This article is devoted to the consideration of the problem of the formation of extreme competency among future officers of the National Guard troops of the Russian Federation. Topicality of the problem is determined by the specifics of the military professional field of officers, which is characterised by a high probability of extreme situations, requiring the military specialist to have adequate competency to maintain mental stability and ensure effective professional actions. The scientific works of Russian researchers devoted to the problem of extremality are analysed , meaningful definition of the concept of "extreme competency" is given, on the basis of which its essence and composition of structural components are determined. Stress is laid on the capabilities of the military education system in the formation of extreme competency infuture officers by creating a system of pedagogic conditions and organising work within a specially developed model.

Problem and purpose. The relevance of the study is due to the specifics of military education, which is characterized by increased requirements for the training of future officers. A special place among these requirements is occupied by professional thinking, the formation of which presupposes both intellectual and certain personal characteristics. The purpose is to determine the prognostic capabilities of personal characteristics for the differentiation of types of professional thinking of cadets of a military educational institution of the National Guard of the Russian Federation. Research methodology and methods. According to the diagnostic results, all cadets (N = 150) were divided into three groups according to the prevalence of a certain level of professional thinking in them; 1) oversituational type of thinking, 2) situational type of thinking, and 3) mixed type of thinking. This variable acted as a response in discriminative analysis, and personality traits of cadets, measured by the 16 PF method, and a number of other questionnaires were chosen as predictors. Research results. The results of direct discriminative analysis indicate a high statistical significance of the empirical model (p = 0.000), having good discrimination (λ = 0.04), consisting of two discriminative functions and 16 predictors. All respondents were absolutely correctly assigned to their «own» groups (100%). At the same time, the highest probability of getting into «their» group is for servicemen with a oversituational type level of professional thinking (82%). Discussion of results and conclusion. The predictive influence of personal qualities on the dominance of cadets of a certain type of professional thinking does not have a separate effect of each quality, but has the character of structural interaction. This research contributes to the psychology of work, contributing to the expansion of scientific knowledge about the professional activities of the military.

The definition of the digitalization process, structural components and requirements for educational organizations are presented. The concept of “digital kindergarten” is considered, the ecosystem of digital kindergarten is characterized, approaches to this concept in preschool educational organizations are shown.

Целью исследования является определение роли самостоятельности в военной службе офицеров и ее влияние на успешное выполнение служебно-боевых задач. Рассмотрена структура деятельности человека, а также место в ней элементов самостоятельности. На основе исследования научной литературы определяются основные структурные элементы понятия «самостоятельность», что позволяет интерпретировать результаты проведенного анализа отзывов на выпускников военных вузов войск национальной гвардии Российской Федерации. Выявленные недостатки в подготовке военных специалистов позволяют сделать вывод о недостаточном развитии самостоятельности в их служебной деятельности. Из этого следует, что зафиксированный уровень развития самостоятельности препятствует проявлению нестандартного, нешаблонного мышления, а также значительно затормаживает саморазвитие офицера как личности и специалиста. Особое внимание уделяется формированию практических навыков курсантов военных вузов, соответствию решения практических задач на занятиях реальным запросам командования различного уровня. Проанализированы возможные причины формирования практических навыков выпускников на уровне ниже ожидаемого и проблема адаптации младших офицеров к новым вызовам. Также в ходе исследования определены основные пути решения проблемы морального устаревания предлагаемых в ходе практических занятий «жизненных» ситуаций. Важно отметить, что уровень профессиональных компетенций выпускников военных вузов войск национальной гвардии Российской Федерации тесно взаимосвязан с практикой их применения. Отмечено, что деятельность курсанта и офицера схожа по своей структуре, что позволяет предложить более результативные способы формирования их поведения в нестандартных/критических ситуациях. The purpose of the article is to determine the role of independence in the military service of officers and its influence on the successful fulfillment of service and combat missions. The article examines the structure of human activity, as well as the place of elements of independence in it. Based on the study of scientific literature, the main structural elements of the concept of “independence” are determined, which allows interpreting the results of the analysis of responses to graduates of military universities of the National Guard troops of the Russian Federation. The identified shortcomings in the training of military specialists allow us to conclude that there is insufficient development of independence in their service activities. As a result, the recorded level of development of independence prevents the manifestation of non-standard, unconventional thinking, and also significantly inhibits the self-development of an officer as a person and as a specialist. Particular attention is paid to the formation of practical skills of cadets of military universities, the correspondence of the solution of practical problems in the classroom to the real requests of the command of various levels. The article discusses the possible reasons for the formation of practical skills of graduates at a level below the expected level and the problem of adaptation of junior officers to new challenges. Also, in the course of the study, the main ways of solving the problem of obsolescence of the “life” situations offered during practical exercises were determined. It is important to note that the level of professional competence of graduates of military universities of the National Guard troops of the Russian Federation is closely interconnected with the practice of their application. The article notes that the activities of a cadet and an officer are similar in structure, which allows us to offer more effective ways of shaping their behavior in non-standard / critical situations.

Fundamental documents regarding military leadership and strategic communications of the Armed Forces of Ukraine and the USA were analysed in the article. It refers to the Development of Military Leadership in the Armed Forces of Ukraine Doctrine, Project of Strategic Communications Doctrine in NGU, Strategic Communications Doctrine (AFU), Army Leadership and the Profession: Army Doctrine Publication No. 6-22, Army Leadership: Competent, Confident, and Agile Field Manual No. 6-22. Based on the analysis that was carried out, it is clarified how military leadership is viewed in the sources mentioned. Thus, Field Manual No. 6-22 �Army Leadership: Competent, Confident, and Agile� defines, that an Army leader is anyone who by virtue of assumed role or assigned responsibility inspires and influences people to accomplish organizational goals. Army Doctrine Publication No. 6-22 �Army Leadership and the Profession� specifies leadership as the activity of influencing people by providing purpose, direction, and motivation to accomplish the mission and improve the organization. In the Doctrine of development of military leadership of the Armed Forces of Ukraine approved in December, 2020 leadership is considered as deliberate influence of the personnel of different ranks during everyday, official, learning and combat activities, �nd irregular (unusual, emergency) situations on the personnel by means of maintaining trust and respect, giving purpose, directing towards achieving it, providing discipline and motivation for performing tasks as intended and improving the Armed Forces as a social establishment. It is found out that in all above mentioned documents leadership is intertwined with influence and communication that define competencies of a modern military leader. The connection of leadership with strategic communications is considered in the article. The role of command in the creation of military leadership is defined. In particular, since one of the tasks of command within strategic communications is providing leadership of the military, and leadership reveals itself in the process of using effective methods of internal communications, it has been concluded that command is simultaneously a source of creation and tool for leadership . The article states that it seems urgent to raise the question of the definition of the notion of leadership for the National Guard of Ukraine, which would make it possible to define competencies required for the NGU officers. The suggestions regarding viable definition of the notion of leadership for the further validation of the military leadership framework within the National Guard of Ukraine activity are made.

The research defines the relationship between the content of the image of the professional future and sport engagement in the future N ational Guardsmen. Methods: the study involved 170 cadets of the military institute. They were asked to write an essay entitled «My professional future». The texts were studied with the help of the content analysis and qualitative psychosemantic analysis. Besides, a questionnaire survey was used: the participants were to rank the maturity indicators of the image of the future. Results: cadets with an average level of sport involvement showed a better image of professional future. According to the content of the image, athletes demonstrated a deeper understanding of the true values of the officer as opposed to utilitarian and selfish aspirations displayed by those not involved in sports. The scope of the results: the results can be used in the organization of sports activities in military schools. Summary: sports activities play an important role in the training of an officer of the National Guard troops: it is a necessary condition for the formation of the image of the professional future as part of the value-semantic foundations of the professional identity of the future officer.

The author identifies unresolved departmental and interdepartmental problems that are mainly related to the incompleteness of the legal registration of this structure, including at the level of relations between the military personnel of the Russian Guard and the military police of the Armed forces of the Russian Federation.

Problem and Aim. The article considers the problem of modeling such a pedagogical phenomenon as the cadet’s readiness for command activity. The military professional experience of the future officer was formalized and the correlation of “readiness” with the traditional competence of the military man was validated. The essential components of the modeling process of the cadet’s readiness for command activity are established, the criteria for the effectiveness of such modeling are determined. The purpose of the article is establish the essential components of the process of modeling the readiness of the cadet for command activity, determine the criteria for the effectiveness of such modeling. Methodology. Research methods: comparative analysis of military-vocational training technologies, highlighting the essential intentions of the cognitive plan in them, followed by designing a criteria base for the effectiveness of using such technologies in the formation of cadets’ readiness for command activities. The work reflects the urgency of the problem of military-patriotic education in the troops of the National Guard of the Russian Federation, reveals the need to develop a technology of military-patriotic education of military personnel during the development of moral values system in units, which is confirmed by the creation of the Coordinating Council for Military-Patriotic Education of the Federal National Guard Service of the Russian Federation under the Director of the Federal National Guard Service of the Russian Federation – Commander-in-Chief of the National Guard of the Russian Federation V.V. Zolotov. The subject of the work is the pedagogical conditions of the proposed technology of military-patriotic education of military personnel. The study of the essence of technologies for the development of patriotic qualities makes it necessary to identify the nature of their real implementation, to determine what is characteristic of this process. The chosen method makes it possible to achieve the goal. The obtained results may be applied both in the National Guard troops and in other military formations. The main causes and disadvantages of military-patriotic education of the military personnel of the National Guard troops are analyzed, as a result of which it can be concluded that there is insufficient theoretical, methodological and methodological justification, the lack of an optimal planning system and practice of conducting special classes with military educators from the leading problems of military-patriotic education, the lack of creative tasks and creative orientation of military-patriotic education, insufficiently effective organization and conduct of military-patriotic education events, weak implementation of educational functions of the military-social environment and the life of personnel, once again emphasizes the relevance of the work.

Рассматривается вопрос применения информационно-технологической безопасности в процессе подготовки офицерских кадров для нужд Федеральной службы войск национальной гвардии Российской Федерации. Акцентируется внимание на том, что образовательная сфера претерпевает существенные изменения, что в свою очередь вносит огромное корректирующее значение в процесс обучения будущих офицерских кадров Росгвардии. Описывается, что военная наука существенно отличается от традиционной системы образования в гражданских образовательных учреждениях и развитие военного образования осуществляется как самостоятельная отрасль специального образования. Приводится проблематика проводимых исследований по эффективности процесса обучения в военных образовательных организациях высшего образования Росгвардии, данные исследования набирают колоссальную популярность и значимость. Описаны основные значимые тенденции развития информационно-технологической безопасности как составной части информационной безопасности, дается понятийное определение информационно-технологической безопасности, что ставит обеспечение безопасности на одну из передовых позиций, реализующих определенные интересы государства и общества в информационном обмене. Рассматриваются существующие уровни информационно-технологической безопасности по критериям ее использования. Описывается информационная направленность в военном образовании, которая позволит достичь определенных образовательных целей в ходе подготовки будущих офицерских кадров для нужд Росгвардии. Делается акцент на то, что применение информационных технологий в процессе обучения не заменит полностью опыт профессорско-преподавательского состава по направлению соответствующей отрасли, а только облегчит понимание и усвоение курсантами учебного материала. В заключительной части делается обобщающий вывод о том, что информационно-технологическая безопасность выдвигает на первоочередную позицию проблематику, имеющуюся по вопросам обеспечения информационной безопасности в ходе подготовки будущих офицерских кадров Росгвардии. The article deals with the application of information technology security in the process of training officers for the needs of the Federal Service of the National Guard of the Russian Federation. Attention is focused on the fact that the educational sphere is undergoing significant changes, which in turn makes a huge corrective value in the process of training future officers of the Russian Guard. It is described that military science differs significantly from the traditional education system in civilian educational institutions and the development of military education is carried out as an independent branch of special education. The problems of ongoing research on the effectiveness of the learning process in military educational institutions of higher education of the Russian Guard are given, that these studies are gaining tremendous popularity and significance. The main significant trends in the development of information technology security, as an integral part of information security, are described, a conceptual definition of information technology security is given, which puts security in one of the leading positions that implement certain interests of the state and society in information exchange. The existing levels of information technology security are considered according to the criteria for its use. An aspect is made that the use of information technologies in the learning process will not completely replace the experience of the teaching staff in the direction of the relevant industry, but will only facilitate the understanding and assimilation of the educational material by the cadets. In the final part, a generalizing conclusion is given to the fact that information technology security brings to the fore the issues available on the issues of providing information.

Системы обладают высокой готовностью к предоставлению глобальных услуг связи и имеют весьма серьезный потенциал развития. В том числе следует отметить высокую вероятность применения систем Starlink и OneWeb в интересах военных и спецслужб недружественных России стран, что представляет собой очевидную угрозу национальной безопасности РФ. The features of the construction of Starlink and OneWeb satellite communication systems using spacecraft in low circular orbits are considered. These systems are ready to provide global communication services and have very serious development potential. In particular, it should be noted that there is a high probability of using Starlink and OneWeb systems in the interests of the military and special services of countries unfriendly to Russia, which is an obvious threat to the national security of the Russian Federation.
