 The study presented in this paper is to analyze Functional Position which is an alternative in the career development of civil servants, in addition to structural positions such as supervisors, administrators, and high leadership positions. Being a functional official must have certain skills and skills and carry out specific work independently and by their skills and skills. This study aims to identify the needs and conditions of functional positions within the Regional Secretariat of West Java Province. The research method used is a qualitative method, which intends to understand and examine holistic phenomena about functional positions. The results of this study are the identification of the needs and conditions of functional positions, including librarians, staff analysts, and legislators, which can then be used to formulate functional position formations, especially within the West Java Provincial Secretariat. Abstrak Studi yang disajikan dalam makalah ini adalah  menganalisis Jabatan Fungsional yang merupakan alternatif dalam pengembangan karier PNS, disamping jabatan struktural seperti  pengawas, administrator dan jabatan pimpinan tinggi. Menjadi pejabat fungsional harus  memiliki keahlian dan keterampilan tertentu serta melaksanakan pekerjaan yang spesifik secara mandiri dan sesuai dengan keahlian dan keterampilannya tersebut.Penelitian ini bertujuan untuk mengidentifikasi kebutuhan dan kondisi jabatan fungsional di lingkungan Sekretariat Daerah Provinsi Jawa Barat. Metode penelitian yang digunakan adalah metode kualitatif, yang bermaksud untuk memahami dan meneliti fenomena secara holistik tentang jabatan fungsional. Hasil penelitian ini adalah teridentifikasinya kebutuhan dan kondisi jabatan fungsional, diantaranya adalah Pustakawan, Analis Kepegawaian dan Perancang Peraturan  perundang-undangan, yang selanjutnya dapat digunakan untuk menyusun formasi jabatan fungsional, khususnya di lingkungan Sekretariat Daerah Provinsi Jawa Barat.

<p><em>O</em><em>rganization</em><em> trust</em><em> is "lubricant" in the organization. This </em><em>research</em><em> aims to obtain </em><em>instrument </em><em>items that can be used </em><em>in </em><em>the organization</em><em> trust research</em><em>, </em><em>to obtain the </em><em>items that are difficult to approve and vice versa, and </em><em>to obtain </em><em>the perceptions of respondents on each </em><em>instrument </em><em>item. This </em><em>research method </em><em>uses to test the instrument</em><em> items</em><em>. The research was conducted at Private Universities in Bogor, West Java, Indonesia with a sample of 133 lecturers who had a National Lecturer Registration Number (NIDN) and had a functional position. Research findings include: as many as 28 out of 33 items can be used to examine organizations</em><em> trust</em><em>, </em><em>and</em><em> fair rewards, effective communication and involvement of lecturers in decision making are things that must be corrected at private universities. It is hoped that these findings will be a material for discussion to increase organization</em><em>al trust</em><em>.</em></p>

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.

ABSTRACT The purpose of this study was to analyze the Discipline of Civil Servants policy in improving performance at the Utan Sub-District Office, Sumbawa Regency, West Nusa Tenggara Province. The research method used is a qualitative method, with a qualitative approach. Data obtained through data collection techniques: interviews and documentation. The results of this study indicate that the implementation of the disciplinary policy of Civil Servants in the Utan Sub-District Office, Sumbawa Regency basically has not run effectively. This is due to a lack of awareness to be able to work with discipline. Keywords: implementation, civil discipline policy, employee performance

The issue of gender injustice is a form of social injustice in Indonesia which has always been an interesting theme and will remain an important theme in every thought and conception of society in the future. This study aims to describe the recruitment process for ASNs in structural positions in the Provincial Government of East Nusa Tenggara and also the factors that influence the lack of female ASN occupying structural positions. The research method used is qualitative by collecting primary data through in-depth interviews and observation techniques, while secondary data is collected through archives and documentation. The results showed that the recruitment process for State Civil Servants to occupy structural positions was in accordance with the rules in the State Civil Apparatus Law No. 5 of 2014, although not fully implemented as a whole. Apart from the fact that regulations that have not been fully implemented have been identified as well as other factors that influence as well as a lack of interest or willingness from women themselves, space and opportunities are provided but awareness of women to take part is still very minimal.

Abstract Prior to the enactment of Law Number 5 of 2014 that concerning regulate State Civil Apparatus, filling in positions was not conducted openly, but rather featured superior privileges. After the birth of Law Number 5 Year 2014, open promotion has become one of the levers of the success of bureaucratic reform, this system is expected to prevent the politicization of bureaucracy, practicing of collusion, corruption and nepotism. Through open promotion, it will create a good system in the career of civil servants. Even though until now, it is imperative to carry out new open promotions at high leadership positions. The purpose of this study is to examine and analyze how the implementation process of open selection Pratama High Leadership Position for civil servants in the framework of bureaucratic reform in the Human Resources and Human Resources Development Agency of Sumedang Regency, West Java Province. The analytical tool in this study uses the implementation concept of George Edward III in Supriatna (2010: 175-176), there are 4 (four) variables in implementing a public policy, namely: “Communication, resources, disposition, and bureaucratic structure”. These four factors influence the success/failure of policy implementation. The research method is used qualitative research with descriptive methods and collecting data through observation and interview. The results of the research show that the implementation process has run quite well from the aspects of communication, aspects of resources, disposition aspects, and aspects of the bureaucratic structure but need to be maintained and improved again for the open selection process of the Pratama High Leadership Position in the framework of bureaucratic reform in Human Resources And Human Resources Agency Sumedang Regency, West Java Province. This study aims to see the extent to which the West Java Regional Government applies a policy of rapid test drive thru located in Gedung Sate and Bandung City Hall. The rapid test drive thru technique is done inside the vehicle without having to get out of the vehicle. This research uses a qualitative method with a description model (event). Retrieval of data sourced from secondary data conducted through social media. This research analyzes the political socialization carried out by the West Java Provincial KPU against disability voter groups in the election of the Governor and Deputy Governor of West Java in 2018. This was motivated by the low level of participation in disability voters as well as the importance of opening political access rights for persons with disabilities. The theory used in this study is the theory of political socialization from Rush and Althoff where there are three methods, namely imitation, instruction and motivation. The method in this study is a qualitative method. The result of this research is the importance of political socialization to disability voters, because it is mandated by the 1945 Constitution and its derivative regulations and to realize an ideal democracy according to the criteria of voting equality and political socialization carried out by the West Java Provincial KPU to persons with disabilities to increase participation its politics with imitation methods, instruction and motivation.

The main focus of this research is the development of policy implementation and empowerment of institutions of social communication (KIM) in the district of West Java Cirebon City. Restrictions issues identified as follows: (1) How is the implementation of government policy in the empowerment of social communication media in Cirebon City of West Java; (2) What factors are supporting and inhibiting the implementation of government policy in the empowerment of institutions of social communication (KIM) in the district of Cirebon City, West Java; (3) Measures are implemented by the Office of Communications and Information Provincial / District / City in realizing the government's policy in the empowerment of social communication in public institutions. The research method used in this study is a qualitative method of data collection techniques through participant observation and in-depth interviews. Based on the results that in the implementation of government policy on the development and empowerment of institutions of social communication in the district of West Java Cirebon City through approach of policy implementation factors found another dimension, namely the importance of supervision and coordination.

This study aims to analyze gender equality in the promotion of structural positions in the Government of West Java Province. This research design uses qualitative methods with data collection techniques in the form of in-depth interviews and documentation studies. While the research analysis technique is done by data reduction, data presentation, and conclusion drawing. The results of the study concluded that gender equality in the promotion of structural positions in West Java Province had not been realized optimally because the competency, qualifications, and work behavior of female civil servants are considered lower than men. Various servants faced by female civil servants for good promotion internal factors, namely the dual role and lack of motivation of women to progress, also obstacles to external factors stemming from the family, community, and organizational culture that are not gendered responsive. In addition to competence, qualifications, and work behavior, other considerations were found for the promotion of the position of a female civil servant, namely: multiple roles, type of work and location of assignments; this made women less likely to get strategic position promotions.

The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures
