Research presented in the paper focuses on commodification of cultural identities and community empowerment strategies of cultural tourism in Visaginas.. One of challenges in developing tourism is orientation toward profit and commodification of culture, which becomes a problem in regard to practicing authentic identities. The article presents efforts of researchers working in the project EDUATOM to scientifically substantiate construction of new educational nuclear/ atomic tourism route in the Ignalina Nuclear Power Plant (INPP) region. The authors discuss what diverse parameters and elements of place identity could be included and represented in the tourism in Visaginas and how community empowerment and involvement of different stakeholders might contribute to practicing various commodification strategies. The article analyses commodification of cultural identities and community empowerment strategies of educational, cultural, nuclear/atomic tourism in Visaginas, using research strategy of case study, including methods of document analysis, conversations (formal and informal) with stakeholders, secondary data analysis, construction of Post-Soviet identities and empowerment of local communities.

This study aims to find out how the East Java BAZNAS is in the empowerment of disability communities in Sidoharjo Village, Jambon District, Ponorogo, East Java, and to look at the problems that exist to find a solution together. The descriptive qualitative approach with the case study method is the research method used. Using interviews with informants, namely, people who are trusted by BAZNAS to distribute and monitor what is needed by the community and he is also an officer of the Kesra sub-district in Sidoharjo Village. The secondary data comes from journal articles, textbooks and other literature. The results of the study were that the BAZNAS program was very instrumental in helping the community in Sidoharjo Village. Assistance is given aiming to empower people with disabilities; in reality, it fails in the middle of the road. For this reason, community participation is needed considering that human resources are vital to assist them because they can still be empowered as long as they are patient, especially those with mild and moderate disabilities.Keywords: East Java Baznas, Community Empowerment, Disabled Persons, Disability Community Empowerment

This research aims to conduct on-going evaluation on community-based clean water and sanitation program (PAMSIMAS) 2015-2018 in the Jogomulyo Village, Magelang Regency. PAMSIMAS is one of strategic government program to achieve clean and healthy communities by providing clean and drinking water services and sanitation based on community participation. Our on-going evaluation occupy six aspects as an analytical framework consist of effectiveness, efficiency, adequacy, equity, responsiveness, and appropiateness. A qualitative research with case study as research strategy was conducted to address the research aim. We triangulate both primer and secondary data to attain data source validity. Our study shows that PAMSIMAS 2015-2018 has contributed some positive results in the effort to provide clean water and sanitation services for Jogomulyo villagers. However, efficiency and resource utility aspects need to be improved to maximize the outcome of this program. There are two implications from this study. First, that government have to formulate ongoing evaluation framework since there is no on-going evaluation standard and various instrument was apllied in PAMSIMAS evaluation. Second, capacity building is necessity to build more competence management.

Purpose – This paper aims to examine how “wilderness tourism” is being successfully used to promote tourism development in the economically depressed community of Bangor Ridge in Jamaica. Through this promotion, its sponsor, Sun Venture Tours, has been able to create employment for local residents and in so doing, contribute to community development and poverty alleviation. The company has also been able to demonstrate that local entrepreneurs have the capacity to address issues in their communities with little or no reliance on government. Design/methodology/approach – The paper employs a qualitative research methodology using both primary and secondary data. The study focuses specifically on Bangor Ridge in Jamaica with Costa Rica and Belize used as comparators. Findings – This paper concludes that the exclusion of heritage assets from the government's development strategies for tourism in Jamaica has resulted in economic and social stagnation and a decline in economic opportunities for rural communities on the island where unemployment and poverty are rife. It argues that there is a strong case for consultation among all stakeholders as to the value of the country's natural assets and the future of tourism in Jamaica. The paper observes that tourism cannot be sustained unless Jamaica's natural assets are preserved and carefully utilized. Originality/value – This paper explores topical issues and provides a case study that clearly illustrates how government could redirect its interest in terms of support to local communities whose assets form the basis for tourism products on the island.

This study aims to examine the empowerment of local communities as tourism operators, as well as to analyze their perceptions of the economic impacts on Pulau Perhentian. The study used quantitative method involving 150 respondents comprising local communities working as tour operators. The respondents were recruited using purposive sampling and snowball technique. The findings reveal that the majority of tourism operators are male, aged between 25 to 44, with secondary level of education and married. Most of the operators have been managing their business for 16 to 20 years and have earned an estimated monthly income of RM1001.00 to RM2000.00. The study concludes that the tourism sector has contributed to: a) reducing unemployment rate, b) providing employment opportunities for women and single mothers, c) encouraging the involvement of local communities in the field of tourism entrepreneurial, e) generating income to communities, f) attracting foreign investors to invest, and g) reducing poverty rate. However, local communities are also affected by the negative impacts of the tourism sector such as: a) rising prices for goods and services, b) rising cost of living, and c) increasing the value of real estate and rental rates. Kajian ini mendapati pembangunan sektor pelancongan di Pulau Perhentian berupaya: a) mengurangkan kadar pengangguran, b) memberi peluang pekerjaan kepada kaum wanita serta ibu tunggal, c) menyumbang kepada penglibatan komuniti tempatan dalam bidang keusahawanan pelancongan, d) menawarkan peluang pekerjaan kepada penduduk, e) menyumbang kepada pendapatan penduduk, f) menarik minat pelabur asing untuk melabur, dan g) mengurangkan kadar kemiskinan. Namun, komuniti turut terkesan oleh impak negatif daripada sektor pelancongan seperti: a) peningkatan harga barangan dan perkhidmatan, b) peningkatan kos sara hidup, dan c) peningkatan nilai hartanah dan kadar sewa tanah. Puton Watu Ngelak Tourism Village is one of the tourist villages that implements Community Based Tourism, so that it requires community participation in its management. This Tourism Village presents the beauty of natural resources in the form of Opak River and Watu Ngelak site, combined with art and cultural performances that are requires an educational content. The contribution of local communities in the formation and development of Puton Watu Ngelak Tourism Village is interesting to study in relation to the realization of community empowerment in rural areas. The research method used is descriptive analytical. This research was conducted in Puton Hamlet with research informants, namely residents of Puton Hamlet This research uses primary and secondary data and the data are collected through observation and interview. Data analysis will be conducted descriptively by presenting the percentage of community involvement in the management of Puton Watu Ngelak Tourism Village. The results showed that community performed high participation of labour and idea. On the other hand, their participation in providing materials is still low/minimum because they prioritize their family needs rather than the tourism village development.

Forest Village Community Institutions (Lembaga Masyarakat Desa Hutan) generally use forest in the agriculture sector in accordance with instructions and capital support from Perhutani. LMDH Wana Cendana operates in the ecotourism sector without instructions and capital assistance from Perhutani. This study aims to analyze the implementation of empowering local communities (LMDH Wana Cendana) who do not have expertise in the field of forest management and ecotourism. The concept used is the empowerment of local communities and ecotourism with qualitative case study methods, thus promoting the novelty of cases and in-depth interviews with informants who are directly involved in the development of Gunung Dago ecotourism. Some previous research shows that empowerment does not prioritize local communities. The development of ecotourism in Dago Village, which began in 2019, prioritizes local potential and independent learning processes, so that local communities are able to transform ex-mining land into beautiful tourist attractions. The independence of the local community is reflected in its involvement in the ecotourism development process, from planning to implementation. In addition, local communities as managers are able to utilize local knowledge, culture and resources to improve the welfare of members without overruling the rules of forest conservation.

Largely due to chronic fiscal stress since the recent global economic crisis, there are calls for alternative ways of financing economic development. Public Private Partnerships (PPPs) have been identified as such alternatives. There is an increasing awareness that the private sector is not a competitor but a strategic partner in the drive for economic development. Therefore, governments are leveraging on the benefits of PPPs. Using the case study of Botswana, which is experiencing revenue challenges as diamonds have not been selling well since 2008, this theoretical paper explores the possibility of using more PPPs to finance economic development. Grounded in interpretivist research methodology, using the survey research strategy and using secondary data sources in the form of a desk survey, it concluded that there is a case for the increased use PPPs to finance economic development. It further concluded that while there is demonstrated appetite for PPPs, to date, only a few projects have been procured through PPPs. Hence, moving forward, and given the deteriorating revenue situation, there is a need to use more PPPs to deliver economic development. Finally, the paper argues that there is a need to reform the current PPP legal-institutional architecture and bench-mark and peer-learn from best PPP practices in Africa such as South Africa and Nigeria and beyond.

Non-Communicable Diseases (NCDs) remain the primary determinant of 36 million mortality occurring worldwide,  29 million of which occurred in developing countries.  The study aims to investigate the community involvement on NCDs prevention. This qualitative research, applying a case study method with the structured-data collection and participatory observation and evolving in-depth interviews among stakeholders and a broader community. The secondary data was generated from health status and matrix from related Primary Health Center. This research constitutes the community empowerment as one of the effective NCDs controlling  strategies through several initiatives. A local movement which built for raising people's health status, called Posbindu, which indicates a regular health check, health education by health cadres, and healthy food distribution which made voluntarily by the villagers. A comprehensive communication platform in extending health behavior transformation should evolve the whole community participation. Furthermore, the program’s sustainability should be applied by The National Government.

Pondok pesantren dalam perkembangannya konsisten sebagai peran sosial dan lembaga pendidikan Islam. Peran sosial pada pemberdayaan masyarakat dalam upaya mendorong, memberikan motivasi, dan penguatan berbagai aspek kehidupan. Penelitian bertujuan untuk mendeskripsikan peran pesantrendalam pemberdayaan ekonomi masyarakat, faktor pendukung dan faktor penghambat. Penelitian dilaksanakan di Pesantren Modern Ummul Quro Al-Islami Leuwiliang Bogor. Metode penelitian yang digunakan adalah metode kualitatif studi kasus. Teknik pengambilan data melalui wawancara dan pengamatan. Sumber data primer adalah pimpinan pesantren, sedangkan data sekunder berupa dokumentasi, dan pengamatan. Hasil akhir penelitian ini menunjukkan ada pemberdayaan masyarakat oleh Pesantren Modern Ummul Quro Al-Islami. Bentuk pemberdayaan berupa bidang sosial, ekonomi, dan bidang pendidikan. Berdasarkan kajian pustaka mengenai konsep pemberdayaan ekonomi masyarakat menyatakan bahwa pemberdayaan bertujuan memberi daya atau kekuatan, sehingga orang, kelompok, atau masyarakat menjadi mandiri. KATA KUNCI: ekonomi, masyarakat, pemberdayaan, pesantren modern. THE ROLE OF ISLAMIC BOARDING SCHOOL MODERN IN ECONOMIC EMPOWERMENT OF SOCIETY  ABSTRACT Pondok pesantren in its development consistent as social role and institution of Islamic education. Social roles in community empowerment in an effort to promote, motivate, and strengthen various aspects of life. The study is intended to describe the role of pesantren in the economic empowerment of society, supporting factors and inhibiting factors. The research was undertaken at Pesantren Modern Ummul Quro Al-Islami Leuwiliang Bogor. The research method used is a qualitative method of case study. Technique of collecting data through interview and observation. Primary data source is the leadership of pesantren, while secondary data are documentation, and observation. The final result of this research shows that there is community empowerment by Pesantren Modern Ummul Quro Al-Islami. Form of empowerment in the form of social, economic, and educational fields. Based on the literature review of the concept of community economic empowerment states that empowerment aims to give power or strength, so that people, groups, or communities become independent.

This study aims to analyse the collaboration form of, and critically discuss the determinant factors of collaboration those are more significantly distorted, in the governance of CSEL’s CSR program on agriculture-based economic empowerment for communities in the Salas village of Bula Sub-District, Eastern Part of Seram Regency in Maluku Indonesia. The collaboration form, the determinant factors of collaboration and their distortion as the main focuses were employed in a qualitative case study. Primary data was collected by using an in-depth interview and Focus Group Discussion. There are 9 key informants. Secondary data was collected by using documentary study on relevant documents (CSR rule & regulation, CSR Reports, etc.). The CSEL’s collaborative CSR program was a type of formal collaboration that was significantly distorted. The stakeholder, communication and also collaboration resources were among the determinant factors which were significantly distorted in the governance of the CSEL’s collaborative CSR program, and therefore it failed for empowering the economy of the host community in the Salas Village. The findings of this study are useful to understand the specific formal collaborative management of CSR in Indonesian oil and gas sectors which were distorted in the CSEL’s collaborative CSR program case; particularly, these findings show the challenges the oil & gas sectors face in managing their collaborative CSR programs by improving the determinant factors of collaboration. This study adapts not only the concept of collaboration form, but also the well-known determinant factors of collaboration into a unique and specific case of CSEL’s formalized collaborative CSR program within the Indonesian oil & gas sectors context that was significantly distorted in practice if compared to other CSR programs of CSEL and others.
