Objective. The purpose of the article is to highlight book exchange as an important source of book acquisition process in the libraries of Katerinoslav - Dnipropetrovsk.  The object is libraries of different subordination as a system of collection-forming documents. Methods. Analytical-synthetic, system-structural, comparative and statistical methods are used during the research in accordance with the task. Results. The author revealed the peculiarities of book exchange process in the libraries of educational institutions, scientific societies of Katerynoslavshchyna. The exchange of publications with Kyiv, Galician and Lviv institutions is proved to be useful and important. The author retraced process of cooperation of city public libraries on local literature acquisition. Libraries and reading rooms of higher, secondary and lower agricultural educational institutions received professional publications of Katerinoslav societies free of charge. The article gives a picture of the current state of document exchange in the libraries of Dnipropetrovsk region. The constant source of library acquisition is territorial and domestic professional book exchange. Conclusions. Book exchange is an important component of the process of acquisition of high quality stock in Ukrainian libraries. This prprocess was actively carried out by Katerinoslav libraries in the 19th - early 20th centuries. Throughout history the book exchange has proven to be a necessary and useful source of acquisition and high quality service in the implementation of complex reader requests. Document exchange in the 21st century in Dnipropetrovsk region is changing its format (transition to e-resources), but remains an important source in the process of creating high quality collections.

At present, the problem of establishing disability is a point at issue in Russia. Despite the fact that medical criteria for disability are being developed very actively, high-quality methods for assessing social hallmarks are still lacking. Since disability is a phenomenon inherent in any society, each state forms a social and economic policy for people with disabilities in accordance with its level of development, priorities and opportunities. We have proposed a three-stage model, which includes a system for the consistent solution of the main tasks aimed at studying the causes and consequences of the problems encountered today in the social protection of citizens with health problems. The article shows why the existing approaches to the determination of disability and rehabilitation programs do not correspond to the current state of Russian society and why a decrease in the rate of persons recognized as disabled for the first time does not indicate an improvement in the health of the population. The authors proposed a number of measures with a view to correcting the situation according to the results of the study.

Current state-of-the-art medical deformable image registration (DIR) methods optimize a weighted sum of key objectives of interest. Having a pre-determined weight combination that leads to high-quality results for any instance of a specific DIR problem (i.e., a class solution) would facilitate clinical application of DIR. However, such a combination can vary widely for each instance and is currently often manually determined. A multi-objective optimization approach for DIR removes the need for manual tuning, providing a set of high-quality trade-off solutions. Here, we investigate machine learning for a multi-objective class solution, i.e., not a single weight combination, but a set thereof, that, when used on any instance of a specific DIR problem, approximates such a set of trade-off solutions. To this end, we employed a multi-objective evolutionary algorithm to learn sets of weight combinations for three breast DIR problems of increasing difficulty: 10 prone-prone cases, 4 prone-supine cases with limited deformations and 6 prone-supine cases with larger deformations and image artefacts. Clinically-acceptable results were obtained for the first two problems. Therefore, for DIR problems with limited deformations, a multi-objective class solution can be machine learned and used to compute straightforwardly multiple high-quality DIR outcomes, potentially leading to more efficient use of DIR in clinical practice.

The article substantiates the need to re-evaluate the role of human capital in the development of society in the digital age. Since high-quality education is the main direction of the formation of human capital in any country, the importance of creating an information space for scientific and educational institutions is demonstrated. A methodology for assessing the level of human capital on the basis of information scientific and educational resources is proposed. The author presents results of calculations obtained by this method on the example of agricultural educational institutions and a mathematical model for assessing the impact of human capital on the socio-economic situation of the regions.

<span>Though the Children’s Internet Protection Act (CIPA) established requirements for both public libraries and public schools to adopt filters on all of their computers when they receive certain federal funding, it has not attracted a great amount of research into the effects on libraries and schools and the users of these social institutions. This paper explores the implications of CIPA in terms of its effects on public libraries and public schools, individually and in tandem. Drawing from both library and education research, the paper examines the legal background and basis of CIPA, the current state of Internet access and levels of filtering in public libraries and public schools, the perceived value of CIPA, the perceived consequences of CIPA, the differences in levels of implementation of CIPA in public libraries and public schools, and the reasons for those dramatic differences. After an analysis of these issues within the greater policy context, the paper suggests research questions to help provide more data about the challenges and questions revealed in this analysis.</span>

The article justifies for the need to identify and to keep track, in practice, of different groups of risks inherent in educational institutions under current conditions of pandemic and post-pandemic transformation of education under the influence of modern world uncertainty. Transformation of education functions in the epoch of digital economy changes the content and types of risks concomitant to the activities carried out by schools. Schools belong to the most conservative types of organizations. However, the environment in which schools operate is constantly changing. An educational institution, as any enterprise, has to engage in the activity aimed at risk management. Manifestation of the risk is, on the one hand, fraught with threats and damage, on the other hand, with opportunities. Assessment of possible threats and risks allows timely projection of undesirable results, creation of a system for situational response to unforeseen circumstances and, in the final analysis, formulation of a strategy for development of the university which would allow achievement of modern high quality education, its fundamentality and conformity to important topical requirements of the personality, society and state. Causes of developing risks characteristic of educational institutions are disclosed. External and internal risks characteristic of educational institutions, sources generating them and the importance of managing them are analyzed. The analysis of risks made reveals multi-varied threats and opportunities in the external and internal envi-ronment of the institution and their ability to have a significant effect on educational, organizational and financial activities of the schools.

Розглянутий модифікований спосіб зберігання маточних коренеплодів моркви посівної безпосередньо у полі перспективний для освоєння в науково-дослідних установах та насінницьких госпо-дарствах у зонах Північного Лісостепу та Полісся України. The modified method of storage of uterine root crops of plant-breeding forms of sowing carrot was considered; in its basis is reduction of root crops’ losses during winter storage and receipting of high-quality stock seed from the set combinations in the process of plant-breeding work. The considered modified method of storage of uterine carrot seed directly in the field is perspective for development in research institutions and seed farms in areas of the Northern Forest and Woodlands of Ukraine.

When organizing training in computer networks on real equipment, educational institutions face organizational, technical and material difficulties. Using network modeling, the above difficulties can be avoided in teaching future informatics teachers about computer networks. The aim of the research was to prove the effectiveness of teaching future informatics teachers to computer networks based on network modeling. The method of theoretical analysis is carried out in order to comprehensively study the state of the problem under consideration. A pedagogical experiment has been conducted for evaluating the efficiency of teaching computer networks based on modeling. The study has been organized in experimental and control groups. Mathematical statistics were used for the analysis. In the course of the study, it was found that the development and implementation of the proposed teaching methodology provides an opportunity for full and high-quality training of future informatics teachers in the field of computer networks, which allows them to solve professional problems in the design, maintenance, configuration and administration of computer networks. The review examines the problem of psychological health of pedagogues in Russian educational organisations – schools, colleges, universities, boarding schools. The analysed and structured modern literature data on psychological studies of pedagogues' health in various educational institutions of Russia noted their specificity and similarities. The work will raise the issue of the importance of monitoring the current state of pedagogues; such indicators of psychological ill health as emotional burnout, mental maladjustment, depersonalisation are considered. There has been a steady growth and disappointing dynamics of an increase in the number of pedagogues experiencing professional burnout. The options for providing psychological support to pedagogues of schools and universities were considered (individual and group trainings; self-reflection sessions; study of special literature); the result of approbation of the psychological assistance programme was evaluated. Possible prospects for the development of the Medical University of Nizhny Novgorod in the context of the problems of preserving and developing the psychological health of a pedagogue are noted. It has been established that the targeted use of a complex of psychological measures that preserve and develop the health of pedagogic workers not only affects the state of the participants in the educational process, but also guarantees the effectiveness of their activities, thereby determining the success of the education system as a whole.

The purpose of this paper is to address the state of the education system in Serbia in relation to Japanese language studies, with a particular focus on primary and secondary educational institutions. To start off, I will introduce the institutions where the Japanese language is being taught in Serbia, before turning my attention to the teaching programs (i.e. course guidelines as an accredited national guideline). Following that, I will present our Japanese language textbook writing projects. Finally, I will shed light on the problems we have faced and propose a number of potential solutions.
