With the growing problem conditions and the increasing number of confirmed cases of Covid-19, it requires the DKI Jakarta Provincial Government to collaborate with stakeholders such as the private sector, national companies, and the public in handling Covid-19 in DKI Jakarta Province. This research focuses on the partnership between the DKI Jakarta Provincial Government and the private Human Initiative and Agile Innovation Labs companies. The purpose of this study is to describe and analyze public private partnerships in handling Covid-19 in DKI Jakarta Province. This study uses a qualitative approach with a descriptive method. In the analysis of this study using the theory proposed by Yusuf et al (2006) with three major variables, namely: (1) Process Factor, (2) Partner Factor, and (3) Structural Factor. The data analyzed are the results of interviews, observations, and document review at the Regional Cooperation Bureau, the Secretariat of DKI Jakarta Province. The results of the study show that from this multi-stakeholder partnership relationship produces various benefits for each party. However, on the partner factor indicator, there are still several obstacles, such as the change of officials in policy-making agencies who do not receive transfer of knowledge from previous officials, so that the partnership process becomes hampered.

Di dalam sebuah naskah berita media cetak, terdapat bagian yang agak menjorok ke dalam yang disebut dengan paragraf. Dari kumpulan paragraf inilah para pembaca menerima segala informasi terkait hal-hal yang dibacanya. Meskipun industri media mengalami perkembangan, media cetak masih mendapat perhatian yang cukup besar dari khalayak hingga saat ini. Agar tidak kehilangan pembacanya, media cetak harus menyajikan berita-berita yang akurat dan mendalam dari peristiwa-peristiwa yang terjadi dalam masyarakat. Keakuratan sebuah berita tergantung pada setiap kalimat yang terdapat dalam paragraf yang baik karena paragraf merupakan kesatuan kecil dalam naskah berita untuk menyampaikan suatu maksud. Sebuah paragraf yang baik di antaranya harus memiliki unsur kesatuan, kepaduan, kelengkapan, dan keruntutan. Penelitian ini bertujuan untuk mengungkapkan metode pola pengembangan paragraf yang ada dalam naskah berita utama di koran yang ada di wilayah Kota Cirebon dan Bogor Jawa Barat. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Hasil dari penelitian ini menunjukkan bahwa secara umum, Pola pengembangan paragraf pembuka dalam naskah berita utama di koran yang terbit di wilayah Cirebon dan Bogor Jawa Barat terdiri atas tiga metode, yaitu kronologi, sebab-akibat, dan ilustrasi.    In the news script of print media, there is a part that is indented that we called paragraph. From the unity of these paragraphs, the readers can receive all the information related to the things that they've read. Although the industry of media has developed, until now print media still have considerable attention from the public. In order not to lose its reader, print media must present in-depth and accurate news from the events and incidents that occur in society. The accuracy of news depends on each sentence contained in a good paragraph because the paragraph is a small unit of news script that's used to convey an intention. A good paragraph must include these elements of unity, cohesion, completeness, and coherence. This study aimed to reveal the method of the development pattern of opening paragraph in headlines script of the newspapers published in the City of Bogor and Cirebon, West Java Province. This study used a qualitative approach with descriptive method. The result of this study showed that generally, the development pattern of opening paragraph in headlines script of newspapers published in the City of Bogor and Cirebon consists of three methods, namely chronology, causation, and illustration.

The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. The coronavirus spread has been the main issue among Acehnese people since it occurred.  Every day, people get infected; some people also are starting to recover from the coronavirus. The governments have been working to reduce the risked people and infected victims by providing various personal protective equipment and educating the public about the virus and its threats. Those all require society to obey them, such as wearing masks to avoid being infected or transmit to other people. Until now, the spread of the coronavirus is also very high trending. The Covid-19 task force in Jakarta on February 16th, 2021  recorded that the ratio of coronavirus cases has reached 38.34 percent. This figure shows the highest daily record since the pandemic took place. This study used a descriptive method with a qualitative approach. Data collection was performed by interviewing several communities in the Johan Pahlawan sub-district, monitoring and observing in the field, and reading relevant sources. The study found a low level of community compliance with health protocols. The use of masks is still very lacking; people only wear masks when raids are carried out on the streets by joint government officials


This study is to examine Describe and analyze the quality of the implementation of public services by the district government in public services through the Public Service Mall (MPP) in the Sumedang patent district. Seeing the supporting factors and servants in the process of public service that refers to KememPan number 31 of 2019 there are still not many maximums from the start of the regent's regulations that have not yet come out even though the service has begun to run, this study will analyze how public services should be carried out in the process of implementing the pub service system lik through the Mall Public Services (MPP) in Sumedang Regency. The method used in the activity is a descriptive method through a qualitative approach. With this method and approach, it is expected to be able to describe various problems in their entirety and comprehensively, so that the results of the problem analysis can be used as a basis for understanding phenomena and giving birth to a concept of the quality of public service delivery in Sumedang Regency

The attitude of language is illustrated in the use of language in public spaces. The use of Indonesian language is required in submission of information to the public. Submission of information using the Indonesian language in information technology is a dignity forms of Indonesian language. This study is aimed to describe the use of Indonesian language in information technology. The research method used is descriptive method with a qualitative approach. The source of research data is the website of cluster one tertiary institutions in Indonesia. The data used are menu and submenu which is on the main website in the college website. The results showed that there are still menu and submenu that use foreign languages/terms. Therefore, the dignity of Indonesian language in information technology has not yet been reached maximally. The solution to these problems is the making of policies related to the use of Indonesian language in targeted information technology.

The purpose of this study was to analize the implementation of policies for handling and controlling covid-19 on the tourism sector in Tomohon City. The method used in this research is descriptive method using a qualitative approach. The research was conducted in Tomohon City using empirical data obtained through observations and interviews to 15 informants. The results showed that the implementation of policies for handling and controlling covid-19 on the tourism sector was carried out based on standards and policy targets through programs, namely physical distancing and work form home and the Tomohon City government program through the announcement of the mayor of Tomohon and Tomohon Mayor Regulation Number 28 of 2020 which is implemented based on the principles of implementing policies for handling and controlling covid-19 on the tourism sector in Tomohon City. In implementing this policy, communication factors between policy implementers, resources, disposition and bureaucratic structures are very influential in implementation. However, in implementing the policy, there are several weaknesses of these factors, namely the lack of communication between institutions, especially in the tourism sector, for example from the tourism office to the Indonesian Tourism Guides Association in Tomohon City, budget constraints, and lack of human resources as executors either as professionals or as professionals, tourism observers, especially on the tourism sector in the city of Tomohon.

Abstract One of the priority areas for restoration and conservation of peatland after the 2015 fires in Riau is Pelalawan District. The community attitude around peatland will affect the success of conservation and restoration activities carried out by the government together with the Peatland Restoration Agency (BRG). This research aims to determine the community attitude around peatland toward conservation and restoration programs using a descriptive method with a qualitative approach. The total number of respondents is 45 communities spread over two subdistricts in Pelalawan, Riau. The location determination was carried out by purposive sampling where two sub-districts were selected, the Bunut sub-district representing the mainland peatland area and the Pelalawan sub-district representing the coastal peatland area. The main results of this research indicate that conservation and restoration of peatland such as the establishment of Fire Concerned Community (MPA), the existence of re-vegetation, canal blocking as form of re-wetting, and re-vitalization of livelihoods in Pelalawan, Riau obtain a positive response from the community along with it, community participation programs organized by the government. This research shows to the public that local peatland communities have awareness and understanding of the importance of protecting peatland area ecosystem.

The Bungo District Environmental Agency as the prime mover in responsible waste management and encourages the community to be involved in waste management, that waste problems in Rimbo Tengah Subdistrict Bungo Regency will not be solved if it only depends on the government alone, and therefore needs support and community participation in waste management. The purpose of this study was to determine waste management in the Rimbo Tengah District of Bungo Regency. The method used in this research is descriptive method with a qualitative approach. As for the informants in this study amounted to eight people consisting of five informants from the Bungo Regency Environmental Agency and three informants from the local community who are in Central Rimbo District. The data collection techniques are through observation, interviews and document review. The results showed that waste management in Rimbo Tengah Subdistrict, Bungo District, by the Bungo Regency Environmental Agency was well implemented. This can be seen from the application of management perspective which plays an important role in the whole process of waste management starting from planning, organizing, implementing / mobilizing and controlling. However, in the process of waste management by the Bungo Regency Environmental Agency, there are still some problems and shortcomings in the management process, namely the implementation or mobilization and supervision processes.

The implementation of licensing services through Online Single Submission (OSS) at the Binjai City Investment Service and One-Stop Integrated Licensing Service (DPMPPTSP) can still be said to be unsatisfactory because it still has problems in licensing services, especially Construction Services Business Permit (IUJK) services. Problems that are often faced include the completion of the Construction Service Business Permit (IUJK) not on time and business actors do not understand the operation of the OSS system, which results in licensing services through the OSS not yet maximized. This study is to determine the quality of licensing services through OSS at the DPMPPTSP Binjai City and to find out the inhibiting factors for the implementation of licensing through OSS at the Binjai City DPMPPTSP. This research method uses a descriptive method with a qualitative approach. The results of this study indicate the quality of licensing services through OSS at DPMPPTSP of Binjai City which is examined from the dimensions of service quality, namely Tangible, Reliability, Responsiveness, Assurance ( guarantee), Empathy (empathy) as a whole is considered good but not optimal. The DPMPPTSP Of Binajai City is expected to have a technical team located at the Dinas and Dinas to conduct socialization regarding the use of the OSS system to the public so that the public is able to register their own permits and not through third parties/brokers.

The purpose of this study is to analyze the collaboration of actors in handling the spread and the inhibiting factors in handling the spread of Covid-19 in Indonesia.Methodology: This study uses a qualitative approach, with a descriptive method. Data were obtained by studying literature, then analyzed by using interactive model data analysis. The areas studied are Gianyar Regency, Probolinggo City, and Padang City.The collaboration of actors in the Gianyar Regency involves the Indonesian Youth National Committee and the Youth Officers Unit to Fight Covid-19. The collaboration of actors in Probolinggo City involves the local government, academics, and the community. Meanwhile, the collaboration actors in Padang City involve academics, the public, the private sector, local government, and the mass media. And all can be said to go well. The collaboration of actors in the areas studied has been going well, although the actors involved are different.
