AS THE Letters to the Editor illustrate, governance, both good and bad, can influence the effectiveness of the health care system. As reported by Dr Playford and her colleagues (page 6), the health workforce and educational leaders in Western Australia suggested our lack of effective interprofessional education required a ?good? governance solution ? the government needed to fund, plan, implement and monitor interprofessional education. On the other hand, Dr Ranmuthugala suggested that the continuing stream of health care crises was a direct result of our apparent inability to take a systems approach (page 5), which could be argued is a symptom of ?bad? governance. This issue launches a new section on Health Care Governance. According to Wikipedia, most simply put, ?Governance consists of assuring, on behalf of those governed, a worthy pattern of good while avoiding an undesirable pattern of bad?. Therefore by definition, health system governance would focus on planning, implementing and evaluating the necessary structures and processes to maximise good health outcomes and minimise the bad or adverse outcomes. But for some reason in health care our governance of the system, the organisations and the individual providers was not seen to be effective in promoting good clinical outcomes and limiting bad clinical outcomes. This necessitated the introduction of ?clinical governance? in the 1990s. Braithwaite and Travaglia track the progression of clinical governance in the first Health Care Governance paper (page 10). In addition, Johnstone and Geelen- Baass present a paper on business continuity ? an important concern of all governing bodies (page 161).

State or government affairs shall be conducted in accordance with the principles of good governance. This is considered a must in normal times and more so when the government have to deal with the COVID-19 pandemic. This general obligation is also in line with the theory proposed by Muchsan about the welfare state and the government’s obligation to provide public services. But reality shows a different picture. The Indonesian government seems to fail in providing good and reliable services in health care, public transport, social assistance, economy, and security.  One solution proposed is to appoint a person in charge of managing public complaints. The expectation is that this will empower the public, raise public awareness and increase government capacity to provide for public services.

Background: Since the Coronavirus disease 2019 (COVID-19) attacked and became an epidemic in practically the whole globe till today, the government has imposed several limitations on almost all regular services, including maternity and newborn health care. This limitation is strictly enforced at the hospital, Community Health Center, and clinic levels. As a result, maternity and newborn health care are among those impacted, in terms of both access and provision. Purpose: The aim of this study was to explain how delivery services were implemented during the CoViD-19 pandemic. Methods: This research examines maternity care at Hospital of Prof. Dr. H.M. Anwar Makkatutu Bantaeng during the CoViD-19 pandemic. The study began with interviews with four midwives to gain an overview of delivery service implementation, followed by data collecting from women who gave birth at the RSUD with the following inclusive criteria: mothers who gave birth at the RSUD between March 2020 and April 2021 and have got delivery services. Meanwhile, moms who gave birth outside of the required timeline while receiving delivery services at the RSUD were excluded from the study. Test sheets, questionnaires, and tape recorders were utilized as research instruments. The analysis was carried out using a systems approach theory.Results: Some factors are apparent in the analysis of the execution of delivery services during the CoViD-19 pandemic. The characteristics of respondents in reproductive age account for 75% of input parameters, while multipara accounts for 25%. Midwives provided delivery services to expectant mothers in order to help them cope with the postpartum period. While the output includes analysis results of maternity mothers' knowledge: 55% have sufficient information, 40% have high knowledge, and 5% have little understanding. During the CoViD-19 pandemic, the attitude of maternity mothers toward delivery services was 27 percent positive, and 80 percent were still regarded sufficient.Conclusion Good knowledge is supported by a positive attitude towards service changes shown by maternity mothers, and that the community already understands the situation of the CoViD-19 pandemic, understands the consequences and effects of not complying with regulations related to the CoViD-19 pandemic.Suggestion It is hoped that further research can be in the form of a follow-up to the analysis of health services in hospitals both in the city and at the regional level which refers to health protocols in the post-CoViD-19 pandemic. Keyword: CoViD-19 Pandemic, Pregnant Mothers, Knowledge, Attitude, Delivery Services ABSTRAK Latar Belakang: Sejak Coronavirus disease 2019 (CoViD-19) menyerang dan menjadi wabah di hampir seluruh dunia hingga saat ini, banyak pembatasan  yang dilakukan oleh pemerintah hampir ke semua layanan rutin termasuk pelayanan kesehatan ibu dan bayi baru lahir. Pembatasan ini diberlakukan baik di pelayanan kesehatan tingkat  Rumah sakit, Pusat Kesehatan Masyarakat maupun tingkat klinik. Akibatnya, pelayanan kesehatan ibu dan bayi baru lahir menjadi salah satu layanan yang terkena dampak, baik dari segi akses maupun pelayanan.Tujuan: Tujuan penelitian ini untuk mengetahui gambaran pelaksanaan pelayanan persalinan selama masa pandemi CoViD-l9.Metode: Penelitian ini merupakan analisis terhadap pelayanan ibu bersalin selama pandemi CoViD-19 di RSUD Prof. Dr. H.M. Anwar Makkatutu Bantaeng. Penelitian diawali dengan wawancara dengan empat bidan untuk mendapatkan gambaran pelaksanaan pelayanan persalinan, dilanjutkan dengan pendataan ibu-ibu yang melahirkan di RSUD tersebut dengan kriteria inklusif sebagai berikut ibu bersalin di bulan Maret 2020 sampai dengan April 2021 dan mendapatkan pelayanan persalinan di RSUD. Sedangkan, ibu bersalin yang diluar rentang waktu ditentukan walaupun mendapatkan pelayanan persalinan di RSUD itu tidak dimasukan dalam sampel.  Alat penelitian yang digunakan berupa lembar tes, kuesioner dan tape recorder. Analisis dilakukan dengan teori pendekatan sistem.Hasil: Analisis pelaksanaan pelayanan persalinan selama masa pandemi CoViD-19 dilihat dari faktor input yaitu karakteristik responden dalam usia subur 75% responden dan 25% multipara. Proses: dilakukan pelayanan persalinan oleh bidan untuk membimbing ibu hamil dalam menghadapi persalinan dan masa nifas. Sedangkan output: hasil analisis pengetahuan dan sikap ibu bersalin. Terdapat 55% berpengetahuan cukup, 40% berpengetahuan baik, dan 5% berpengetahuan kurang. Adapun sikap ibu bersalin yang ditunjukan terhadap pelayanan persalinan selama  pandemi CoViD-19 yang bersikap baik terhadap pelayanan persalinan rumah sakit adalah  27%, dan yang tergolong cukup berpengetahuan adalah 80%.Kesimpulan Pengetahuan yang baik didukung dengan sikap yang positif terhadap perubahan-perubahan pelayanan ditunjukan oleh ibu bersalin, dan bahwa masyarakat sudah paham atas situasi pandemi CoViD-19, paham akan akibat dan efek yang ditimbulkan jika tidak menaati regulasi terkait pandemic CoViD-19.Saran Diharapkan penelitian selanjutnya dapat berupa penindaklanjutan analisis pelayanan kesehatan di Rumah Sakit baik di kota maupun di tingkat daerah yang beracuan pada protokol kesehatan pada masa setelah pandemi CoViD-19. Keyword: Covid-19 Pandemic, Pregnant Mothers, Knowledge, Attitude, Delivery Services

Oral health is a poorly assessed and treated aspect of the health among Indians. The government continues to poorly fund oral health programs even though evidence of mounting incidence of poor oral health among Indians lingers on. Regardless of the profoundly anticipated national oral health program, oral health burden stays gazing at the nation.  It could be a direct result of a fragmented policy with varying priorities regarding the possible solutions to oral health problems. Its implementation faces numerous hindrances which should be defeated for successful utilization. Thus, it is fundamental for the government of India, the policymakers, the stakeholders, and dental bodies to conquer every single barrier and define a compelling national oral health policy backed by current scientific evidence. It would guarantee oral health care to all particularly the populace from the oppressed section of the society. This paper is an endeavour to unite all the components identified with the national oral health program. Additionally, give suggestions for its viable usage.

The world is currently facing the fatal viral pandemic called coronavirus disease 2019 (COVID-19), earlier named 2019-novel coronavirus (2019- nCoV). Every country of the world keeps responding to the challenges posed by covid-19 in all aspects of human endeavour with high demand and burden on health care. The report of the first case in Rwanda on 14th March 2020 was accompanied by actions to drive control measures by the government of Rwanda importantly to prevent the spread of COVID-19. Those measures included education on personal preventive behaviours, social distancing and restricting the movement of people locally, nationally and internationally resulting to lockdown that allowed only essential services. Lockdown has particularly affected Rwandan families with pregnant mothers in the context of childbirth preparation in different aspects.  This review paper articulates the possible various dimensions of influence of the COVID-19 lockdown on birth preparedness by families and the possible maternal and neonatal health adverse outcomes that may be associated. This is with the intention of helping health care providers and other stakeholders anticipate, track and prepare for appropriate mitigation to reduce maternal-neonatal morbidity and mortality.   French title: Implications du verrouillage de COVID-19 sur la préparation des enfants dans les familles RwandaisesLe monde est actuellement confronté à la pandémie virale mortelle appelée maladie à coronavirus 2019 (COVID-19), précédemment appelée 2019-nouveau coronavirus (2019-nCoV). Chaque pays du monde continue de répondre aux défis posés par le Covid-19 dans tous les aspects de l'activité humaine avec une forte demande et un fardeau sur les soins de santé. Le rapport du premier cas au Rwanda le 14e mars 2020 a été accompagné d'actions à conduire des mesures de contrôle par le gouvernement du Rwanda important pour prévenir la propagation de Covid-19. Ces mesures comprenaient une éducation sur les comportements personnels de prévention, la distanciation sociale et la restriction de la circulation des personnes aux niveaux local, national et international, entraînant un verrouillage qui n'autorisait que les services essentiels. Le verrouillage a particulièrement affecté les familles Rwandaises de mères enceintes dans le cadre de la préparation à l'accouchement sous différents aspects. Cet article de synthèse articule les différentes dimensions possibles de l'influence du verrouillage du COVID-19 sur la préparation à la naissance des familles et les éventuels effets indésirables sur la santé maternelle et néonatale qui peuvent être associés. Ceci dans le but d'aider les prestataires de soins de santé et les autres parties prenantes à anticiper, suivre et préparer des mesures d'atténuation appropriées pour réduire la morbidité et la mortalité materné-néonatales.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

One important principles of good governance in public services is public participation. since good governance is a conception of a clean, democratic, and effective governmental administration, it regulate a synergistic and constructive relationship between the government, private business world and society. This research combines both quantitative and qualitative methods as mixed methods. Based on simple linear regression analysis results, it is found that technological training, participation in law and government, financial governance and assets and development of managerial values have a significant positive effect on implementation of good governance. The advice in this research is the application of technology training should be done effectively, with technological training to the employees themselves, especially in the use of computerization and internet in order to achieve tujuan that want to be achieved by trade and industry service.Keywords:good governance, technology training, participation in law and government

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

Community empowerment with regard to maternal and child health services at the community level carried out by cadre.Cadre is health volunteers, selected by the community.404 number of active cadres in primary health care of South Purwokerto entirely female, although it may be a cadre of men. Active cadre toddler actively providing services every month for child before 5 years age. Interest to know the various reasons committed cadres in performing their duties. The method used is qualitative study,to describe a variety of reasons commitment to perform cadre duties in child health care. Retrieving data using interview techniques through the focus group discussion. Data from 30 cadres.Results of interviews taken until the data saturation, as a reason believed by cadres in the commitment to carry out tasks of serving the Muslim community. Characteristic respondent are mean of age 38 years (the youngest age of 25 years and the oldest 55 years old), a 100% Islamic religion, level of education majority of senior high school(at least primary school). Educational level health cadres in Banyumas has met the minimum requirements by the WHO.Results of the analysis showed thatcommitment includes a cadre of dedicated, caring community, a desire to learn, social esteem, individual satisfaction, togetherness, organization, and spirituality. The spirit of cadre to the community need the attention of the government for development and prosperity in accordance with their duties.Spiritual reasons become one of the motivations in providing health services to the community, albeit to a spirit of dedication and a great desire to learn. Cadres continue to provide services, even to families with different spiritual.

Abstract: The Plato's conception of the rule of law states that good governance is based on good law. The organization also spreads to the world of Supreme Court justices, the election caused a decadence to the institutional status of the House of Representatives as a people's representative in the government whose implementation was not in line with the decision of the Constitutional Court. Based on the decision of the Constitutional Court No.27/PUU-XI/2013 explains that the House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only approve or disapprove candidates for Supreme Court Justices that have been submitted by the Judicial Commission. In addition, the proportion of proposed Supreme Court Justices from the judicial commission to the House of Representatives (DPR) has changed, whereas previously the Judicial Commission had to propose 3 (three) of each vacancy for the Justices, now it is only one of each vacant for Supreme Court Judges. by the Supreme Court. The House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only "approve" or "disagree" the Supreme Judge candidates nominated by the Judicial Commission.
