The article presents a general description of the demographic situation in the Republic of Moldova at the beginning of the XXI century (negative population growth), a comparative analysis with the previous period is carried out, the main factors contributing to the deterioration of demographic indicators are analyzed: a decrease in the birth rate, an increase in mortality rates – causes and effects, migration outflow of the population of working and reproductive age, negative tendencies in nuptiality (reduction in the number of marriages, postponement of marriages to a later date, a sharp increase in the number of divorces), deterioration in the health of the population, reduction in life expectancy. In general, the deterioration of demographic indicators is a consequence of political instability, a high level of corruption, a severe economic crisis, resulting in the decline of living standards, increase of unemployment, degradation of social security systems, education, culture, science, etc. All these negative processes were reflected in the Ukrainians of Moldova. The most compact Ukrainians live in the northern regions and on the left bank of the Dniester, which is due to historical factors.

The article is devoted to the analysis of forest fires in Siberia. Particular attention is paid to three regions: Krasnoyarsk Territory, Irkutsk Region and the Republic of Yakutia. The causes of forest fires, weather and circulation conditions were analyzed as key natural factors of a high level of fire hazard in the boreal forests of the northern regions of the Asian part of Russia using the example of the territories of the Krasnoyarsk Territory, Irkutsk Region and Yakutia. The typification of synoptic processes in the middle and lower troposphere is carried out, reflecting the prevailing contribution of blocking and mobile cyclogenesis processes to an increase in the area of distribution and the lifetime of forest fires. The long-term dynamics of temperature and humidity characteristics was estimated through the calculated values of the hydrothermal coefficient, which indicate a tendency to an increase in the probabilistic criteria of “insufficient moisture”, and in some years of weak droughts, which should be taken into account when predicting forest fires in the boreal forests of Siberia and Yakutia. A comparative analysis of the advective-dynamic factors of the occurrence of forest fires was carried out using the example of large forest fires in Siberia, starting from 1897. Particular attention is paid to the causes of the occurrence of large forest fires in the summer of 2019 and 2021.


We studied the medical and demographic indicators in the Republic of Sakha (Yakutia) for the last 20 years (1998–2018). A decrease in the population by 4,7 % (р<0,01) was revealed in the Russian Federation in the period 1998–2008, 3,4 % decrease, followed by its growth by 2,8 % (р<0,01); a decrease in the number of rural population in the republic and an increase in the urban population were observed. By the beginning of 2019, in comparison with the 2003 data, an increase in the population by 1.9% (р<0,01), a decrease in the number of able-bodied people in the Republic of Sakha (Yakutia) at the beginning of 2019, as compared to 1998, were revealed, by 8,2 %, in the Russian Federation – by 4,7 % (р<0,01). In the Republic of Sakha (Yakutia) the birth rate remains high, the mortality rate is relatively low, and the natural population growth is maintained.

The main direction of the educational process is to develop the education system in accordance with the strategic directions of social and economic development of the republic, integrating it into the world educational space, preserving its national essence through the use of national customs and traditions, as well as cultural values, creating conditions for the formation of a personality in the national spirit, development of a high level of outlook and creative potential of the personality, cognitive competences. The implementation of these tasks requires a review of the content of the educational process in the country's schools from a new methodological standpoint, based on the use of elements of national customs and traditions. Such a new methodological system shows the need for radical changes in the traditional educational process, the development of a creative approach to teaching, and the updating of the content of education on a national basis.In the modern period of the development of society in the educational process of educational institutions the principle of education is implemented, taking into account the comprehensive development of students, such a system of education and upbringing provides an opportunity for the formation of cultural and ethnic identity, it is aimed at an in-depth study of the spiritual culture of the people and the ability to connect it with modern values. This system of education and training is based on the link between national customs and traditions (customs and traditions related to children's upbringing, household customs and traditions, social customs and traditions) and the educational process.

2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

Background: Sodium-Glucose co-Transporter 2 (SGLT2) inhibitors, a set of relatively new medicines treating type 2 diabetes showed a great number of merits in control of glycemia and cardiovascular risk factor management, but also attracted attention on bone fracture. One of those major effects on skeleton might be Parathyroid Hormone (PTH). Case Presentation: We present the case of a 68-year-old female patient with type 2 diabetes on insulin injection and oral acarbose therapy who was admitted with constant hyperglycemia to our hospital. In the beginning, she showed a high level of serum PTH. In the process of oral dapagliflozin treatment, PTH concentration firstly increased and then decreased to the normal range. Diagnostic tests are completed to exclude hyperparathyroidism. Conclusions: The use of SGLT2 inhibitors among diabetes and nondiabetic populations is increasing, a great deal of undiscovered influence, such as hormone and ion fluctuation needs further investigation.

Phytogeographic analysis of three Early Carboniferous intervals (Tournaisian–early Visean, Visean, and late Visean–early Namurian A) indicates a high level of phytogeographic differentiation in the beginning of the Early Carboniferous that decreases toward the end of this period. Climatic amelioration (warmer or wetter conditions) in the north middle and high latitudes, caused by the collision of Laurussia and Gondwana at the end of the Early Carboniferous, may be responsible for this decrease in phytogeographic provinciality. Toward the end of the Early Carboniferous, a large number of equatorial genera expand their ranges northward, and the average generic diversity of assemblages in the north high latitudes (Siberia) also rises. Both support the hypothesis of climatic amelioration. Northward migration of equatorial forms and the appearance of new genera endemic to Siberia both contributed to the rise in Siberian diversity. Although this trend is not statistically significant, additional evidence of diversity increase in northern high latitudes tied to climatic amelioration comes from the northernmost limit of diverse (≥ 10 genera) assemblages, which rises from 20°N at the beginning to 55°N at the end of the Early Carboniferous. Global plant diversity assessed at the generic level remained constant during the Early Carboniferous. The increase in Siberian diversity was offset by a decrease in equatorial diversity, perhaps due to the loss of pronounced latitudinal climatic gradients between north-middle and equatorial latitudes.

This article examines the demographic situation in Dnipropetrovsk region and identifies the main demographic problems of the region , among which the most important are low fertility, reduced family size, high divorce rates and unregistered marriages, contimuing aging of the population, increased gender disproportion among the population, intra-regional and especially modern external migrations of the population, etc. The Dnipropetrovsk settlement system includes four industrial agglomerations: Dniprovsky-Kamianske, Kryvyi Rih, Nikopol and Pavlohrad, where more than 83.5% of the region’s population lives , indicating a high level of urbanization of the territory. It was found that the dynamics of the population of the urban agglomerations of the Dnipropetrovsk region over the past 20 years has a tendency to progressive reduction: if in 1997 the size of the existing population amounted to 3,888.8 thousand people, in 2017it amounted to 3,227.5 thousand people. It is stated that the natural replenishment of the population provides a continuous change of generations, creating the quantitative boundaries of labour resources of urban agglomerations of Dnipropetrovsk region. The current state of migration processes in the agglomerations of Dnipropetrovsk region is caused by socio-economic and political problems. This has led to an increase in labour out-migration, which now has already become catastrophic, not only in the Dnipropetrovsk region, but throughout Ukraine. Negative consequences of this are the depopulation of cities and areas of agglomerations, the outflow of high quality labour potential (and in particular qualified labour), the collapse of families, rise in crime and corruption, etc. In general, it is established that the demographic aspect, due to natural and mechanical movements, has become a determining factor inthe formation of the labour resource situation and affects not only the process of replenishmnent itself, but also the structure of the economically active population. We present the general demographic features of the population's reproduction, in the urban agglomerations of Dnipropetrovsk region from 1997 to 2017; a decrease in the total population, a negative natural population growth (mortality rates will prevail over birth rates), aging of the population, which is reflected in an increase in the number of people aged 70, disproportion in the sexual structure of the population (prevalence of women), negative balance of migration and continuous outflow of inhabitants of reproductive age, especially to the countries of the European Union.

The relevance of the research topic is to study the features and factors of human capital formation in the agricultural sector. Purpose: the analysis and assessment of the key macroeconomic indicators, socio-economic factors and institutional conditions of investment ensuring formation of the human capital in the Republic of Belarus. Methods – analysis, synthesis, comparisons, tabular, etc. Results of work: the development of human capital allows us to solve numerous socio-economic problems and accelerate the innovative development of the agricultural sector. Human capital is becoming the main source of change in society, as well as a factor in its improvement and transition to a new quality. There is an important problem of the lack of smart and resourceful people in the agricultural sector. It requires people with a high level of professionalism, good knowledge and skills. Nowadays, the possibilities of using and developing innovative labor potential and the effective involvement of resourceful people in labor activity are unfortunately limited. Conclusions: the characteristics of the formation of human capital in the agrarian sphere have been studied, as well as the evolution of their development. The factors determining the accumulation of human capital in agroindustrial complex have been systematized. The main problems of the shortage of agricultural specialists have been identified. These problems are the decline in the vocational qualifications of workers, the outflow of personnel from rural areas, the decline in the prestige of agrarian professions and as a result reluctance of graduates to go to work after their education.

The purpose of this article is to study the methods for manufacturing, wearing and ways of use of the Bashkir chest decorations in the end of the 20th — beginning of the 21st c. The research area includes the Republic of Bashkortostan and neighboring regions where the Bashkirs live. Information for neighboring regions was collected using the Internet and social networks: VKontakte, Instagram, YouTube. The chronological framework of the study covers the end of the 20th — beginning of the 21st c., that is the time of a renaissance of traditions and the growth of interest in them. Field materials collected by the author during the expeditions in 2010–2019 to different districts of the Republic of Bashkortostan, archival materials, museum collections of Ufa and Internet resources where old and modern photos with Bashkir chest decorations are posted became the source base of the study. The article uses general scientific methods: comparative-historical, and the method of scientific description and analysis. During the collection of field materials, we relied on ethnographic methods, such as in-depth interviews, observation, and photo fixation. To study the current state of tradition, monitoring of social networks was used. Different types of female bibs used to be popular among Bashkirs — selter, sakal, hakal, yaga, muynsa, almaizy and others. They were very highly valued and used as essential part of the bride dowry. Chest decorations made of silver coins and real corals were very expensive. Until the end of the 19th — beginning of the 20th c., chest decoration retained its ethnic, social, and sacred functions. In the beginning of the 20th c., the traditional culture was undergoing a difficult period. During the hunger years of the 1920s, the period of the creation of collective farms, many Bashkirs were forced to surrender their jewelry for nothing. In the postwar years, very few people still had their authentic national decorations. In the end of the 20th — beginning of 21st c., on the wave of mobilization of ethnic identity and revival of interest in traditions, the bib as an ethnic marker became popular again. It has been revealed that there are five basic trends of manufacturing of the Bashkir bibs: from historical reconstructions to highly stylized pieces, from everyday to festive. Nowadays they are worn both for beauty and designating the ethnic identity, traditions, culture, demonstration of national Bashkir ownership. The initial spiritual and guarding function of chest decorations has now been lost.

The article considers the terms “innovation potential”, “regional innovation potential”, and the state of innovation potential. The purpose of this article is to determine the current state and prospects for the development of the innovative potential of the Akmola region. The research methodology consists in systematization of innovative indicators of the region by comparison and economic and statistical groupings. The analysis of the formation of the innovative potential of the region on the example of the Northern regions of the Republic of Kazakhstan is carried out. In particular, the dynamics of the gross regional product and innovation activity in the Akmola region is presented.
