District. This factor comes from within and outside the organization itself, such as the insufficient apparatus of the Martapura District in terms of quality and quantity. So that it will affect the results of village fund management in all villages in the Martapura District. The management of Village Funds in Martapura District has been implemented well and runs smoothly according to the provisions, although in improving the community's economy it has not been implemented optimally. Especially in 3 villages where there was an increase in poverty, this happened because the absorption of the village allocation funds was not right on target, village funds were mostly spent on physical development. The allocation of village funds for empowerment and development of human resources was the key to progress in increasing an independent economy.Keywords: village fund, implementation, policy

This research was conducted by the author with the aim know employee performance at the Regional Secretariat of Sorong Regency seen in aspects on aspects inputs(input), process (process), outputs (output), outcomes (results), benefits (benefits), and impacts (impact). The research method is a descriptive method with a qualitative approach. Data collection techniques, namely interviews, observation, and documentation using the interactive model. The results of this study indicate the performance of employees at the Regional Secretariat of Sorong Regency is considered to be carried out well, this is indicated by the success of the objectives that have been planned by the Sorong Regency regional government by ensuring all inputs, starting from reliable and competent human resources for all their duties and functions, the existence of adequate facilities and infrastructure and adequacy of the budget. From the main tasks and functions, and work programs can be realized maximally and provide benefits and positive impacts for the needs of community services and also increase regional development. The performance of employees at the Regional Secretariat of Sorong Regency which is considered good is also inseparable from the work process of employees being able to utilize all resources optimally,

ABSTRACT. The criminal act of corruption that done most of the regional leader increasingly rampant, caused one of them by to policy evaluation which is not appropriate with public policy theory. And purpose of this study is to increase criminal act of corruption policy evaluation in Indonesian.This research used qualitative approach with case study method, which is conducted for explore and understand something case,policy as or process view base from participant. Evaluation theory which varies in the specifications of object, the techniques of measurement, and the methods of analysis,in criminal act of corruption that implemented regional leader in Indonesian. Based on Komisi Pemberantasan Korupsi 2018, to mention the regional leader101people,the details 20 guvernor, 70 regent, and 13 mayor, of corrupsion so Indonesian failed to become a developed country.The results of this study, shows that criminal act policy evaluation of corruption in Indonesian, that done  of regional leader, so that Indonesian still not become developed countries.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

<p>This research began from the emergence of character problems or character crisis by shifting the students’ ethics values in the school. Where the students don’t respect teachers and friends, there is brawl among students, even violence occurs in the classroom, this is a threat of disintegration of the nation. The formulation of the problem is how the strengthening strategy of character education. The purpose of this research is to know the strengthening strategy of character education in the school, related to implementation, monitoring evaluation, supporting factors, obstacles and obtained result. The research method used qualitative approach on natural subject or natural setting, by using observation data collection techniques, interviews and documentation, data analysis techniques through data reduction, verification and took a conclusions of processed data. The research was held at SMK 45 and SMK IT NU Saguling, West Bandung. The result of this study. Students become intent on strengthening the character education activities, responsive to social activities in the society, although not all students can implement it yet. The level of discipline is good because students feel shy if they aren’t disciplined, the result of the shame cultural, some students who used to come late to be in time even though not all students feel ashamed when coming late. The supporting factors the implementation of the strengthening of character education in the schools is a good strategy from the principal, the committee and a team of the parent class of students. The Obstacle factors, the shame culture is not held in the school yet, not all teachers become a role models in the schools who give good examples for students. Not all teacher become a strong and intelligent character. So that the presence of educators is as a key actor in the learning process, a professional and have a strong and intelligent character must really have atmosphere in the school, because through educators who have strong and intelligent character will create human resources which is a reflection of a nation that has strong and intelligent character, and virtuous morals.</p><p>Penelitian ini berawal dari munculnya permasalahan karakter atau krisis karakter dengan menggeser nilai-nilai etika siswa di sekolah. Dimana siswa tidak menghargai guru dan teman, terjadi tawuran antar siswa, bahkan terjadi kekerasan di dalam kelas, ini menjadi ancaman disintegrasi bangsa. Rumusan masalah adalah bagaimana strategi penguatan pendidikan karakter. Tujuan dari penelitian ini adalah untuk mengetahui strategi penguatan pendidikan karakter di sekolah terkait dengan pelaksanaan, evaluasi monitoring, faktor pendukung, kendala dan hasil yang diperoleh. Metode penelitian yang digunakan pendekatan kualitatif pada subjek alam atau setting alam, dengan menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi, teknik analisis data melalui reduksi data, verifikasi dan pengambilan kesimpulan dari data olahan. Penelitian dilaksanakan di SMK 45 dan SMK IT NU Saguling, Bandung Barat. Hasil penelitian ini. Siswa berkeinginan kuat untuk memperkuat kegiatan pendidikan karakter, tanggap terhadap kegiatan sosial di masyarakat, meskipun belum semua siswa dapat melaksanakannya. Tingkat kedisiplinannya baik karena siswa merasa malu jika tidak didisiplinkan akibat adanya budaya malu, sebagian siswa yang dulunya terlambat datang tepat waktu padahal tidak semua siswa merasa malu jika datang terlambat. Faktor pendukung pelaksanaan penguatan pendidikan karakter di sekolah adalah strategi yang baik dari kepala sekolah, komite dan tim kelas orang tua siswa. Faktor penghambatnya, belum adanya budaya malu di sekolah, belum semua guru menjadi panutan di sekolah yang memberikan keteladanan yang baik bagi siswa. Tidak semua guru menjadi karakter yang kuat dan cerdas. Sehingga keberadaan pendidik sebagai aktor kunci dalam proses pembelajaran, seorang yang profesional dan berkarakter kuat dan cerdas haruslah benar-benar memiliki atmosfir di sekolah, karena melalui pendidik yang berkarakter kuat dan cerdas akan tercipta sumber daya manusia yang merupakan cerminan. bangsa yang memiliki karakter kuat dan cerdas, serta berakhlak mulia.</p>

The purpose of this research is to find out the implementation of regional disaster management policies in Sukabumi City and to find out the inhibiting and supporting factors of the successful implementation of regional disaster management policies. This research method uses descriptive analysis method with a qualitative approach. The results showed that the implementation of regional disaster management policies was not optimal. The conclusion is that the socialization activities are still lacking and equitable, human resources and infrastructure have not been added yet. The inhibiting factors are in terms of institutional, apparatus discipline, budget, resources, facilities and environment that are less conducive. Supporting factors are the existence of regulations or regulations on disaster management. for communication carried out by BPBD Sukabumi City in carrying out socialization activities or training on disaster management to the public is still lacking and uneven. E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

Penelitian ini bertujuan mengkaji kearifan lokal komunitas sebagai modal sosial dalam manajemen bencana alam untuk memperoleh gambaran secara utuh tentang makna substantif dari komunitas, kearifan lokal dan manajemen bencana alam. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan yang bersifat kualitatif. Terbentuknya komunitas tidak terlepas dari kebutuhan individu untuk berada dalam rasa aman dan memiliki mekanisme pertahanan ketika menghadapi situasi yang membahayakan. Komunitas mengembangkan suatu pengetahuan untuk memahami cara kerja alam, dan kemudian mengikutinya, serta berupaya menghindari apa yang dapat mengancam keselamatan. Kearifan lokal seharusnya dimaknai sebagai pengetahuan komunitas tentang keadaan setempat, atau kearifan setempat, yaitu pengetahuan yang menjawab situasi setempat, yang mana di tempat lain tidak ada. Suatu manajemen bencana alam perlu memperjelas kedudukan komunitas, serta memberi ruang gerak komunitas untuk menggunakan seluruh modal utama yang dimilikinya, yaitu diri (komunitas) dan kearifannya. This study aims to examine the local wisdom of the community as social capital in the management of natural disasters to obtain a full picture of the substantive meaning of the community, local wisdom and management of natural disasters. The research method used is descriptive method with a qualitative approach. The formation of a community is inseparable from the individual's need to be in a sense of security and to have a defense mechanism when facing a dangerous situation. The community develops a knowledge to understand how nature works, and then follows it, and seeks to avoid what can threaten safety. Local wisdom should be interpreted as community knowledge about local conditions, or local wisdom, namely knowledge that answers the local situation, which is not available elsewhere. A management of natural disasters needs to clarify the position of the community, and provide space for the community to use all the main capital they have, namely themselves (the community) and their wisdom.

Implementation of Policy for Supervision and Control of Sales of Alcoholic Beverages in Muara Enim Regency, South Sumatra Province. This study aims to determine and analyze the implementation, inhibiting factors and appropriate strategies in the policy of monitoring and controlling the sale of alcoholic beverages. The research method used in this study is descriptive with a qualitative approach. Data obtained through observation, interview, documentation and triangulation techniques. The results of the study indicate that the implementation of the policy of monitoring and controlling the sale of alcoholic beverages in Muara Enim Regency has not gone well. This is seen based on several performance indicators, among others: not yet well implemented Regional Regulation No. 4 of 2005, the lack of quality human resources and limited budgets, and related interagency communications that have not been implemented properly.
