This study aims to describe and analyze how the implementation and process of earthquake disaster mitigation at Universitas Andalas. This research was motivated by the high risk of earthquake disasters at Universitas Andalas and the still low education and understanding of students and academic aspirations of disaster mitigation. So it is necessary to optimize mitigation activities in the Universitas Andalas campus area. This is in accordance with Law Number 24 of 2007 concerning Disaster Management and the Tridarma of Higher Education which has a strategic role in disaster management, especially in relation to learning, research and community service. The method used in this research is descriptive qualitative, data collection techniques using interviews and documentation. To test the authenticity of the data obtained in the field, researchers used source triangulation techniques. The selection of informants was done by purposive sampling. As for the results of this study, in general, disaster mitigation activities in increasing awareness of the threat of an earthquake in Universitas Andalas have not run optimally. This is evidenced by the implementation of several activities that failed to achieve the target in the form of increased disaster alertness and increased understanding of students and academics on disaster mitigation, the absence of regulations containing the implementation of disaster mitigation activities at Universitas Andalas. Lack of involvement of external organizations in implementing disaster mitigation activities, as well as limited human resources and budget in implementing disaster mitigation activities. The results showed that the alternative policy was chosen based on the criteria for selecting the alternative policy: 1) Technical feasibility, it was found that the purpose of establishing KEK was as a forum for ecraf’s actors. 2) Economic and financial, KEK doesn’t receive any special funds and no goals have been achieved. 3) Political viability, this policy doesn’t contradicting with the applicable regulations. 4) Administrative Operability policy is realistic, but the support from the nine offices has not been maximal. 5) The criteria chosen are based on the success of the other regions and then it is adopted. It is the main criteria in the process of selecting and determining KEK as an alternative policy for the development of creative economy potentian in Banyumas Regency

ABSTRAK  Hasil kajian terbaru tahun 2017 menunjukkan laju pergeseran sesar Lembang sekitar 3,0- 5,5 mm/tahun. Angka ini bertambah dari prediksi tahun 2011 yang menyebut laju pergeserannya sekitar 2,0 - 4,0 mm/tahun. Selain itu, riset terbaru dari Pusat Penelitian Geoteknologi LIPI menemukan bahwa panjang sesar ternyata 29 kilometer, bukan 22 kilometer sebagaimana acuan peneliti sebelumnya. Kekuatan gempa akibat pergeseran sesar lembang melintang sepanjang 29 kilometer dari ujung barat di Kecamatan Ngamprah Kabupaten Bandung Barat sampa sisi tmur di Kecamatan Cilengkrang Kabupaten Bandung yang memungkinkan mengakibakan getaran gempat 6,8 sampai 7 skala richter. Dengan kekutan gempa sebesar itu, wilayah Kota Cimahi termasuk kota yang berpotensi tinggi mendapatkan dampak dari pergerakan sesar lembang tersebut. Hal ini juga disampaikan oleh Badan Penanggulangan Bencana Daerah (BPBD) Kota Cimahi menyatakan Kota Cimahi merupakan wilayah yang berpotensi mendapatkan dampak jika terjadi gempa bumi akibat pergerakan sesar lembang. Melihat tingginya potensi dampak ancaman bencana gempa bumi pada wilayah kerja Puskesmas Cimahi Selatan, perlu adanya upaya persiapan penanggulangan bencana dengan sasaran masyarakat risiko tinggi seperti anak SD dan kelompok warga seperti kader di wilayah tersebut. Kegiatan pengabdian masyarakat ini berupa kegiatan-kegiatan yang bertujuan untuk meningkatkan pengetahuan terkait ancaman bencana serta penanggulangan bencana yang dimulai dari tahap prabencana, intrabencana sampai pasca bencana. Kegiatan ini akan dilaksanakan dengan bentuk kegiatan berupa penyuluhan, demonstrasi dan simulasi. Dengan memasukan kegiatan upaya penanggulangan bencana secara komprehensip dengan bentuk kegiatan simulasi, masyarakat akan lebih mudah dan cepat mengetahui upaya-upaya yang harus dilakukan sebagai upaya penanggulangan bencana. Kegiatan-kegiatan dalam upaya penanggulangan bencana gempa di wilayah ini juga merupakan salah satu langkah solusi dalam meningkatkan persiapan menghadapi bencana serta dapat mengurangi kemungkinan jumlah korban bencana. Kegiatan pengabdian masyarakat ini menggunakan metoda sosialisasi melalui pertemuan/diskusi dengan kelompok mitra berupa seminar/penyuluhan, demonstrasi dan simulasi penanggulangan bencana pada setiap tahap (pra, intra dan paska bencana). Hasil kegiatan pengabdian masyarakat ini menambah pemahaman secara teori  dan juga praktik simulasi terkait mitigasi bencana para kader kesehatan di kelurahan utama. Kata Kunci : Penanggulangan Bencana, Kesiapsiagaan Bencana, Sesar Lembang  ABSTRACT  The results of the latest study in 2017 show the rate of displacement of the Lembang fault around 3.0-5.5 mm / year. This figure is increased from the prediction in 2011 which states that the rate of shift is around 2.0 - 4.0 mm / year. In addition, the latest research from the LIPI Geotechnology Research Center found that the length of the fault was 29 kilometers, not 22 kilometers as previously referred to by previous researchers. The strength of the earthquake was due to a transverse shift of the Lembang fault along 29 kilometers from the west end in Ngamprah District, West Bandung Regency to the east side in Cilengkrang District, Bandung Regency which made it possible to cause tremors of 6.8 to 7 on the Richter scale. With the magnitude of the earthquake, the Cimahi City area is a city with high potential to be impacted by the movement of the lembang fault. This was also conveyed by the Regional Disaster Management Agency (BPBD) of Cimahi City, stating that Cimahi City is an area that has the potential to be impacted if an earthquake occurs due to the movement of the Lembang fault. Seeing the high potential impact of the threat of an earthquake disaster in the work area of the South Cimahi Puskesmas, it is necessary to prepare for disaster management with the target of high-risk communities such as elementary school children and community groups such as community health providers in the area. This community service activity takes the form of activities aimed at increasing knowledge related to disaster threats and disaster management starting from the pre-disaster, inter-disaster to post-disaster stages. This activity will be carried out in the form of activities including counseling, demonstrations and simulations. By incorporating disaster management efforts comprehensively with the form of simulation activities, the community will find it easier and faster to know the efforts that must be made as disaster management efforts. Activities in earthquake disaster management in this area are also one of the solution steps in increasing the preparation for facing disasters and reducing the possibility of the number of victims of disasters. This community service activity uses the socialization method through meetings / discussions with partner groups in the form of seminars / counseling, demonstrations and simulations of disaster management at every stage (pre, intra and post disaster). AbstractUniversity has a strategic role in the community through its three essential services related to learning, research and community service. Regarding disaster management, Teuku Umar University has formed a Student Activity Unit of Disaster Management (UKM PK). This unit has been active in carrying out various actions during disaster management in the south west region of Aceh, especially in West Aceh District. The research objective was to find out the various efforts and obstacles of this Student ActivityUnit of Disaster Management (UKM PK) while carrying out their role in disaster management. This study was conducted using qualitative methods. The research was carried out through document review and interviews with selected speakers, such as the advisor of student unit of disaster management, the Chair and Vice Chair of Disaster Management Student Unit, Disaster Management Agency of West Aceh, and a number of people who received assistancesfrom disaster management student unit. Based on the results of the research indicated that the student activity unit of disaster management has played an active role in disaster management, especially in West Aceh. The efforts carried out comprised 4 (four) parts, namely disaster mitigation, disaster training for members of UKM PK, Building collaboration with related agencies and visiting the areas affected by the disaster. On the other hand, the obstacles face by the Student Activity Unit of Disaster Management in carrying out their roles were divided into two parts, namely internal and external Obstacles. Internal obstacles related to the lack of funding and facilities and infrastructure, regeneration, and the capacity of members and the limited time of members in handling disasters that often arise unexpectedly, while external barriers were related to the community's willingness to mitigate and manage disasters sustainably.   Perguruan Tinggi memiliki peran strategis dalam masyarakat melalui tridarmanya berkaitan dengan pembelajaran, penelitian dan pengabdian masyarakat. Mengenai penanggulangan bencana, Universitas Teuku Umar telah membentuk Unit Kegiatan Mahasiswa Penanggulangan Kebencanaan (UKM PK). UKM PK telah aktif melakukan berbagai aksinya saat penanggulangan bencana di kawasan barat selatan Aceh, khususnya di Kabupaten Aceh Barat. Tujuan penelitian untuk mengetahui berbagai upaya dan hambatan UKM selama melaksanakan perannya dalam penanggulangan bencana. Penelitian dilakukan dengan metode kualitatif. Penelitian dilaksanakan melalui kajian dokumen dan wawancara dengan beberapa narasumber terpilih, seperti Pembina UKM PK, Ketua dan Wakil Ketua UKM PK, unsur Badan Penanggulangan Bencana Kabupaten Aceh Barat, serta sejumlah masyarakat yang menerima manfaat saat UKM PK melakukan penanggulangan bencana. Berdasarkan hasil penelitian diketahui bahwa UKM PK telah berperan aktif dalam penanggulangan bencana khususnya di Aceh Barat. Upaya-upaya yang dilakukan terdiri dari 4 (empat) bagian, yaitu mitigasi bencana, pelatihan kebencanaan bagi anggota UKM-PK, membangun kerjasama dengan instansi terkait serta terjun lapangan pada lokasi bencana. Sedangkan hambatan UKM PK dalam melaksanakan perannya dibagi dalam dua bagian, yaitu hambatan internal dan eskternal. Hambatan internal terkait minimnya pendanaan serta sarana dan prasarana, kaderisasi, serta kapasitas anggota dan keterbatasan waktu anggota dalam penanganan bencana yang sering muncul tak terduga. Sedangkan hambatan eksternal berkaitan dengan kesediaan masyarakat dalam mitigasi dan penanggulangan bencana secara berkelanjutan.

The Banyumas Regency government intends to develop the potential of economy creative in their region through the Banyumas Regent Decree No.050/462/Year 2018 about creative economy committee. In connection with the stipulation of the policy, was reviewed the process of selecting the Banyumas Regent Decree Number 050/462/Year 2018 concerning Banyumas Creative Economy Committee as a regional policy, the election of the Banyumas Regent Decree Number 050/ 462/Year 2018 concerning the Banyumas Creative Economy Committee based on criteria technical feasibility; political viability; economic and financial possibility; and  administrative operability, and to find out whether there are other criteria used by the Banyumas Regency Government when determining the Banyumas Regent Decree Number 050/462/Year 2018. The research method used in this study is a qualitative method. The selection of informants uses purposive sampling and snowball sampling. Data is collected through in-depth interviews, observation and documentation. The data analysis method used is an interactive analysis method. To accomplish the validity of the data, the criteria for the degree of trust, transferability, dependability and certainty were used.                 The results showed that the alternative policy was chosen based on the criteria for selecting the alternative policy: 1) Technical feasibility, it was found that the purpose of establishing KEK was as a forum for ecraf’s actors. 2) Economic and financial, KEK doesn’t receive any special funds and no goals have been achieved. 3) Political viability, this policy doesn’t contradicting with the applicable regulations. 4) Administrative Operability policy is realistic, but the support from the nine offices has not been maximal. 5) The criteria chosen are based on the success of the other regions and then it is adopted. To minimize the damage caused by large earthquakes, mutual assistance activities between residents and rescue victims (i.e., to support residents who cannot evacuate individually) are important. To enhance these activities, the technologies and methods for creating a Community Disaster Management Plan (CDMP), based on the quantitative evaluation of mutual assistance abilities, are required. However, the lack of a method for it is a key issue. This study aims to develop a methodology of workshops for making CDMPs by using the developed support tool by the authors to explore and promote mutual assistance activities. Through the demonstration and examination of a Community Disaster Management Plan on actual districts, the findings mentioned in this article were obtained. Moreover, the usability of this method is shown. In particular, this method is effective at revising CDMPs, and raising resident awareness on the importance of mutual assistance. The suggested method can also improve the lack of techniques involved in promoting mutual assistance.

ABSTRAKAKI di Indonesia terus meningkat, SDKI 2007 menunjukkan AKI sebesar 228 per 100.000, tahun 2012 menjadi 359 per 100.000 kelahiran hidup. Salah satu faktor masih tingginya AKI karena relatif masih rendahnya pertolongan oleh tenaga kesehatan yakni hanya sebesar 55,4%. Tujuan penelitian untuk mendeskripsikan kepercayaan masyarakat terhadap penolong persalinan di wilayah Halmahera Utara. Jenis penelitian ini adalah kualitatif. Data dikumpulkan dengan menggunakan metode FGD (Focus Group Discussion). Subjek penelitian sebanyak 26 informan yang terdiri dari 7 ibu yang melahirkan dengan pertolongan dukun bayi, 2 orang suami, 3 orang tua, 4 tokoh masyarakat, 6 dukun bayi dan 4 orang bidan yang dipilih dengan kriteria inklusi. Analisis data menggunakan content analisis. Hasil penelitian menunjukkan bahwa informan lebih memilih dukun bayi sebagai penolong persalinan karena informan percaya dukun bayi lebih berpengalaman dalam menolong persalinan, dukun bayi juga dinilai lebih perhatian dan sabar dalam melayani pasiennya. Pemilihan dukun bayi sebagai penolong persalinan berkaitan dengan pelayanan yang diberikan dan kepercayaan masyarakat itu sendiri.Kata Kunci: Penolong Persalinan, Kepercayaan, Dukun Bayi.ABSTRACTMMR in Indonesia continues to increase, IDHS 2007 shows MMR of 228 per 100,000 in 2012 to 359 per 100,000 live births. The aim of research to describe people's confidence in birth attendants in the region of North Halmahera. This type of research is qualitative. Data were collected using FGD (Focus Group Discussion). Research subjects were 26 informants consisted of 7 mothers who gave birth with the help of TBAs, 2 husbands, 3 parents, 4 community leaders, 6 TBAs and 4 midwives chosen by the inclusion criteria. Analysis of data using content analysis. The results showed that the informant preferring TBAs as birth attendants because informants believe TBAs are more experienced in attending births, TBAs are also considered more attention and patience in serving patients. This paper analyzes the formation mechanism of urban hazard chains. The results demonstrate that the complex interaction between the disaster-bearing bodies under the action of disaster-causing factors is the direct cause of urban hazard chains. The analysis of the energy effects of urban hazard chains shows that the coupling of the excitation energy released by the causative agent and the energy of the disaster-bearing bodies is the fundamental cause of urban hazard chains. Based on the description of the dynamical mechanism of the urban disaster chain system, this paper first sets up a disaster scenario and considers the effect of the time lag to establish a system dynamics model of the urban disaster chain and urban disaster management. The model of urban disaster management system dynamics shows the mutual influence and complementary relationship between disasters and the economy, pointing out that emphasizing the spill-over effects of disaster management systems can improve the effectiveness of disaster mitigation. This study also uses equilibrium entropy and brittle entropy theories to characterize the vulnerability of single-function networks and the degree of brittle association of each lifeline subsystem, respectively, and establishes a model for assessing the sensitivity of lifeline systems to disaster damage. Built on the collection and feedback of information from disaster areas after the occurrence of emergencies, this paper establishes a deterministic multihazard emergency resource dispatches model and an uncertain multihazard emergency resource dispatch model.

Desa Betokan merupakan salah satu desa yang memiliki potensi besar, mengingat desa Betokan adalah desa penghasil buah jambu dan belimbing terbesar di Kabupaten Demak. Buah jambu dan belimbing sendiri merupakan buah khas kota Demak. Meskipun demikian, sebagian besar pelaku usaha penjual jambu dan belimbing yang ada di Desa Betokan tersebut masih terkendala dalam hal manajemen usaha terutama dalam hal pemasaran dan pengembangan produk. Sehingga kegiatan pengabdian masyarakat dilakukan guna meningkatkan Ekonomi kreatif� berbasis Digital masyarakat di Desa Betokan dari usaha yang telah dimiliki sehingga dapat meningkatkan pendapatan dan kesejahteraan warga desa Betokan. Metode dalam pelaksanaan pengabdian masyarakat ini antara lain penyampaian materi penyuluhan, tanya jawab dan diskusi, dilanjutkan dengan praktik. Dari pelaksanaan pengabdian masysrakat dapat disimpulkan bahwa masyarakat antusias dalam pelaksanaan penyuluhan yang dilakukan, terlebih pada saat penyampaian materi dan praktik pembuatan akun media sosial dan juga akun E-commerce seperti akun facebook, instagram, dan juga shopee. Terlebih pada masa pandemi Covid-19 seperti sekarang ini, masyarakat selaku konsumen banyak yang beralih dari pembelian secara langsung (offline) ke pembelian online. Dari adanya akun media sosial dan e-commerce ini juga pelaku usaha dapat lebih mengembangkan pasar yang ada.Betokan is one of the villages that has great potential, considering that Betokan is the largest producer of guava and star fruit in Demak Regency. Guava and star fruit are the typical fruits of Demak city. Even so, most of the guava and starfruit selling business actors in Betokan are still constrained in terms of business management, especially in terms of marketing and product development. So that community service activities were carried out to improve the community-based digital creative economy in Betokan, Demak from the business that has been owned so that it can increase the income and welfare of Betokan villagers. Methods used in this community service included the delivery of extension materials, questions and answers and discussions, followed by practice. From the implementation of community service, it can be concluded that the public is enthusiastic about the implementation of the counseling carried out, especially when delivering material and practices for creating social media accounts and also e-commerce accounts such as Facebook, Instagram, and shopee accounts. Especially during the Covid-19 pandemic like now, many people as consumers have switched from direct (offline) purchases to online purchases. From the existence of social media and e-commerce accounts, business actors can further develop existing markets.

This study aims to be able to provide recommendations in the decision-making system related to the best lecturers at the Jakarta Chapter of the Indonesian Management Lecturer Forum. It is hoped that the research results can be used as input in the Best Lecturer decision making system with a more systematic system. This research was conducted through interviews, questionnaires and literature study related to the Lecturer profession. In the field, the assessment criteria are still rough, therefore this study must include all the criteria into the mechanism, rules, and codes. Analysis, each criterion is analyzed using the AHP (Analytical Hierarchy Process) method in weighting. The cumulative results of the recapitulation of scores show that teaching is still a top priority in the implementation of the Tridaharma of Lecturers, after that the second priority is research, then community service and finally support in the form of participation in supporting activities and scientific development.
