The development of MSMEs in North Sumatra is quite good, namely around 2.8 million business units, and has contributed quite well to economic growth in North Sumatra and Medan in particular. MSMEs in the city of Medan are not seen as an alternative, but have become the backbone or foundation of the economy in Medan. There are 3 (three) things that must be considered and improved to strengthen the foundations of MSMEs, namely, finance, increase in human resources, and innovation in marketing models. The Yoppie Belawan Community is one of the home industries in Medan Belawan District. Precisely on Jalan Selebes Belawan II, Medan Kota Belawan, North Sumatra 20411. Since the beginning of 2020, the Yoppie Belawan Community started a catfish farming business. In April 2020, this community decided to process catfish meat into something more valuable and able to help this community increase their income and welfare during the current pandemic. After going through various considerations, it was decided to process catfish meat into Shredded Catfish with the IndoFish Shredded Catfish brand.

The research aims to provide the input to the Government of City and County in evaluating the financial performance in each region. Using the variables include the ratio of the debt to GDP, income of the original of the region and regional income, debt service ratio, the growth of spending, spending and efficiency ratio expenditure regions to GDP. Additionally, analyzing the ratio which has a strong influence on economic growth in the city of Medan, Binjai and county of Deli Serdang in ranging from 2008 to 2014. The results showed that the ratio of the debt to GDP, the ratio of debt to income of original regions, debt service ratio, debt ratio to income region, growth of expenditure ratio, expenditure ratio efficiency, expenditure regions to GDP simultaneously impact to the centre of economic growth (refer to GDP rates apply) in the Government county of Deli Serdang, Medan and Binjai in North Sumatra. Besides, the results showed the ratio of debt to GDP and debt ratio to income of the original regions partially has affected negatively to GDP (rates apply). Otherwise, debt service ratio, and ratio of regional expenditure to GDP have a positive effect on the GDP (rates apply), debt ratio to income regions, the findings result also shows that partially the growth of spending, and spending efficiency ratio have not effect on the GDP (rates apply) to entire the City Government both in county and city as well as in Deli Serdang region, North Sumatra Province. The research results also showed the Adjusted R Square of the debt ratio to GDP, the debt ratio to the Income of the original of region, debt service ratio, the debt ratio against the income regions, the growth of expenditure, expenditure ratio efficiency, expenditure regions to GDP is 68,80%, whereas 31.20% are caused by another factors such as the ratio of financial dependency of the regions, the growth of debt, the realization of revenue and expenditures and the other financial performance ratios.

Walewangko Ekonomi Pembangunan – Fakultas Ekonomi dan BisnisUniversitas Sam ratulangi ABSTRAKAnggaran pendidikan maupun anggaran kesehatan merupakan salah satu komponen penting bagi berjalannya pembangunan manusia di sebuah daerah, dikarenakan adanya jaminan terhadap kualitas sumber daya manusia yang ada serta adanya kemampuan untuk menjaga sumber daya manusia yang dimiliki. Dengan terjaminnya kedua hal tersebut  maka akan diharapkan akan meningkatkan indeks pembangunan manusia yang dimiliki dan nantinya berkontribusi pada pertumbuhan ekonomi.Penelitian ini menggunakan analisis jalur dimana dihitung pengaruh secara langsung baik secara sendiri-sendiri maupun secara bersama-sama pengaruh anggaran pendidikan dan anggaran kesehatan terhadap indeks pembangunan manusia, selain itu juga dihitung pengaruh langsung maupun tidak langsung terhadap pertumbuhan ekonomi kota Bitung dimana didapatkan hasil yang saling berkaitan dan positif antara masing-masing variable yang diteliti. Kata kunci : Anggaran Pendidikan, anggaran Kesehatan,IPM, Pertumbuhan Ekonomi  ABSTRACT The education budget and the health budget is one of the important components for the operation of human development in the region, due to the guarantee of the quality of human resources that exist and their ability to maintain its human resources. With the assurance of this it will be expected to improve its human development index and will contribute to economic growth.This study using path analysis which is calculated directly influence either individually or collectively influence the education budget and health budgets towards human development index, but it also calculated the effect of directly or indirectly to economic growth of the city of Bitung in which the obtained results are mutually related and positive between each of the variables studied. Keywords: Budget Education, Health budget, HDI, Economic Growth

Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. This will lead to establish an accountable enterprise both for the micro enterprise and customers which at the end will strengthen the development of the micro enterprise in Yogyakarta.Keyword: micro entreprise, human resources, government roles, capital, partnership and autonomous.

System changes from centralized to decentralized governance has provided an opportunity for local governments to regulate and manage Natural Resources (NR) and Human Resources (HR) in the region to create a welfare society can be characterized by the growth of regional economic growth. The research was conducted to determine the contribution and sub-sectors growth in the agricultural sector and a base and competitive sub-sectors so that it can be seen the leading subsectors of agriculture. The analysis method used is descriptive analysis will illustrate how the rate of growth and the contribution of sub-sectors in the agricultural sector. Location Quetiont (LQ) Analysis was used to determine the base and non-base sub-sector. While the analysis of Revealed Comparative Advantage (RCA) is used to see the sub-sector competitiveness. The combination of LQ and RCA analysis can then be used to determine the leading sub-sector. From the analysis it is known that sub-sector of the agricultural sector is a base sub-sector which has the potential to become the leading sub-sector. Meanwhile, from the RCA analysis is known that the base of the agricultural sector has a highly competitive sub-sectors are food crops, tree crops, livestock and forestry.

Fundamental sociological theories of migration study reveal the motives for an individual’s and households’ making decision to migrate, as well as the social factors and consequences of the unfolding of migration processes. Structural changes taking place in society caused by both the innovative nature of economic growth as a whole and the digitalization and expansion of information and telecommunications technologies imply the perception of the phenomenon of migration not only as a territorial movement of the population in space for a long period. Digitalization and development of remote forms of work, in particular, reduces the need for physical concentration of human resources, which allows people to choose the most comfortable places to live. Special attention is paid to the Diaspora, which is one of the important tools for solving communication difficulties. The sociological analysis of migration processes in Armenia illustrates the application of the main concepts, in particular, networked migration and reliance on the Diaspora.

The high rate of inflation has the potential to increase poverty because it can reduce people's purchasing power, where if inflation rises significantly it can shift the people who are categorized as not poor, become vulnerable to poverty, almost poor and even poor. The aims of this study are to analyze the development of macroeconomic indicators, namely inflation and economic growth that are associated with poverty levels in the city of Bandung. The methodology used in this study is descriptive analysis and the ARMA (autoregressive moving average) model. The results showed that the high inflation in the city of Bandung compared to national and West Java inflation carries its own burden for the economy of the community, where purchasing power will decrease when inflation rises significantly and will have an impact on people's welfare. Inflation in the city of Bandung is often due to the price of food commodities (volatile food inflation). In addition, the high economic growth in the city of Bandung is not directly proportional to the decline in poverty levels. This shows that the quality of economic growth in the city of Bandung has problems that need attention. Therefore, local government in their efforts to encourage economic growth must prioritize poverty reduction and inequality.

Sustainable conservation, development, and utilization of natural and human resources is necessary for accelerated economic growth and fast-paced socio-economic transformation of Nepal. Asta-Ja Framework, which is a theoretically grounded grassroots based peaceful and self-reliant planning and development approach, offers practical strategies for sustainable conservation and development of natural and human resources enhancing food, water, climate, and environmental security, accelerated economic growth, and socio-economic transformation of Nepal. Asta-Ja includes interconnected eight resources in Nepali letter, Ja, – Jal (water), Jamin (land), Jungle (forest), Jadibuti (medicinal and aromatic plants), Janashakti (manpower), Janawar (animal), Jarajuri (crop plants) and Jalabayu (climate). Asta-Ja Framework is a unifying framework for planning and resources development and has a strong footing on science, business, and eastern philosophy. While providing practical guidelines for achieving food, water, climate and environmental security, this article presents Nepal Vision 2040, which is developed considering challenges that Nepal is currently facing and its available Asta-Ja resources, envisioning that Nepal’s economic development reaching at the par of developed nations by 2040. Key strategic sectors identified in Nepal Vision 2040 include smallholder mixed-farming system, agro-jadibuti industrialization, protection of drinking water sources, climate change adaptation, environmental pollution control, conservation of natural resources, infrastructure, tourism, renewable energy, alleviation of inequalities, and good governance. This article demonstrates strategies for addressing social discrimination and inequalities through the process of Asta-Ja community capacity-building and self-reliant development. Ecological balance of Asta-Ja resources is necessary for sustainable natural resources, economic development, and community resiliency. The Government of Nepal is suggested to adopt Asta-Ja Framework as its national planning and development framework for sustainable economic growth and fast-paced socio-economic transformation of the country.

The article considers the developed model of the closed-cycle economy, which, along with economic parameters, takes into account pollution and consumption of building materials suitable for recycling. The model reflects the idea that the economic growth of a society alone cannot maintain or improve the existing quality of the environment, and for this it is necessary to increase the recycling rate. The purpose of the study is to reveal the factors influencing the increase in the level of recycling when introducing efficient and environmentally friendly systems for managing construction waste in megacities. The results of the study will affect the improvement of the quality and standards of life of the city population, the creation of favorable conditions for a safe, healthy and the prosperous life of people while ensuring the economic growth of the city. The process of the managing the growing volume of construction waste is reflected, recycling is emphasized.
