When in the middle of development there are frequent demonstrations accompanied by the destruction of facilities and infrastructure with issues of welfare, this shows the gap between reality and expectations. Security in the midst of efforts to improve welfare is hope, but in fact these demonstrations often occur. For this reason, a human activity system research with the Soft System Methodology method was conducted, (Checkland and Peter Poulter, 2006) in a province in Indonesia with the aim of analyzing the development of awareness and spirit of state defense for national defense and security. Research with the approach of understanding state defense, the concept of the nation, theory (nationalism, awareness and welfare), obtained a detailed conclusion, that it is very important to build awareness of defending the state continuously in the spirit of nationality through early cultivation, formal, non-formal and informal education and socialization , including: (i) An understanding of state defense encourages awareness of state defense, can increase the spirit of public state defense; (ii) Optimizing understanding and awareness of state defense is important to be pursued through early cultivation, formal, non-formal and informal education and socialization, and; (iii) Community involvement in development towards prosperity is also a form of state defense.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

State defense is a concept closely related with National Defense System. Indonesian National Defense System bears following specific characteristics; universal, and involving all citizens, territories and other national resources. Meanwhile, corruption is the opposite of the nation's core values, which is against the national interest and the spirit of the nation, and does not stand in accordance with the noble values of Indonesia. Thus, corruption is a threat to the defense and security of our country. Corrupt behavior is a form of action against efforts to defend the state. The state defense program will emphasize the dissemination of the values of nationalism and love for the country. It is expected that the values instilled in the state defense program can prevent a culture of corruption from spreading to all members of society. Leadership is a series of leadership activities that cannot be separated from the position, style and behavior of the leader, as well as the interactions between the leader and their followers, in regards with the situation. UPN Veteran, which is a State Defense university, has met the aspects of consideration to become a PTN (public university) announced by the Ministry of Education and Culture. Of the three considerations of the conversion process from PTS to PTN, UPN Veteran has fulfilled two considerations, namely historical considerations and a special mission, by which UPN Veteran Jakarta has presented something novel that cannot be fulfilled by other public universities, namely as a State Defense university. The existence and progress of UPN Veteran Jakarta in the perspective of national character education is a necessity to be able to answer our various problems in society, nation and state.

Indonesia has a diversity of ethnic groups, as well as the various religions practiced by its people. The impact of the development of the global and regional strategic environment. Indonesia also cannot remove the influence of the development of ideologies from outside which threatens the unity of the state. The research currently being carried out is to determine the extent to which state policy programs regarding state defense can be implemented in universities in Indonesia. This is interesting given the vulnerability of students to be influenced by radical understandings currently developing. Researchers analyzed the implementation of this state defense policy using the theory of Gerorge Edward III, which analyzes the focus under study using factors, Communication, Resources, Disposition and Bureaucratic Structure. The results of the research show that the state defense policy that has been implemented so far still needs to be further improved, so far the state defense program with the civic education model is only carried out at the beginning when students enter university. Furthermore, no more citizenship programs were found. the related entities also have not found the best model so that the state defense program can be integrated and interactive. The recommendation from the current research is that state defense in universities needs to be optimized again, considering that several cases were found to involve students from high schools. Students are the nation's human resource which is very valuable to determine this nation in the future. Policies on national defense, especially the state defense program in higher education, must receive serious attention from the government, so that the younger generation, especially students, can avoid radicalism and terrorism.

Studies have repeatedly illustrated how institutions struggle to implement sustainable development models, even when their formal claims indicate strict adoption of principles of sustainable development ( Sean Markey, 2010 ). Relevance of innovative and feasible projects for sustainable development is escalating rapidly among the business community ( Brower, 2011 ). The efforts of many organizations to recognize sustainable development principles as an important community vision is encouraging, but only very few of them have proved themselves in successfully translating their goals into actionable strategies ( Sean Markey, 2010 ). Extra Weave Pvt. Ltd, a small and medium enterprise (SME) in Allapuzha district of the state of Kerala, India, stands out from the crowd in its remarkable achievements in sustainability, overcoming initial challenges and issues in implementation of a sound sustainability development model. This article is a case study of the implementation issues of sustainable development practices at Extra Weave Pvt. Ltd. The study focuses on how communication plays a role in the implementation of sustainable development practices in Extra Weave. The study also discusses how soft system methodology (SSM) was used to identify the issues in implementation and facilitate for appropriate solutions.

Indonesia is one of the countries affected by the Covid-19 pandemic and its spread is still ongoing. The Covid-19 pandemic has affected government policy making and services both at the central and regional levels. The government is required to continue to take various steps to adapt to developments caused by this pandemic. The purpose of this study includes the efforts of the Civil Servants as one of the elements of the National Defense Reserve Component in dealing with Covid-19 as a non-military threat. The method used in this research is qualitative with research design using literature study. The research data were taken from journals, books, previous research, scientific articles, literature and news from official websites and the research subject was the Civil Servants. The results of the research are that the Civil Servants as a government apparatus should be a pioneer and take part at the forefront of every effort to defend the country, according to their respective fields and responsibilities. In the implementation of defending the state in the daily work of the Civil Servants in the form of love for the homeland, being aware of the nation and state, namely Pancasila as the ideology of the State, willing to sacrifice for the nation and the State, having the initial ability to defend the State.

Ethics in a multinational company environment is related to business problems, but the position of corporate partnership determines sustainable companies. The study aims to integrate the concept of social investment (SI) with state defense in multinational mining companies' environment. Social Investment (SI) business ethics as part of Corporate Citizenship (CC) has a different concept base. CSR for companies is an honest effort for companies towards the surrounding community. Whereas the State Defense is a political concept of the State that regulates citizens' rights and obligations in defending the country. The ethnographic method can combine the CSR and State Defense models in the multinational company oil mine environment. Chevron Pacific Indonesia Inc.'s CSR in international companies is called Social Investment (SI) has a dilemma; because CSR is seen as a long-term corporate interest, on the other hand, the regional Government distributes a small portion of profits to the surrounding community. After analyzing PT Chevron Pacific Indonesia's CSR and the Regional Government's strategy in realizing public welfare in the context of state defense, researchers can formulate the Corporate Citizenship (CC) as the State Defense CSR model.

Privacy and State Secrets can be destroyed by cyber secret scientists who can cause widespread unrest in society. This research uses a normative juridical method that is reviewing the laws and regulations namely Law number 19 of 2016 concerning ITE (Electronic Information and Transactions), Law No. 3 of 2002 concerning National Defense. Based on the results and conclusions obtained, the trend of the threat of cyber attacks will develop in accordance with the development of information technology so that Law No. 3 of 2002 concerning National Defense can be provided about defense in the State defense system consisting of military and non-military security that also uses cyber.

COVID-19 related crisis is a collective designation of the current stage of the global system crisis, in which COVID-19 is a catalyst and a trigger of many ongoing processes, including destructive and destabilizing ones. The impact of this pandemic on military-economic activities (MEA) is direct and indirect. On the one hand, it is hampering MEA direct functioning, including personnel supply, a decrease in solvent demand, the possibility of financing and the implementation of military-technical cooperation. On the other hand, global tensions, confrontation, psychological instability and behavioral radicalism are on the rise under the COVID-19 conditions. And this is reflected in the demand for military power, power tools as a certain kind of “safety belt” and, accordingly, for MEA products, including non-traditional ones, for “hybrid” confrontations. In addition, due to the pandemic, the role of MEA as one of the “locomotives” of the recovery from the trap of the crisis, and as a technological incubator, has increased. Under the crisis conditions, the most important task for MEA is to increase its functional and economic efficiency. Taking into account the limited resources of MEA, in any case they should provide reliable military security of the Russian Federation (RF), so-called asymmetric deterrence. Drawing Russia into a costly arms race would be unacceptable, as it would contribute to the collapse of the country, like it has been the case with the USSR. Therefore, the issue of proper distribution of funds and resources within the framework of the entire national security complex of the RF between its foreign, military and home, socio-economic components is an acute one. In this regard, a pressing issue is to set tough priorities in determining the key directions of development of MEA of the Russian Federation, technological and military-technical policy, and the defense sector as a whole. And that should be reflected in the planning and implementation of the state armament program, the state defense order and other measures in the field of national defense and security.

The article discusses the features of procurement in the framework of the state defense order by conducting trade procedures. The analysis shows that the regulatory framework for state defense orders includes both general acts for the entire public procurement system and special acts regulating relations specifically in the field of defense orders. The features of legal regulation in this sphere are determined, first of all, by the defense order specifics, but, primarily, this sphere as a whole is subject to the rules of legal regulation common to the sphere of public procurement.
