This book deals with practical or real life aspects of public finance. It focuses on the growth in the activities of governments, in a world that expects more than in the past from governments. The book focuses on the growing complexity in both the work of the private market and that of the public sector. It stresses that part of the growing complexity is due to the more ambitious role that governments tried to play today, while part is due to choices made by governments, so that complexity may be partly avoidable. This was important in the different pursuit of social welfare by different countries. Complexity has increased opportunities for abuses, for rent seeking, and for mistakes in policies. It may also have increased the attraction of populist policies that claim to offer magical or easy solutions to problems. A major conclusion of the book is that the objective of simplicity in laws and in policies should be given more importance by both economists and governments.

AbstractEffective treatment of frequent oil spills and endless discharged oily wastewater is crucial for the ecosystem and human health. In the past two decades, the collection of oil from water surface has been widely studied through the simple fabrication of superhydrophobic meshes with various coating materials, but little attention is paid to the design aspects of the meshes based oil-collecting device and practical oil collection. Here, 3D-printing devices with different configurations of (super)hydrophobic meshes, circular truncated cone (CTC), cylinder and inverted CTC, and the same inverted cone-shaped structure (below the meshes for temporary oil storage) are investigated. Results demonstrate that the CTC meshes based device especially for an oblate one not only shows higher stability and discharge of the collected oils than previous reports, but also allows floating oils to enter the (super)hydrophobic mesh faster. We anticipate that future success in developing high-performance (super)hydrophobic meshes and the further optimization of the CTC mesh-based device parameters will make our proposed device more practical for the treatment of real-life oil spills.

SummaryThis work presents a systematic design selection methodology that utilizes a co-design strategy for system-level optimization of compliantly actuated robots that are known for their advantages over robotic systems driven by rigid actuators. The introduced methodology facilitates a decision-making strategy that is instrumental in making selections among system-optimal robot designs actuated by various degrees of variable or fixed compliance. While the simultaneous co-design method that is utilized throughout guarantees systems performing at their full potential, a homotopy technique is used to maintain integrity via generation of a continuum of robot designs actuated with varying degrees of variable and fixed compliance. Fairness of the selection methodology is ensured via utilization of common underlying (variable) compliant actuation principle and dynamical task requirements throughout the generated system designs. The direct consequence of the developed methodology is that it allows robot designers make informed selections among a variety of systems which are guaranteed to perform at their best. Applicability of the introduced methodology has been validated using a case study for system-optimal design of an active knee prosthesis that is driven by a mechanically adjustable compliance and controllable equilibrium position actuator (MACCEPA) under a periodic/real-life dynamical task.

A design method of one cultural product based on the meme of artifacts was constructed and applied to the development and design of cultural products. Firstly, the paper puts forward that the outer “tangible” level of the “spatial perspective” of culture corresponds to the dominant meme, as well as the mid “behavioral” level and Inner “intangible” level correspond to the hidden meme according to the theories of meme and the “spatial perspective” of culture. What’s more, the meme was extracted according to the appearance of Liao dynasty ceramics and related research literature. Secondly, based on the extracted meme of Liao dynasty ceramics, the design method of cultural products was constructed by applying the theoretical framework two orders of the signification of Roland Barthes Semiotics to explore the extended cultural meaning of meme and apply its translation to the design of cultural products. The design method of cultural products constructed by this Institute is more inclusive of the intrinsic level of artifacts than that in the past, which only created cultural products that focus on the physical representation of the visual elements. It is an attempt to provide designers of cultural products and students with design background with a design method of cultural products for reference.

Often we find the fact that skills gaps begin with the basic idea that many jobs exist, but skilled workers do not. The relationship exists between labor readiness, business and industrial development, and educational institutions have been around for a long time. However, this relationship cannot refute the fact that prospective employees are not ready to enter the workplace in the future. The Law of the Republic of Indonesia concerning the national education system addresses the importance of training in creative thinking skills by stating that the education system must develop the potential of students to be religious, respectful, well-educated, and competent in thinking creatively, independently, democratically, and responsibly. While empirical studies show that Indonesian students have unsatisfactory creative thinking skills. This study aims to describe how to train Creative Thinking Skills through project-based learning in preparing the Workforce to face global competition. From the results of the discussion it was concluded: 1) The government needs to be more serious in entering tertiary education and setting targets for maximum workforce readiness. 2) Educational institutions in their learning activities need to improve their mastery of high-level thinking skills in determining their educational success by improving high-level cognitive functions (metacognition, metamemory and metacomprehension, or assessing the truth of one's own memories; solving problems, or taking appropriate steps when dealing with unknown things, and think critically, or evaluate the quality of ideas). 3) For most educators today who are well connected and driven by technology, the mastery of technology literacy in education is still lacking, therefore mastery of technology literacy needs to be improved at the level of the teachers in this country. 4) Potential to integrate Project Based Learning (PBL) in the classroom to improve students' soft skills which in turn will ensure greater results for them in the future. To achieve that, their soft skills need to be improved by using the PBL approach. This approach is relevant to the concept of 21st century learning, especially in education.

Despite numerous attempts over the past few decades to prepare the U.S. workforce for the increasing challenges of a global economy, educators hear the same complaints from industry about how difficult it is to find highly skilled workers. The growing need to have a higher level of education and different knowledge, skills, and attitudes than in the past brought on by globalization makes the task of preparing workers for tomorrow's workplace even more daunting. Whatever the reason for dropping out, many young people have clearly not responded to the attempt to educate them through full-time schooling, no matter how innovative the program. This chapter argues that more adolescents can be educated in a school system that no longer emphasizes full-time schooling but instead combines part-time school with part-time real-world work experience. To carry out such an approach, it may be time to expand our horizons in the search for solutions, and we can find some guidance in a rather unexpected place, the work of Soviet educator Anton Semyonovich Makarenko. Makarenko's success in training young people to become productive workers includes several concepts and methods that may be useful in improving today's workforce education system.

The first stages of the creative inventive process are devoted to choosing the problem and redefining its conditions. Most of the time, the original statement of the problem is imprecise, and occasionally even incorrect. This is why it is necessary to have mechanisms to help structure the creative thinking of a set of experts during their analysis of the problem, by providing them a knowledge-based framework. This article presents the first stages of IDM (Inventive Design Methodology). IDM is a set of methodological tools whose main interest is the evolution of technical systems. The methodology proposes a dialectical analysis of the technical system, which focuses on the past, present, and future state of the artifacts, and the most likely transitions between them. This analysis also identifies the influences (positive or negative) that the changes done to certain elements in the system may have on other elements of the system. The use of these methodological tools provides the needed structuring framework to the experts’ creative idea generation.

Low-frequency and broadband are the critical challenges in real-life applications. Here, we try to tackle the challenges by proposing a reconfigurable acoustic metasurface (AM) composed of the membrane-type metamaterial (MAM) structure of deep sub-wavelength scale. By employing the external air pumping system into each individual unit cell of the AM, the tension of the membrane can be readily tailored by the system with little interference from other unit cells. Two strategies of the constant pressure method (CPM) and constant volume method (CVM) are reported to design the MAM. And the CVM is adopted as the ultimate design strategy by comparing both methods from aspects of the dimension, operating frequency, and structure complexity. In order to validate the low-frequency and broadband performances of the AM, the Airy-like beams and the acoustic converging based on two identical Airy-like beams are introduced and proof-of-concept simulations are performed with the finite element method. The simulated results agree well with the theoretical predictions. Our design provides the little-interference active design method for the low-frequency and broadband AM to manipulate the wave front, and may have practical engineering applications in areas of the aerospace, high-speed train, marine vessel, and power transmission and transformation project.
