During the last 20 years, psychological interventions and psychotherapy have acquired a modest but significant place in health care. The lack of a uniform legal definition of these professional activities in the domain of health care hampers quality control of training programs and delivered services and complicates coordination of care. Training requirements are not always made explicit, and often there are no mechanisms for quality control or for monitoring compliance with ethical codes of conduct. In this review, the legal regulation of the professional activity of psychologists in health care and of psychotherapists in 17 European countries is examined. Eleven of these have adopted a legal regulation the title and the professional activities of psychologists in health care. Seven have an additional law regulating the title and the professional activities of psychotherapists. In five countries, professionals other than psychologists and medical doctors can obtain a legally protected title and license to practice as a psychotherapist. Conclusions are drawn concerning the available models of regulation of psychotherapy and their respective consequences.

The subject. The study of the Genesis of the emergence and development of any phenomenonallows to know its essence, as well as to make a prediction about the prospects for itsfurther development. Given the importance of self-regulation in the context of the changesin our country, administrative reform, addressing the problems of the Genesis of self-regulationis very timely and relevant.The purpose of the article is to reveal the peculiarities of the emergence and developmentof self-regulation in Russia.Methodology. The methodological basis for the study: general scientific methods (analysis,synthesis, comparison, description); private and academic (comparative legal, interpretation,formal-legal).Results, scope. Under self-regulation this article is to understand the management activitiescarried out by self-regulatory organizations, and consisting in the development and establishmentof standards and rules of professional activity, as well as sanctions for non-complianceor inadequate performance. Based on the author's proposed definition of "self-regulation",the fundamental criterion for the recognition of any organizations the prototypeof the modern self-regulating organizations was selected the purpose of their creation: regulationof activity of subjects of professional activities and the availability of appropriategiven the objectives of the authority. The study of the history of creation and functioningof associations of subjects of professional activity allows to conclude that self-regulation isnot fundamentally new, previously unknown in our country a legal phenomenon.Conclusions. The first prototypes of self-regulatory organizations originated in Russia in theMiddle ages as a voluntary Association of merchants.In the XVIII century found the beginnings of a model of mandatory self-regulation. In thisperiod at the state's initiative used the European experience, was created workshops as anorganizational form of Association of artisans, granting the right to engage in trade.In the Soviet period on the self-regulation can only speak as declaratory of the principle offunctioning of the legal profession.The emergence of self-regulation as a special kind of management activities occurred inRussia in late 1990s – early 2000-ies. The greatest degree of legal regulation-regulationachieved after the adoption of the Law on SRO, established a combination of voluntary andmandatory models of self-regulation.

One of the main factors for ensuring effective and honest work of civil servants is the formation of proper motivation and remuneration for the performance of tasks. Officials, along with other employees, strive public recognition of the results of their work. Encouragement of civil servants promotes the development of initiative, responsibility, confidence in their actions, a conscious attitude to work, mobilization to overcome difficulties and increase their credibility. Measures of material and moral support of civil servants help to realize the correct understanding of their labor obovyazkiv, helps to increase labor activity and improve the performance of the state body. The article analyzes the views of scholars on the interpretation of such a legal category as "encouragement". The provisions of the Law of Ukraine "On Civil Service" and bylaws regulating the grounds, types and procedure for applying incentives to civil servants are analyzed. It is established that the following types of incentives can be applied to civil servants: 1) announcement of gratitude; 2) awarding a diploma, a diploma, other departmental awards of a state body; 3) early assignment of the rank of civil servant; 4) presentation for awarding by government honors and awarding with a government award (congratulatory letter, thanks, diploma); 5) submission for state awards. The author proposes to expand the existing list of types of incentives for civil servants with such incentives as rewarding with a valuable gift and paying a bonus. The article also draws attention to the imperfections of the legal regulation of the procedure for applying certain types of incentives in the civil service. The author's definition of the term "encouragement of a civil servant" is proposed. It is concluded that the incentives for civil servants play an important role in enhancing their professional activities and are aimed at forming in them a conscientious attitude to work. However, some issues in this area still need significant refinement at the legislative level.

Training future specialist to professional activity is one of the main tasks of higher and professional education. Pedagogical modeling of professional activity is used to determine the content of quantitative and qualitative information, which is necessary for modern researchers to further work, and also directs them to the prospects of career growth. The purpose of the article is to analyse the content of the process of pedagogical projecting of the model of the future specialist. The author established requirements for the training of qualified personnel determine the necessary competences which specialist has to master, his professionally important qualities, necessary in future activity, and also carry out the goal setting of the training process, acquiring the necessary knowledge and skills. It is identified that the competence of future specialists is a set of their competencies, which in turn are classified into key required, without exception to all graduates and professional, appropriate to the particular specialty. The article reveals the content of constructing a model of the future specialist which allows to solve such problems: a description of the specialist's work in the course of its professional activities; identifying inconsistencies between the content of training and specific professional activities of specialists. Requirements are defined as quality standards to the training of future qualified personnel. The list of basic competencies of the future specialist has been set which include: general cultural, methodological, professionally-oriented. The model of the specialist personality is characterized. Disclosed the content of the process modeling of learning outcomes and the algorithm of its development is determined. The definition of the concept «pedagogical design» was offered to reveal the principles and forms of pedagogical design. It is established that pedagogical design is one of the most common types of research. It is considered as an alternative to the classroom system in educational institutions. Project technology should be used as a supplement to other forms of direct or indirect learning as a means of accelerated professional growth of the individual.

The article is devoted to the theoretical analysis of modern psychological studies of the professional activities of teachers of children additional education carried out during the last decade. The purpose of the study was to conduct this analysis from the standpoint of labor psychology, where the key constructs are the concepts of efficiency and effectiveness of activity, in order to systematize and summarize modern psychological studies of the professional activities of teachers of children additional education, highlighting the main areas of such research and identifying among them the areas that are most significant and promising for labor psychology. It is noted that in modern conditions, the requirements for the formation of a system of personnel support for additional education of children are increasing, in particular, for the professionally important qualities of teachers in order to ensure their effective work and successful socialization of students. It is stated that a systematic analysis of psychological studies of the work of teachers of children additional education reveals an objective trend of insufficient knowledge of the problem of the effectiveness and efficiency of this work. Eight main directions of modern psychological research of the work of teachers of children additional education are identified, among which five directions are marked as particularly significant and promising for the psychology of work, related, respectively: 1) with the finding of success criteria and the development of methods for obtaining estimates of the effectiveness of this professional activity; 2) with the definition of regulatory requirements for this activity; 3) with the identification of the psychological specifics of the professional activities of teachers of children additional education; 4) with the study of the modern digital environment as a means of professional development of teachers of children additional education; 5) with the study and formation of psychological readiness of teachers of children additional education to carry out cultural work. The significance of the results obtained is determined by the fact that the identified areas contribute to the theoretical ordering and purposeful further development of research on the work of teachers of additional education of children.

The article deals with the problem of definition and validity of concepts and categories of professional activities to ensure cyber security in the context of the reform of higher education of Ukraine and introduction of new specialty "Cyber security" field of study "Information technology", the urgency of the problem of training for public and private sector national cyber security system and the like. Considered well-known in Ukraine and abroad the definition of the terms "information security" and "cyber security", systematized and detailed their components. A comparison of these concepts identifies the relationship and differences between them which based on the purpose, objectives and process features of professional activity in these areas as well as generic concepts of "threat", "safety" and "security". Grounded approach to the definition of "cyber security" and suggests its author's vision with regard to the technical and humanitarian aspects (communicative, political, sociological and psychological aspects).

The paper deals with the definition of current problems of the development of creativity and entrepreneurship of music education teacher and their solution. Creativity is a phenomenon to which more and more attention is paid, it is a universally applied key competence, according to which, abilities, motivation and environmental influences should be taken into account. It is emphasized that the creativity of a teacher is reflected in his professional activity and has a productive effect on student education and training. New markets need managers and educated teachers with key competencies. Professional activities have a number of functions for the implementation of which business qualities are required. Attention is paid to the main types of entrepre- neurial and pedagogical activities.

The article focuses on the definition of the ICT competence concept for future information security specialists, as well as its role in the formation of professional competencies. The analysis of professional standards in the field of information security defines the ICT competence of future information security specialists as an integrative personality characteristic that provides flexibility and readiness to adapt to changes in professional activities, the need to learn new software for applied and systemic purposes, including national software products, the use of ICT hardware for solving professional problems according to the current stage of ICT development and the level of the economy digitalization; allows demonstrating ICT skills and abilities for collecting and processing professionally relevant information, skills and abilities of information interaction, automation in the field of professional activity. Based on a survey of 3-4 year students, it is concluded that ICT competence significantly affects the readiness of future information security specialists to carry out their professional activities.

Relevance of the article is due to the need to predict changes in the characteristics of traditional and new occupations with regard to development of information technologies and automation tools. The aim of the work is to identify the main areas of optimization and support of professional activities in the conditions of informatization based on the forecast of changes in conditions and situations of activity. Methods — theoretical analysis and systematization of ideas about the determinants of activity and their integration. Results. Stability and variability of professional activities are considered within the framework of situational approach, focused on the integration of external conditions and internal variables as the determinant of activities. The study clarifies the concept of activity conditions as characteristics of the environment. The definition of situation is limited to the relation of subjective interpretation and assessment of external conditions to evaluating personal resources in accordance with the purpose and actual experience, the mechanism of which is associated with reflexive regulation of activities. In accordance with the nature of subjective assessment of conditions, the types of situations are divided into ordinary and extreme. The situation is usual (standard) for a subject if the methods of action are well-established and assessed adequately, regardless of the conditions, which can be even dangerous, extreme and emergency. Unusual situations are characterized by a combination of novelty of conditions, on the one hand, and limited experience and resource assessment, on the other hand. According to the characteristics of resources (functional systems and the content of experience) it is suggested to distinguish between situations of tension, characterized by the need to act at the limit of one’s opportunities but within one’s experience, and situations of uncertainty. There are a number of arguments for limiting the notion of “uncertainty” and the corresponding situations to the characteristics of the internal subjective sphere, the source of which are components of activity, not elements of the environment. In situations of uncertainty, it is suggested to distinguish between the situations of problem solving and decisions making, actions that differ in psychological mechanisms, and to consider risk situations as a subcategory of decision making. The systemization of situations formed the basis for the forecast of their changes for traditional and new occupations in the context of advanced information technology, as well as the definition of the directions of software support for action and ensuring the preparedness. Conclusions. The probability of extreme and emergency situations involving danger for people is unlikely to change. Dangerous situations in professional environments can start to be assessed as ordinary if one forms an adequate concept of conditions and one’s own resources (readiness) by using training systems, including virtual reality tools. Information security problems are being studied intensively, both in terms of theoretical analysis of information environment characteristics and in the development of software protection and minimization of danger. It seems possible to reduce the situations of extreme. Minimizing problem situations can be obtained by creating experience and reducing uncertainty. In decision-making and risk situations it can be obtained through software and technical support for the choice and automation of assessment operations. The possibilities of using software and technology to reduce tension will also be expanded through automation of cognitive and executive operations, alignment of their parameters with the subject’s mental capabilities, formation of skills allowing one to work in a wide range of situations.

The article provides the theoretical analysis of the psychological readiness of socionomic specialists for innovative professional activities in the scientific psychological literature. The methodological approaches to determining the essence of psychological readiness are outlined. The structural components of the psychological readiness of socionomic specialists for innovative professional activity are determined. The structure of the psychological readiness to the innovation professional activity includes motivating value, cognitive, operational, personal, creative, communicative, reflective components. The article reveals the definitions “readiness”, “professional readiness”, “psychological readiness”, “innovation readiness”, “psychological readiness for innovation professional activity”. The definition of psychological readiness for innovative professional activity in the context of scientific comprehension is considered. Theoretical and methodological understanding of the scientific literature allowed to determine the essence of psychological readiness for innovative professional activity as a psychological phenomenon which is characterized by the demonstration of motivation for professional activity, mastery of innovative technologies to achieve goals, ability to creative activity and high level of reflection. In the article, the psychological readiness to the innovative professional activity is understood as the complex of the personal professional qualities, which assist in professional tasks solving in the innovative sphere. The concept of psychological readiness of socionomic specialists for innovative professional activity has been improved. The article provides the empirical analysis levels of the psychological readiness of socionomic specialists for innovative professional activities. The psychological factors and the psychological barriers of the psychological readiness of socionomic specialists for innovative professional activity are determined.

Consideration of professional safety as a functional component of professional activity includes analysis of categorical methodological grounding of this concept in psychological work in the context of ergonomic provision of effective professional activity by a complex of external worker’s and individual worker’s protection, where special attention is paid to dangerous professions. First of all, took into account the need of accidents causes at work; determining the optimal workload in professional activities; identification of human reserve capabilities and ergonomic optimization of interaction processes with the production environment. The general, differentiated indicators of susceptibility to danger are specified; the preconditions for the formation of psychological security are determined; the factors of erroneous actions’ occurrence at performance of professional activity are allocated; the psychological provision of labor safety through a system of organizational measures is outlined. Historical digression in the application of a systematic approach to the analysis of professional activity, as well as general psychological provisions of the concept of systemogenesis of professional activity, the concept of structural and functional organization of self-regulation, the concept of maladaptive activity (risk readiness) and the concept of product ergonomics, personality in assessing the quality of human life. Elaboration on the definition of the work psychological signs and its gradations and development of receptions of professional self-preservation of the person is presented.
