The presence of an agrarian reform program in the current administration provides new hope for the management of more prosperous agricultural land, not least on transmigration lands. Especially in the determination of the Land of Agrarian Reform Objects (TORA) transmigration land received a share of 0.6 million hectares from 9 million hectares of the government's target. Unfortunately, until now there are still many images of transmigration lands that are far from expectations. This means that there are still many transmigration lands involved in conflicts both vertically and horizontally. This paper aims to analyze conflicts on transmigration lands located in UPT. Arongo, South Konawe Regency, Southeast Sulawesi Province. Conflict analysis is directed at mapping agrarian subjects involved in a conflict. Qualitative descriptive methods are used to obtain in-depth information related to the agrarian subject. The results showed conflict in the UPT transmigration land. Arongo consists of 3 agrarian subjects namely elements of government, private and community. The government element is represented by the local government, transmigration service and National Land Agency. Community elements consist of local residents, migrants who are not directly affected and transmigrants whose land is directly affected. Community elements were also formed within the United Farmers Konawe Selatan and Konsorsium Pembaruan Agraria (KPA). While PT. Merbau Jaya Indah Raya Group is part of the agrarian subject of the private element.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

Land is a form of gift given by God, but human has given brain to think the challenges of live like the land problems, so that the government tries to regulate it properly. The problems in this thesis are: 1) How to regulate ownership of agricultural land rights that exceeds the maximum limit based on Act No. 56 (Prp) of 1960 concerning the Determination of Agricultural Land Areas? 2) How is the action taken by the Land Office towards ownership of agricultural land rights that exceeds the maximum limit? The method used is juridical empirical, with descriptive analytical specifications. The method used in this research is an empirical juridical approach. The results of this study are: (1) The regulation of ownership of agricultural land rights that exceeds the maximum limit is based on Act No. 56 (Prp) of 1960, namely that the provisions regarding land restrictions state that the application for ownership rights as referred to in Article 4 paragraph 1 of Act No. 56 (Prp) 1960 was limited to a maximum land area of 2000 m2. 2) The steps of the Land Office in implementing Act No. 56 (Prp) of 1960, namely the need for a concept of supervision and control over control of land rights, given the various problems that often arise such as in land registration activities.

This study aims to determine and analyze the Diversification Strategy of Cultural Attractions in Support of Tourism Development in Wakatobi Village. This research method is qualitative research. The determination of the informants in this study was obtained by purposive sampling. The informants are community leaders and traditional leaders who are key informants. The results show that the opportunity for Wakatobi Regency to become a cultural tourism destination can be opened, because it is supported by the exoticism of local communities with their cultural diversity. The strategy that can be prioritized in the development of Wakatobi village tourism is the diversification of cultural attractions that are organized through institutions or Tourism Awareness Groups initiated by the community and funded by the local government and acting as an active facilitator. It seems that the political will and political commitment of leaders to maximize local government efforts need to be supported by tourism stakeholders from the government, private sector and the wider community, this is a weakness that needs to be covered so that the strategy in developing Community Base Tourism (CBT) tourism in Wakatobi provides a diversification of attractions. tour which is actually quite interesting to witness. Penelitian ini bertujuan untuk mengetahui dan menganalisa Strategi Diversifikasi Atraksi Budaya Dalam Mendukung Pengembangan Wisata Desa Wakatobi. Metode penelitian ini adalah penelitian kualitatif. Penentuan informan penelitian ini diperoleh secara Purposive sampling. Adapun informan yaitu tokoh masyarakat dan tokoh adat yang merupakan informan kunci. Hasil penelitian menunjukkan peluang kabupaten wakatobi menjadi destinasi wisata budaya dapat terbuka, karena didukung oleh eksotisme komunitas lokal dengan keberagaman budaya yang mereka miliki. Strategi yang dapat diprioritas dapat dalam pengembangan wisata desa Wakatobi adalah  diversifikasi atraksi budaya yang terorganisasi melalui kelembagaan atau Kelompok Sadar Wisata yang diprakarsai masyarakat dan didanai oleh pemerintah daerah serta berperan sebagai fasilitator yang aktif. Tampaknya political will dan political comitment pemimpin untuk memaksimalkan upaya pemerintah daerah perlu di dukung oleh stekholder pariwisata dari pihak jajaran pemerintah, swasta dan masyarakat luas hal merupakan kelemahan yang perlu ditutupi agar strategi dalam pengembangan wisata Community Base Tourism (CBT) di Wakatobi menyajikan adanya diversifikasi atraksi wisata yang sesungguhnya cukup menarik untuk disaksikan.

This study sought to establish the effectiveness of strategies used by local government leaders in combating violation of children’s rights in Arusha City using the descriptive design. The population involved 168 local government leaders from 24 Wards whereby the sample of 96 was picked through simple random sampling, but the response rate was 71 (73.9%). Validity was assured through expert judgment and the reliability was established through determination of the Cronbach’s Alfa which was above 0.6 for each variable. The study established that strategies used by local government leaders in combating violation of Children’s rights include desks at police stations for children right cases, education to the community, protection committees that coordinate and monitor violation of children’s rights, local government authorities providing legal aid, perpetrators being prosecuted so that legal action can be taken against them and free family events and activities for children’s rights education. The strategies were perceived to be effective except for children’s desk at police stations. Identified challenges included some cases not being reported, poor cooperation from victims, corruption, lack of political will and ineffective policies. It is recommended that appropriate organs should strengthen the use of strategies listed in this study in order to curb violation of children’s rights issues. There is a need for transformations in handling reported cases at the police desks. Finally, the government authorities should find ways to curb the identified challenges that faced initiatives used by local government leaders in combating violation of children’s rights in Arusha city.

This article aims to show how the social movement was conducted in the framework of claiming a number of aspects of citizenship, especially environmental rights and political participation, to the local government. The refusal of FRAT Bima over the extractive policy of the Government of Bima District during 2011-2012 becomes a reflective context of the type of social movement with such a framework. This social protest should be explored further because it used acts of vandalism on some public facilities as the chosen way to fight against the environmental and political injustices. Through a case study, the author aims to explore the sequence of repertoires which were applied sequentially by FRAT Bima’s social protest as well as to examine its linkage with environmental citizenship and public distrust. Despite being closely related to citizens' awareness about environmental citizenship, the occurrence of this anarchist movement was also triggered by the low level of "formal legitimacy" of the local government as a seed of public distrust towards the intentions of environmental governance policy that was about to be applied to make the agricultural land owned by villagers as the site of a certain project of mineral extraction. The lack of the government’s formal legitimacy, which was supported by the growing awareness of environmental citizenship, has led the sequential application of conventional and non-conventional strategies in the demands articulation of FRAT Bima. This sequence of repertoires was held due to the low-level of government's responsiveness in accommodating the public claims about the cancellation of an undemocratic environmental policy.

Development process needs lands as natural resources. Unfortunately, availability of land is relatively limited. Therefore, it needs releasing process of forestland to become non forestland. In the process of releasing the forestland, there are some policies which need stakeholders to consider so the minimum required forestland of 30% is fulfilled. Releasing forestland area is possible to undertake on non-productive forest conversion area which is also for the government agrarian reform programs which is called Nawacita. The objective of this research is tooffer answer about the indicative forestland which can be used for development needs, particularly for poor people who live near the forest. The results indicate that non-productive of conversion forest can provide land for development in Riau Province for about 205,847.86 hectares (93.01%) from the total conversion forest area based on agrarian reform program. Permanent forested land which needs to be maintained as forest area is 1,102.42 hectares, because most of the area are still primary forests. For the effectiveness of releasing conversion forest area, socialization programs to inform the community is needed.

Indonesia is an agricultural country because most of the population has a livelihood in agriculture. In addition, agriculture is the second largest contributor to national economic growth and Gross Domestic Product (GDP). Rural areas have vast agricultural land, but not all communities have land so most farmers work on land owned by other people and then get a share of the results by a variety of methods. The research objective is to analyze the implementation of muẓāraʻah contract based on Law No. 2 of 1960 and Islamic law and It’s implications for the socio-economic life of the society in Cianjur. Data collection was carried out using the method of observation, interview and documentation (library) and data analysis deductively, inductively and comparatively, then presented in a qualitative descriptive manner. The population in this study was 120 people, and the study sample was 12 people (10%) who were selected by purposive sampling method. The results of the research are (1) the implementation of muẓāraʻah contract in Cianjur, West Java is not fully in accordance with Law No. 2 of 1960 and Islamic law, (2) The implications of muẓāraʻah on the economic life of farmers are the fulfillment of ḍarūriyyah needs, namely consumption and secondary education, while landowners can meet more complex needs., including fulfillment of ḍarūriyyah, can allocate part of the funds to go on pilgrimage, charity to other people in need. And (3) The Implications of muẓāraʻah contract on the social life of society is a concern between landowners and farmers that is realized by helping each other when in trouble. However, attention from the government is still needed to ensure good relations between the two parties that are cooperating.[Indonesia merupakan negara agraris karena sebagian besar penduduk mempunyai pencaharian di bidang pertanian. Selain itu, pertanian merupakan kontributor kedua terbesar terhadap pertumbuhan ekonomi nasional dan Produk Domestik Bruto (PDB). Daerah pedesaan mempunyai lahan pertanian yang sangat luas, namun tidak semua masyarakat mempunyai lahan sehingga sebagian besar petani menggarap lahan milik orang lain kemudian mendapatkan bagi hasil dengan metode yang beragam. Tujuan penelitian adalah untuk menganalisis pelaksanaan konsep muẓāraʻah berdasarkan UU No. 2 Tahun 1960 dan hukum Islam dan implikasinya terhadap kehidupan social ekonomi masyarakat di Cianjur. Pengumpulan data dilakukan dengan metode observasi, wawancara dan dokumentasi (perpustakaan) dan analisis data secara deduktif, induktif dan komparatif, kemudian disajikan secara deskriptif kualitatif. Jumlah populasi dalam penelitian ini 120 orang, dan sampel penelitian sebanyak 12 orang (10%) yang dipilih dengan metode purposive sampling. Hasil penelitian adalah (1) pelaksanaan perjanjian bagi hasil akad muẓāraʻah di Cianjur belum sepenuhnya sesuai dengan UU No. 2 Tahun 1960 tentang perjanjian bagi hasil lahan pertanian dan hukum Islam dalam kerjasama pertanian. Hambatan dalam melaksanakan peraturan No 2 Tahun 1960 dan hukum Islam dalam kerjasama pertanian adalah tidak ada sosialisasi dari pihak manapun terkait UU No. 2 Tahun 1960 tentang perjanjian bagi hasil tanah pertanian dan hukum Islam dalam kerjasama pertanian. Adanya kebiasaan-kebiasaan yang telah berlangsung turun temurun. (2) Implikasi akad muẓāraʻah terhadap kehidupan ekonomi petani adalah pemenuhan kebutuhan ḍarūriyyah yaitu konsumsi dan pendidikan keturunanya, sedangkan pemilik lahan dapat memenuhi kebutuhan yang lebih kompleks, antaranya pemenuhan ḍarūriyyah, dapat mengalokasikan sebagian dana untuk pergi haji, bersedekah dan zakat kepada orang lain yang membutuhkan. Dan (3) Implikasi akad muẓāraʻah kehidupan sosial adalah adanya kepedulian antara pemilik lahan dan petani yang diwujudkan dengan saling membantu ketika dalam kesulitan. Namun demikian, perhatian dari pemerintah tetap diperlukan untuk menjamin hubungan baik antara kedua belah pihak yang bekerjasama.]

The background of this research is that the determination of Customs collection on Liquid Personal Vaporizer can be concluded that the government has found an answer to the debate that has been happening in Indonesia regarding the prohibition of Personal Vaporizer. As for the formulation of the problem in this research is How the Implementation of “Law No. 39 of 2007” concerning Customs for other tobacco processing products in the form of Liquid Personal Vaporizer, How is the solution or legal remedy in the process of implementing Customs on other tobacco processed products in the form of Liquid Personal Vaporizer which is not equipped with Customs stamps. The type of research in this research is sociological juridical which in other words is a type of sociological legal research and can also be called field research, which examines the applicable legal provisions and what happens in reality in society. While the dataVanalysis technique uses a qualitative descriptive method. The conclusion obtained by the researchers from the results of this research is that although most of them are regulated by ministerial regulations, the application of Customs for HPTL products in the form of Liquid Personal Vaporizers is still based on Law No.39 of 2007 concerning Customs for all regulations related to the application of Customs. And also the legal settlement for Liquid Personal vaporizer that is not equipped with Customs stamps in the Malang Customs Customs KPPBC area using non-penal channels for the settlement.

The local government of Wakatobi Regency continues to innovate to create tourist attractions that can attract visitors. To achieve the success rate of local government in making innovations will be seen in the development of the region itself. So that the government of Wakatobi Regency continues to innovate in tourism. Wakatobi regency has natural tourism and cultural tourism, 195 natural tourism, and 451 cultural tourism. And not only that good transportation will also support the development of tourism and provide comfort to visitors who come.

Abstract The purpose of this paper is to analyze the factors influencing opinion determination by the Supreme Audit Agency (BPK) based on the application of Government Accounting Standards (SAP) in South Sumatra Province. Using qualitative descriptive method based on Local Government Financial Statement (LKPD) data from South Sumatera Province from 2010 until 2016. The result of the research indicates that the determination of opinion on Local Government Financial Report (LKPD) South Sumatra Province based on several factors such as: (1) The existence of internal control system, (2) Presentation of financial statements not yet in accordance with Government Accounting Standards (SAP) Lack of Human Resources (HR) financial managers to local governments.
