The situation when, in the context of unsystematic risks caused by the influence of unpredictable factors, there is a need to implement reasonable methods of regulating the state of the health sector, manifested itself in practice during the period of threat to public health. In this regard, the theoretical substantiation of the ways of implementing the functions of healthcare management based on the assessment of the state and stages of development is an urgent area of research. Based on the study of threats to the economic security of the socio-economic system from healthcare in the regions of the Russian Federation, the article examines the main provisions of the theory of life cycles and evaluates the legitimacy of the formulated hypothesis about its applicability to the healthcare financing model. In the article, taking into account the substantiation of the legitimacy of the author's hypothesis about the dependence of the economic security of the socio-economic system on the healthcare financing mechanism, the requirements for the methodological approach to the model for assessing the economic security of the region are proposed. It is shown that on the basis of the implementation of the main provisions of the life cycle theory, subject to their meaningful development, it is possible to form such a model of the evolutionary transformation of the healthcare financing mechanism, which ensures a stable state of the socio-economic system of the region. Requirements for the healthcare financing model, which ensure the necessary state of economic security of the regional socio-economic system, are formulated.

The article examines one of the most important topics of our state, which affects its development - social and economic security. With the help of the methodological basis, the analysis of assessments of economic security and their threshold values, the entire process of ensuring the socio-economic security of the Rus-sian Federation is being studied. Threats and ways of their solution are identified on the basis of the stud-ied criteria and indicators, as well as the role of the interests of members of society in the socio-economic system of the country. One of the main tools and factors in the development of Russia is the methodological substantiation and analysis, based on indicators, of ensuring socio-economic security, since they help to predict the direction of the state's development rates in the economic sphere, as well as the effectiveness of government bodies’ work.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

The low level of Ukraine’s economic security indicates the imperfection of the public administration system. Correlation analysis has shown that economic growth is the dominant condition for social goals achieving of sustainable development. Therefore, the methodological basis for the development of effective measures of public administration of economic security is the provisions of the theory of sustainable development. The foundation of the sustainable development theory is the synergetic principles of self-organization of systems, in particular, the chaos theory. The turbulence of the trajectory of the country’s economic system makes it susceptible to management in the context of unforeseen events («black swans») and economic crises, provoked by medium-long cycles. Today, the COVID-19 pandemic can serve as an example of the «Black Swan» event for the economic systems of the global world. Therefore, the strategic task of public administration in times of chaos should be to maintain the homeostatic balance of the economic system while simultaneously finding new alternatives (attractors) for its sustainable development. To diagnose the economic system state by the level of security (homeostasis) the threshold (permissible, stable) limits of the values of indicators are fundamental, to characterize the level of protection of national economic interests. In domestic practice, to define safety indicator thresholds are used primarily heuristic methods, which based on the expert’s experience and intuition. The subjectivity inherent in heuristic methods does not exclude fundamental errors in the state diagnosis of the economic system by safety level. To prevent subjectivity, it is suggested to use Shewhart’s control charts. The Shewhart’s theory largely corresponds to the basic provisions of the theories of Sustainable Development and the Black Swan. To identify periods of «chaos» and «order» (an unruly and manageable management process) of the development trajectory of the socio-economic system, it is advisable to use combined XmR-chart. The article provides an example of the interpretation of the build XmR-map results for analyzing the manageability of the process of ensuring the Ukraine’s economic security during 1990-2019 years.

Abstract. The existence of threats to economic security can become a factor in the development of an imbalance in the functioning of economic entities of any level of activity. Support and patronage of constant indicators of economic security today is one of the main tasks of state policy, since the economic sphere has both direct and indirect impact on various types of national security. Only under the condition of full provision of all aspects of security is it possible to implement a programmed economic growth, improve the standard of living of ordinary citizens, as well as the all-round development of all spheres of the state. For today's economy of the state, in the context of the desire to be a full-fledged member of the world economic society, it is especially important to solve the problem of ensuring continuous socio-economic development, creating mechanisms to counter exogenous and endogenous threats, improving the welfare of citizens, as well as developing a powerful system of international economic relations. The degree of influence of exogenous and endogenous threats on the level of the country's economic security is variable, taking into account the dynamic conditions of the life of society, the national and world economy. The task is to form a model of countering the main threats to economic security in the context of protecting national interests. The main purpose of the study is the formation of a methodological approach to countering the main threats to economic security in the context of protecting national interests. The research methodology includes the use of a graphical method to reflect the main results of the study. Also, from the general methods, the abstract-logical method should be distinguished, which was used to form appropriate conclusions based on the results of the study. Of the specific ones, let us single out the modeling method, which made it possible to form an appropriate composition of the main ways to counter the main threats to economic security in the context of protecting national interests. Целью статьи является формулирование дополнительных аргументов необходимости повышения эффективности институционализации процессов устойчивого развития экономической системы страны и обеспечения социально-экономической безопасности государства и общества. Методологически предъявляемая авторская позиция базируется на сочетании позитивного и нормативного принципов, использовании инструментов статистического и функционально-стоимостного анализа. Новизной результатов проведённого исследования является обоснование предложений по реорганизации функций экономического блока управления государственным развитием, дополняющих идеи академика РАН С.Ю. Глазьева. Приращением научного знания декларируется развитие теории экономической безопасности на основании формулирования тезисов об общественном контроле процессов обеспечения социально-экономической безопасности общества и государства. The purpose of the article is to formulate additional arguments on the need to increase the effectiveness of institutionalizing the processes of sustainable development of the country's economic system and ensuring the socio-economic security of the state and society. The methodologically presented author's position is based on a combination of positive and normative principles, the use of statistical and functional-cost analysis tools. The novelty of the results of the study is the justification of proposals for the reorganization of the functions of the economic block of state development management, supplementing the ideas of academician of the Russian Academy of Sciences S.Yu. Glazyev. An increase in scientific knowledge declares the development of the theory of economic security on the basis of the formulation of theses on public control of the processes of ensuring the socio-economic security of society and the state.

The purpose of the article is to form a methodology of scientific research in the system of financial and economic security. Methodology. The scientific works of scientists in the study of financial and economic security are the theoretical and methodological basis of the study. To achieve the study’s purpose, the following research methods were used: theoretical generalization – the essence and main components of the system of financial and economic security; methods of positive and normative analysis – to make recommendations on the methodology of scientific research in the system of financial and economic security. Results. Research in the financial and economic security system has been proven to be carried out in five areas. Among the areas of research of the system of financial and economic security are dangerous processes and phenomena occurring in the world economy that can negatively affect the economic security of Ukraine; the level of stability, protection of interests, and opportunities of the national economy to counteract the negative impact of the crisis of the world economy; the state of economic security of Ukraine and trends in the development of adverse factors in the national economy and the formation of mechanisms to counter them; the state of economic security of economic entities, external and internal factors of dangers and threats to economic security; features of the organization of the system of economic security of enterprises, the activities of the subjects of its provision and their use of techniques and technologies that make it possible to ensure economic security. The basic principles of research methodology in the system of financial and economic security have been provided. The principles of research methodology in the system of financial and economic security include the principle of conformity (responsible for building a system of definitions of basic concepts, axioms based on these definitions, theorems of the theory of economic security); the principle of additionality (allows the establishment of the place of the theory of economic security in the structure of economic science); the principle of hierarchical goals (ensuring the security of the upper level of the economic system is a condition for ensuring the economic security of the lower level of the economic system); the principle of relative independence of horizontal goals, methodological consistency, spatial consistency. Indicative, resource-functional, and program-target have been proven to be among the methodological approaches to the study of the system of financial and economic security. Practical significance. The methodology of scientific research in the system of financial and economic security, which can be used by applicants and scientific and pedagogical workers of higher education, is provided. Prospects for further research. Selection of the optimal methodology of scientific research in the formation of the system of financial and economic security.

Goal. The goal of the article is to substantiate the theoretical and applied aspects of economic security complex assessment on the example of regional business structures with the use of the apparatus of mathematical modeling in Economics in modern conditions of business macro trends. The assessment of the state of economic security of enterprises is carried out through a system of criteria and indicators. The criterion of enterprises economic security is a measure of the state of the entity in terms of compliance with the established indicators of its activity with pre-established indicators reflecting the essence of economic security. On the basis of this goal, the question arises of solving such problems as: the possibility of developing a unified conceptual approach and tools for assessing the impact of indicators on the of regional business structures’s economic security; developing measures to improve the economic component of regional business structures. Research methods. Structural methods, comparative analysis of empirical data, abstract-logical generalization and mathematical modeling in Economics were applied to solve this scientific problem. Results. In the work on the basis of the methodological approach the model of assessment formation of the enterprise’s economic security has been grounded on the basis of impact of economic security indicators by means of logit and probit-functions. The model does not take into account group effects, that is, there is no analysis of fixed effects. In order to avoid cross-effects, when not only the variable itself influences the likelihood of a crisis, but the public crisis begins to affect the behavior of the variable, two groups of models are built: for the first group of regressions from the sample, all observations after the first year of crises are excluded; for the second group of regressions all data were used except for the crisis years after the first year of the crisis. Conclusions. The fundamental provisions of the scientific investigation will enable domestic regional enterprises to apply the algorithm of forming the economic security assessment of the enterprise using the apparatus of mathematical modeling in Economics.

The article discusses some areas of improvement and development of the state system of counteraction to the shadow economy in order to ensure the economic security of Russia. Based on the study of modern trends in the development of the socio-economic system of Russia, it is shown that the current state of affairs in the socio-economic system of Russia requires the development and adoption of a socio-economic policy (strategy) to counteract the shadow economy of the state, which can be understood as the activity defined by strategic and tactical plans. bodies of state power and management to dedenevize the country’s economy with clearly defined goals and objectives of each involved department. Within the framework of the proposed study, it was determined that in Russia there is no complex regulatory act that determines the policy of the state with clearly defined goals and objectives of countering the shadow economy. In the absence of such a regulatory legal act, all measures to counter the shadow economy implemented in Russia can be characterized as targeted measures to counteract individual manifestations of the shadow economy without taking into account both regional specifics and strategic interests of ensuring the economic security of the state. To solve the problems highlighted in the study and in order to improve and develop the state system for countering the shadow economy in order to ensure the economic security of Russia, within the framework of the proposed article, a mechanism for countering the shadow economy has been developed, which will ensure the coordination and participation of all interested parties in the de-shadowing of the Russian economy. The mechanism of the state system of counteraction to the shadow economy proposed in the scientific article will give an economic and social effect when introduced, which can be calculated as the ratio of the obtained positive effect from reducing the scale of the shadow sector of the economy and increasing the economic security of the state to the costs incurred for the implementation of the proposed mechanism.
