Food supply for special consumers is the most dynamic subsystem of the system of procurement for power ministries and departments. In modern conditions, its functioning should take into account the peculiarities of the organizational structure of units and the nature of the tasks performed. The aim of the study is to systematize the existing methods for assessing the food security of the region and develop a methodological approach to assessing the food security of special consumers. As a result of the analysis of the existing methods for assessing the level of regional food security, conclusions were drawn about the absence of a single universal methodology for assessing food security, a variety of criteria and assessment indicators, the impossibility of unification, and comparative analysis by territories in accordance with their specificity and zoning. A conceptual diagram of an integrated assessment of the level of food security of special consumers is proposed.

One of the main problems of today is to ensure food security of the country and its regions. The level of food security has fluctuations and changes over time, so this situation emphasizes the increasing relevance and stability. Investigating its level in the region, it is advisable to study the features of its dependence on internal factors: the current state of food supply in the region in sufficient quantity, quality and range, the real ability of the population to consume a rational norm of food of proper quality. An important component of the characteristics of food security in the region, in accordance with regulations, are scientifically sound safety indicators. The formation of food security of the country and regions is a holistic complex, which is associated with the macroeconomic development of the state. Food security strategy - functional, involves the development of economic characteristics of the control system and their main criteria, which allow for rapid assessment of regional food security and effective decisions on changes in the parameters of the developed strategy. Based on the dynamics of characteristics, extrapolation (forecast levels) are developed for trends and patterns of development and the parameters of the strategy that affect the change of development trends and fluctuations are adjusted. To comprehensively assess the state of food security in Poltava region, the main indicators were studied: providing the diet with the main types of products, economic affordability of food, the capacity of the domestic market of certain foods and food independence of certain foods. The implementation of these measures should be the basis for the formation of a differentiated system of sustainable food supply of the regions. The criterion of completeness of food supply of the region is the degree of its self-sufficiency, and the criterion of sustainability of food supply is the stability of demand and demand for the main types of products due to local production, import and use of reserve funds. The main conditions for the proper functioning of the food market and providing the population with high quality food are targeted and rational use of available and potential natural, industrial, demographic, social, scientific, technical and investment resources that contribute to the full functioning and development of food security through local production. in accordance with scientifically sound standards.

The main approaches to the calculation and classification of indicators used for assessment of the economic entity sustainable development are considered in the study. Methodological advantages and shortcomings of approaches to the development of the system of indicators of an organization sustainable development within stakeholder approach are analyzed. The results of comparative analysis of the main international and Russian methodological approaches to the formation of the system of indicators for assessment of economic entity sustainable development are presented. The conclusion is drawn that in terms of stakeholder approach methodological approaches to the formation of integrated assessment of the organization sustainable development level on the basis of the formation of indexes and rating models are of great scientific and practical interest.

In order to implement strategic planning institutions confront with a great number of problems the basic of which is the choice of methodological approach. In this article particularity of strategic management approaches within institutions is revealed. Special literature does not provide clear methodological recommendations for strategic planning of institutions. Opinions of strategic management commentators are more polemic than recommendations. In the literature two essential approaches to strategic planning are provided, i.e. prescriptive and emergent. Fulfilled researches create preconditions to specify and systematize essential characteristics of approaches. Prescriptive strategic planning can be defined by sufficient foresight of future, systemic complexity, necessary definition, large possibilities of formalization, one‐sided adaptation of strategic decisions with organizational structure, petty stimulation of initiative, stable consistency of planning steps. Emergent strategic planning can be defined by petty foresight of future, fragmentary complexity, weak definition, limited formalization, double‐sided adaptation of strategic decisions with organizational structure, large creativity, unstable sequence of planning steps. This characteristics are being handled as assumptions. According to the prescriptive approach they are favorable for preparing decisions, which are oriented to increase opportunities of institution strategic accordance with its environment demands. According to the emergent approach ‐ they are favorable for preparing decisions which are oriented to emerge institution potential for opportunities used. With regard to inside and external environment factors of institution which predetermine the choice of methodology, the regularities of coherency of factors and methodologies which are suggested to apply for integral combination of approaches in specific institutions situation are defined.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.


Objective. The purpose of the article is to compare the levels and mechanisms of food security management in Ukraine and Poland, to identify the main factors influencing the processes of its formation and to determine the directions of increasing the level of Ukraine food security. Methods. The scientific results of the study were obtained using the following methods: theoretical generalization and comparison (for the study of meaningful aspects of the definition of «food security»), analysis and synthesis (for comparative analysis of Ukraine and Poland food security levels), abstract-logical method (for establishing the links between the level of economic development of countries and the levels of their food security and determining the directions of increasing the Ukraine level of food security). Results. On the basis of a comparative analysis of Ukraine and Poland food security levels, a significant gap in Ukraine’s provision of food security has been identified. Thus, with respect to all food security components identified by FAO, except for the «use» of sanitary and safe drinking water, Poland has reached far ahead of Ukraine. It has been found that for the period 2012–2018, the value of the Global Food Security Index for Ukraine decreased by 2.1 due to a decrease in the level of affordability and availability of food, while the Polish side increased its position on GFSI by 2.8 due to the increase in affordability and availability of food in the country. It has been found that the decisive influence on the level of food security in Poland, as well as high ranking in the ranking is carried out by the EU Common Agricultural Policy (CAP), the implementation of the Polish Rural Development Program and significant public spending on agriculture. It has been determined that the main directions for improving the level of food security of Ukraine should be: lifting the moratorium on the sale of agricultural land; financing the agri-food sector not only through public spending but also through EU programs; creation and implementation of the National Rural Development Program; full and unconditional implementation of Government programs on EU integration; adaptation to the EU Common Agricultural Policy standards.

The purpose of the article is to propose methodological assistance to the selfgovernment system in developing strategies for sustainable development of territorialcommunities. Methodology. The research used the works of foreign and domesticspecialists involved in the development of sustainable development strategies.Authors applied methods of scientific comparative analysis, general scientificmethods of theoretical, empirical research and a method of expert evaluation. Scientificnovelty includes clear well-structured approach to identification of what is neededto develop a strategy of territorial communities’ development, important tasks fora working group, SWOT analysis methods, what should be analysed to achievestrategic goals and consistency of organizational details. Conclusions. Complianceto the proposed scientific methodological approaches to the development of thestrategies of territorial communities’ sustainable development enables the communityto obtain a strategic algorithm for its sustainable development.

Relevance and statement of a problem. Now processes of socialization of younger generation undergo profound changes. They are characterized by transformation of space-time characteristics – narrowing of the field purposeful, expansion of processes of spontaneous socialization. At the same time the methodological approaches and methods of a research aimed at the analysis of the static phenomena applied in pedagogics become insufficient for a research of chaotic processes. There is a need for search of methodology and methods of a research within which the analysis of processes of spontaneous socialization of modern children and teenagers is possible. Research search shows that the solution of this task is possible on the basis of nonclassical methodological approach. Research objective: identification of opportunities of nonclassical methodology for a research of processes of spontaneous socialization of the modern child. Research problems: representation of the methods in logic of nonclassical methodology aimed at the analysis of these processes. Object and subject of research: the situation of development of the child which is characterized by experiences concerning the relations and readiness for an exception of social interaction in various spheres of activity and immersion in the Internet environment. Subject domain of a research: complex of the relations which are the cornerstone of purposeful and spontaneous socialization of the teenager. Research methodology - nonclassical (anthropological) approach. Research materials. In the course of work on a problem the research methods based mainly on the individual and communicative practicians aimed at the analysis of experiences and communication of the child were developed. Results of a research. The qualitative methods based nonclassical approach will allow to understand not only experiences of the child, but also as negative trends under what conditions they lead to break in relations and to search of significant network contacts that is under what conditions processes of purposeful socialization are weakened collect in his social situation of development, extend borders of socialization spontaneous.

A city’s potential for food self-sufficiency is expected to increase through the distribution of innovative, high-tech, green agricultural practices of producing food in an urban environment, which can improve the city’s food security due to increased food accessibility in terms of quantity and quality. Aim. Based on the systematization of theoretical approaches and analysis of institutional aspects, the study aims to propose ways to strengthen the city’s food security by improving food supply in urban areas, increasing the socio-economic and environmental sustainability of urban food systems, and changing the diet of urban residents.Tasks. The authors propose methods for the development of urban agricultural production in a large industrial city based on the principles of green economy and outline the range of strategic urban activities aimed at implementing green agricultural production technologies associated with the formation and development of the culture of modern urban agricultural production.Methods. This study uses general scientific methods of cognition to examine the specificity of objectives of strengthening a city’s food security by improving the quality of food supply to the population. Methods of comparison, systems analysis, systematization of information, and the monographic method are also applied.Results. A strategic project for the development of urban agricultural systems through the implementation and green development of advanced urban agricultural technologies is described. Green development mechanisms will create conditions for the city’s self-sufficiency in terms of organic and safe products, functioning of short supply chains, and green urban agriculture.Conclusions. Managing the growth of urban agriculture will promote the use of highly effective, easily controlled, resource-efficient, eco-friendly, weather- and season-independent, multi-format urban agricultural technologies. The study describes actions aimed at creating conditions for stabilizing a city’s high-quality food self-sufficiency with allowance for the growing differentiation of citizen needs.
