When a worker dies due to an occupational accident, the labor insurance death benefit being applied for by his/her survivors subject to more conditions due to the revision of the Act. When the survivor does not meet the requirements, the labor insurance will not be paid. At this time, the survivor of the occupational accident worker shall instead turn to the employer for compensation to pay the labor insurance premium as the Bureau of Labor Insurance did not pay. The employer had to pay out of its pocket to compensate the survivor for the absurdity of the death compensation by the Labor Standards Act. A large company can take care of family members in terms of corporate responsibility or financial resources, if it is a small and medium-sized enterprise or even a microenterprise, it cannot pay this huge amount, and family members have to fight for compensation through litigation. However, it is not commonly known that the premiums of the labor accident insurance are not shared by the government or workers, and 100% of the total amount is paid by the employer.

The term, 'inang-inang pasar' is referred to Bataknese market female vendors who sell basic commodities in the traditional urban markets. They have the image of hard working and tough vendors who fight against poverty in towns. Their activities as vendors in traditional markets indicate their strategic role of women as the agents of economic resilience and the agents of health security in their families. Here, their toughness in supporting their families by being vendors at Sembada traditional market, Medan. However, their toughness becomes a dilemma caused by Covid-19 pandemic. In this case, the government implement prokes (health protocol) from 3Ms to 5 Ms (wearing masks, washing hands, doing social distancing, avoiding crowd, and staying home), including in the area of the traditional markets where they sell their merchandise. The Prokes of Covid-19 in traditional markets have caused various responses from them. The reality is that they have not been ready to practice the policy on this 5 M Prokes since most of them lack of awareness of adhering to it due to the vulnerable of their health habitus. It seems that they can become the carriers and local transmitters of Covid-19. This situation worsens their condition and the people surrounding them such as their own family members. The development of human life nowadays cannot be separated from various aspects such as economy, politics, and technology, including the impact of the coronavirus outbreak (Covid-19 or SARS-CoV-2) which emerged at the end of 2019. Responding to this Covid-19 pandemic outbreak In Indonesia, the government has issued various policies as measures to prevent and handle the spread of Covid-19. One of these policies is to limit community activities. These restrictions have implications for the fulfilment of the economic needs of the affected communities. Responding to the urgency of this community's economic situation, the government held a social assistance program as a measure to ease the community's economic burden. However, the procurement of the program was used as a chance for corruption involving the Ministry of Social Affairs and corporations as the winning bidders. This study uses a qualitative methodology with a normative juridical approach and literature. The approach is carried out by conducting a juridical analysis based on a case approach. The results of the study show that the corporations involved cannot be separated from corporate responsibility. However, the criminal liability process against the corporation is deemed not to reflect justice for the current situation of Indonesia is experiencing. The crime was not carried out in a normal situation but in a situation when Indonesia was trying hard to overcome the urgent situation, the Covid-19 pandemic. Corporate crimes committed by taking advantage of the pandemic situation are deemed necessary to prioritize special action or the weight of criminal acts committed by corporations. The weighting of criminal sanction is the right step as a law enforcement process for corporate crimes during the pandemic.

ABSTRACTThis research, exploratory nature, aims to identify the current scenario of degrees in Science and Mathematics in Brazil, its weaknesses and offer. The number of vacancies in the IES Degree courses in Science and Mathematics is insufficient to meet demand in teacher training in this area? That was the question that guided the investigation. In this sense, we try to see if there are no vacancies, if there was a reduction in enrollment, evaluate evasion, estimate the annual public spending on vacancies unoccupied in 2011, these degrees. In response to the question presented in this study, the results corroborate the analysis of Tardif and Lessard (2009), with the prospect of an increase in the deficit of teachers. On the other hand, the survey indicated that the financial resources expended by the Government, especially in public institutions, little impact due to the high percentage of evasion, considering the offered vacancies and loss of students during the process. About 920 million reais annually, only in public HEIs, the resources made available for training of science and mathematics teachers do not produce effective results.RESUMOEsta investigação, de natureza exploratória, tem como objetivo identificar o atual cenário das licenciaturas de Ciências e Matemática no Brasil, suas fragilidades e oferta. A oferta de vagas pelas IES nos cursos de Licenciatura em Ciências e Matemática é insuficiente para atender a demanda na formação de professores nessa área? Essa foi a questão que norteou a investigação. Nesse sentido, procuramos verificar se há falta de vagas, se houve redução das matrículas, avaliar a evasão, estimar o gasto público anual com as vagas não ocupadas, em 2011, nessas licenciaturas. Em resposta ao questionamento apresentado nesta pesquisa, os resultados corroboram com a análise de Tardif e Lessard (2009), com a perspectiva de um agravamento no déficit de professores. Por outro lado, a pesquisa apontou que os recursos financeiros despendidos pelo Governo, em especial nas Instituições Públicas, pouco efeito produzem devido ao alto percentual de evasão, considerando-se as vagas ofertadas e perda de alunos durante o processo. Cerca de 920 milhões de reais anuais, apenas nas IES Públicas, dos recursos colocados à disposição para formação de professores de Ciências e Matemática não geram resultado efetivo. Contacto principal: [email protected]

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.

The budget represents the financial plan and hence is the most significant policy instrument of the government for establishing macro-economic stability, fiscal efficiency, strategic priority, and more importantly, for ensuring the equitable distribution of national resources. Gender responsive participatory budgeting (GRPB) is a means of integrating a gender dimension into all steps of the budget process that includes participatory decision making and transparency in raising financial resources and their expenditure. It is about considering the different needs and priorities of both women, men, and sexual minorities without gender exclusivity. Gender responsive budgeting (GRB) ensures that budgets are gender-sensitive and not gender neutral, which means that they are geared towards establishing gender equality and are sensitive to intersectionality of gender with class, caste, race, religion, ethnicity, and geographical location. GRB consists of the use of tools to analyze the gender dimensions of budgets; adoption of procedures to ensure that the budget supports the achievement of gender equality; and implementation mechanisms for effective and efficient utilisation of allocated funds, functions, and functionaries.

This chapter explores the myriad difficulties and obstacles for competition law enforcement in developing countries and suggests possible solutions to some of these difficulties. Competition culture is generally lacking in developing countries. In addition, developing country authorities often face a particularly challenging enforcement environment due to past policy failures by the government, especially in the context of privatization. Another major external impediment to effective competition law enforcement is the lack of political will on the part of the government to enforce the law. The chapter also looks at the lack of authority independence, financial resources, enforcement powers, availability of data, and judicial expertise. Institutional design can have a bearing on setting of enforcement priorities. Poor institutional design may take flexibility away from the authority and make it impossible for the authority to set enforcement priorities. Apart from enforcement, however, another very important part of an authority’s work is advocacy. It is through advocacy with the general public that the authority can hope to build a competition culture. Meanwhile, it is through advocacy with the government that the authority can ensure government policies do not create intractable competition problems that are beyond the capability of the authority to solve. In the mid-2000s, China’s environmental crisis had become a major social and political ‘hot spot’. In the interest of civic conciliation, national stability, and performance legitimacy, the Chinese government responded by introducing the ‘Scientific Approach to Development’ as part of the 11th Five-Year Plan in 2005. It signaled a significant policy shift, in which the government reoriented China’s national goals away from ‘Growth First’ policies and toward a model of sustainable development. In this study, we explore how Chinese business leaders reacted to this significant policy change. Specifically, our aim is three-fold: (1) to identify how senior managers and CxOs (executives or owners of enterprises, including CEOs, CFOs, CSOs) of Chinese firms responded to the explicit and systemic introduction of environmental management in the 11th Five-Year Plan; (2) examine motivations and justifications associated with their responses; (3) and explore contexts in which different motivations connected to organizational change and its management. In our study, we examine the perspectives of 72 senior managers and CxOs in China. We find that the integration of environmental management and corporate responsibility policies was predominately driven by national, international, and market contexts, and motivated by instrumental, relational, and moral considerations. We identify complex strategies and implementation plans that transformed government directives into multiple and overlapping business strategies. The main contribution of our study is the identification of specific sets of strategies employed by firms to concurrently comply with government directives and seek profits. Broadly speaking, these environmental management strategies are divided into compliance, a pursuit of competitive advantage, and a structural integration of environmental management.

Measuring Empowerment Subak Umabun As Agribusiness Board at VillageAngantaka Abiansemal Badung District Research efforts empowerment subak as agribusiness board aims to boost the economyand the welfare of farmers, so that the culture of agriculture demand and not abandonedby society, particularly Subak Umabun. This study aims to (1) identify the potentialSubak Umabun related to natural resources, human resources and financial resources,(2) To know the efforts made to empower the board to Subak Umabun agribusiness.This research was conducted at Subak Umabun, the number of respondents 75 peopleappointed by the formula slovin, data that is used structured interviews and in-depthinterviews.The results showed that the potential of Subak Umabun aspects of naturalresources, human resources and financial resources are classified with an average scoreof 3,19. Further empowerment undertaken by Subak Umabun are classified by score of3,21. And the last institution in agribusiness Subak Umabun high achievement score of3,68. Based on these results, it is recommended to the government through theDepartment of Agriculture, Plantation and Forestry Badung need to deepen the study ofthis kind, so that the programs formulated by the government not only in the form ofsocial assistance

Energy Strategy of Russia for the period until 2035 contains a note that Russian Energy Industry is one of the main sources of environmental pollution. More than 50 per cent of polluted matter emissions into the atmosphere, more than 20 per cent of dirty discharge into surface water reservoirs and more than 70 per cent of total emissions of greenhouse gases account for this industry. Issues of environmental safety of the subsoil use are always under consideration in the academic community. However, huge amount of problems concerning this area still remain unresolved. For instance, bankrupt subsoil users often do not satisfy requirements set by the government on mothballing or removing facilities aimed at development or reclamation of used land parcels when the land leasehold is over. This indicates the need to enshrine additional measures in the Russian legislation on ensuring compliance with certain requirements. The authors mention that providing the regeneration of raw material base and its reasonable using for the benefit of current and next generations of nations inhabiting the Russian Federation are among the primary tasks of governmental regulation of relations on the subsoil use. The government should ensure the most efficient and consistent usage of resources obtained from already provided land parcels, complete development of mineral deposits and compliance with appropriate terms of subsoil use.

Developing prosperous and inclusive societies requires a reformulation of the business-society nexus toward sustainability. This means that all economically motivated behaviors of firms also need to consider their social and environmental impact, and all social and environmental policies their impact on the business sector and the economy. With the Companies Act 2013, the Indian government adopted a legislative approach to reconfigure the business-society nexus. Mandating what has been considered discretionary elicited an extensive academic debate. To study this India-specific political corporate social responsibility (CSR), we employ Content Configuration Analysis on 70 local and international English-language book chapters, research articles, reports, reviews, and expert commentaries published between 2013 and 2019 to develop a typology of the advantages and disadvantages associated with the Companies Act 2013. Among a large number of positions for and against the Act, we find that arguments extolling its advantages concurrently appear as disadvantages in other texts. This paradox is indicative of the difficulties of satisfying stakeholder expectations, as well as the complexities corporate responsibility programs face in India. Nonetheless, CSR as a policy tool allows the Indian government to instrumentalize the growing success of the business sector to address local and national needs and expectations. By systematizing the opportunities and challenges associated with the Companies Act 2013, we show how, similar to China, context and culture influence India’s socioeconomic development trajectory beyond the conventional market economy canon. Our analyses reveal how advantages and disadvantages are frequently connected to multiple stakeholders, including the government, business, and society. We conclude by highlighting the contribution this study makes to the field of political CSR.
