The paper investigates the competitive conditions of providing business structures with skilled managerial personnel. An emphasis is placed on the university role as a leading player in the contemporary education market. The need for bringing together science, business and the state to enhance the competitive positions of national universities on the basis of the triple helix concept has been grounded. An integrated education ecosystem with the use of modern innovative teaching technologies for improving the quality of practical training and ensuring managerial personnel competitiveness is proposed.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

Establishment of the National Higher Teacher Training College (WSP) and an attempt to merge it with the Jagiellonian University in 1956 After the Second World War, the Jagiellonian University lost its autonomy and the state authorities destroyed its structures by separating the departments and creating new universities out of them. Independently, in 1946, the National Higher Teacher Training College in Krakow was established. In 1954, it received the right to run a master’s course. The quality of education in WSP was assessed negatively by the Jagiellonian University. In turn, the WSP authoritiesclaimed that their school provided better training for future teachers. At the beginning of the 1950s, some reservations were voiced as to the grounds for the existence of higher teacher training schools due to overlaps with the university curriculum. In 1956, the state authorities decided to close some of these colleges. WSP was to be merged with the Jagiellonian University. A meeting was organized at the Jagiellonian University in April 1956, where representatives of the Ministry of Higher Education, the Jagiellonian University and WSP discussed the merger. However, the meeting didn’t yield the expected results due to the firm objection on the part of WSP. The opportunity to strengthen the Jagiellonian University’s position by merging with WSP was ultimately lost.

تتناول الورقة بالدراسة مسألة طبائع العلوم الإسلامية والشرعية، وما يميزها عن غيرها وأثر ذلك على نوعية الأستاذ الجامعي الذي يُدرسها وصفاته وملكاته. وتهدف الورقة إلى بيان هذه الطبائع في تحديد صفات الأستاذ الذي يتعلمها ويُعلمها. ويتبع البحث المنهج الوصفي التحليلي وتحليل النصوص. وخلص البحث إلى أن من طبائع هذه العلوم أنها توحيدية المرجعية، وعملية وعلمية ومنهجية ومقصدية، وتدور حول رسالة الاستخلاف في الأرض واعمارها المتوازن. وعليه فإن الأستاذ الذي يتعلمها ويُعلمها ينبغي أن يتصف بصفات منها: الرسالية والإيمان القوي، والقيادة والإمامية العلمية، والعلم والخبرة، والقدوة النموذجية والحكمة والرشد والتزكية والتطهير. ويوصي البحث بضرورة تطوير برامج تأهيلية متخصصة لأستاذ العلوم الإسلامية والشرعية في الجامعات تراعي واقع التعليم المعاصر، ونوعية المتعلمين وطرق التدريس والتعليم المتلائمة وطبائع هذه العلوم والواقع الذي تُدرس فيه. الكلمات المفتاحية: طبائع العلوم الإسلامية، الأستاذ، الصفات، التعليم الجامعي. Abstract This article analyses the importance of understanding the natures of Islamic sciences, and what distinguishes them from others and the impact of this on the attributes and competencies of the university lecturer who teaches them. The aim of the paper is to show the how these natures influence preparation of the lecturers. The article followed the descriptive analytical method and textual analysis.  It concluded that some of the natures of these sciences are: revealed reference, practical, scientific, methodological and purposeful, and revolve around the message of Istikhlaf (vicegerency) and civilisation (umran) on the earth. Accordingly, the teacher who learns and teaches them should have attributes and qualities such as; sense of mission, strong faith, Intellectual leadership, knowledge and experience, exemplary role model, wisdom, guided reasoning, purification and spiritualty. The article recommended the need to develop specialised programs for the lecturers of Islamic and Shari’ah sciences in universities that take into account the realities of contemporary education, the quality of learners, teaching methods and the natures of these sciences.  Keywords: Natures of Islamic Sciences, Lecturer, Attributes, University Teaching.

The authors make an attempt of solving the task of providing the students with a possibility to assess the quality of the organization and content of the higher education. The authors consider the Russian and Western practices of engaging students in such assessing activities as one of their main actors. The article identifies the most common forms of student participation in ensuring the quality of education, some of its problem areas and unused resources. Thus, the basic form of student participation in evaluation and control activities in the university is to fill out various questionnaires in order to express their assessments and opinions about the courses taken during the training period. The authors considered some relevant practices of foreign and Russian universities, in particular, the experience of the RUDN University, North-Eastern Federal University, Institute of Quality Student Commissioners of the Kemerovo branch of the RSTEU, and the Center for Applied Sociological Research of the MPEI. The article presents the results of the sociological study of opinions and assessments of the MPEI graduates in technical and social-humanitarian areas, which was conducted in 2017-2019 on the issues of basic and professional training. The monitoring study revealed a number of factors that affect the quality of practical training at the university, which allowed the authors to identify the key problems of marketing educational services by the contemporary university and to show the need to study the issues of self-realization of graduates, their demand in the labor market, and to search for new criteria for assessing the quality of higher education. The authors believe that we need a new ideology of quality management in the higher education, and propose some conditions and measures that would ensure the high quality of the higher education in Russia.

Poštovane čitateljice i poštovani čitatelji,Međunarodna znanstvena i umjetnička konferencija Učiteljskog fakulteta Sveučilišta u Zagrebu „Suvremene teme u odgoju i obrazovanju“ održana je od 15. do 17. studenoga 2019. godine u Zagrebu, kao središnji događaj obilježavanja stote obljetnice Fakulteta. Bila je to prilika za sagledavanje rezultata stoljetne posvećenosti Fakulteta razvoju interdisciplinarnih obrazovnih znanosti, kao znanstveno utemeljen putokaz za daljnja postignuća i izazove novoga stoljeća.Prepoznata potreba unaprjeđivanja interdisciplinarnog razumijevanja i znanstvenih uvida u svu složenost obrazovanja i s njime povezanim konceptima, urodila je razvojem 12 katedri Učiteljskog fakulteta koje su na konferenciji združeno ili samostalno vodile 10 simpozija. The current state of Russian jurisprudence can be assessed as satisfactory, but not good or excellent. It depends on many factors, but most of all on the results of legislative activity, which leaves much to be desired. The root of the evil here is seen in the low quality of law-making, as well as in the blatant instability of the current legislation, whatever its branch we take. The majority of our legislators are random people who, for one reason or another, are among the deputies of the State Duma or members of the Federation Council of the Federal Assembly of the Russian Federation. Legal education, they usually don’t have a legislative technique not know the fate of the country and its citizens are concerned, not always, that in the context of the global economic crisis, pandemic coronavirus COVID-19 and other global disasters is extremely dangerous in its consequences. Social life multiplies the challenges. Today, more than ever before, we need the ability to think, objectively analyze what is happening, cheer for the Motherland, do not forget about honor and conscience, both while studying at the University and in practice. This is what will greatly contribute to strengthening the legal profession, increasing its prestige and significance in the life of society and the state, and will help determine the optimal criteria for the formation of the personality of a highly qualified lawyer — a graduate of the Kutafin Moscow State Law University (MSAL).

Effective economic activity of any enterprise, regardless of size, is an important factor in the economic and social development of the country's economy, improving the welfare and quality of life of the population, increasing the GDP of the state and the like. To succeed in business today, entrepreneurs need to be flexible and have good planning and organization skills. The growing uncertainty and variability of the external environment require entrepreneurs and managers to be highly competent in setting up business structures. Accordingly, the question arises of determining the ultimate goal of the creation and operation of the business (enterprise), as well as the formation of the terminological field (set of terms), which are used for this purpose. The purpose of the article is to deepen the study of the problem of assessing the success of entrepreneurship and ways to increase the success of small and medium-sized businesses. The relevance of the article lies in the need to disclose the content of the concept of "enterprise success", which is an integral qualitative characteristic of the state of the enterprise, reflects the presence of competitive advantages and the potential for further development. The article describes the characteristics of the concept of "enterprise success" through the systematization of the definition of the concept by other authors and highlighting the key aspects of focusing attention. The methodological approaches to assessing the success of the business of various scientists are highlighted and their developments are analyzed. Theoretical research methods have been applied to form new hypotheses regarding the definition and analysis of academic performance. The result of the study was the selection and meaningful disclosure of the most important criteria for the success of an enterprise, including measures of success for both owners and consumers and partners / investors. A “portrait” of a successful enterprise has been formed.

The need for close cooperation between the University and the school is now becoming one of the key objectives of the educational programs. The aim of the study is to analyze the options and models of interaction between the University and schools. The article deals with the specifi c activities of vocational guidance work of the University with schools on the example of the Department of “personnel management” of the State University of management: Olympiad students in the framework of the annual personnel forum, visiting master classes in sponsored schools, open days. The analysis of the positive aspects of mutual cooperation both for the partner University and for sponsored schools from the point of view of the quality of educational programs and practical experience. Possible models of joint interaction between school and University are studied: options when the Central link is a school or university and in case of equal partnership.

We investigated the mechanisms of increase of efficiency of innovative activity on the basis of methodology of management of projects and programs of sustainable development on the basis of the GPM Global P5 standard as well as the triple helix model "University–State–Business". This method takes into account the current trends of program and project management of innovation. The mechanism of target distribution for universities 1.0, 2.0, 3.0, 4.0 is investigated. Suggested model of the innovation program management is based on the model of the triple helix interaction and allows to take into account the interests of all groups of stakeholders. The mechanism of formation of the mission of the innovation program, which allows to determine the strategic goals of the innovation program participants, namely – the competitiveness of the University for higher education institutions, the quality of life of the population for the state and the profit for business. The method of formation of the architecture of the innovation program in the system "University–State–Business" has been developed with the integration of the interests of all participants of the program. The method of creating an office of management of the innovation program is proposed taking into account the model of the architecture of the innovation program.

The study reveals a feature of professional identity, which influences the quality of labor capital, which in turn affects the efficient and competitive func-tioning of the economy. It is a subjective state of the individual’s sense of his/her professionalism, be-longing to the professional community and the need to develop in this direction. The acquisition of the necessary qualifications and professional skills be-gins in the process of education; therefore, profes-sional identity begins to form at the university. The results of a sociological study of professional identi-ty state of university students in Ufa demonstrate an unsatisfactory level of its development: the majority of students give an average assessment of the ac-quired knowledge, skills and abilities. They note their inadequacy for practical application; more than half of students regret choosing a specialty and/or university; about a fifth of the students do not plan to work in their specialty at all, slightly more than half of the respondents do not exclude such a pos-sibility. Based on the analysis of the data presented, it was concluded that it is necessary to introduce a high-quality practice-oriented approach, innovative teaching methods, as well as special work with stu-dents into the educational process.
