Ensino profissional português: constrangimentos historiográficos e pressupostos de relevância no contexto europeu (p. 43-69)

ResumoO estudo de índole histórico-descritivo e hermenêutico trata a evolução do ensino técnico-profissional português desde século XVIII até hoje, sendo norteado pelos seguintes objetivos: analisar historicamente o ensino técnico-profissional e/ou formação profissional nos seus pressupostos e nas medidas de política educativa naquele período histórico; compreender os constrangimentos e as contradições caracterizadoras da formação profissional (escola pública ou escola profissional); identificar alguns pressupostos da relevância do ensino profissional no contexto europeu e os seus impactos no sistema educativo português. O marco teórico será a legislação nacional e europeia, além de fontes historiográficas sobre ensino técnico-profissional, de modo a compreender a formação para o “trabalho” feito nas escolas. Indica-se que pouco a pouco foram implementadas várias respostas às solicitações europeias para a educação, formação e qualificação das populações. A educação/formação profissional deve ser encarada globalmente em uma valorização do e pelo trabalho, convertendo-se em um fator construtivo da cidadania ativa e de uma ética de responsabilidade comum.Palavras-chave: Ensino profissional português. The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.

The preconditions for the acmeological concept of the development of vocational education in the conditions of integration and globalization of the European space are the most developed directions, which are connected with a special kind of progressive development of a mature personality - the personal and professional development of the future trade and restaurant professionals. In particular, the problem of finding and defining the laws, mechanisms, conditions and factors for the development of vocational training of students of vocational education institutions to the level of highly qualified and necessary specialist in the modern integrated labor market in the context of globalization is being updated in Europe. At the same time, there are reference models for the training of future specialists, which are a systematic factor of successful personal and professional development in the conditions of introduction of modern interactive and computer technologies.

ResumoBaseado em um recorte da pesquisa desenvolvida no programa de mestrado em educação apresentado à Universidade Estadual de Londrina pela autora deste trabalho, o estudo teórico teve como foco apresentar a historicidade da educação profissional abordando o ensino técnico de nível médio. Buscou-se responder ao seguinte problema: Como se constituiu ao longo dos tempos a educação profissional de nível médio? O objetivo foi fazer um resgate histórico do ensino técnico de nível médio no decorrer da história da educação profissional. Trata-se de um estudo bibliográfico, desenvolvido no modelo descritivo com base principalmente em Cunha (2005, 2000), Manfredi (2002) e Santos (2011). We sought to answer the following problem: How constituted over time vocational high school education? The goal was a historical survey of mid-level technical education throughout the history of vocational education. This is a bibliographic study over the descriptive model based mainly in Cunha (2005 , 2000), Manfredi (2002 ) and Santos (2011) . It was evident that the history of mid-level technical education was marked by moments of appreciation and devaluation produced as political / economic times that the country had , with piecemeal policies driven by capitalist interests .Key words: History of Education; Vocational Education; Technical education.

Introduction. A historical overview is often quite useful in search for answers to some pressing issues. Learning from others can also help to cope with separate current problems. One of such problems encountered by modern Russian professional education is restoration and consolidation of its practice orientation through selection of an appropriate content and upbringing of youth in the course of pre-employment process. A considerable variety of material in this regard has been accumulated over the last several centuries in Germany.The aim of this paper was to analyse the cause-and-effect relationships of developmental priorities in the German professional pedagogy during the 18th – early 20th centuries.Methodology and research methods. System and comparative approaches were used as main methodological tools. The leading method was a comparative retrospective analysis, which allowed the authors to compare various scientific resources. In addition, the approaches of goal-setting and formalisation of expected results were applied. The content analysis and systematisation of documents and other historical and pedagogical resources were employed. In view of information extensiveness, the selection was compiled with the principle of necessity and sufficiency, i. e. reduction of excess data when maintaining the completeness of facts for continued use.Results and scientific novelty. The stages of formation and development of labour school were identified according to the ideas of the German scientists and the educational practice accepted in Germany during the considered historical period. The main directions of training through activity were characterised: philanthropinism, manualism, professionalism and activism. The influence of social and economic conditions on formation and transformation of various educational concepts was demonstrated, which constant despite everything was a combination of fundamental and applied components of vocational training. The continuity of pedagogical theory and practice of the past in the modern system of the German professional education was shown.Practical significance. The findings obtained by the Russian-German research team can be useful when developing and implementing flexible and adaptive differentiated curricula into modern vocational education in Russia.

The study aimed to shed light on the reality of technical and vocational education and training and its suitability for gender requirements from the students' point of view Salt; Balqa Governorate, Jordan, the descriptive analytical method was used through the questionnaire tool, and distributed to a random sample of (234) students In vocational schools, the vocational training center, and Al-Balqa Applied University, the results showed that the majors and programs offered are directed to males at a rate of (82.9%) compared to (17.1) for females, and that the reality of this education from the students ’point of view obtained a total average (3.88 out of 5), i.e. a (large) estimate and In terms of dimensions; the devices and infrastructure got the highest average (4.15), followed by the faculty with an average of (4.04), then after gender and societal view with an average of (3.94) and the fourth dimension is the curricula and study programs with an average of (3.82) and providing job opportunities with an average of (3.81) is the fifth dimension and the last dimension is the directions towards technical education with an average of (3.50), all of which are (large). The results showed that there were no statistically significant differences at the level of significance (α = 0.05) between the sample responses according to the gender variable; whereas differences were found according to a variable according to the variable of the educational institution type (governmental, private) in two dimensions (devices and infrastructure, the teaching staff) and the differences were For the benefit of the special education category, and according to the variable of the type of educational institution (technical college, vocational training center, vocational school) in the two dimensions (devices and infrastructure, faculty) between a technical college and vocational and technical schools for a technical college. And between the vocational training center and vocational and technical schools for the benefit of the vocational training center, in light of the results, a number of recommendations and proposals were presented, the most important of which are: Implementing programs and curricula that are gender-sensitive and gender-appropriate so that they meet the actual needs of labor markets and motivate women to work with them without discrimination, and, in addition to benefiting from developments and trends in developed countries in the world in the field of Technical and vocational education.

From 2012 to the present, active work is being carried out to introduce educational activities in the sphere of higher professional education at the Faculty of Engineering Education of the National Pedagogical Dragomanov University. During 6 years for the educational degree "Bachelor" in the field of knowledge 01 Education / Pedagogy specialty 015 "Vocational Education" 9 specializations were opened, namely: the food technology, the technology of light industry products, the design, the wood processing, the hospitality training, the computer technologies, the economics, the document management, the labor protection. The specialty 015 "Vocational education (in specialties)" is binary (double). The qualification "3340 Teacher of vocational training", which is conditioned by the successful psychological and pedagogical preparation of students, is common for all specializations. The importance of interdisciplinary links in the training of vocational education teachers is extremely important. Because, their successful implementation allows us to comprehend in the future polydisciplinarity and transdisciplinarity, as a strategies for the long and productive development of scientific knowledge.

Youth vocational education belongs to the general sphere of an individual education, having in mind that regular education is not a conclusion but an ongoing process. Knowledge is not limited to or has any limits whatsoever, but simply are one of the conditions to materialize lifelong education. Requirements to approach the European community dictate the need for the Kosovar society in general and its youth in particular must continue their education to meet the challenges and obstacles of life are changing rapidly. The use of new technologies is one of the most dramatic changes in professional education. Along with this new reality that is before us young people must inevitably continue to track participation in vocational education as one of the alternatives for easier access to employment and development their career. Qualified professions and crafts are those jobs or activities that produce products made by individuals or providing specialized technological services. Qualifications for these specialized professions and crafts are obtained through professional education based on concrete programs. To motivate young people to attend a vocational training as a prerequisite to reach easily to the labor market, the Kosovar state needs a reforming flexibility in curriculum reorientation of vocational training. Therefore, result oriented efficient training programs must be catalyst for young Kosovar today in continuing education in professional schools.

Este artigo tem por objetivo fazer um percurso histórico, demonstrando o caminho do ensino técnico no Brasil ao longo dos diversos momentos e governos do país, alinhando as legislações pertinentes e ações legais desta modalidade. Iniciou-se este percurso ainda no Brasil escravocrata, passando pelos Liceus, primeiras instituições de educação técnica de nível federal, até a criação dos Institutos Federais, em 2008, quando, por meio da criação destes, na primeira vez na história do Brasil, tem-se a pretensão de uma educação técnica que visa a uma formação integral, que supere as marcas históricas trazidas pela modalidade, como uma educação fragmentada, puramente tecnicista e voltada simplesmente a atender interesses do mercado, tendo sido preterida ao lugar de uma educação menor. Destacaram-se, portanto, os Institutos Federais, que compõem a Rede Federal de Educação Tecnológica, como a grande mudança de perspectiva com relação à educação técnica e profissional. Fez-se um breve panorama do desenvolvimento desta Rede nos seus 10 anos de história, e, por último, um recorte no Instituto Federal de Educação, Ciência e Tecnologia de Minas Gerais (IFMG), demonstrando os campi criados e seu desenvolvimento. Para a realização do artigo, empregou-se metodologia de cunho qualitativo e, uma análise documental, tendo por base documentos oficiais e legislações pertinentes a cada momento histórico percorrido. Foi produzida, também, uma revisão de literatura, recorrendo aos diversos autores que se debruçam sob o tema. Os resultados demonstram que a educação, como um projeto em disputa, e mais especificamente a educação profissional, sofre os atravessamentos tanto no seu cotidiano como em âmbitos legais, sendo que o artigo vem apontando historicamente estes desdobramentos.Palavras-chave: Educação técnica e profissional. Institutos Federais. From Liceus to Federal Institutes: 110 years of federal network historyAbstract The article aims to make a historical course, demonstrating the path of technical education in Brazil throughout the various moments and governments of the country, aligning the relevant laws and legal actions of this modality.This route began in slave-like Brazil, passing through the Lyceums, the first federal level technical education institutions, until the creation of the Federal Institutes in 2008, when through their creation, for the first time in the history of Brazil, The intention is for a technical education that aims at integral formation, which surpasses the historical marks brought by the modality, such as a fragmented education, purely technical and simply aimed at meeting market interests, having been deprecated to the place of a minor education. Therefore, the Federal Institutes, which make up the Federal Network of Technological Education, stood out as the great change in perspective regarding technical and vocational education. A brief overview of the development of this Network in its 10 years of history was presented, and finally a clipping at the Federal Institute of Education and Technology of Minas Gerais (IFMG), showing the campuses created and their development. For the realization of the article a qualitative methodology was used, a documental analysis based on official documents and pertinent legislation at each historical moment. A literature review was also produced, using the various authors that address the theme. The results show that education as a project in dispute, and more specifically vocational education, suffers the intersections both in its daily life and in legal areas, the article has historically pointed out these developments.Keywords: Technical and professional education. The article deals with the structure of forming and implementing public administration of professional education of future specialists in tourism in Luxembourg as a prerequisite for optimal functioning and development of the national economy, the realization of its objectives, the transition to a new state and integration into the European educational space. The basic trends in the development of public administration and features of implementing government and non-government regulation of vocational education in Luxembourg are defined here. Legislative and regulatory documents aimed at ensuring the adaptation of the management of national vocational training to economic and educational requirements of today`s are analyzed in the article. It is noted that the cooperation between the government and social partners is a key principle of organization of vocational training of future specialists in Luxembourg. It is also underlined that vocational training in Luxembourg, despite a long tradition, is in a state of reforming. It can be proved by the following facts: the opening of the first university in the country in 2003, the adoption of the Law on the reforms of vocational and practical training in 2008, having made a significant number of amendments to the Constitution regarding primary and secondary education, and the organizing the activity of specialized chambers in the process of vocational training of future specialists. Nevertheless, it can be defined that vocational education and training of future specialists, including specialists in tourism is quite of high quality and popular among the apprenticeship in Luxembourg.
