ABSTRAKSI: Penelitian ini dilakukan berdasarkan permasalahan bagaimana partisipasi masyarakat dapat ditingkatkan melalui pembelajaran berbasis masalah untuk mendukung keberhasilan Program KOTAKU (Kota Tanpa Kumuh) di Kabupaten Bandung Barat, Jawa Barat, Indonesia. Tujuannya adalah untuk mendeskripsikan secara sistematis, faktual, dan akurat mengenai fakta-fakta dan sifat-sifat model pembelajaran masyarakat  berbasis masalah dalam impelemenatasi program KOTAKU, sehingga dapat memberikan dampak positif terhadap peningkatan kemandirian  masyarakat. Penelitian ini menggunakan pendekatan dan metode deskriptif-kualitatif. Data yang dikumpulkan menggunakan teknik studi dokumentasi, wawancara, dan observasi. Data kemudian dianalisis berdasarkan konsep pembangunan masyarakat, pembelajaran, dan pemberdayaan masyarakat. Hasil penelitian menggambarkan bahwa telah terjadi perubahan perilaku positif; perkembangan kemampuan dalam  memecahkan masalah; memaknai informasi; serta berpikir reflektif dan evaluatif pada masyarakat. Penelitian ini, akhirnya, menyimpulkan bahwa secara statistik, partisipasi masyarakat dalam dimensi kontribusi mencapai 30% dalam pelaksanaannya. KATA KUNCI: Kota Tanpa Kumuh; Partisipasi Masyarakat; Pembelajaran Berbasis Masalah. ABSTRACT: “Problem-Based Community Learning as a Strategy to Increase Community Participation in KOTAKU Program”. This research was organized  based on the phenomena of how community participation can be improved through problem-based learning to support successful outcomes of  KOTAKU (Kota Tanpa Kumuh or City Without Slums) Program in the Regency of Bandung Barat, West Java, Indonesia. This research was aimed to describe the facts and characteristics of problem-based community learning models in a systematic, factual, and accurate way to implement KOTAKU Program, so that it will give a positive impact on increasing community independence. This study uses a descriptive-qualitative approach and method. The data were collected by employing document analysis techniques, interviews, and observations. The data were, then, analyzed based on the concept of community development, learning, and community empowerment. The results of the study reveal that there are changing in positive behavior; the development of the ability to solve problems; interpret information; and reflective and evaluative thinking of the community. Forest management in terms of its production function is directed towards management that is oriented towards all potential forestry resources and is based on community empowerment. The Wana Tekat Mandiri Farmer Group Association manages community forests, namely state forests whose main use is aimed at empowering the community. The rampant illegal logging is carried out by irresponsible parties outside of the farmer group association. So that community groups that carry out illegal logging do not support the Regional Government in providing guidance to the Association of Farmer groups in the Sendang Agung District area. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the strategy of community development and empowerment in community forest utilization has been running well and the implementation of the strategy has been deemed successful in implementation. The coaching strategy has a main objective in the framework of developing a coaching plan in carrying out activities or programs of Gapoktan Wana Tekad Mandiri, namely by how to develop skills, develop knowledge and develop attitudes. The existence of this coaching strategy is expected to have a good empowering impact on the community.

Village tourism is one form of tourism that applies the concept of community empowerment so that community participation is the most important component in its development. This study aims to describe the development of the Pentingsari Tourism Village in the perspective of community participation. This research is descriptive with a qualitative approach. The results showed that the development  of  the  Pentingsari  Tourism  Village  received  full  support  from  the  Pentingsari  community and  local  government  through  its  participation  in  tourism  activities.  At  the  planning and  decisionmaking stages, the community participated from planning, socialization to community and village government, to making decisions about the formation of a tourism village. Community participation in the implementation phase is carried out by giving thought, material, and being directly involved in every tourism village development activity and trying to create a tourism village that is ready to compete in the tourism industry. Participation in the stage of enjoying the results is shown by improving the living conditions  of  the  Pentingsari  community  due  to  tourism  activities.  This  means  that  the  community  enjoys the results of tourism, economically, socially, culturally, and environmentally. Furthermore, community participation in the evaluation phase was demonstrated through their involvement in regular meetings between village tourism managers, village government and local government.AbtrakDesa  wisata  merupakan  salah  satu  bentuk  wisata  yang  menerapkan  konsep pemberdayaan  masyarakat  sehingga partisipasi  masyarakat  menjadi  komponen terpenting  dalam pengembangannya.  Penelitian  ini bertujuan untuk mendeskripsikan tentang pengembangan  Desa Wisata  Pentingsari  dalam  perspektif  partisipasi  masyarakat.  Penelitian  ini  bersifat  deskriptif dengan  pendekatan  kualitatif.  Hasil  penelitian  menunjukkan  bahwa  pengembangan  Desa Wisata Pentingsari  mendapat  dukungan penuh dari  masyarakat Pentingsari  dan  pemerintah  daerah  melalui partisipasinya  dalam  kegiatan wisata. Pada tahap  perencanaan  dan pengambilan  keputusan, masyarakat berpartisipasi mulai dari perencanaan,  sosialisasi ke masyarakat dan pemerintah  desa hingga pengambilan keputusan tentang  pembentukan  desa wisata. Partisipasi masyarakat  dalam tahap implementasi dilakukan dengan memberikan  pemikiran,  materi,  dan terlibat  langsung dalam setiap kegiatan pengembangan desa wisata serta berupaya menciptakan  desa wisata yang  siap  bersaing  di  industri  pariwisata.  Partisipasi  dalam  tahap  menikmati  hasil  ditunjukkan dengan peningkatan kondisi kehidupan masyarakat  Pentingsari akibat  kegiatan  wisata. Hal ini berarti bahwa masyarakat menikmati  hasil dari kegiatan  wisata baik secara ekonomi, sosial, budaya, dan lingkungan. Selanjutnya  partisipasi  masyarakat dalam  tahap  evaluasi  ditunjukkan melalui  keterlibatannya dalam  pertemuan  rutin antarpengelola  desa wisata, pemerintah  desa, dan pemerintah daerah setempat.

Abstract:The focus of this study is the translation errors contained in the subtitle film Upin and Ipin Terlajak Laris part one (Malaysian language into Indonesian. The research method uses a qualitative approach. Data sources are in the form of documents (translation results). Data collection techniques use document analysis. Data analysis techniques 1. Transcribe the conversations in the movie Upin and Ipin, 2. Group the languages of Malaysia and Indonesian 3. Analyze the incompatibility between Malay and Indonesian languages, 4. Conclude the results of the analysis. The results are 20 words that are not accurate in translation.

Although community participation is a component of community empowerment, it often remains a theoretical exhortation. Reporting experiences which enable people to take control of their lives, can be useful to suggest practical elements for promoting empowerment. This article describes the experience of a Sardinian village (Ulassai), that developed into a community empowerment. The Laverack’s operational domains were used to measure the community empowerment process. The process started in 1979 ‘almost by chance’ with an art performance that was the entry point for community participation. This experience has been the foundation for the community empowerment. Citizens acquired the ‘ability of thinking and planning as a community and not mere individuals’. In the following 30 years citizens gave birth to several outcomes rooted in that event. The intermediate outcomes highlight the ‘ability of action by a group to mobilize existing resources, and act collectively against opposing forces’. The long-term outcomes demonstrate the ‘ability to integrate the cultural experiences that strengthened the community’s identification into a sustainable community asset’, and the ‘ability to cope with global environmental challenges and to collaborate on an equal basis with other stakeholders. The pathways to community empowerment, showed by the community of Ulassai, overlap with the ‘operational domains’. The Ulassai experience shows that the empowerment process can start from an event apparently unrelated to health promotion. This community experience illustrates the positive role arts can play in community development. Hence, the call for health promoters to look carefully into those situations that occur naturally in communities.

Village funds represent funds sourced from the State Revenue and Expenditure Budget which is intended for villages that are transferred through the Regency / City Regional Revenue and Expenditure Budget and are used to fund governance, development implementation, community development, and community empowerment, and transparency. The purpose of this study is to find out the transparency of village fund management in Bireun District. This type of research is descriptive analysis with a qualitative approach. The results showed that the management of village funds in Bireun district was transparent as evidenced by the openness in the process of planning, drafting and implementing the Village Fund Budget.Keywords: Budget, Village Funds, Transparency

Dr. Ngo Bebe, author of the preceding article, considers that the difficulty in achieving true community participation remains one of the main impediments to success in primary health care programmes (PHC). The classic approach fails from the very beginning when District Medical Officers and other health professionals are chosen to manage primary health care programmes. Their attempts to convince the communities of the necessity of following their advice are often far too overbearing, and thus reinforce the «expert to ignorant» situation to a point where maintaining a true partnership becomes difficult, even impossible. It often happens as well that the community representatives in PHC programmes adopt aspects of the overbearing, «expert-like» behaviour. When this happens, they alienate themselves from the community or, in the least, lose any influence toward initiating action. As for the health professionals, they most likely direct any influence they may have towards clinically-oriented health measures. The preceding tendencies result in programmes which are quite far from the community's true concerns for achieving well-being and development. The PHC's problems such as lack of medicine and care facilities are generally overtaken by the more pressing priorities such as lack of good roads, energy, safe water, diminishing crops, etc. Dr. Ngo Bebe's article describes an initiative wherein the traditional primary health care approach is replaced by an integrated, community - centered programme. The health center remains the physical point for coordination, and its personnel participates in a variety of activities already taking place in the community. A health aspect is included, but does not overpower the activity which was formerly underway. A community development worker is integrated into the health center team. This provides the opportunity for growth and exchange, thus rendering the various activities truly interdisciplinary. Although this community mobilisation process has been underway in certain villages in Zaire for the past two years, and seems to have a positive impact on community development and the health status of the villagers, it is still early to proclaim the initiative an entire success. Only an assessment of the long term benefits will indicate the strengths and weaknesses of the project.

The research that will be proposed has the objective of identifying the development of ecotourism in the Candirejo village. The development of ecotourism in the Village of Candirejo has the goal of making a positive impact in the environment of Candirejo. The positive impact expected by the community and identification of ecotourism development is expected to be a source of income of the Candirejo village. This research uses a descriptive-analytical technique, qualitative approach method is a way to get data and collecting data through Candirejo villagers. Interview techniques and document collection are ways to get data to this research. The technique used to take samples in the study is using the purposive sampling technique, then the data to be collected in the form of observation to the community, interviews and document review. Community empowerment in the village of Candirejo has been going well. Candirejo Village cooperates with related agencies. the collaboration was carried out to develop the potential of the village

This study examines the Community Economic Empowerment Fund Program, one of the policies to empower people in Kupang City with interest-free funds as capital for developing productive businesses to increase the potential economic community. This study aims to explain the impact of community business development on community empowerment programs by looking at the factors in the delay in returning the program funds and using qualitative descriptive analysis techniques with investigations by interviewing several key informants, including the Chairperson of the LPM, village facilitators, and community recipients of PEM funds. The results showed the implementation of the Community Economic Empowerment Fund program in Oebobo District had a positive impact on increasing community income, community business productivity, community independence, the initial funding roll-out stage from 2013 to 2019 for the community in Oebobo District, Kupang City, and also increasing public awareness of community economic empowerment fund assistance that helps develop community businesses. But on the other hand, there are still arrears caused by several factors, namely lack of understanding from the recipient of the funds, business congestion, absence of financial reports, culture, change of facilitators, and other unexpected things. Keywords                    : Community independence; Increased revenue; PEM Fund ProgramCorrespondence to      : [email protected]                                                 Penelitian ini mengkaji Program Dana Pemberdayaan Ekonomi Masyarakat yang merupakan salah satu kebijakan untuk memberdayaan masyarakat di Kota Kupang dengan  bantuan dana tanpa bunga sebagai modal untuk pengembangan usaha produktif demi meningkatkan potensi perekonomian masyarakat. Penelitian ini bertujuan untuk menjelaskan dampak pengembangan usaha masyarakat dengan adanya program pemberdayaan masyarakat dengan melihat faktor- faktor  terjadinya keterlambatan  pengembalian dana program tersebut. Dengan menggunakkan teknik analisis deskriptip kualitatif dengan investigasi mewawancarai beberapa informan kunci, meliputi Ketua LPM, fasilitator kelurahan selaku tenaga pendamping serta masyarakat penerima dana PEM. Hasil penelitian menunjukkan bahwa Pelaksanaan program Dana Pemberdayaan Ekonomi Masyarakat di Kecamatan Oebobo menghasilkan dampak positif meningkatkan pendapatan masyarakat, produktivitas usaha masyarakat, kemandirian masyarakat, tahap pengguliran dana tahap awal  dari tahun 2013 hingga 2019 bagi masyarakat di Kecamatan Oebobo Kota Kupang dan juga peningkatan kesadaran masyarakat terhadap bantuan dana pemberdayaan ekonomi masyarakat yang membantu pengembangan usaha masyarakat. Namun disisi lain masih terdapat tunggakan  yang disebabkan oleh beberapa faktor yaitu kurang ada pemahaman dari penerima dana , kemacetan usaha, tidak adanya  laporan keuangan , budaya, pergantian fasilitator dan hal tak terduga lainnya. Kata Kunci:  Kemandirian masyarakat; Peningkatan Pendapatan; Program Dana PEM

This research is based on the lack of community participation in participating in community empowerment in the Sawahlunto, from this problem, the researchers resulted in the development of historical tourism is low. The purpose of this study is to see a picture of community empowerment, to see an overview of the development of historical tourism and the relationship between the two. This type of research is used in quantitative research with a correlational approach. The population in this study is the people living around historical tourist objects in Sawahlunto City in 2020, amounting to 40 people. Respondents in this study amounted to 40 people. The technique of collecting data is in the form of a questionnaire using a data collection tool in the form of a questionnaire. The data collection technique in this study used a percentage formula. The research results show: 1) community empowerment is still low, 2) historical tourism development is still low, 3) there is a significant relationship between community empowerment and the development of historical tourism in Sawahlunto City.Keywords: Empowerment, Development, Community

This exploratory and descriptive paper characterized the methodological procedures adopted in the master's theses produced in the scientific field of tourism with themes focused on gastronomy between 2001 and 2016. For this purpose, 61 theses at the CAPES Thesis Bank were treated employing content analysis from categories based on referential authors. Exploratory and descriptive researches, with a qualitative approach, were the most recurrent. The main research strategies adopted are case studies and ethnography, while the most recurrent techniques for data collection were interviews and document analysis. Many authors did not inform about data analysis techniques. The results agreed with the scientific field of tourism in Brazil, but not with the international scenario. There are no trends of change regarding the methodological procedures, which may indicate that Gastronomy as a tourism research theme does not move towards a maturation stage.
