In the scientific environment of Ukraine and Romania, the problems of research related to the institutionalization of historical anthroponimics as a systemic scientific field of knowledge, the development of its general theoretical basis have recently become relevant. The purpose of the article is to analyze the features of historical anthroponimics as a scientific system of knowledge in the context of Ukrainian and Romanian research. Research methods: general or philosophical: dialectical, synergetic, analytical; general scientific: theoretical (analysis, synthesis, generalization, systematization, system approach), empirical (study of sources, comparison, description, etc.); specially scientific or linguistic: descriptive, structural, typological. Scientific novelty lies in the formation ofinstitutional scientific and theoretical foundations of historical anthroponimics as a scientific system. Conclusions. The study allows to interpret historical anthroponimics as a synergetic and information-innovative scientific system that combines a system of knowledge about personal names, the sphere of scientific and cognitive activity of man, a social institution with its infrastructure and functions. A detailed study of various anthroponymicons creates opportunities for linguistic, visual, sound, and others modeling the development of people's personal names and the results of human thinking in this regard, knowledge of language issues, cultural history. Prospects for further research are related to improving the theoretical foundations of historical anthroponimics as a systemic scientific field, their application to the study of anthroponyms of the regions of Ukraine and Romania.

O objetivo desse artigo é discutir, à luz da história cultural, elementos relevantes para a construção de uma operação historiográfica, como a metodologia, a escolha e o uso das fontes, assim como a sua respectiva materialidade. Trata-se de um processo que se consolida, de um lado, na escrita de uma narrativa autoral e, de outro, na aproximação com os demais estudos do campo científico. De modo específico, pretende-se estabelecer um diálogo entre os discursos teóricos e metodológicos com a pesquisa desenvolvida, no qual realizo o levantamento e análise das práticas discursivas e representações sociais de infância e de suas instituições afins (como famílias, espaços escolares e médicos, por exemplo), nas páginas da revista Pais & Filhos.Between documents and representations: reflections on the historiographical operation in the Pais & Filhos magazine. This present paper aims to discuss the prominent issues for the historiographical operation in the context of cultural history, as the methodology, the choice and use of sources and their respective materiality. On the one hand, this process is consolidated in writing an authorial narrative and the other hand it is marked by the necessary approximation with other studies the scientific field. In a specific way, the goal is to relate the theoretical and methodological discourse to the research that I have developed, in which I realize the analysis of the discursive practices and social representations of childhood and its related institutions (such as families, school spaces and doctors, for example), the pages of the publication entitled Pais & Filhos (Parents & Children). Purpose: Taking into account the domestic experience, the present study was aimed at carrying out a comparative analysis of the constitutions of foreign countries in order to identify the norms related to the state support in them. Methodology: The present study was carried out based on a dialectical approach to investigate the legal phenomena and processes, using general scientific (system, logical, analysis and synthesis) and private scientific methods. Result: The findings of this study revealed the opportunity for the organization of various recipients of the declared support; and identification of alternative approaches to consolidation of the constitutional laws regarding the state support. Applications: This research can be used for universities and students in politic. Novelty/Originality: In this research, the model of constitutional fixing in foreign countries is presented in a comprehensive and complete manner.

The purpose of the article is to substantiate theoretical provisions and develop practical recommendations for the formation and disclosure of information on social responsibility of enterprises in the agrarian sphere of economy. The research objectives are as follows: to study and specify the economic essence of the notion of “corporate social responsibility”, to substantiate theoretical foundations and propose new methodological approaches of corporate social responsibility assessment and the formation of social reporting. The essence and content of corporate social responsibility, principles of formation and structure of the social report are studied with the help of such general scientific methods as systematic approach, comparison, economic-statistical method and data systematization and generalization method. The paper presents the main sections subject to including in the social report and suggests forms of social reporting, which include key performance indicators which help to assess the socio-economic performance of organizations in the agrarian sector of economy.

The aim of the study is to analyse the process of using «Virtual tours» technology in the educational process. This technology allows you to transfer the lesson from the passive into the interactive forms, to activate the cadets’ cognitive activity and to involve them into the educational process. The use of visualization techniques develops broad-minded thinking and enhances a better learning of the curricular material. The main tasks of the research are to analyse the process of using «Virtual tours» technology in the educational process of law enforcement officers; to estimate the functional practice of «Virtual tours» technology. The study is fundamentally based on the dialectical-philosophical method alongside with the general scientific and specific scientific methods.

This article deals with the issue of updating the principles of creation of e-textbooks via graphical interface. The close attention has to be paid to the transformation of the modern society where the new generation of people uses computers, smartphones and tablets not only as working tools but as the means of discovering the world as well. Therefore the graphical interface is considered the code of understanding the information environment. It is emphasised that the spread of information technologies and information transmission and processing methods have become an integral element of human thinking and perception of the world. Getting most of their information through the Internet modern people perceive process and memorize it according to the principles of the interface and programming languages. In this regard graphical interface is seen as the fundamental of the e-textbook visualization. The article presents the model description of the e-textbook “History of Ukraine” visualized as the cube. Each tier in this cube describes the cultural stratum of the epoch and shows the general dynamics of historical development. Each plane in this cube analyses the content of each problem. Studying every part, students open consistently the horizontal cube stratums and see the topics of the epoch represented by the graphical interface device. Every topic contains visualized scheme with hyperactive dates and surnames with zero traditional text with hyperlinks. The advantage of such e-textbook structure is to rise student cognitive activity due to the new principles of the educational material visualization. The e-textbook interface is intuitive; it can be updated and used to get the insight into selected topics and questions. It has means to activate the resources of human higher nervous system taking into account the individual features of students and topics they are studying. Attention is drawn to the fact that scientific progress has been made possible largely thanks to the improvement of semiotics, that is, the development of our language, especially those of its branches, as the language of symbolic logic, rather than by improving brain function.

The purpose of the research is to present the system and innovations structuring in the imperative subject-object sphere of control and revision (audit) sphere, as the main aspect of state and municipal organizations management. Subject of research: model of increasing the competitiveness of the national economy. The purpose of the study: develop a model for increasing the competitiveness of the national economy based on a neocluster approach. Research objectives: to develop the concept of a neocluster; to build a logical scheme for the formation of the competitiveness of the national economy on the basis of a neocluster approach. Methodology and research methods. General scientific and special methods of cognition: analysis and synthesis, induction and deduction, a systematic approach were used to conduct the research. A neocluster concept has been developed, which includes the concept of a neocluster, distinctive features, and a structural diagram of a neocluster. A model for increasing the competitiveness of the economy of a country / region has been built on the basis of a neocluster approach and a mechanism for increasing the country's competitiveness has been substantiated. The causal relationships between the sources of competitiveness are identified: (elements of Industry 4.0), directions and factors of increasing competitiveness. The developed theoretical foundations of the neocluster and the logical model for increasing the competitiveness of the national economy based on the neocluster approach can serve as a theoretical and methodological basis for the formation of a neocluster policy.

The article presents a retrospective analysis of the Ukrainian population intellectual migration, its factors and motives. The author singled out the displacement of Ukrainian intellectuals, who had the most significant influence on the Ukraine’s development. In different periods, such migrations were caused by the colonial position of Ukraine as a part of different empires. This position caused the outflow of the intellectuals to the metropolises, because they provided more opportunities. Ukrainian intellectuals made trips to Muscovy to translate, to teach students and to teach children languages, beginning in the second half of the 16th century. At the turn of the 17th and 18th centuries, the Ukrainians – mostly alumni and teachers of the Kyiv-Mohyla Academy – became leaders of European culture and education in Muscovy. One of the important factors of intellectual migration was the political harassment of Ukrainians. The most crucial – in the meaning of intellectual losses – were following events: the emigration of Ivan Mazepa and his followers in the beginning of the 18th century; the publication of the Emsky decree in 1876; "The Philosophy Steamer" in 1921–22; and the establishment of Bolshevik-Soviet authority on the Ukrainian lands. The last one was analysed with the use of the conventional approach to the determination of the waves of massive migration of Ukrainian population. It was found that the largest outflow of intellectuals occurred within the second (interwar) and the third (after World War II) waves. This outflow became one of the factors that destabilized Ukraine's economic development and reduced this country’s institutional capacity. The author concludes that the outflow of intellectuals to the metropolises likewise the political emigration inevitably led to the exclusion of well-educated and active individuals from ethnic Ukrainian lands. However, emigration made it possible for intellectuals to survive, to reproduce intellectually and to educate the later generations, especially in the Soviet period. In conclusion, the author warned that the proposed results should not be seen as a call to restrict the mobility of intellectuals, as this could dam-age the scientific system as a whole. Instead, the author proposed to promote academic mobility as a tool to enhance the professional level of Ukrainian scientists and to create a competitive scientific environment in Ukraine.

The subject of the research is tourist orientation as a component of the business paradigm of development of territorial communities of Ukraine The purpose of the study is to substantiate the theoretical foundations and criteria for the formation of a new business paradigm of tourism orientation of rural communities. General scientific and special research methods are used. Scientific method - for systematization of existing theoretical approaches to the researched problem; analysis and synthesis (for detailing the object and subject of research and their generalization); abstract-logical (in the formation of generalizations, conclusions and proposals; the method of systematic approach - in considering tourist orientation as a system consisting of a number of interconnected elements, and, interacting, affects the communication and social efficiency of rural communities; the method of scientific abstraction - when allocating stable, typical connections in tourism orientation, which allowed to form criteria for assessing the tourist orientation of communities. Tourist orientation as a direction of formation of business paradigm of development of united communities is investigated. It is established that the strengthening of the tourism-oriented component will contribute to the creation of an innovative tourism product and attract new consumers. The main approaches to customer orientation are studied, the connection between the defined definition and tourist orientation is established. The own definition of tourist orientation of communities is offered. The stages of formation of a positive tourist-oriented environment are outlined. The principles of tourist orientation are described, cognitive marketing is defined as the basis for the formation of consumer loyalty. The criteria of tourist orientation are given and the indicators that characterize it are determined. The results of the study can be used to develop an effective strategy for rural development, taking into account and evaluating the criteria identified by the study at the stage of forming a business paradigm of tourism orientation of the community will increase investment in infrastructure, dissemination of information technology, restoration, reconstruction, objects of historical and cultural heritage, the formation of information, cognitive and tourist competencies of community residents. The article investigates theoretical approaches to the essence of the concept of ‘methodology’ in modern jurisprudence based on the analysis of the views of domestic and foreign scientific researchers. It is proposed under the methodology to understand the set of methods, means, principles and procedures of scientific research, used in the process of scientific knowledge of a particular problem, with the help of which the researcher substantiates the phenomenon under investigation. It is determined that the development of modern legal science requires a well-formed research methodology, since the term ‘methodology’ is often changed with the term ‘methods/ technique’. It is established that there are different and not always unambiguous interpretations of the concept of methodology in the modern world and they are provoked by the rapid globalization development of society, the introduction of new information resources, digitalization, etc. The basic categories on which the methodology is based, which is endowed with a certain apparatus of research, which include: methods and ways of organizing scientific research; principles and forms of organization of scientific research; techniques and procedures of scientific research. It is substantiated that all the components of scientific research constitute the foundation of methodological apparatus and collectively make up a certain tool for the knowledge of the phenomena and processes under study. The significance and difference of the concepts of ‘scientific method’ and ‘method of science’ have been considered and the main requirements for these concepts have been characterized. It is determined that the right choice of research methods will lead the scientist to deep and verified results, provided that these methods will be used together with another elements of scientific research in order to solve certain problems. It was revealed that there are a considerable number of methods, the unity and interrelation of which form the specificity and integrity of the cognitive activity in science, the determining of which are general scientific, theoretical, experimental and specific. The key principles on which the methodology of scientific research should be formed are specified, i.e. the principle of consistency, the principle of development, the principle of unity of theory and practice, the principle of objectivity, the principle of abstraction, the principle of decomposition. The main functions the methodology is based on are characterized. It is defined that modern scientific research is impossible without a clearly formed methodology, which should have a systemic nature in scientific research and be carried out in certain logical sequences.
