MECHANISM OF IMPLEMENTATION OF STATE STANDARDS AND GUARANTEES OF SOCIAL DEVELOPMENT

Introduction. The economic recession and the growing number of poor people, including the able-bodied, have opened up a complex of contradictions and exacerbated the internal dysfunctions of the social protection system, a mandatory element of which is state social standards and guaran-tees. Social guarantees determine the degree of state responsibility to its citizens and provide a certain standard of living for all segments of the population. An effective and efficient system of social guarantees, as well as its proper financial support will increase the welfare of citizens. The purpose of scientific research is to determine the mechanism of formation and implementation of state social standards and guarantees, analysis of their financial support. Methodology. In the course of research system, structural methods, and also methods of comparison, the analysis and synthesis, induction and deduction have been used. Results. The article considers the economic essence and legal regulation of state social guarantees. The problematic issues of formation and implementation of state social guarantees are singled out and analyzed. The dynamics of state social guarantees for 2000-2019 is given. Peculiarities of determining the size of the subsistence minimum as an important parameter of the state policy of social and economic development are investigated. The role of the minimum wage and its relationship with the subsistence level has been identified. The sources of financial support of social guarantees are characterized. The main directions of improving the mechanism of state guarantees realization of social development are determined. Conclusions. In the process of harmonizing the population’s consumption of the set of vital goods between the state and society, the system foundations of state social standards and guarantees are laid, which are formed depending on the level of economic development, historical traditions, types of socio-economic system, gross domestic product redistribution model. Insufficient effectiveness of the implementation mechanism of state standards and guarantees of social development is caused by limited financial security, as well as existing problems of substantive characteristics of basic concepts, the solution of which will streamline the terms used and improve the quality of state social standards and guarantees. To ensure the effective use of the subsistence level, it is necessary to constantly revise the structure of standards for calculating its components, update sets of goods and services taking into account the current living conditions of all categories of the population, adjust the ratio of food, non-food goods and services according to real cost indicators, taking into account the needs of normal human reproduction, the dynamics of change in the average family size for the relevant period. Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

Introduction. Solving the problem of public debt management is one of the key factors of economic stability in the country. The budget capacity of the state and the stability of its national currency largely depend on the nature of the debt problem settlement. The need to address these issues requires finding ways to improve the mechanism of public debt management and servicing in Ukraine. The purpose of the article is to study the public debt dynamics of Ukraine and model the nature of its impact on key socio-economic indicators in modern conditions. Results. The dynamics and structure of the state and state-guaranteed debt of Ukraine for the period 2013-2019 are analyzed. The negative dynamics of the growth of the total amount of debt during 2014-2018 is determined. In 2019, the total amount of debt in hryvnia decreased due to the reduction of external and guaranteed debt, but in dollar terms increased, which threatens the financial stability of the country. Using the software product EViews 10 based on the Granger causality test, the system of causal relationships between the dynamics of public debt (index) and indicators of socio-economic development: GDP growth rate, industrial production index, real income index, employment index, the index of exports of goods and services, the index of imports of goods and services has been researched. On the basis of the established causal relations the autoregressive influence models of the public debt dynamics on indicators of social and economic development are constructed, on which the error does not exceed 5%. Conclusions. According to the results of the constructed models, the negative impact of public debt on the main socio-economic indicators is determined, which is confirmed by the negative values of the elasticity indexes of socio-economic indicators. The built models serve as a preventive tool of public debt management, with the help of which it is possible to promptly respond to threats to socio-economic development by monitoring the level of public debt dynamics. Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

A linkage between Muslim youths and societal development is obvious and enduring since the time of the first Prophet on earth, Adam (A.S.). This interaction is connected symbiotically and, furthermore, one depends on the other for its sustenance. Therefore, the role of Muslim youths in the development of Nasarawa State cannot be ignored. The wheels of the development of a country rest on the shoulders of the youths. Consequently, the youths in Nasarawa State are the engine of the growth and development because they provide the labor force for the production of goods and services to take effect in the development of the state. The study of some indicators of the components of socio-economic development of the region on the example of Vinnytsia region, namely production, financial, demographic, scientific and technical, social, environmental. It is stated that the provision of socio-economic development of the territorial community is realized through the financial content of the social sphere at the expense of own municipal funds and subsidies from the state budget. The assessment of expenditures proves that the social protection of the Vinnytsia region ensures compliance with the constitutional guarantees of citizens. The studied indicators of the Vinnytsia region prove that the socio-economic development of the community is aimed at ensuring the statutory guarantees of social protection of citizens, as well as streamlining the existing system of municipal assistance, benefits and compensation. One of the most successful system technologies that allows you to assess the impact of external and internal factors is a SWOT-analysis. The results of the SWOT analysis make it possible to assess the ability to withstand threats, as well as to overcome internal shortcomings. Thus, the internal factors of socio-economic development of the Vinnytsia region are dominated by strengths. With regard to agriculture and industry, the situation in the region is currently exacerbated by a shortage of skilled labor, namely, specialists in engineering and manufacturing. External labor migration increases the risk of further development of the labor industry. Declared indicators of socio-economic development of the territorial community are considered in terms of a set of different social and economic goals, rational and reasonable use of municipal and state financial resources. The given separate indicators characterizing social and economic development of territorial community allow to define acceptability of conditions for life and development of the person, social and economic stability of community. Changes in social and economic indicators under the influence of internal factors are the basis for the formation of qualitative socio-economic development of the region and the state as a whole.

The article deals with issues of management and financial support land use water resources Ukraine in terms of decentralization. It was established that one of the obstacles to decentralization in Ukraine is the lack of necessary funding infrastructure upgrades lands of water fund. The necessity of reforming the institutional system of water use on the lands of water fund, through the implementation of new institutional forms of economic development, water resources, focused on the water and agricultural needs of communities. In particular, they provide for the establishment of partnerships between the state and private enterprise entities and ensure diversification of investment water management and protection projects.
