Transparency in public policy is one pillar of a state democracy. This is important because the community as the implementer of the policy can monitor government performance. Motor vehicle and surface water taxes are the largest revenue sector in the regional budget. Therefore, this study aims to analyze qualitatively about the application of city government policies in implementing motor vehicle and surface water taxes in Indonesia. This study was conducted with an explanatory sequential mixed method design which consisted of two stages, quantitative data collection and qualitative data collection to help decipher quantitative data. This study was conducted in West Java province with 18 regencies and 9 municipalities and the Regional Revenue Agency of West Java which has 34 One-stop Administration Services Offices of Regional Tax Management Center spread in 5 working areas. The research problems include (1) How is the implementation of motor vehicle and surface water tax policies in West Java regencies/Cities? and (2) What is the ideal policy implementation model design for Regencies/Cities in West Java? The results show that the regency/city government has implemented the excavation of motor vehicle and surface water tax potentials through intensification and extensification through regional apparatuses and the policy implementation model design for regencies/cities is the application model of national identity number single ID.

Forest and Land Fires in Sintang Regency Always occur every year with unstable conditions, where Forestand Land Fires have a very detrimental impact on the Community and the Government of Sintang, so that the Government of Sintang District issued Sintang District Regulations Number 57 of 2018 concerning LandClearing Procedures for the Community. In this regard, researchers are interested in conducting researchunder the title "Implementation of Land-Opening Policy Procedures for Communities in Handling Forest and Land Fires (karhutla) in Sintang District, West Kalimantan Province". This study aims to find out how theimplementation of the policy for Land Clearing Procedures of karhutla in Sintang District. The research usesqualitative method with descriptive approach. Researchers used data collection techniques such asinterviews, observation, and documentation. Based on the results of research conducted using the Van Meter and Van Horn Policy Implementation model, it can be found that the implementation of the policy on land clearing procedures of karhutla in Sintang district is still not optimal. This can be seen from the cases offorest and land fires in Sintang District that continue to occur, even with the same conditions as in previousyears, many people as policy targets do not understand and do not know the policy, and still lack adequateunderstanding of policy implementers of the policies. Sebagai penyelenggara pemenuhan fasilitas publik pada warga negara, pemerintah memiliki peran menjadi pelindung atas terpenuhinya kemudahan aksesbilitas warga negara, salah satunya penyandang disabilitas. Sudah adanya UU No. 8 Tahun 2016 Tentang penyandang Disabilitas yang menjamin posisi mereka sebagai warga negara karena penyandang disabilitas memiliki kedudukan, hak, dan kewajiban yang sama tanpa membeda – bedakan. Penelitian ini menggunakan teori Implementasi Kebijakan dari Thomas B. Smith dalam Akib (2010). Metode yang digunakan ialah kualitatif deskripstif. Teknik pengumpulan data yang digunakan ialah wawancara, observasi, dan studi dokumentasi. Hasil dari penelitian menunjukan bahwa Kota Serang belum optimal dalam memenuhi hak aksesbilitas bagi disabilitas netra. Rekomendasi dari penelitian ini adalah Pemerintah Kota Serang harus mendorong Perda Kota Serang untuk segera terbit karena dengan adanya Perda dapat memperkuat hak- hak penyandang disabilitas yang ada si Kota Serang.  As an organizer of fulfilling public facilities for citizens, the government has a role to be a protector of the fulfillment of the accessibility of citizens, one of them with a disability. Law No. 8 of 2016 concerning persons with disabilities that guarantees their position as citizens because persons with disabilities have the same position, rights and obligations without distinction. This study uses the theory of Policy Implementation from Thomas B. Smith in Akib (2010). The method used is descriptive qualitative. Data collection techniques used are interviews, observation, and documentation studies. The results of the study show that Serang City has not been optimal in fulfilling the right of accessibility for person with disability. The recommendation of this study is that the Serang City Government must encourage the Serang City Regional Regulation to be published soon because with the Regional Regulation can strengthen the rights of persons with disabilities in the Serang City.

The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures

The content of a policy is one of the factors that determine success in the policy implementation process. This study aims to analyze how the content of Regional Regulation (Perda) No. 3 of 2016 as a policy for reducing infant mortality in Kupang regency, using one of the elements of the implementation model by Najam (1995), namely content. The method used is qualitative with data collection techniques in the form of observation, interviews and literature studies. The results of the study show that the content of Regional Regulation (Perda) No. 3 of 2016 clearly contain the objectives to be achieved, and how to achieve these objectives. The way to achieve the stated goals is also in accordance with the causes of infant mortality problems in Kupang Regency

The process of collecting surface water tax, hereinafter abbreviated as APER, must basically be carried out in accordance with the procedures stipulated under Regional Regulations. One from many types of local tax that included in Regional Original Income (PAD) is Surface Water Tax, which is one of the sources of finance for government and regional development to improve the welfare of the community. The procedure of collecting surface water tax is directly carried out at the Regional Revenue Service Branch (CPPD) of West Java Province, West Java Regency that is in cooperation with the One Stop Integrated Service and Capital Licensing Service (DPMPTSP) and Water Resources Management Agency (PSDA). In the implementation process, starting from the process of stipulating the Water Taking Permit (SIPPA) for new Taxpayers, registering and conducting data collection, submission, Water Acquisition Value (NPA) to Dispenda, Reporting and Regional Tax Return (SPPD), tax determination, provision tax, the distribution of the Regional Tax Assessment Letter (SKPD) to the Company for billing, and then the taxpayer makes a payment transaction. From the results of this study, the authors suggested that the Regional Revenue Service Unit of West Java Regency Padalarang, have to provide the direction and give counseling to the taxpayers both directly or indirectly to taxpayers who use and take surface water without causing damage for the environment.Keywords: The Process Of Collecting Surface Water Tax

The purpose of this study was to find a model for implementing the policy of developing the Integrated Industrial Estate off the Tukak Sadai Port in the South Bangka Regency, Bangka Belitung Islands Province. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews, and literature studies. Data analysis was performed using triangulation techniques. The results found that the model of policy implementation needed to implement the policy of developing the Tukak Sadai Port IIE in the South Bangka Regency, Bangka Belitung Province was to include political, economic, social, and technological factors in Grindle's implementation theory (1980).

The application of smart city (especially in the aspect of smart government) in the city of Bandung is still focused on technology development, and seems to ignore the human and institutional dimensions. This study aims to describe and analyze the implementation of smart government policies in order to realize a smart city in the city of Bandung. The researcher used the theory presented by Grindle as a guide related to policy implementation. The researcher used a qualitative method with a descriptive approach. In collecting data, researchers conducted interviews with 37 informants, made observations with the participant as observer method, and collected documents about the implementation of smart government policies in order to realize smart cities. The results showed that (1) implementation of smart government policies in order to realize smart cities in the city of Bandung in general has a positive impact on target groups (target groups). Context of implementation (context of implementation) shows a condition that is not good while Content of policy shows good conditions. In this study the content of policy factor has more influence on outcomes / outcomes than factors of context of implementation. Because the implementation of the smart government policy in the city of Bandung is more influenced by content of policy than context of implementation, the researchers suggested to the Bandung City Government to maximize various conditions in the Content of Policy in order to improve the outcomes of implementing smart government policies that have been implemented.Keywords: Policy Implementation, Smart Government, Smart City

This study aims to analyze the factors that influence the Implementation of Public Service Mall Implementation Policies in DKI Jakarta Province. This study uses a policy implementation model proposed by Van Meter and Van Horn (1975) which consists of several factors, namely (1) Policy Standards and Objectives; (2) Policy Sources; (3) Communication between organizations and implementation of Activities; (4) Characteristics of the Implementing Body; (5) Socio-political and economic conditions; and (6) the trend of implementers (implementors). This concept is used to analyze the factors that influence the implementation of public policies. This study uses a post-positivist approach with qualitative research methods in order to explain the factors that influence the implementation of policies on the implementation of public service malls in DKI Jakarta Province. The data collection technique used was triangulation. In general, the research results illustrate that the implementation of Public Service Hall in DKI Jakarta Province has been going well, but there are several factors such as inadequate facilities and infrastructure, characteristics of implementing agencies that have not supported the implementation and communication between organizations and the implementation of activities has not been consistent , thus having an impact on service delivery to the community.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Penelitian ini dilakukan untuk mengentahui tugas pokok Bidang Kaderisasi DPW PKS Jawa Barat, untuk mengetahui proses tahapan dan sistem model kaderisasi PKS yang marhalah (berjenjang), untuk mengetahui dan mendapatkan data dalam memebentuk kader pemimpin Islami Bidang Kaderisasi DPW PKS Jawa Barat. Metode yang digunakan dalam penelitian ini ialah deskrptif kualitatif dengan tekinik pengeumpulan data berupa wawancara terstrurktur, observasi, dan studi dokumentasi.. Hasil dari penelitian ini menunjukan bahwa model kaderisi dalam menciptakan pemimpin Islami melalui tahapan-tahapan pembinaan kader yang marhalah (berjenjang). Yaitu, Pertama, ta’lim proses pembelajaran yang mana bertujuan para kader diberikan kurikulum kaderisiasi partai. Kedua, Tandzhim yang mana setelah pembelajaran diharapkan para kader dapat mengasah dan mengimplementasikan hasil kurikulum kaderisasi. Ketiga, taqwin para kader harus dapat menginternalisasi ajaran Islam dalam partai maupun kehidupan berbangsa dan bernegara. This research was conducted to identify the main tasks of the West Java PKS DPW Cadre Field Division, to find out the stages and stages of the PKS cadre model model that is marhalah (tiered), to find out and obtain data in forming the Islamic leaders cadre of the West Java PKW DPW Cadre. The method used in this study is a qualitative descriptive with data collection techniques in the form of structured interviews, observations, and documentation studies. The results of this study indicate that the cadre model in creating Islamic leaders through the stages of training cadres who are marhalah (tiered). That is, First, ta'lim the learning process in which the cadres aim to be given a party cadre curriculum. Second, Tandzhim which after learning is expected that the cadres can hone and implement the results of the regeneration curriculum. Third, taqwin of cadres must be able to internalize the teachings of Islam in the party and the life of the nation and state.
