The article using Brusselator model analyses the evolution mechanism of industrial clusters. The study found, the formation of industrial clusters is an inner reinforcing cycle accumulation process, the competing interaction is an important condition for the evolution of industrial clusters, and cluster innovation driving the system to the state development more orderly, form the new dissipative structure, promote the evolution of industrial cluster.

The exploitation of Arctic resources is becoming now one of the most important directions of Russia’s strategic development. The coordination center for this project is St. Petersburg. The article assesses the potential of this region which forms an essential prerequisite for the effective implementation of the given work from the standpoint of the state and prospects of industrial clusters formed in its territory. The subjects of the cluster environment of St. Petersburg relevant programs of state support are divided into three categories: 2 innovative territorial clusters, 3 territorial clusters, 9 territorial clusters administered by the Center for cluster development. Specific recommendations for them are proposed on the basis of analysis of their strengths and weaknesses, as well as assessment of opportunities and threats to their development.

From the perspective of the interactive cooperation among subjects, this paper portrays the process of cooperative innovation in industrial cluster, in order to capture the correlated equilibrium relationship among them. Through the utilization of two key tools, evolutionary stable strategy and replicator dynamics equations, this paper considers the cost and gains of cooperative innovation and the amount of government support as well as other factors to build and analyze a classic evolutionary game model. On this basis, the subject’s own adaptability is introduced, which is regarded as the system noise in the stochastic evolutionary game model so as to analyze the impact of adaptability on the game strategy selection. The results show that, in the first place, without considering subjects’ adaptability, their cooperation in industrial clusters depends on the cost and gains of innovative cooperation, the amount of government support, and some conditions that can promote cooperation, namely, game steady state. In the second place after the introduction of subjects’ adaptability, it will affect both game theory selection process and time, which means that the process becomes more complex, presents the nonlinear characteristics, and helps them to make faster decisions in their favor, but the final steady state remains unchanged.

Abstract The origin of illicit economies has been understood as a consequence of ‘low stateness’ (i.e. low reach of the state). Given the limited stateness in many regions, however, this article seeks to explain how only some sub-national territories have become vulnerable to illegal drug trafficking. To make this case, the representative example of the Alto Huallaga valley, in the Peruvian Amazon, is analysed. This article argues that ineffective development and settlement efforts by the Peruvian state in the Alto Huallaga, rather than the absence of the state, produced socio-ecological conditions in the region, in the late 1970s, that made it more vulnerable to the illegal economy. At the same time as international demand for illegal cocaine was expanding, two conditions resulting from frustrated state development plans came together: an enclave of poor peasants who were not self-sufficient and a natural environment impoverished by soil degradation and intensive deforestation, paradoxically not suitable for any crop except coca.

The purpose of the study is to study the financial results of state corporations, in particular development institutions, and their role in providing project financing. The proposed article provides an assessment of the profit of the state corporation «Bank for Development and Foreign Economic Activity» (GC «Vnesheconombank»), emphasizes the specifics of the state corporation as a non-profit organization, and provides recommendations for improving the efficiency of the financial activities of the GC «Bank for Development and Foreign Economic Activity».

PurposeThe purpose is to analyze and discuss the sustainable development (SD) and financing risk assessment (FRA) of resource-based industrial clusters under the Internet of Things (IoT) economy and promote the application of Machine Learning methods and intelligent optimization algorithms in FRA.Design/methodology/approachThis study used the Support Vector Machine (SVM) algorithm that is analyzed together with the Genetic Algorithm (GA) and Ant Colony Optimization (ACO) algorithm. First, Yulin City in Shaanxi Province is selected for case analysis. Then, resource-based industrial clusters are studied, and an SD early-warning model is implemented. Then, the financing Risk Assessment Index System is established from the perspective of construction-operation-transfer. Finally, the risk assessment results of Support Vector Regression (SVR) and ACO-based SVR (ACO-SVR) are analyzed.FindingsThe results show that the overall sustainability of resource-based industrial clusters and IoT industrial clusters is good in the Yulin City of Shaanxi Province, and the early warning model of GA-based SVR (GA-SVR) has been achieved good results. Yulin City shows an excellent SD momentum in the resource-based industrial cluster, but there are still some risks. Therefore, it is necessary to promote the industrial structure of SD and improve the stability of the resource-based industrial cluster for Yulin City.Originality/valueThe results can provide a direction for the research on the early warning and evaluation of the SD-oriented resource-based industrial clusters and the IoT industrial clusters, promoting the application of SVM technology in the engineering field.

The paper substantiates the theoretical foundations of the formation of agricultural territorial-industrial cluster associations, the mechanism of their effective functioning and ensuring the competitiveness of integrated business entities. The structural model of the regional association of agro-industrial clusters and cooperatives is justified. The proposed model of regional cluster integration includes industry-specific product clusters. It is proposed to create an agricultural service cooperative at the village level, and a multifunctional service cooperative at the district level.

Regional green development can commendably abide by the theory of dissipative structure. The relative dissipative characteristics taken on by regional development are analyzed, in which the energy factors and resources factors are incorporated into the green economic development and green environment support subsystems (2GE system) in line with the definite input characteristics. A more representative indicator system is established, with positive and negative entropy indexes involved. As Brusselator model and information entropy method are employed to calculate the data of 30 China’s provinces from 2008 to 2015, the findings bespeak that green development in China lays particular stress on green economic development assuming higher environment pressure and cost. The development among various regions is getting progressively and evidently different, which is manifested as potent economic base and abundant natural resources in the Eastern China; the backward green economic development and the progress of green environment in Central China; the pursuit of green economic development at the expense of the green environment in Western China and Northeastern China.

As an empirical case, this study selected the illegal production process incidents of rabies and DPT (Diphtheria, Pertussis, Tetanus) vaccines by Changchun Longevity Biotechnology Co., Ltd., which occurred in July 2018. Based on the four factors involved in the spread of public opinion, the public health emergency, netizen, network media, and government, Brusselator model, and entropy method were applied to calculate the positive and negative entropy—to verify whether the Internet public opinion system is a dissipative structure. This study verified four evolution mechanisms in Internet public opinion diffusion, among which the trigger point of entropy-control occurred in the germination mechanism, the entropy-controlled disposal point occurred in the outbreak and fluctuating mechanism, and then became latency in the elimination mechanism. It provides a theoretical reference for the government to judge the stage of such diffusion and improve the governance ability of the opinion mentioned above.
