This research aimed to describe and analyze implementation of The National Program of Urban Self Empowerment (PNPM-MP) in the Gisik Cemandi Village, Sedati Sub-District, Sidoarjo Regency; supporting and inhibiting factor in its implementation. This research used qualitative descriptive research. Key informants in this research included member of event organizer in non-governmental organization (PNPM-MP), member non-governmental organization, and head village. The results showed that the implementation of its program was quite good.  It is showed that adequate human resources, good coordination between local government, volunteers, and community, characteristics and attitudes implementor enforcement agencies that have a high responsibility to achieve its objectives and realizing the ideals of the poor. Supporting factors in its program implementation namely development and empowerment activities got a positive response from community. Meanwhile, inhibiting factor wasthe lack of discipline for community and community who are less conserve the environment so that the bad habits also remain to be done.

<em><span lang="EN-SG">Along with increasing population mobility and increasing road users the need to have a SIM is increasing every day. Where the administration of traffic and services, such as SIM, STNKB and BPKB are oriented to the principle of quick and easy without ignoring the identification and extension of the letter. This research uses descriptive research method. Descriptive research is intended to explore and clarify phenomena or social realities. From the results of the study showed that the implementation of public service quality in making SIMs at the Karimun Regional Police Traffic Unit Office was seen from the aspect of physical facilities (tangible), reliability (responsiveness), responsiveness, assurance and empathy were running pretty good. Especially relating to the ability and reliability to provide trusted services, the ability to help and provide services quickly and appropriately, as well as being responsive to consumer desires, abilities and friendliness and employee courtesy in assuring consumer trust and firm but attentive attitudes of employees towards consumers . Although it is indeed an inhibiting factor for SIM services such as human resources, the level of awareness and facilities and infrastructure are still found in the service of making SIMs at the Karimun Regional Traffic Unit Office</span></em>

This study aims to determine the strategy of developing human resources through education and training at the Makassar City Manpower Office. Using a qualitative descriptive approach. The main instrument in this study is the researcher himself using a cellphone, and using a field note that is by recording data related to research found in the field. Data collection was carried out by using observation, interview, and documentation techniques. Analysis of the data used is data reduction, data presentation and conclusions. The results showed that the strategy of developing human resources through education and training at the Makassar City Manpower Office was in a fairly good category, seeing the focus in this study, namely: 1) determining needs has been determined quite well, 2) determining targets that are in in the good enough category, 3) the determination of the program content is in the good enough category, 4) the principles of learning get pretty good results, 5) the implementation of the program gets pretty good results, 6) identification of the benefits of getting pretty good results, and 7 ) the evaluation of program implementation got quite good results

An emergency kit is life-saving drug storage that is immediately required for helping patients with a sudden decline in health status. Therefore, the management of an emergency kit should be taken into concern. This qualitative descriptive research is devoted to determining the management of the emergency kit (trolley) from the aspects of recording and reporting, arrangement, human resources, facilities, and infrastructure in Regional Public Hospital RSUD Hasri Ainun Habibie in 2019. The obtained data were analyzed based on the Regulation of the Minister of Health Number 72 of 2016 Concerning Standards of Pharmaceutical Services in Hospitals and the Standard Operating Procedures of the hospital mentioned earlier. Further, this study involved pharmacy staff as the responsible person of the Trolley and Emergency Trolley themselves as the sample. The results indicate that the wards, in terms of the recording and reporting processes, have not reached good management. It is revealed that out of seven wards that provide emergency trolley, 100% of them have not fulfilled the sub-variable on recording the taking of emergency stocks in the aspect of recording and reporting; 100% have not satisfied the sub-variable on using the key of disposable trolley in the aspect of arrangement; in the aspect of human resources, 100% and 50% have not met the sub-variables on the signing of the handover letter and trolley locking, respectively, and 25% have done the gradual stocks checking; in the aspect of facilities and infrastructure, 100% have not fulfilled the sub-variable on disposable lock document.

Complete Systematic  Land  Registration  (PTSL)  is  a  government  program  in accelerating mass land registration with a complete map concept. This program is  expected able to overcome the delays of previous mass land registration program through the scheme of ajudication and PRONA. To achieve the goals, throughout the year, the target is  high and always increase. Because of this high target, Land Office in Bantul District implement some innovations, especially in juridical data collection. This research aimed to explain the strategy in collecting juridical data in Palbapang Village, and find obstacles in data collection. Qualitative descriptive research was used for this research. The results of the research showed that: 1) the strategies used by Land Office is the use of SIAP application for juridical data input and involved several teams in the collection of juridical data such as puldatan team, village government and the community; 2) there are constraints on the implementation, including lack of human resources in carrying out tasks as a juridical task force, and there were still many villages that collect documents near the end of the fiscal year.

This study examines the application of murabahah contracts on pension financing products conducted at Bank Syariah Mandiri KCP Bondowoso between the bank and its customers based on DSN-MUI fatwa Number 4 of 2000 concerning murabahah financing and DSN-MUI fatwa Number 88 of 2013 concerning General Guidelines for Program Implementation Pension Based on Sharia Principles. The problems that will be answered through this research are: (1) How is the application of the murabahah contract to pension financing products in Bank Syariah Mandiri KCP Bondowoso? (2) What is the DSN-MUI fatwa review of the application of the murabahah contract to pension financing products at Bank Syariah Mandiri KCP Bondowoso? This research is field research, because research activities are conducted at Bank Syariah Mandiri KCP Bondowoso. The research approach used is a qualitative descriptive research approach. To understand and analyze the object under study, the author uses several approaches such as the legislative approach and the comparative approach. Data collection techniques using observation, documentation, and interview techniques. While the data analysis technique uses a comparative analysis method.The results of this study are: (1) The pension financing contract in Bank Syariah Mandiri KCP Bondowoso is carried out by using a murabahah contract by fulfilling the following conditions: (1) The contract is done by reciting ijab and qabul; (2) Contracts are clearly implemented; (3) The object of the contract has been fully owned by the bank before being offered to prospective customers; (4) Contracts are carried out by prospective customers and the bank voluntarily without any coercion or threat; and (5) Contract objects are goods that are not prohibited by sharia. In the event of default, the bank will carry out billing steps by sending a notification letter, collection letter, warning letter 1 to 3. If the customer becomes bankrupt, the Bank will give up the time when it is able to settle its obligations if the business is bankrupt in an agreement the bank with the customer at the time of the murabahah agreement. (2) In general, the application of murabahah contracts to pension financing products at Bank Syariah Mandiri KCP Bondowoso is in accordance with the DSN-MUI fatwa, both DSN-MUI fatwa Number 4 of 2000 concerning Financing of Murabahah, and DSN-MUI fatwa Number 88 of 2013 concerning Guidelines General Implementation of Sharia Principles Based Pension Programs. Keywords: Fatwa, DSN-MUI, Murabahah, Pension, Bank Syariah Mandiri.

Program Information Center Counseling Adolescent Reproductive Health is an activity to alleviate the problems of students in the school. The reality on ground activities are less likely to get a positive response from students. This study aims to reveal students' perceptions and their relation to the role of students in the program implementation activities PIK-KRR. Correlational descriptive research with a population of 496 students, 84 students sampled, using proportional random sampling technique. Results showed students 'perceptions enough, the role of the students enough and significant relationship between students' perceptions of the role of students in the implementation of program activities PIK-KRR. This study aims to analyze the supporting and inhibiting factors for the development of Oesapa Beach attractions in Kupang City. This type of research is qualitative research using qualitative descriptive research methods. Data sources consist of primary data obtained through observation and interviews; and secondary data sources come from records, interview results and documents from relevant agencies in the study. The results of the study show that the factors that support the development of Oesapa Beach attractions are: (1) Tourist attraction, is anything that has a unique, easy, and value in the form of natural diversity, culture, and man-made results that are targeted or tourist visits; (2) Visitors, are someone who visits a tourist area with the aim of having fun and spending less time, energy and money in less than 24 hours. While the inhibiting factors for the development of Oesapa Beach attractions are: (1) Accessibility, is the degree of ease achieved by a person towards an object, service or environment; (2) Promotion is an effort to offer products or services with the aim of attracting consumers to buy or consume them; (3) Human Resources (HR), namely the workforce involved in tourism is still inadequate and professional; and (4) Funds, is one of the benchmarks for the progress of the development of sustainable tourism objects. Oesapa Beach has a tourist attraction in the form of beautiful and natural scenery, lopo-lopo lined on the beach, and lined with cafes with colorful tents and unique and different cafe designs. In addition to the tourist attraction, visitors who are increasingly busy visiting this tourist attraction become a supporting factor for tourism objects can be developed. This qualitative descriptive research aims to understand citizen participation in Community Based Forest Management (PHBM) case study in Karanggayam, Kebumen. Participation media consists of Lembaga Masyarakat Desa Hutan (LMDH), Communication Forum, Non-governmental organization, and others. Citizen participation in planning process is scarce in grass root level. Communication Forum is the media in which PHBM stakeholders can have deliberative dialogue but the forum is not implemented as expected. Meanwhile, people participate in PHBM implementation as they charge responsibility to manage and maintain forest safety. They also support the program by providing labors and cooperating with Perhutani such as making communal farm and making land rent contract. Citizen participation also includes sharing profit and benefits of PHBM. The obstacles of participation is ineffective stakeholders’ dialogue, dependent civil society, and Perhutani’s domination over other stakeholders. Keywords: citizen participation, PHBM.

Indonesia as an archipelagic country, geographically has a long coastline (lk 81,000 km) and a vast ocean (5.8 million km2) with a wealth of marine biological resources would require human resources to maintain and preserve it. Coastal children are the generation that will develop the marine biological resources. They need knowledge and insight into maritime that is channeled through education. The archipelago of Nusantara is present as a moving community to develop and raise children's competitiveness through education. Offers 3 peogram excellence namely, Inspirative Talk Show, Character Building Training (CBT), 3 B (Play, Read, Learn). Through qualitative descriptive research, the researchers see how Cakralawala Nusantara plays an important role in improving the competitiveness of coastal children of Pulau Untung Jawa, Kepulauan Seribu, DKI Jakarta. Based on research, more than 50% of early childhood, primary and junior high school children are motivated to achieve goals and develop their marine environment better, this is a form of generating their competitiveness.

This study aims to find out Service Quality in Case Registration and Management Services at Mataram. State Administrative Court Supporting factors and inhibitors of Service Quality in Case Registration and Management Services at the Mataram State Administrative Court. The method of this research is descriptive research with a qualitative approach. Qualitative descriptive research is a study that aims to describe and describe events and phenomena that occur in the field and present data in a systematic, factual, and accurate manner regarding the facts or phenomena that occur in the field. Data collection is done by Observation, Interview, and Documentation Techniques. The researcher used source triangulation to check the validity of the research data. Data analysis in this study uses three components consisting of data reduction, data presentation, and conclusion drawing. The results of this study indicate that Service Quality at the Case Registration and Management Service at the Mataram State Administrative Court has implemented the dimensions of Simplicity, Clarity, Accuracy, Transparency, Facilities & Infrastructure, Ease of Access, Discipline and Comfort along with indicators. The inhibiting factor for the case registration and management services at the Mataram State Administrative Court is the lack of employee resources and the lack of supporting infrastructure in Panitra Muda Space Case. While the supporting factors are friendliness in serving the community, the enthusiasm given by employees to each other, holding a coordination meeting or some kind of evaluation every three months then giving awareness to serving the community sincerely and in accordance with conscience. Another supporting factor is the existence of facilities in the form of tools to facilitate the service process.
