The purpose of this study was to reveal the implementation of decentralization policies through the School Based Management (SBM) program. The research method was carried out with a qualitative approach. The data were collected through direct observation and structured interviews with the principal, teachers and employees. The results showed that the implementation of the education decentralization policy was carried out through; (a) determining structural positions (b) managing school finances, (c) structuring teachers and employees, and (d) determining school planning and programs. All stakeholders are able to work in accordance with predetermined main duties and functions and can synergize with one unit to another.

This article aims to explain the description of the implementation of school-based management in SDN Sungai Miai 5 and SDN Surgi Mufti 4 Banjarmasin. The method used is qualitative approach with descriptive type. The data sources of this research are principals and teachers. The method of data collection is interview and observation. The results of this study indicate that the implementation of school-based management at SDN Sungai Miai 5 Banjarmasin is done by involving all school residents in the planning and implementation of school programs, including parents of students. Schools have specialized staff to record and report school finances and assets. The implementation school-based manahement at SDN Surgi Mufti 4 Banjarmasin is done with the principle of togetherness, that is by drivingthe competent teachers to train less competent teachers, mobilize school entrepreneurship activities, and principals teach other teachers by providing a direct example. Thus, the implementation of school-based management requires the support of various parties for improving the learning quality in schools.Keywords: Impelementation; management based on school; MBS; elementary school

This study discusses the implementation of local wisdom in the preservation of manuscripts at Universitas Indonesia’s library. The purpose of this study is to identify the implementation of local wisdom in the preservation of manuscripts in that library. This research uses a qualitative approach coupled with direct observation and structured interviews as data collection methods. The results of this study indicate that Universitas Indonesia Library has implemented local wisdom in preserving manuscripts. This can be seen from the use of local wisdom in the storage process, including the design of the rooms and storage facilities and the pattern of behavior in its storage process. The maintenance process of local wisdom includes the control of the environment using traditional approaches and the use of traditional materials in the maintenance of manuscripts. Another finding is that the process of capturing or inheriting knowledge from a previous manuscript is based on the manpower manifested in its preservation behavior. Therefore, it can be understood that the implementation of local wisdom in the process of preservation of manuscripts in UI Library is based on the preservation of knowledge from previous manuscript managers or librarians.

This study aims to reveal how the pattern of implementation of school-based management (SBM) in Islamic MTs YPI Batang Quiz. This research uses a qualitative approach. Or collected from informants who are selected in a strict way. Research data were collected by interview, observation and documentation study techniques. Data were analyzed using the miles and Hubberman steps. The results of the study revealed that: Planning and implementing patterns of implementation of school-based management (SBM) in MTs YPI Batang Quiz has been relatively running well according to the format of school-based management. While the obstacles faced are not significant and can be resolved properly.

This paper aims at reviewing the School-Based Management recent studies. As the research method, researcher follows the systematic procedures for literature review article such as collecting data, reviewing, categorizing, and presentation. This paper answers the three questions: (A) definition of SBM, (B) factors considered to implement SBM, and (C) the roles of practitioners. Data is based mainly on secondary data, published papers in the international journals in particular. In the findings, the researcher presents a certain definition of SBM defined by prior researchers, authority sharing, facility and infrastructure management, budget management, autonomy, transparency as well as the roles of school players, in-depth and breadth. Eventually, the recommendations are also appointed for further studies to promote the School-Based Management literature.

This study aims to determine the implementation of School Based Management (SBM) in the field of curriculum and learning, students, and educators and education staff at elemnetary school 2 Penujak, Praya Barat District, Central Lombok Regency. Research uses a qualitative approach using a case study. The type of data of this research are primary data and secondary data. The primary data material in this study was in the form of interviews with the principal, teachers and administrative staff. The secondary data material in this study is data on the state of elementary school 2 Penujak, organizational structure, human resources and so on. Data collection techniques in this study are: (1) interviews, (2) observations and, (3) documentation studies. Various data collection techniques (triangulation), and carried out continuously until the data is saturated. Checking the validity of the data in qualitative research includes four techniques, namely credibility, transferability, dependability, and confirmability. The results showed that the implementation of School-Based Management in SD Negeri 2 Penujak was carried out through 4 management processes, namely planning, organizing, implementing, and monitoring as well as in accordance with the essence of School-Based Management (SBM) namely autonomy, flexibility, participation, transparency and accountability

Purpose The purpose of this paper is to understand how primary school principals in Israel cope with the gaps between authority and responsibility in their work, deriving from partially implemented decentralization processes, and how this relates to school-based management (SBM) and accountability principles. Design/methodology/approach Using the qualitative method, 20 semi-structured interviews were conducted with school principals from one district in Israel. Thematic analysis was used in order to identify themes in the interviews that enable creating codes for the characteristics of authority and responsibility and for the principals’ strategies. Findings Gaps were found between authority and responsibility, with particularly low levels of authority alongside high levels of responsibility. Coupled with the demand for accountability, those gaps led principals to adopt three strategies – active, partly active, and passive – to help reduce the tension resulting from them. The SBM definition has links to the specific strategy that principals used. Originality/value The results indicate the importance of clear definitions of authority and responsibility in principals’ work. The current study deepens the understanding of the gaps between these concepts as key for understanding accountability at decentralized schools; tensions that principals cope with as a result of those gaps; and the strategies that enable principals to ease the tension for the benefit of all those involved in the principals’ work.

This study aims to reveal the role and participation of the community in the implementation of School-Based Management (SBM) and the factors supporting and inhibiting implementation. The research was conducted using observation sheet guides and interview guidelines supported by a review of school administration documents, through a qualitative approach to the interactive analysis model of Miles and Huberman. The results showed that the implementation of SBM was quite successful; this was indicated by a significant change in schools, namely the increase in school quality and increased public interest in Muhammadiyah Mutihan Elementary School. In the implementation of SBM, the school is more flexible because it can manage schools independently, making programs based on the school's needs and abilities. Public participation is quite good; the community always supports and helps school activities and controls the school. Supporting factors in implementing SBM are the community, alumni, foundations, and sponsors. While the inhibiting factor is limited land, schools cannot provide sports fields for students and the limited ability to accompany teachers.

Abstrak: Penelitian ini bertujuan mendeskripsikan Pelaksanaan Penguatan Pendidikan Karakter di masa pandemik covid 19 pada SMKN-1 Palangka Raya mulai dari perencanaan, pelaksanaan dan evaluasi. Metode Penelitian ini adalah menggunakan pendekatan kualitatif yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan perilaku yang dapat diamati. Dalam rangka memperoleh data yang sahih (terpercaya) Teknik pengumpulan antara lain, teknik wawancara, observasi dan analisis studi dokumen. Hasil penelitian dalam perencanaan  sekolah sudah sudah cukup baik penguatan Pendidikan karakter terintegrasi dengan mata pelajaran serta melalukan sosialiasi, pelaksanaan  sistem  daring pada pembelajaran cukup baik, namun kurang efektif pada kegiatan kokurikuler dan ektrakurikuler untuk penguatan Pendidikan karakter, dalam evaluasi sudah cukup baik untuk mengukur ketercapaian pembelajaran dan penguatan pendidikan karakter di Masa Pandemi Covid-19. Abstract: This study aims to describe the Implementation of Strengthening Character Education during the Covid 19 pandemic at SMKN-1 Palangka Raya starting from planning, implementation and evaluation. This research method is to use a qualitative approach that produces descriptive data in the form of written or spoken words from people and observable behavior. In order to obtain valid (reliable) data collection techniques include interview techniques, observation and analysis of document studies. The results of research in school planning are good enough to strengthen character education integrated with subjects and carry out socialization, the implementation of online systems in learning is quite good, but less effective in co-curricular and extracurricular activities to strengthen character education, in evaluation it is good enough to measure learning achievement and strengthening character education during the Covid-19 Pandemic.

School based management is the main issues in the educational quality improvement of both elementary and secondary education institutions in the world in the last three decades. It is the alternative school management believed to be potentially able to elevate the education quality. In Indonesia, it was introduced as early as the end of 1999 following the enactment of the decentralization policy. School based management, which is seen as a panacea of Indonesian education problems especially from primary up to senior secondary schools, when the 2003 Education Law No 20 was introduced, Indonesia formally adopted a policy of "school-based management" for the quality improvement of its 227.298 public and private schools, and madrasahs (Islamic schools), 47.813.166 students and 3.218.7 54 teachers. SBM in Indonesia is focused on the four aspects of basic education: quality, equality, relevance and efficiency. While international research has not yet proved conclusively that school­based management improves student outcomes, but in Indonesia, the experience has been to a certain degree more positive.

Este trabalho compõe um estudo sobre as farmácias comunitárias do Município de Campina Grande do Sul, localizada no Estado do Paraná, Brasil, com o objetivo de compreender como o conjunto de seus agentes ¾farmacêuticos, proprietários, balconistas, farmacêuticos-proprietários e proprietários-balconistas¾ percebem suas práticas relacionadas ao atendimento ao paciente, na perspectiva da atenção farmacêutica. A atenção farmacêutica constitui uma prática profissional farmacêutica, voltada a intervir na farmacoterapia do paciente, além da promoção e prevenção da saúde, contribuindo com o uso racional do medicamento. Dentro de uma abordagem qualitativa, discorre sobre o conceito, os fatores e relações que permeiam estas farmácias, contrapondo os dados empíricos coletados, aos dados teóricos sobre a atenção farmacêutica, originados de revisão bibliográfica. A coleta de dados realizou-se através de entrevistas semiestruturadas e observação direta, no período que compreendeu os meses de julho e agosto do ano 2002 e, posteriormente, estes dados empíricos foram categorizados para sua utilização. Concluise que, nas farmácias comunitárias estudadas, existe um caminho a ser percorrido até que a atenção farmacêutica possa fazer parte da prática nestes estabelecimentos. PHARMACEUTICAL CARE IN COMMUNITY PHARMACIES OF THE CITY OF CAMPINA GRANDE DO SUL Abstract This work composes a study about the community pharmacies of the city of Campina Grande do Sul, located at the state of Parana, Brazil, with the goal of understing how the set of their agentspharmacists, owners, sellers, pharmacists owners and seller owners- realize their practices related to the attention to the patient, on the perspective of pharmaceutical care. Pharmaceutical care consists in a pharmaceutical professional practice, directed to intercede on the pharmacotherapy of the patient, besides prevention and promotion of health, contributing to the rational use of medicine. Inside a qualitative approach, it discourses about the concept, the factors and relations that lead these pharmaceutical care, originated from the bibliographic revision. The data collection was carried out by means of semi-structured interviews and direct observation, during the months of July and August 2002, and later these empiric data were categorized for analysis. The conclusion is that in the community pharmacies studied, there is a way that has to be followed until the pharmaceutical care can be part of the practice in these pharmacies.
