The purpose of this study found and described the Position of Commitment Making Officials in Regional Financial Management in Sidoarjo Regency in accordance with applicable legal regulations. This type of research used legal research. The method used qualitative approach. The approach in this study used normative juridical approach. Source of data used secondary data. Data collection is done by conducting library studies (Library Research). The results of the study explained that Minister of Administrative Reform and Bureaucratic Reform Number 77 of 2012 concerning the Functional Position of Government Goods / Services Procurement Managers and Credit Figures and Joint Regulations of Head of LKPP and Head of State Civil Service Agency Number 1 of 2013 and Number 14 of 2013 had consequences law related to government procurement of goods / services. The regulation emphasized the requirements for the management of government goods / services, one of which was the Commitment Making Officer (PPK) was a Civil Servant (PNS) with a position as a career functional official who was included in the functional administrative clump.

<span>Muhammadiyah is one of the largest religious organization in Indonesia that has stood more than a century and became an organization with the world's greatest asset, however up to now Muhammadiyah still does not have a definite format of economic movement. The dialectic of Muhammadiyah economic movement remains a fascinating debate. This study aims to examine the ideas of Muhammadiyah's economic format that have been outlined by Muhammadiyah figures, experts, and scholars in the form of writing to look for the intersection of thought into a single entity the main idea of Muhammadiyah Economic Format. This research using the method of the library research with the source data that is be retrieved from the secondary data that have been written by scholars, scientists, and experts of the Muhammadiyah economic movement have ever written about the format of Muhammadiyah economic movement. The results show that there are three groups of main ideas about the format of the Muhammadiyah economic movement, that is; <em>First</em>ly, Incorporated Movement, is incorporated in the management merger business which it strengthened networking either in vertical or horizontally. <em>Second</em>ly, Community economic empowerment movement, This movement emphasizes full structural involvement in economic empowerment by providing information on market opportunities, capital, business training, financial management and making business innovations. <em>Third</em>ly, the Comprehensive Economic Movement, namely; the Economic Movement that integrates Incorporated and Empowerment. Muhammadiyah's economic movement needs to be built in two directions by combining Incorporated and Empowering, through structuring and merging Muhammadiyah's business entities with economic empowerment of Muhammadiyah citizens.</span>

This paper aims to find out the implementation of the provisions of Article 8 paragraph (4) letter d of the Minister of Administrative Reform and Bureaucratic Reform No. 22 of 2014 concerning Widyaiswara's Functional Position and Credit Numbers. The writing method uses normative-empirical legal research with a synchronization approach to several laws and regulations. Primary data were obtained from interviews with widyaiswara, while secondary data came from laws, government regulations and ministerial empowerment ministerial regulations. The research results obtained that the provisions of Widyaiswara's professional development through the discovery of patented innovations and who have been included in the list of patents in accordance with their specialized fields of expertise, cannot be implemented by Widyaiswara.

In this sophisticated era, in the digital era, it is very easy for people to express opinions, express opinions, complain, share stories and experiences, or other things that they want to share with the public on social media. However, with the freedom of expression, there are often many violations that occur related to the Information and Electronic Transaction Law (hereinafter referred to as the “UU ITE”). So then people tend to have a fear of expressing themselves to the public on social media, due to ignorance and ignorance of the community towards the ITE Law. The ITE Law itself has two perspectives in the eyes of the public, some are looking at it from a positive point of view and some are looking at it from a negative point of view with the existence of this ITE Law. By using normative legal research methods, the sources used are secondary data. This research method is a library research method which is carried out by collecting legal materials through library studies and is guided by primary legal materials and secondary legal materials, and this research uses a statute approach. The purpose of this paper is to convey information about what things must be considered in using social media, how the influence of the news that the public conveys on social media in order to express themselves and how to use social media wisely, so that with this ITE Law does not make people worry about expressing themselves in any form on social media. So that in the future people can become wise and responsible users of social media.Pada zaman yang canggih ini, di era digital, masyarakat sangat mudah untuk menyampaikan opini, mengemukakan pendapat, berkeluh kesah, berbagi cerita dan pengalaman, atau hal-hal lainnya yang ingin dibagikan kepada publik di media sosial. Namun dengan adanya kebebasan berekspresi tersebut, sering dijumpai banyak pelanggaran yang terjadi berhubungan dengan UU Informasi dan Transaksi Elektronik (selanjutnya akan disebut “UU ITE”). Sehingga kemudian masyarakat cenderung memiliki rasa takut untuk mengekspresikan diri pada publik di media sosial, dikarenakan ketidaktahuan dan ketidakmengertian masyarakat terhadap UU ITE. UU ITE sendiri memiliki dua perspektif di mata masyarakat, ada yang melihat dari sudut pandang positif dan ada juga yang melihat dari sudut pandang negatif dengan adanya UU ITE ini. Dengan memakai metode penelitian hukum normatif, dan sumber yang digunakan adalah data sekunder. Metode Penelitian ini adalah metode penelitian kepustakaan yang dilakukan dengan cara pengumpulan bahan hukum melalui studi kepustakaan dan berpedoman pada bahan hukum primer serta bahan hukum sekunder, dan penelitian ini memakai pendekatan per UU (statute approach).  Yang dimaksud dari penulisan ini yaitu untuk menyampaikan informasi mengenai hal-hal apa yang harus diperhatikan dalam memakai media sosial, bagaimana pengaruh dari pemberitaan yang masyarakat sampaikan pada media sosial dalam rangka mengekspresikan dirinya dan bagaimana menggunakan media sosial dengan bijak, sehingga dengan adanya UU ITE ini tidak membuat masyarakat menjadi khawatir untuk mengekspresikan diri dalam bentuk apapun di media sosial. Sehingga kedepannya masyarakat bisa menjadi pengguna media sosial yang bijak dan bertanggung jawab.

<p><em>Abstrak</em><strong> - Penelitian ini menganalisis <span style="text-decoration: line-through;">i</span>nternalisasi syariat Islam dalam kearifan lokal Konsep penulisan ini berbasis pada hukum dari perspektif realitas. Perspektif kajian hukum tersebut tidak mengacu pada konsep hukum dalam peraturan perundang-undangan tetapi mengacu pada kenyataan yang hidup dan tumbuh di masyarakat. Penulis melakukan penelitian hukum Islam dengan pendekatan deskriptif analitis dan untuk memperoleh data dilakukan dengan penelitian kepustakaan. Metode analisis kualitatif, dibangun berdasarkan data sekunder yang berupa teori, makna dan substansinya dari berbagai literatur, peraturan perundang-undangan. Analisis kualitatif dilakukan dengan interpretasi terhadap data yang dikumpulkan dari studi kepustakaan dengan tujuan untuk memecahkan permasalahan penelitian. Dari penulisan ini ditemukan bahwa kearifan lokal banyak dipengaruhi nilai Islam. Pada masa reformasi telah dilakukan revitalisasi kearifan lokal, dengan tujuan untuk menyesuaikan perkembangan global dan filsafat hidup global serta untuk penguatan identitas nasional. Penulisan ini ingin menegaskan pentingnya hukum Islam dalam pengembangan kearfian lokal, kearifan lokal harus dilihat sebagai bagian dari hukum yang hidup (<em>living law</em>) di masyarakat dan memiliki eksistensi di Indonesia</strong></p><p><em>Abstract</em> <strong>- </strong><strong>This study wants to analyze the internalization of Islamic law in local wisdom The concept of writing is based on law from the perspective of reality. The legal review perspective does not refer to legal concepts in legislation but refers to the facts that live and grow in society. The author conducts Islamic law research with an analytical descriptive approach and to obtain data is done by library research. Qualitative analysis method, built based on secondary data in the form of theory, meaning and substance from various literatures, laws and regulations. Qualitative analysis is carried out by interpretation of data collected from library studies in order to solve research problems. From this writing it is found that local wisdom is influenced by Islamic values. During the reformation, local wisdom has been revitalized, with the aim of adapting to global developments and the philosophy of global life and to strengthening national identity. This writing wants to emphasize the importance of Islamic law in the development of local jurisprudence, local wisdom must be seen as part of living law in the community and have an existence in Indonesia</strong></p><p><strong><em>Keywords - </em></strong><em>Islamic law; Local wisdom; Value internalization</em></p>

This research aim to determine the regional finance management arrangements for the assets of regional public company originating from separated regional assets and the constraints in the execution of assets of Perumda BPR Bank Salatiga. This research uses normative research. The research was conducted by library research using secondary data, while the tool used was document study. The data that has been collected is analyzed qualitatively. The results of this study indicate that the Regional Financial Management of Regional Public Company (Perumda) assets is the authority and responsibility of the Regional Government represented by the Regional Head who is the owner of capital as well as the owner of Perumda and Barriers in the execution of the seizure of the assets of Perumda BPR Bank Salatiga because there is Article 50 of Law No. 1 of 2014 concerning the State Treasury which prohibits the execution of assets belonging to the region.

Land as school infrastructure is often neglected in the certification process. This research emphasized that school land certification is essential and whether it automatically includes authority over everything on it, what land rights can be given to the school, and how it is carried out. This research used the normative juridical research method by leaning on empirical research. Secondary data taken from library research dominates this research. The data was obtained through document studies or library studies. Furthermore, some primary data was obtained through observations. Land certificates is a piece of solid evidence to ascertain the rights of the education provider as the subject of rights so that they can defend their rights from claims by other parties. However, it does not automatically cover all authority over what is on the land because it is a part of the horizontal separation principle. School land can have the status of State land and can also have four types of land rights owned by the education providers, namely Freehold Title, Building Right Title, Cultivation Right Title, and Mortmain (Waqf) right. The rights can be obtained through sporadic registration or complete systematic land registration. The availability and readiness of facilities and infrastructure are essential in 21st-century education and learning because they will significantly affect learning.

When both are taught (ethics and morals) then the threat is the students will later experience what is called a split personality, that is split personality. Students become confused because there are conflicting values, such as good values ​​in the sense of morals and good value in manners (call: ethics). There is no honest terminology of Arabic versions, honest English versions, false witnesses of Arabic and French versions, as there is no terminology about Arab or Turkish morality. This applies to humans when there is a pattern of intersection between ethical values ​​and customs: ethical values ​​derive from the "right" way (revelation), whereas customs are derived from the habits The purpose of this study are: 1) Describing whether or not the addition manners in the lessons of Islamic Religious Education. 2) Describe the material (content) in the lesson of Islamic Education and the intersection of Budi Pekerti based on traditional perspectives. This study uses "Library Research". The research data used is secondary data. Data collection techniques used are documentation. Data processing is done by conducting the activity of review, verification and reduction, grouping and systematization, and interpretation or interpretation so that a phenomenon has social, academic, and scientific value. From the results of the discussion concluded: 1) Based on the perspective of Islam, the lessons of Islamic Religious Education need not be added with the character, because in fact holistic education includes in the Islamic Religious Education. 2) The content of Islamic Religious Education should include aspects of Islam, ie Aqidah, Shari'ah and Akhlak which are taught in a balanced way, but the lesson of character can be combined as long as the adat is the custom of the Muslims.

The aims of this study was to explain the effect of employee engagement and work stress on job satisfaction and turnover intention at Aman Villas Nusa Dua-Bali. The type of data used in this study is qualitative and quantitative data, with data sources namely primary and secondary data. Data collection method is interview, distributing questionnaires to respondents and library research, while the data analysis technique used Smart PLS 3.2.8. The results of this study showed that employee engagement had a positive effect and significant on job satisfaction, work stress had a negative effect but not significant on job satisfaction, employee engagement had a negative effect and significant on turnover intention, work stress had a positive effect and significant on turnover intention, job satisfaction had a negative effect but not significant on turnover intention, employee engagement had a positive effect but not significant on turnover intention trough job satisfaction, work stress had a positive effect but not significant on turnover intention trough job satisfaction at Aman Villas Nusa Dua-Bali.

Budget implementation in government agencies has not been effective even though legislation has mandated that performance-based budgeting should be implemented gradually starting in 2005. Some researches on budgeting found a disregard for the prerequisites for the successful implementation of performance-based budgeting, which includes participation, competence, and the clear documents and budgeting procedures. In Indonesia, the reform of budgeting begins with the issuance of Act No. 17 of 2003 on State Finance and Act No. 25 of 2004 on National Development Planning System, which is a product of legislation that became a milestone of reform in national planning and budgeting. In universities in Indonesia budget management system changes begins to be applied especially after the implementation of autonomy in the management of higher education institutions, namely since the issuance of Government Regulation on Higher Education as State-Owned Legal Entity (BHMN), Public Service Agency (BLU), even the latter leads to the State University-Owned Legal Entity(PTN-BH). The change of financial management is not without reason, but is intended to more financial management of performance-oriented, transparent and accountable, the estuary of the increasing good governance. Pelaksanaan anggaran di instansi pemerintah selama ini belum efektif, padahal undang-undang telah mengamanatkan bahwa pelaksanaan penganggaran berbasis kinerja hendaknya dapat dilaksanakan secara bertahap mulai tahun 2005. Beberapa hasil penelitian tentang penganggaran menunjukan adanya pengabaian terhadap prasayarat keberhasilan pelaksanaan penganggaran berbasis kinerja, yang antara lain ditentukan oleh faktor-faktor pendukung seperti partisipasi, kompetensi, dan adanya kelengkapan dokumen dan prosedur penganggaran secara jelas. Di Indonesia, reformasi bidang penganggaran diawali dengan terbitnya Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara Undangundang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional merupakan produk undang-undang yang menjadi tonggak sejarah reformasi di bidang perencanaan dan penganggaran nasional. Di lingkungan perguruan tinggi Indonesia perubahan sistem manajemen anggaran mulai diterapkan terutama setelah dilaksanakannya otonomi dalam pengelolaan lembaga pendidikan tinggi, yaitu sejak diterbitkannya Peraturan Pemerintah tentang Perguruan Tinggi sebagai BHMN, BLU, bahkan yang terakhir ini mengarah pada PTN-BH. Perubahan arah pengelolaan keuangan tersebut tidak tanpa alasan, namun dimaksudkan agar pengeloaan keuangan lebih berorientasi pada kinerja, transparan dan akuntabel, yang muaranya tentu pada meningkatnya good governance.

The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). The design system of the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) comprising the organization chart, the transaction proof document, and the financial management procedure
