The management of the budget at the level of the village is an important thing because of a limited budget as a means of achieving welfare, But it should be noted that it needs to use measurements So that it can be known whether the management of we already have the by the regulations. This research is qualitative descriptive with an emphasis on depiction studies to answer the formulation of the problem at hand. The results of the study explained that indicators of the quality of accountability the management of APBDes lembah Village, Indicators include: accountability leadership, accountability process, accountability, and accountability policy program implemented in The village Lembah administration. In terms of interviews with informants that start over the formulation of management APBDes to accountability APBDes have included all society elements village, all criteria met. Pengelolaan anggaran di level desa merupakan hal penting karena anggaran merupakan alat untuk mencapai kesejahteraan, namun perlu diperhatikan bahwa perlu adanya pengukuran terhadap penggunaannya, sehingga dapat diketahui apakah pengelolaan anggaran sudah sesuai dengan aturan. Penelitian ini menggunakan metode deskriptif kualitatif dengan penekanan pada penggambaran hasil kajian untuk menjawab rumusan masalah yang ada. Hasil penelitian menjelaskan bahwa indikator akuntabilitas pengelolaan APBDes Desa Lembah, indikator tersebut meliputi: akuntabilitas kepemimpinan, akuntabilitas proses, akuntabilitas program dan akuntabilitas kebijakan yang dilaksanakan Pemerintah Desa Lembah. Ditinjau dari hasil wawancara dengan informan bahwa mulai dari awal proses penyusunan APBDes sampai pertanggungjawaban pengelolaan APBDes sudah mengikutsertakan seluruh unsur masyarakat desa, semua kriteria terpenuhi.

The aimed of this study was to analyze the management of Boonpring Ecotourism by Village Owned Enterprises (BUMDes) in order to increase income of the village (PADes). This study uses a case study design with a qualitative descriptive method. Qualitative data obtained by conducting in depth interviews, observations and documentation. The informants in this study were the Head of village, the Head of BUMDes, staff and community. Data reduction, data presentation, trianggulation and conclusion are data analysis  used in this study. The results of the study stated that the management of Boonpring Ecotourism had been carried out well by the Village-Owned Enterprises (BUMDes) of Sanan Kerto in accordance with the cooperative, participatory, transparent, accountable, and sustainable principles. Good management of Boonpring Ecotourism is expected to increase Income of village in a sustainable manner by exploring the potential of villages through the tourism sector even though there are obstacles in the application of participatory principles, namely the quality of Human Resources (HR) that need to be trained.Keywords: Management Principles; tourismp; BUMDes; Income of Village. AbstrakTujuan dari penelitian ini adalah untuk menganalisis pengelolaan Ekowisata Boonpring oleh Badan Usaha Milik Desa (BUMDes) dalam rangka meningkatkan pendapatan desa (PADes). Penelitian ini menggunakan desain studi kasus dengan metode deskriptif kualitatif. Data kualitatif diperoleh dengan melakukan wawancara secara mendalam, observasi dan dokumentasi. Informan dalam penelitian ini adalah Kepala Desa, kepala BUMDes, karyawan, dan masyarakat. Reduksi data, penyajian data, trianggulasi dan penarikan kesimpulan merupakan analisis data yang digunakan dalam penelitian ini. Hasil penelitian menyatakan pengelolaan Ekowisata Boonpring sudah dilakukan dengan baik oleh Badan Usaha Milik Desa (BUMDes) Sanan kerto sesuai dengan prinsip kooperatif, partisipatif, emansipatif, transparan, akuntable, dan sustainable. Pengelolaan Ekowisata Boonpring yang baik diharapkan dapat meningkatkan Pendapatan Asli Desa secara berkelanjutan dengan menggali potensi desa melalui sektor pariwisata walaupun ada kendala dalam penerapan prinsip partisipatif yaitu kualitas Sumber Daya Manusia (SDM) yang perlu dilatih.Kata Kunci: Prinsip Pengelolaan, wisata, BUMDes, PADes.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas

The implementation of the Village Fund policy made a very significant change, the villages which had previously received a very limited budget were managed centrally by government agencies on top of which villages now get a substantial budget and are given the authority to manage independently. Village Funds for physical development realized in 2015, 2016 and 2017 that are felt transparently, do not meet the quality of infrastructure in supporting facilities and infrastructure. This study aims to evaluate the successful implementation of village road infrastructure related to village funding. The location of this research is Gondang Village, Kertanegara Village and Karanggambas Village, Purbalingga Regency. The data analysis technique used is data analysis with quantitative and qualitative methods with steps of data collection, data reduction, data presentation and conclusion drawing. The results of this study show that (1) Village planning in the research location is not fully in accordance with Permendagri Number 114 of 2014, (2) the highest level of road damage in Karanggambas Village (16.94%), the biggest 2016 and 2017 road damage in the village Gondang (10.73% and 17.77%) (3) commitment and quality of human resources affect the successful implementation of infrastructure planning and development, (4) Implementation of Village Funds in terms of benefits has been felt by the community in meeting basic infrastructure needs, but not fully implemented. said to be successful, (5) the level of maintenance of damage to village road infrastructure is still low.

Implementation of the Village Teaching Movement in Increasing Literacy Rates and Average School Length in Bogor Regency, , West Java Province . The Bogor District Government formed the Village Teaching Movement with the aim of increasing the accessibility of education and providing education services on non-formal channels. This study aims to find out how the implementation of the Village Teaching Movement Program in Increasing Literacy Numbers and the Average School Length in Bogor Regency, supporting and inhibiting factors, and efforts made by the government in overcoming these obstacles. This research was conceptualized based on the implementation theory proposed by George Edwards III with qualitative descriptive research methods and inductive approaches. Data obtained by using data collection techniques through interviews, observation, documentation, and triangulation. Data analysis techniques are used through data reduction, data presentation, and data verification. The results of the study show  that the implementation of the Village Teaching Movement in Increasing Literacy and the Average School Length in Bogor Regency has been going well but has not been maximized. In the implementation of this program there were a number of obstacles including changes in policy, uneven socialization and low public participation. For this reason, the Bogor District Education Office seeks to improve the quality of education services and increase the establishment of junior high schools in a number of districts. The results of the study show that 1) The role of the Village Head in the developmentof the Village in Mekarsari Subdistrict as a policeman, innovator and stabilizer bycarrying out various plans, proposals and actions in achieving a better villagedevelopment goal. 2) Obstacles of the Village Head in carrying out village developmentin Mekarsar District, Barito Regency, among others: a) The still low quality of HumanResources or education of officials and the community who carry out the Villagedevelopment process in Mekarsari District. b) Limited budget for village developmentin Mekarsari District. c) Low allowances for the Village Head so that the level ofwelfare of the village head is very low. d) Lack of supervision and guidance to theVillage Head from the Regional Government. 3) Solution of the Village Head inimplementing Village development in Mekarsar District, Barito Kuala Regency, amongothers: a) Improving the quality of Human Resources and education of officials and thecommunity who carry out the Village development process in Mekarsari District. b)Propose additional budgets for village development in Mekarsari District. c) Increasingbenefits for the Village Head so that the level of welfare of the village head becomesbetter. d) Improve supervision and guidance to the Village Head from the RegionalGovernment, so that the implementation of development runs smoothly.

Purpose: The purpose of this study is to determine the reality, innovations and challenges of Using Village Funds in Improving Community Quality of Life (Case Studies in Several Villages in Kupang Regency). Research Methodology: This research is included in qualitative descriptive research. The data collection techniques used were questionnaires, interviews and documentation studies. Results: The results of this study indicate that several villages that are on the poverty line in Kupang Regency show that the readiness of village officials and village communities in utilizing and using village funds is still low. Limitations: This research was only conducted in the village a survey of several villages located in the poverty line in Kupang Regency that is Oesao Village, Oebelo, Mata Air and East Baumata Village. Contribution: The results of this study are expected to be material for consideration and evaluation in the use of village funds in improving the quality of life of the people on Kupang Regency

AbstrakPenanganan pengaduan menjadi hal yang penting sebagai sarana memperbaiki kualitas kerja maupun pelayanan dalam sebuah organisasi. Penelitian ini menjelaskan tentang penanganan pengaduan yang dilakukan oleh Seksi Informasi dan Sarana Komunikasi sebagai divisi yang menangani aduan yang diterima oleh Kantor Imigrasi Kelas I Yogyakarta. Pengaduan yang diterima oleh organisasi dapat mempengaruhi pegawai dalam bekerja. Penelitian ini menggambarkan bagaimana penanganan pengaduan masyarakat mendukung iklim organisasi di seksi tersebut. Iklim organisasi yang positif mampu mempengaruhi kualitas kinerja pegawai sehingga pelayanan yang diberikan organisasi akan semakin baik. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengambilan data menggunakan observasi, wawancara mendalam dan dokumentasi. Untuk melihat keabsahan data, peneliti menggunakan triangulasi sumber.Hasil dari penelitian ini menunjukkan bahwa penanganan pengaduan masyarakat mendukung iklim organisasi di seksi tersebut sesuai dengan dimensi iklim organisasi menurut Stringer yang meliputi struktur, standar-standar, tanggungjawab, penghargaan, dukungan dan komitmen. Iklim organisasi di seksi tersebut menjadi kondusif karena pegawai merasa memiliki tanggung jawab yang tinggi untuk menyelesaikan pengaduan yang ada, saling mendukung dan mencari solusi secara bersama-sama. Bahkan, derajat kebanggaan dalam bekerja, motivasi untuk bekerja lebih baik lagi serta kesetiannya terhadap organisasi semakin meningkat karena penanganan pengaduan masyarakat tersebut.Kata kunci: penanganan pengaduan masyarakat, iklim organisasi AbstractComplaint handling becomes an important thing that can be a medium to improve the quality of work or services in an organization. This research describes about complaint handling in Information and Communication section as the division that handles the complaint received by Imigrasi Kelas I Yogyakarta office. Complaints that received by organization can affect the employees’ work. This research illustrates how public complaint handling supports the organizational climate in this section (Information and Communication section). The positive organizational climate can affect the quality of employees performance, so that the better service will be provided by organizationThis research uses qualitative descriptive method. The data wascollected using observation, in-depth interview and documentation. To check the validity of the data, the author uses a triangualtion of sources.The result of this research shows that public complaint handling supports the organizational climate in this section in accordance with the dimension of organizational climate of Stringer which include structure, standards, responsibility, recognition, support and commitment. Organizational climate in this section becomes pleasant because the employees feel that they have high responsibility to face and finish the complaints, support each others and look for a solution together. Moreover, the proudness of their work, motivation to do the better work and loyality toward organization increase because of those public complaint handling.Keywords: public complaint handling, organizational climate

The new village market that was built in Pademawu Barat Village, Pademawu District, is not yet fully able to compete with the traditional markets that were running earlier. The inability to compete, includes, the level of visits to the market is low, the income of market management is low, so that the people don't want to visit the village market. The Village Government prefers the important thing to build a physical market, rather than presentations on the future of the Village market. From these problems, researchers want to encourage the realization of thematic markets. As a result, the average community agreed that the market should be used as a thematic market. With the hope, the number of visitors can increase. The method in this research is to use a qualitative descriptive research method.

This study examines the task of village heads in carrying out their duties in Aur Kuning Village, Kampar Kiri Hulu Subdistrict, as agreed in the Regulation of the Minister of State for Administrative Reform Number: 13 of 2009 concerning Guidelines for Improving the Quality of Public Services, Rights, Duties and Obligations of Village Heads in accordance with the provisions of Law Number 6 of 2014 concerning Villages. Article 26 The Village Head who organizes the Village Government, implements Village Development, Village community development, and empoweres the Village community. The design of this study uses a qualitative descriptive method that will discuss and review secondary data related to documents relating to the Village Head in the Task Process in Aur Kuning Village, Kampar Kiri Hulu Subdistrict. In addition, so that the research objectives can involve researchers also using primary data as a result of interviews with research informants, namely: Village Chief Aur Kuning, Secretary of Desa Aur Kuning, Village Staff of Aur Kuning and Community of Desa Aur Kuning. The Village Head in Aur Kuning Village, Kampar Kiri District has been effective in the context of development. His job was as the head of Aur Kuning Village, Kampar Kiri District

The aim of the study is to find out how the quality of Public Service at the Parigi village office, District Tinggimoncong, Gowa. The research method used was a qualitative descriptive study. There were 16 informants and the data were collected through interview, observation, and documentation. The technique of data analysis was conducted through the stages of data reduction, data presentation and data verification. The results of the research showed that generallythe quality of public services at the village office of Parigi, District Tinggimoncong,Gowabased on the five indicators, namely, tangible, reliability, responsiveness, assurance, and empathy was still less qualified, as well as the apparatus of Parigi village should further improve theservice quality again to increase the ability and motivation, and the most important thing is disciplineKeywords: quality, service Penelitian ini bertujuan untuk mengetahui bagaimana Kualitas Pelayanan Publik Di Kantor Desa Parigi Kecamatan Tinggi moncong Kabupaten Gowa. Metode penelitian yang digunakan adalah jenis penelitian deskriptif kualitatif. Informan berjumlah 16 orang dengan menggunakan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data penelitian melalui tahapan reduksi  data, penyajian data, dan verifikasi data. Hasil penelitian ini menunjukkan bahwa umumnya kualitas pelayanan publik di  Kantor Desa Parigi Kecamatan Tinggi Moncong Kabupaten Gowa yang di lihat dari  lima indicator yaitu, berwujud, kehandalan, ketanggapan, jaminan, dan empati masih kurang berkualitas.  Begitupun aparatur Desa Parigi harus lebih meningkatkan kualitas pelayanananya lagi dengan meningkatkan kemampuan dan motivasi yang paling utama kedisiplinan. Kata Kunci : Kualitas, Pelayanan
