MILITARY TRAINING SYSTEM IN THE 1930S

В статье рассматривается система подготовки военных кадров в 1930-е годы. Проанализированы основные мероприятия реорганизации военного аппарата, военной подготовки, направления, тенденции развития военного образования, как основного элемента армии, а также изменения, коснувшиеся различных уровней обучения. Дана оценка проведенных мероприятий. The article discusses the system of military training in the 1930s. The basic undertaking of the reorganization of the military infrastructure, military training, directions, trends in the development of military education as the main element of the army, as well as changes affecting various levels of training are analyzed. An assessment of activity report is given and its influence on the quantitative and qualitative indicators of the work of the military organization is shown.

The author analyzes the periods of origin, formation and development of the military education system. The problems of military education in general and the training of officers in particular, which cannot be solved without the integration of military professional education and education in military training centers at civilian universities, are touched upon. Using the example of M. A. Bonch-Bruevich St. Petersburg State University of Telecommunications, a new approach to the formation of the personnel potential of the Armed Forces – officers’ training at a civil educational institution is shown.

This article first presents central theories of military sociology about soldiers’ developing of certain military values, attitudes and identities in war operations This question and the factors related to it are then used to ask if soldiers deployed in peace operations develop different military attitudes. The question is then confronted by observations of the practices in a Danish Battalion in KFOR. The field observations found that the Danish soldiers were struggling with competing attitudes originating from both the military training and the objective of the peace operation. It is observed that new concepts and attitudes are in the making such as a new ‘mediator identity’, but that the warrior identity still dominates due to the varied intertwined processes of the daily practices of the military organization.

Abstract The adaptation of the fighter to the combat situations within the different missions, as well as the need to face any request coming up during the confrontations, imposes an extremely complex training system. Having an essential role in combat, the fighter must acquire qualities both in terms of mental, biological and physical features. Due to the threats that hang over the fighters at any time in this type of conflicts, the emphasis in their training is aimed at training in conditions as close to the existing reality as possible, with a focus on the impact that the battlefield has on his psyche and physique, so that at the same time he can adapt his systems of action of the body to the requirements of any nature imposed by each mission. The paper highlights that the process of training this type of fighters includes, among the training pillars, physical and mental training as a support for exceptional training and effective exercise of roles and missions entrusted to the military organization in peacetime, in situations of crisis and especially at war. In the economics of the formative process, physical and mental training represents the essence of a high level of acquiring the qualities specific to the successful conduct of combat, a fact for which their development has been and will always remain a priority objective throughout the continuous training of fighters.

The war game is considered to be the most effective means of military training due to the fact that it simulates the reality since it provides a semi-real picture of the weapons and equipment used in the training. Consequently, it provides the trainee with the appropriate environment to freely deal with such weapons as well as military equipment which in turn help the trainee become acquainted with all aspects of use and significantly instill confidence in him when such equipment are actually needed in war.  More importantly, war game provides environment similar to what is going on in the actual battlefields allowing the commanders to exercise the training as if they were in a real war. Based on this perspective, the war game has emerged as an advanced training means which provides an analogy of the battle atmosphere to a great extent and gives commanders the opportunity to make decisions. It also helps in providing the commanders with a future view which enables them to plan their future and to deal with any challenges they might encounter.  In fact, the role of war play is not only limited to training, but also extends to the aspects of military education, preparation, and development. The notion of war game is not only a means for the commander to have knowledge about the war before it occurs so as to be able to realize whether the decisions taken are right or wrong, but also it has become an effective means on which the armies depend when they train and polish the commanders' capabilities as well as skills. In fact, the concept of war play is not exclusive to the military field but also it is employed by all agencies and departments that require a future vision in training or planning. This paper sheds some light on the notion of war game and its role in training and educating the commanders and staff.

The article is based on the analysis of the main factors taking place at this time, substantiates the relevance of determining (clarifying) the requirements for professional training of military specialists trained in higher military educational institutions in the field of knowledge "Military Sciences, National Security, State Border Security". The study is based on the fact that at present the general list of requirements for military specialists is defined in the relevant professional standards, standards of higher education and educational programs for their training in each specialty at certain levels of education. These requirements are formulated in terms of competencies and learning outcomes. The purpose of the study is to try to justify the feasibility of implementing the experience of the anti-terrorist operation (ATO) and the Joint Forces (JFO) operation of the Armed Forces of Ukraine in determining the requirements for professional training of officers. It is established that the level of training and the general list of competencies that a graduate of a military educational institution has does not fully meet the needs of the modern army. This is clearly evidenced by the experience of hostilities in eastern Ukraine. Analysis of hostilities has shown that the list of tasks to be solved by the military is constantly expanding. Today, in addition to combat missions, they are increasingly involved in solving problems of a socio-humanitarian nature, which requires the formation of both professional and social components of the potential of the soldier's personality. Along with the increase in the requirements for the general level of professional training of military specialists, new requirements for their social and humanitarian training appear. The following new requirements for training are considered: raising the level of leadership qualities of an officer; formation of his personal values and clear personal goals; the ability to counteract the information and psychological influences of the enemy within the information confrontation; ability to establish communications between military units and the local population in the area of hostilities, etc. The analysis is carried out and the essence of the specified requirements is revealed. To solve the research tasks, a system of general scientific and special methods of theoretical and empirical research was used, namely theoretical and methodological analysis of the problem, systematization and generalization of information concerning the essence and content of certain tasks, monitoring of the existing system of military training. system approach, expert evaluation, analysis and interpretation of the obtained empirical data.

The article deals with the main problems of military development, which were solved by Ukraine in the early 2000s. A special emphasis is on the development of the legal framework for the functioning of the domestic security and defense sector. The dynamics and main features of the state programs on reforming the Armed Forces of Ukraine (ZSU) as the main element of the functioning of the security and defense sector and the military organization of Ukraine are highlighted. The problematic internal political situation in the country forced the authorities to develop and reform the Ukrainian army on the principle of defense sufficiency, which consisted of creating a compact but highly professional army capable of fulfilling its tasks. The Armed Forces reforming was accompanied by a legislative increase in the number of state bodies related to the national security sector and intended to improve the quality of the military organization of the state in case of a crisis. Practically, the essence of the reforms was to reduce the number of personnel. It should reduce state budget expenditures, as well as increase bodies of the military organization, which due to legislation drafting errors, often doubled functions, thereby decreasing its efficiency. At the same time, the legislators did not pay attention to numerous urgent problems of the Armed Forces, mainly socio-economic. Despite many attempts to provide legal support for military construction in Ukraine in the early 2000s, all of them neither had the proper effect nor significantly influenced the strengthening of the state's defense capabilities. A large number of defense structures proved to be ineffective when the Armed Forces funded on a residual principle. This, in turn, nullified any attempt to reform Ukraine's Armed Forces fully. The socio-economical changes in the Bulgarian society leave their traces in all spheres of public life and in the military education system in particular. The implemented reforms in the Republic of Bulgaria assign to military higher schools the task to train officers with management skills and abilities at a higher level, ready to solve efficiently complicated and versatile tasks. The specific character of the non-combatant officer’s activity, sets increased requirements to their training and assurance of its effectiveness. The non-combatant cadet’s management skills and abilities appear to be significant indicators of improving the effectiveness in the military professional training for management activity and developing a readiness for the timely taking of quality management decisions. The research target is the professional military training of the future logistic officers. The research aim is to analyze the acquired skills and abilities in the course of professional military training management and to related to them management effectiveness. The methods of research are: theoretical analyses of the military education literature, inquiry, statistics, substantiation and general conclusions.

In this research, based on the analysis of scientific sources and empirical material, the features and requirements for the quality of ground training of future tactical aviation pilots in an institution of higher military education are characterized. It is noted that the signs in the XXI century are digitalization, informatization and humanization of education, and the leading pedagogical tool is modern information technologies of teaching. The purpose of the article is to improve the quality management system of ground training of future tactical aviation pilots in an institution of Higher Military Education (SVVO) in the conditions of a modern educational space based on a competent model of training military specialists by means of digital and innovative pedagogical technologies; introduction into the practice of a higher military educational institution of tools for managing the quality of training military specialists. Methodology of the article: analysis of domestic and foreign philosophical, psychological, pedagogical and methodological literature; abstraction and concretization to define the concept of mechanisms of higher military education in a modern educational space, systematization, generalization. Results: The management of the ground training system for combat flights of future tactical aviation pilots is updated by the lack of its disclosure by theorists of military pedagogical science. Practical implictions: influence on the quality of development of the military organization of the state. Value/origiality: Today in Ukraine there is no integral well-founded pedagogical system of ground training for combat flights of future military pilots as a result of insufficient scientific study of this problem in pedagogical theory as a whole.

The every-day and combat activities of military personnel are associated with exposure to hazardous chemicals. In this regard, a qualitative training in toxicology of military physicians is needed to make them ready to carry out medical protection measures for the personnel of the troops and the civil population from damaging effects of numerous factors of chemical nature, both in peacetime and in wartime. The study of military toxicology is an important part of military medical education in the military training center at the First Moscow State Medical University named after I.M. Sechenov. It is shown that the training system in toxicology that existed before 2014 did not allow a full-fledged mastering of educational material. In connection with this, a new curriculum was developed, including up-to-date information on military toxicology and medical protection, for which 108 academic hours are allocated in the military training center. The distribution of the toxicology issues teaching time by topics and types of training sessions is presented, characteristics of the main control options for the knowledge gained are shown. Training in toxicology is carried out using new educational technologies, including the educational portal, as well as modern tutorials and textbooks, including the textbook «Toxicology and Medical Protection» (2016). Graduates from the military training center effectively use the knowledge and skills gained in toxicology during their further practical activities in the troops.

Introduction: For many demobilized ATO soldiers, the solution to the problem of unemployment is to set up and run their own business as a tool for socio-economic adaptation, since a self-fulfilling condition for returning to a full-fledged life of a Ukrainian soldier is to achieve self-realization, to obtain a stable economic income and to ensure a proper social status. in society [15]. According to research conducted within the framework of the Annual Business Climate Assessment (ABCA 2016), ATO veterans have indicated that they first and foremost need to increase their knowledge and skills in business. Most of them lack knowledge, first of all, in the field of promotion of their business, the second place is occupied with knowledge of the legal framework and taxation. This speaks to the need for additional measures, namely, it is advisable to pay attention to the introduction of on-line training for ATO veterans through interactive platforms that will allow veterans and disabled ATO, even at a distance, to fully receive qualified training and consulting services for starting own business.Today, the system of higher education institutions has the power of an on-line training system based on the use of interactive platforms, but only some of them have been documented in the military environment using this technology of training. Therefore, the task is to explore the possibility of using interactive platforms to teach the basics of ATO veterans entrepreneurship, to analyze and establish the most effective platform, which will be easy to understand and with a simple interface in the training of ATO veterans in the basics of doing business.The hypothesis. It is envisaged that the introduction of an interactive platform for training ATO veterans the basics of entrepreneurship, will allow them to solve a number of problematic situations in the process of opening their own business, familiarize with the rules of law and the tax system in Ukraine.The purpose of the article is to theoretically investigate the prospects of implementing an on-line training system for conducting training courses on the basics of doing business for demobilized ATO soldiers using an interactive training platform.The research methodology: a systematic method of comparing the features and tools of existing on-line interactive learning platforms in the world, critical thinking – to highlight the most effective interactive platform for teaching ATO veterans the basics of doing business, the method of analogy – to study the international experience of using interactive platforms the military training process.Results: It is proposed to implement an on-line training system to implement business training courses for demobilized ATO soldiers using the popular modular object-oriented dynamic learning environment. It is proved that the process of training using the interactive training platform Moodle for ATO veterans will allow them to implement the basic methodological principles. The Moodle interactive platform mandates the download of instructions for use of the software, which allows ATO veterans to effectively manage business processes. Also, the presence of training courses and constant communication with the teacher helps ATO veterans to form entrepreneurial logic - a type of thinking with which it is possible to launch your startup in the shortest possible time.Conclusions: It can be argued that the use of an interactive platform will not only simplify the process of opening its own business by ATO veterans, but also solve a number of problems related to the socio-economic and psychological adaptation of demobilized ATO soldiers to the peaceful life in the country.
