ABSTRACT Every newspaper has its own characteristics on the visual aspect or design of newspaper. This is evident from the differences in each media appearance of dimension (make-up) and layout on the main page newspaper. The characteristics of design certainly are based on different forms of media, readers segmentation, and content of message presented. The purpose of this research is to analyze the policy of Inilah Koran Daily Newspaper and Pikiran Rakyat Daily Newspaper in applying design on front page of a newspaper. The rationale of this research comes from The Hierarchy of Influence Theory by Pamela J Shoemaker and Stephen D Reese. The method used in this research was a descriptive-comparative with qualitative approach. The result obtained from this research is the application of design policy on front page Inilah Koran newspaper uses the functional layout format and oriented visual journalism, while design policy implementation on front page Pikiran Rakyat newspaper uses layout combination and influenced by the results of the audience analysis performed routinely. Keywords: Design, Newspapers, Hierarchy of Influence Theory, Comparative   ABSTRAK Setiap surat kabar memiliki karakteristik tersendiri pada aspek visual atau desain surat kabar. Ini terlihat dari perbedaan dimensinya masing-masing media yaitu tampilan (make-up) dan tata letak di halaman utama koran. Karakteristik desain tentu didasarkan pada berbagai bentuk media, segmentasi pembaca, dan konten pesan yang disajikan. Tujuan dari penelitian ini adalah untuk menganalisis kebijakan Surat Kabar Harian Inilah Koran dan Surat Kabar Harian Pikiran Rakyat dalam menerapkan desain di halaman depan sebuah surat kabar. Rasional dari penelitian ini berasal dari The Hierarchy of Influence Theory oleh Pamela J Shoemaker dan Stephen D Reese. Metode yang digunakan dalam penelitian ini adalah deskriptif-komparatif dengan pendekatan kualitatif. Hasil yang diperoleh dari penelitian ini adalah penerapan kebijakan desain pada halaman depan koran Koran Berikut ini menggunakan format layout fungsional dan jurnalisme visual yang berorientasi, sedangkan implementasi kebijakan desain pada halaman depan koran Pikiran Rakyat menggunakan kombinasi layout dan dipengaruhi oleh hasil analisis audiens. dilakukan secara rutin. AbstractOnline Single Submission (OSS) is an application that can be used for all business registration and application processes as well as other licensing applications included in the business licensing service. This study aims to examine how the implementation of online single submissions on business licensing services in Bandung city and Bandung Regency. This study used descriptive qualitative approach, with observation, interview, and documentation as its data collection techniques. The research results showed that business licensing services using online single submissions are already good, but these efforts have not been running optimally, there are still obstacles that are often faced by DPMPTSP Bandung City and Bandung Regency, especially regarding supporting facilities and disharmony between central and regional regulations related to the implementation of online single submission.Keywords: Policy Implementation, Online Single Submission, Public Service, Business Licensing Services

Conversational analysis of language used (and recorded) during 64 different news conferences reveals patterns that editors use in arguing over what stories should appear on the front page. Editors' routinely signal front page newsworthiness by elaborating/defending their choices and work hard to defend the newsworthiness of their choices. Traditional news values are part of the strategy that editors use, but editors also find ways to obscure the role their own ideology may play in their own news selections. One strong trend is that stories are more likely to be chosen for the front page — with little argument — if they are part of a recent ongoing story. News themes, in other words, like individuals, have history.

Slum-free Urban Program (KOTAKU) is arranged by the Directorate General of Human Settlements, Presidential Regulation Number 2 of 2015, which instructs the development and expansion of urban regions by handling the residential environment's quality. The research shows that Binjai City has 21 Urban Villages included in the slums residential area. They are Tanah Merah, Bhakti Karya, Tanah Seribu, Puji Dadi, Binjai Estate, Rambung Barat, Rambung Timur, Timbang Langkat, Sumber Mulyorejo, Sumber Karya, Bandar Sinembah, Limau Mungkur, Paya Roba, Suka Maju, Suka Ramai, Tangsi, Satria, Berngam, Pekan Binjai, Damai, and Cengkeh Turi. The KOTAKU program gets its fund from the Kotaku program, Regional Budget (APBD), and communities' funds to manage the program. In this research, the methodology used was the descriptive method using a qualitative approach to focus on the current issues or phenomena during the research. The research shows the decrease of slums residential area from 315.6 Ha to 224.57 Ha. The implementation of the KOTAKU program has a resistor factor: the lack of socialization from the government regarding the program and the lack of community participation in the development process. This research concludes that the implementation of the KOTAKU program in Binjai City has corresponded to the local people requirements, and it creates a decrease of residential slums area to 30%. This research provides a recommendation: the government needs to make more socialization regarding the program and conduct direct coordination to the community to increase people's participation to run the KOTAKU program. The suggestion for future research is to conduct a bottom-up strategy so that many people are actively involved in the program


This study aims to determine the readiness of Private Islamic Religious Universities in supporting the implementation for the Regulation of The Ministry of Religious Affairs of The Republic of Indonesia Number 1 Of 2016, concerning Certificate of Diploma Supplement. This policy, in fact, has been implemented since January 12, 2016. This study uses a qualitative approach, research procedures that produce descriptive data in the form of utterances or scripts and behavior of the people observed. The qualitative approach is expected to get an in-depth description of the utterances, scripts and behavior of the people observed. Data analysis is done through; data collection, data reduction, data presentation, and verification. The results of the study show that; PIRU Human Resources Region II West Java and Banten are not ready to implement Certificate of Diploma Supplement, because it is still in the phase of preparation; infrastructure as a support in implementing policies is still minimal, and organizational commitment has not fully supported the implementation of the DSC implementation policy.

Implementasi kebijakan pengendalian Kawasan Bandung Utara disingkat (KBU) dalam pembuatan Izin Mendirikan Bangunan disingkat (IMB) belum terlaksana secara menyeluruh. Masih banyak warga belum mempunyai IMB di Kecamatan Cimenyan. Tujuan dari penelitian adalah untuk mengetahui, mengkaji, menganalisis dan memahami secara mendalam tentang  implementasi kebijakan Pemerintah Provinsi Jawa Barat Nomor 2 Tahun 2016 yaitu tentang Pedoman  Pengendalian KBU. Metode implementasi kebijakan menggunakan pendekatan kualitatif melalui wawancara, dokumetasi dan observasi. Bagaimana implementasi kebijakan pengendalian KBU dalam pembuatan IMB di Kecamatan Cimenyan. Pemerintah Kabupaten perlu melaksanakan beberapa tindakan dalam pengendalian pembuatan IMB di Kecamatan Cimenyan. Adapun langkah-langkah yang dapat dilakukan adalah mengoptimalkan kinerja sumber daya manusia, penyediaan anggaran dan kerjasama antar pihak pemerintah, swasta dan masyarakat. Implementasi kebijakan akan terlaksana apabila sosialisasi tentang IMB secara menyeluruh. Faktor penyebab kesulitan warga karena perizinan harus melalui Pemerintah Provinsi sehingga mengakibatkan waktu yang cukup lama dalam pembuatan IMB. Akan lebih baik jika aturan pembuatan IMB dipermudah khusus pemohon IMB yang luas lahannya terbatas, melalui aturan yang dikeluarkan oleh Pemerintah Kabupaten atau Pemerintah Provinsi.  The implementation of the control policy for the abbreviated North Bandung Area (KBU) in making the abbreviated Building Permit (IMB) has not been implemented comprehensively. There are still many residents who do not have an IMB in Cimenyan District. The purpose of the research is to find out, examine, analyze and understand in depth about the implementation of the West Java Provincial Government's policy Number 2 of 2016 which is about the KBU Control Guidelines. The policy implementation method uses a qualitative approach through interviews, documentation and observation. How is the implementation of KBU control policies in making IMB in Cimenyan District. The district government needs to carry out several actions in controlling the manufacture of IMB in Cimenyan District. The steps that can be taken are optimizing the performance of human resources, providing budget and cooperation between the government, the private sector and the community. Policy implementation will be carried out if there is a thorough socialization of the IMB. The factor that causes difficulties for residents is that licensing must go through the Provincial Government, resulting in a long time in making the IMB. It would be better if the rules for making IMBs were made easier, especially for IMB applicants with limited land area, through regulations issued by the Regency Government or Provincial Government.

This replication of a 1986 study of front-page newspaper content indicates that although less front-page material is devoted to five of seven news attributes, the change has been limited. Overall reflection of attributes such as proximity, timeliness, prominence, impact, magnitude, conflict, and oddity in 1993 was similar to that of 1986. However, in news profiles of front pages, while hard news remained the dominant characterizing factor, newspapers following an interpreternews pattern focused less on local news, despite trends toward reader-friendly newspaper writing and news selection.

This study aims to determine how the Manado City Religious Harmony Forum from now on known as FKUB empowers the roles stipulated in Joint Regulations Number 9 and Number 8 of 2006 by the Minister of Religion and the Minister of Home Affairs. A qualitative approach was applied to this study using the literature review method. At the same time, perform data analysis in qualitative descriptions. This is because the policy's success depends very much on the role of the government, namely the government gives the authority to FKUB managers to act as a management team to deliver information on policies formulated by the central government to cities/regions. This structured accountability system is based on the bureaucracy's compliance with the upper-level bureaucracy or the designated level of bureaucracy. Is there a smooth routine procedure and whether there are problems and the expected implementation and implementation of all existing plans and plan targets—impact (benefit). Therefore, the policy implementation process's measurement is carried out to transfer information or news from a higher organization to a lower one.

The existence of a market is one indicator of the economic activities of the people in an area. This research is motivated by the lack of optimal management of the Buduran Market by the Industry and Trade Office of Sidoarjo Regency. It can be seen from the supporting facilities and infrastructure in the Buduran Markets which are still inadequate and poorly maintained. This study aims to determine how the implementation of community market management policies in Buduran Market, Sidoarjo Regency. The research method used in this article is a descriptive research method with a qualitative approach by using a qualitative approach. The results show that the implementation of the people's market management policy has been implemented, but there are still problems in its implementation. The conclusion of this research is the implementation of the people's market management policy in its implementation is still not optimal, this can be seen from the indicators of the success of policy implementation.

Indonesia government has nominated Surabaya city as one of the Indonesia pilot projects of waste to energy power plants (WEPP). The WEPP in Surabaya will start to operate in November 2019. However, to ensure this facility operates according to the regulation, the WEPP should be supported by good policy from the stakeholder. This research aims to review the policy implementation of WEPP in Surabaya pilot project based on Van Meter and Van Horn theory. The theory has several indicators that indicate good policy implementation. This research used a descriptive qualitative approach by interviewing fifteen respondents who involved in WEPP pilot project. The results suggest that the policy implementation of WEPP needs further regulation from local government about the management procedure of waste material, which converts to the tipping fee. The solution suggested from this issue is the contract refinement and the fundamental improvement of the communication system to the better WEPP.

This research aims at how the Village Fund Direct Cash Unity program in the 2019 Corona Dessease Virus pandemic (Covid-19) In Tondegesan Village, Kawangkoan District, this research uses a qualitative approach method, and uses data techniques: observation, interviews and documentation, with data sources are : The Tondegesan Village Government and the Tondegesan Village Community, with the results of the research showing 1). The standards and targets that defined the criteria set did not qualify as BLT-DD recipients. 2) Characteristics of Implementers related to the nature and tendency of implementers in the distribution of BLT-DD to go through various stages carried out through village meetings 3) The communication between the village government and the community is due to the absence of socialization from the village government regarding the BLT-DD program. For request 1) Need to be implemented as much as possible with existing standards and the right target. 2) The village government must be more objective in determining the beneficiary families of BLT-DD according to the established criteria. 3) Communication is needed in creating a harmonious relationship.
