This work is devoted to the creation of a system for the automatic collection and processing of open data in Kazakh from Internet resources, and bears practical significance in the tasks of collecting and analyzing text. The introduction substantiates the relevance of the chosen topic, a review of existing approaches, formulates the objectives of the study. We consider such a problem as the collection and primary processing of text data with subsequent analysis. Data collection is a priority, since open data from Internet resources is not structured and needs to be processed. The authors provide a system for processing web pages of Kazakh-language portals, and also gives practical application of this approach to real data of open resources using the created system. The approach of indexing documents using features is presented. The system will help structure open data from Internet resources, as well as analyze collected data. Practical results are presented

Introduction. In market economy, the internal and external processes of educational organisations are becoming more complex. There is a need to identify managerial practices, which can be delegated to external consultants. The process of defining such practices is not completely studied. The application of expert support from leaders and management teams is often situational. The aim of the present research is to identify the range of managerial problems of educational organisations, which cause the need to resort to external consulting support.Methodology and research methods. The application of the method of cluster analysis of text data of periodicals allowed the authors to investigate a potential market for consulting services, to identify the modern management needs of educational organizations and the experience of their solution by external organisations. The analysis of open data of consulting organisations was carried out to identify real practices.Results. The main management problems of educational organisations and the types of consulting services necessary for their solution are considered and classified. The main approaches to defining the framework of educational consulting are highlighted. The authors have developed the method for monitoring the prospective market for consulting services. It was determined that the growing demand for consulting services and the expansion of the range of these services are associated with the formation of a market environment in the education system and the desire of management of educational organisations to provide a competitive advantage. The cases of Russian and foreign consulting organisations were analysed and grouped in accordance with the proposed typology.Scientific novelty. In academic literature, the study of this issue is mainly limited to defining the boundaries of educational consulting. The authors have made an attempt to identify typical situations, in which managers of educational organisations need to request the services of external experts.Practical significance. The results of the current research can serve as a guideline for the management of educational organisations, when making managerial decisions. It will allow the managers to determine the cases, in which it is possible to turn to external consultants according to the supply conditions on the market, and to identify the issues, regarding which it is desirable to rely solely on internal resources.

A free text data collection system has been developed at the University of Illinois utilizing single word, syntax free dictionary lookup to process data for retrieval. The source document for the system is the Surgical Pathology Request and Report form. To date 12,653 documents have been entered into the system. The free text data was used to create an IRS (Information Retrieval System) database. A program to interrogate this database has been developed to numerically coded operative procedures. A total of 16,519 procedures records were generated. One and nine tenths percent of the procedures could not be fitted into any procedures category; 6.1% could not be specifically coded, while 92% were coded into specific categories. A system of PL/1 programs has been developed to facilitate manual editing of these records, which can be performed in a reasonable length of time (1 week). This manual check reveals that these 92% were coded with precision = 0.931 and recall = 0.924. Correction of the readily correctable errors could improve these figures to precision = 0.977 and recall = 0.987. Syntax errors were relatively unimportant in the overall coding process, but did introduce significant error in some categories, such as when right-left-bilateral distinction was attempted. The coded file that has been constructed will be used as an input file to a gynecological disease/PAP smear correlation system. The outputs of this system will include retrospective information on the natural history of selected diseases and a patient log providing information to the clinician on patient follow-up.Thus a free text data collection system can be utilized to produce numerically coded files of reasonable accuracy. Further, these files can be used as a source of useful information both for the clinician and for the medical researcher.

Aiming at the petrophysical facies recognition, a novel identification method based on the weighted fuzzy reasoning networks is proposed in the paper. First, the types and indicators are obtained from core analysis data and the results given by experts, and then the standard patterning database of reservoir petrophysical facies is established. Secondly, by integrating expert experiences and quantitative indicators to reflect the change of petrophysical facies, the classification model of petrophysical facies based on the weighted fuzzy reasoning networks is designed. The preferable application results are presented by processing the real data from the Sabei development zone of Daqing oilfield.

Due to the sudden and explosive increase in web technologies, huge quantity of user generated content is available online. The experiences of people and their opinions play an important role in the decision making process. Although facts provide the ease of searching information on a topic but retrieving opinions is still a crucial task. Many studies on opinion mining have to be undertaken efficiently in order to extract constructive opinionated information from these reviews. The present work focuses on the design and implementation of an Opinion Crawler which downloads the opinions from various sites thereby, ignoring rest of the web. Besides, it also detects web pages which frequently undergo updation by calculating the timestamp for its revisit in order to extract relevant opinions. The performance of the Opinion Crawler is justified by taking real data sets that prove to be much more accurate in terms of precision and recall quality attributes.
