The article presents the results of laboratory tests of experimental samples for mechanical safety, aimed at obtaining data pertaining to the performance of protective and decorative brick facade structures on metal substructures. The designs of the samples are atypical, with a different arrangement of bricks in the face layer and with ledges evenly distributed over the surface of the sample. Based on the test results, structure behavior under load, the absolute values of the displacement of the cladding layer, and the values of the bond strength between bricks and mortar were established. During the tests, the displacement of the protective and decorative structure in the direction of the applied load and the values of the forces, corresponding to the strength limit, were recorded. The article addresses the issue of the lack of rules for the design and testing of suspended facade systems made of bricks on metal substructures in the regulatory and technical documentation of the Russian Federation.

Analysis of documents, regulating the examination or inspection of buildings and structures, shows that this activity is based on contradictive regulations that do not fully meet the requirements of the current moment and current circumstances. Based on the fact that through the expertise or examinations facts are established and the state of the processes, materials etc., having legal value and the corresponding responsibility of legal entities and individuals are revealed, such a situation in normative and technical documentation can't be considered normal. It does not guarantee correct conclusions and reliable results. The authors point to the specific contradictions and shortcomings of GOST 31937-2011, included in the list of documents used on a mandatory basis. Stating problems and issues, seen with the naked eye, authors make the conclusion that GOST 31937-2011 needs to be seriously revised which will help many experts and specialists in their practical activities to strengthen arguments that refer to true actual state of certain structures and objects in general, and, which is the most important, to improve operational reliability of many industrial objects. The article also considers some issues of construction in the context of changes in the seismicity of the territory of the Russian Federation, which is caused by the appearence of a set of maps OSR-97 and by the corresponding updating of SP 14.13330.2014.

The problematic aspects related to the implementation of energy saving policy in the budget sphere are examined in the article. The factors hindering the mass and effective implementation of energysaving measures are highlighted in the article. Among these factors, there is the technical complexity of energysaving projects, the presence of innovative and investment risks, problems with the financial provision of costs in the face of increasing debt burden in most public budgets. The article concludes that in these circumstances only the energy service contract is a tool that allows implementing energysaving measures without the first participation of budgetary funds in financing and allows transferring the risks of making technically inefficient decisions directly to the investor. In the article, the authors substantiate the importance of the institutional development of energy services directly in the public sector and analyze the measures of the comprehensive plan to improve the energy efficiency of the economy of the Russian Federation aimed at expanding the scope of energy service contracts in the public sector.

BACKGROUND Redundancy in laboratory blood tests is common in intensive care units (ICU), affecting patients' health and increasing healthcare expenses. Medical communities have made recommendations to order laboratory tests more judiciously. Wise selection can rely on modern data-driven approaches that have been shown to help identify redundant laboratory blood tests in ICUs. However, most of these works have been developed for highly selected clinical conditions such as gastrointestinal bleeding. Moreover, features based on conditional entropy and conditional probability distribution have not been used to inform the need for performing a new test. OBJECTIVE We aimed to address the limitations of previous works by adapting conditional entropy and conditional probability to extract features to predict abnormal laboratory blood test results. METHODS We used an ICU dataset collected across Alberta, Canada which included 55,689 ICU admissions from 48,672 patients with different diagnoses. We investigated conditional entropy and conditional probability-based features by comparing the performances of two machine learning approaches to predict normal and abnormal results for 18 blood laboratory tests. Approach 1 used patients' vitals, age, sex, admission diagnosis, and other laboratory blood test results as features. Approach 2 used the same features plus the new conditional entropy and conditional probability-based features. RESULTS Across the 18 blood laboratory tests, both Approach 1 and Approach 2 achieved a median F1-score, AUC, precision-recall AUC, and Gmean above 80%. We found that the inclusion of the new features statistically significantly improved the capacity to predict abnormal laboratory blood test results in between ten and fifteen laboratory blood tests depending on the machine learning model. CONCLUSIONS Our novel approach with promising prediction results can help reduce over-testing in ICUs, as well as risks for patients and healthcare systems. CLINICALTRIAL N/A

Increasing the productivity and efficiency of agricultural cargo transportation in the agro-industrial complex of the Russian Federation is achieved through the use of tractor trains consist-ing of tractors and trailer links, the main of which are trailers. This method allows you to ensure the quality and safety of agricultural goods, as well as reduce the cost of transportation. During the analysis of the known designs of tractor-trailer dump trailers, it was revealed that a character-istic drawback is the imperfection of the design of the locking elements of the platforms designed to fix them on the chassis. As a result, a promising technical solution was developed, which, in comparison with the known ones, has a simple design and increased efficiency when fixing the bodies on the chassis. The article describes the design and the principle of operation of this tech-nical solution. The results of the structural strength calculation are presented. The conducted check showed that the obtained value of the safety factor, equal to 2.2, will ensure the operational reliability of trailed dump vehicles. The results of the study are recommended to both domestic and foreign research institutes, design and production structures of the automotive industry for further study and refinement of the proposed device with a view to its possible implementation in practice.

The design of the ITER Toroidal Field (TF) coils requires an insulation system that is amenable to the very large scale vacuum impregnation processes planned for the construction of these devices, and that will provide reliable electro-mechanical performance after radiation exposure. To address this need, CTD has developed an epoxy/cyanate ester resin system designated CTD-425. This material meets the processing requirements for use in the TF coils, and cyclic mechanical testing of conductor assemblies has demonstrated its electro-mechanical strength after 60,000 mechanical cycles. In addition, this product recently passed radiation exposure tests coordinated by the ITER International Organization and is now qualified for use in constructing the TF coils. This paper summarizes the performance characterization and qualification test results for this insulation.

Background Medical laboratory diagnosis is a critical component of patient management in the healthcare setup. Despite the availability of laboratory tests, clinicians may not utilise them to make clinical decisions. We investigated utilsation of laboratory tests for patient management among clinicians at Ndola Teaching Hospital (NTH) and Arthur Davison Childrens Hospital (ADCH), two large referral hospitals in the Copperbelt Province, Ndola, Zambia. Method We conducted a descriptive cross-sectional study among clinicians. The study deployed self-administered questionnaires to evaluate clinician utilisation, querying and confidence in laboratory results. Additional data on demographics and possible laboratory improvements were also obtained. Data were entered in Microsoft excel and exported to SPSS version 16 for statistical analysis. Results Of the 80 clinicians interviewed, 96.2% (77) reported using laboratory tests and their results in patient management. 77.5% (62) of the clinicians indicated they always used laboratory results to influence their patient management decisions. Of the selected laboratory tests, clinicians were more confident in using haemoglobin test results (91.2%). There was no statistically significant association between the clinicians gender or qualification and use of test results in patient management. Conclusion Our findings show that despite the majority querying laboratory results, most of the clinicians use laboratory results for patient management. There is need for interactions between the laboratory and clinical area to assure clinician confidence in laboratory results. The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.
