Pemberian ASI Eksklusif harus didukung bukan hanya dari pemerintah dan tenaga kesehatan saja namun oleh semua pihak. Salah satu bentuk dukungan yang bisa diberikan adalah dengan menyediakan ruang laktasi. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan penyediaan fasilitas Ruang Laktasi dengan mengacu pada empat variabel teori Edward III yaitu (1) Komunikasi, (2) Sumberdaya, (3) Kecenderungan, dan (4) Struktur Birokrasi. Metode penelitian yang dipakai adalah metode deskriptif kualitatif. Teknik pengambilan sampling dalam penelitian ini menggunakan purposive sampling. Hasil penelitian menunjukkan bahwa penyediaan fasilitas ruang laktasi ini didasarkan atas kebijakan khusus. Terkait dengan proses komunikasi para pelaksana kebijakan melakukan sosialisasi dan rapat koordinasi. Pada Sumberdayanya Dinas Kesehatan Kota Malang bertanggungjawab untuk merealisasikan Ruang Laktasi dengn dukungan Sumber daya Dana, sumber daya fasilitas dan informasi serta wewenang. Selanjutnya kecenderungan para pembuat kebijakan dan pelaksana menunjukkan komitmen yang bagus (positif). Namun untuk struktur birokrasi belum maksimal karena belum ada SOP khusus yang disediakan dalam penyediaan ruang laktasi. Sebagian besar ruang laktasi telah memenuhi standar sesuai Peraturan Menteri Kesehatan Nomor 15 Tahun 2013. Namun beberapa ruang laktasi yang disediakan belum dimanfaatkan sebagaimana mestinya. Untuk itu diharapkan kepada pelaksana kebijakan melakukan sosialisasi secara konsisten tentang penyediaan dan pemanfaatan ruang laktasi serta memberikan sanksi tegas bukan sekedar teguran saja bagi instansi yang belum menyediakan ruang laktasi.Kata kunci:  Implementasi kebijakan, ruang laktasi Giving ASI exclusive or breastfeeding not only need supporting from government or medic association but also from all of society. One kind of supporting that could be given in providing lactation room. This study purposes to analyze and implement of policy in providing lactation room based on 4 variables by Edward theory; communication, resources, preference, and bureaucratic structural. The research methodology is using in this study is the qualitative method. Taking sampling by purposive sampling. The result of the study of providing lactation room is based on special policy. Due to government and making policy by giving socializing and meeting coordination. In resources Department of Health in Malang City responsibilities in providing lactation room by supporting in financially, give facilities, information and policy. Then the commitment in preference by providing policy shows the positive commitment. But in bureaucratic structural shows, the bad result because there is no Special SOP for supporting this program in quality also quantity. In a massive part of lactase room now have the good standard from Minister of Health no 15(2013). But the poor of this program lactase room not useful for all women who need it, may some of them don't give Exclusive ASI (breastfeeding). The Indonesian Smart College Card Program is a program that provides tuition assistance from the government for high school/vocational graduates who have good academic potential, but have economic limitations and want to continue to a higher education level, either D3, D4 and S1. KIP was created by the government as a complement to the Bidikmisi program, which aims to help the poor to continue to receive higher education. This study aims to look at the implementation of the Indonesian Smart Card program at the University of Riau and the factors that support its implementation. The research method used is descriptive qualitative method and uses the theory of policy implementation according to George Edward III which consists of several indicators, namely communication, resources, disposition, and bureaucratic structure. The results of this study are the finding of deficiencies that are a concern for improvement, namely in the socialization so that the implementation of the KIP program has not run optimally at the University of Riau. The supporting factors in the implementation of the KIP program at the University of Riau include communication between implementers, human resources, budget resources, equipment resources, authority resources, dispositions, and bureaucratic structures. Researchers provide suggestions that communication, especially socialization can be improved so that the implementation of this program can run optimally.

The purpose of this study was to describe the teaching of French as a second language in Nigeria. This study used descriptive qualitative method. The results of this study indicate the poor French teaching conditions as a second language in Nigeria. The conclusion of this research shows that learning French as a second language in Nigeria requires attention from the government.

The availability of depleted oil reserves has made world oil prices soar. Consequently, the fuel subsidy swells. Facing this situation, the Government made a policy of converting kerosene to LPG gas. The methodology used in this study is descriptive qualitative method with data collection techniques through interviews and observations in the community by purposive sampling. Data were analyzed using reduction, display and verification techniques. The results of the study show: 1) The public perception regarding the conversion of kerosene to LPG gas is quite good. 2) The attitude of the community towards the conversion of kerosene to LPG gas is predominantly in the good category. 3) Community participation in the conversion of kerosene to LPG gas has a dominant distribution in the high enough category. In the view of Islam, the Dhuafa (orphans, destitute, neglected children) occupy the privileges of Allah SWT and His Apostles as in Surah Al-Maun Verses 1-3, for this, it is needed help from individuals and institutions to be able to maintain survival, and not displaced to become irresponsible people. This study illustrates how the Chairman of the Shine Al-Falah Foundation's leadership in fostering the Minangkabau village boarding school for the poor and the Shine Al-Falah Foundation's synergy with the government, donors, and the community. This research uses a qualitative method with a descriptive type. Primary data sources are the chairman, the supervisor of the Shine Al-Falah foundation, while the secondary data are the leader of the Islamic Boarding School, the laziswaf management, the orphanage management, the male / female boarding supervisor and the students. Data collection uses observation, interviews, and documentation. The results showed the leadership of the chairman of the Foundation Shine Al-Falah succeeded in fostering the Minangkabau village boarding school to be able to continue to exist in continuing education development by building participatory leadership to all stakeholders and trying to build synergy with relevant government agencies, the community and donors to run the program planned to meet the educational needs, infrastructure, basic food needs and so on that are suitable for children of poor people in Padang city, especially for children in the Minangkabau Village Islamic Boarding School.

This research for knowing the political participation of the urban poor and the factors that affect the political participation of the urban poor in the election of President and Vice President in 2014 in the Village Mangasa Subdistrict Tamalate Makassar. The kind of research is descriptive quantitative research by explaining the political participation of the urban poor, the sample of 30 people in the poor communities selected by purposive sampling. The results showed a participation rate of urban poor in the election of president and vice president in 2014 in the Village Mangasa Tamalate District Makassar. The form of political participation of the poor consists of electoral activities, the lobby, the organization's activities, find connections and acts of violence, political participation Reasons divided on the influence of community groups, availability of facilities, and low motivation. Typology of political participation consists of poor and semi apathetic apathy. As well as political communication is divided into function information and education functions. The political participation of the urban poor is also strongly influenced by factors supporting consisting of Consciousness or the will and the influence of the government, as well as inhibiting factors are factors Environmental and Economic factors. Tujuan penelitian ini untuk mengetahui partisipasi politik masyarakat miskin kota dan faktor-faktor yang mempengaruhi partisipasi politik masyarakat miskin kota dalam pemilihan Presiden dan Wakil Presiden 2014 di Kelurahan Mangasa Kecamatan Tamalate Kota Makassar. Jenis penelitian adalah deskriptif kuantitatif dengan menggunakan sampelnya sebanyak 30 orang masyarakat miskin yang di pilih secara Purposive Sampling. Hasil penelitian menunjukkan tingkat partisipasi politik masyarakat miskin kota dalam pemilihan presiden dan wakil presiden 2014 di Kelurahan Mangasa Kecamatan Tamalate Kota Makassar. Adapun bentuk partisipasi politik masyarakat miskin terdiri dari kegiatan pemilihan, lobby, kegiatan organisasi, mencari koneksi dan tindakan kekerasan, Alasan partisipasi politik terbagi atas pengaruh kelompok masyarakat, ketersediaan sarana, dan rendahnya motivasi. Tipologi partisipasi politik terdiri dari masyarakat miskin apatis dan semi apatis. Serta komunikasi politik terbagi atas fungsi informasi dan fungsi pendidikan. Partisipasi politik masyarakat miskin kota juga sangat dipengaruhi oleh faktor pendukung yang terdiri dari Kesadaran atau kemauan dan pengaruh pemerintah, serta faktor penghambat yaitu faktor Lingkungan dan faktor Ekonomi.

Tourism has begun to develop in the village of Tablanusu. The community as a major component in tourism development plays an important role to develop the local potentialities of nature and culture. The purpose of this study is to identify the forms of community participation in tourism development in Tablanusu village. This study uses descriptive qualitative method, the technique of collecting data through observations, interviews and documents study. This study was conducted at the Tablanusu village. Informants in this study were 17 people selected by purposive sampling. This research uses the theory of participation. The results of the study reveal the form of participation in planning, implementation, and monitoring. The research results suggest the government to support the community to improve the quality of human resources, building infrastructures which are still lacking, and make good cooperation between tourism stakeholders including the local community in Tablanusu village.

AbstrakFokus utama dalam penelitian ini adalah implementasi kebijakan pengembangan dan pemberdayaan lembaga sosial media tradisional di Jawa Barat. Substansi masalah diidentifikasi sebagai berikut: (1) Bagaimanakah implementasi kebijakan pemerintah dalam pemberdayaan media tradisional di Jawa Barat?; (2) Faktor-faktor apakah yang menjadi pendukung dan penghambat implementasi kebijakan pemerintah dalam pemberdayaan lembaga sosial media tradisional di Jawa Barat?; (3) Upaya-upaya apakah yang dilaksanakan oleh Dinas Komunikasi dan Informatika Provinsi/Kabupaten/Kota dalam mewujudkan kebijakan pemerintah dalam pemberdayaan lembaga sosial media tradisional di masyarakat? Teori yang dipakai sebagai pendekatan terhadap masalah penelitian ini adalah teori implementasi kebijakan (Edward III, 2002:70) yang terdiri atas dimensi komunikasi, sumber daya, disposisi dan struktur birokrasi. Metode penelitian yang digunakan di dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data melalui observasi partisipan dan wawancara mendalam serta triangulasi data. Hasil penelitian menunjukkan bahwa pengembangan dan pemberdayaan lembaga sosial media tradisional di Jawa Barat selain memerlukan peningkatan faktor-faktor implementasi kebijakan, ditemukan dimensi lain yang harus diperhatikan, yaitu pengawasan dan koordinasi antarsektor terkait. AbstractMain focus of this research is the implementations of developing and enforcing policy of the traditional social media institutions in West Java. The substantial problems are as follows: (1) how the implementation of government policy in empowerment of traditional media in West Java?; (2) what kinds of factor that support and resist of government policy in traditional social media institutions in west Java?; (3) what kinds of efforts that implemented by the Department of Communications and Information of Province/regency/city in fulfilling’s the government policy in empowering the traditional social media in society? The theory that use in this research is the policy implementation theory (Edward III, 2002:70) consists of communications dimension, source, and bureaucracy of disposition and structure. The method is qualitative method,meanwhile the technique of collecting data is through observations of participants, an in depth interview, also triangulation. The result of the research found that the exhibit developed and empowerment of traditional social media in west Java need an implementation policy factors and also need for supervision and coordination from related sectors.

Pemerintah menargetkan Indonesia bebas lokalisasi Prostitusi pada tahun 2019. Banyak penelitian menemukan bahwa menutup lokalisasi tidak menyelesaikan permasalahan prostitusi tetapi justru menciptakan permasalahan baru. Pemerintah Kota Semarang pada Tahun 2018 mengeluarkan statement ke media massa mengenai penutupan Lokalisasi SK yang akan ditutup pada Desember Tahun 2018. Tahapan rencana pelaksanaan penutupan telah disusun, struktur tim pelaksanaan penutupan pun telah terbentuk namun hingga sekarang penutupan tersebut urung dilaksanakan. Penelitian ini bertujuan untuk menganalisis proses kebijakan penutupan SK. Penelitian ini menggunakan metode kualitatif deskriptif melalui wawancara mendalam, observasi dan penelusuran studi pustaka. Informan penelitian ditentukan secara purposive sampling. Hasil penelitian menunjukkan bahwa kebijakan penutupan lokalisasi SK tidak bisa dilaksanakan tepat waktu karena adanya hambatan-hambatan dari internal maupun eksternal birokrasi. Interprestasi subjektif dari Dinas Sosial dan Bappeda Kota Semarang tidak bergerak pada satu tujuan yang sama. Partisipatif dan responsivitas kelompok sasaran kebijakan rendah karena menolak kebijakan. The government freed Indonesia to free Prostitution in 2019. Many studies have found that closing localization does not resolve the debate. Semarang City Government in 2018 stated to the mass media about the closure of the Localization of the Decree, which will be closed in December 2018. This study discusses to analyze the decision process of the Decree. This research uses descriptive qualitative method through in-depth interviews, observation and literature study search. The research sample was purposive sampling. The results showed the closure of the SK localization policy could not be carried out on time because it had to do with internal and external bureaucratic obstacles. Subjective interpretation of the Semarang City Social and Bappeda Office does not move in the same direction. The participation and responsiveness of policy targets are low because policies rejected.

Abstract : Indonesia is one of countries that most vulnerable to disaster in the world. The high rank of Indonesia is calculated from the number of people who are at risk of losing their lives due to the disaster. To reduce this, a disaster management policy is needed, namely through Program Sisir Siaga Mandiri Relawan Tangguh (SMART). The SMART program is a synchronization between the Tangguh and Siaga Villages which are two community institutions based on community service. This study aimed to describe the implementation of disaster management policies through the SMART program in Kelurahan Sisir, Kecamatan Batu District, Batu. This study used a qualitative method with the data collection techniques through interviews, observation, and documentation. To determine the informant, it used a purposive sampling technique. While the data analysis involved data reduction, presentation, and conclusion. The validity test was done by triangulation techniques. The results of the study showed that the implementation of disaster management policies through the SMART Program in Sisir Village was categorized as effective. It can be seen from the George C Edward III Policy Implementation Model which included communication, resources, dispositions or attitudes, and bureaucratic structures. The supporting factors were the existence of support from the community and BPBD, as well as cooperation with related agencies. While the inhibiting factors were the lack of synergy between the government and the community, and the lack of personnel and supporting equipment at the time of evacuation in the field. Keywords: Policy Implementation, Disaster Management, SMART Abstrak: Indonesia merupakan salah satu negara yang paling rawan terhadap bencana di dunia. Tingginya posisi Indonesia dihitung dari jumlah manusia yang terancam kehilangan nyawa akibat bencana. Untuk mengurangi hal tersebut, maka diperlukan kebijakan penanggulangan bencana yaitu melalui Program Sisir Siaga Mandiri Relawan Tangguh (SMART). Program SMART merupakan sinkronisasi antara Kelurahan Tangguh dan Kelurahan Siaga yang merupakan dua lembaga kemasyarakatan berbasis pada pelayanan masyarakat. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan penanggulangan bencana melalui program SMART di Kelurahan Sisir Kecamatan Batu Kota Batu. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi dengan teknik penentuan informan menggunakan purposive sampling. Analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Uji keabsahan data menggunakan trianggulasi teknik. Hasil penelitian Implementasi Kebijakan Penanggulangan Bencana melalui Program SMART di Kelurahan Sisir dapat dikatakan sudah efektif, dilihat dari Model Implementasi Kebijakan George C Edward III yaitu meliputi komunikasi, sumber daya, disposisi atau sikap, dan struktur birokrasi. Faktor pendukungnya yaitu adanya dukungan dari masyarakat dan BPBD, serta kerja sama dengan dinas-dinas terkait. Sedangkan Faktor Penghambatnya yaitu kurangnya sinergitas antara pemerintah dan masyarakat, serta kurangnya tenaga relawan dan peralatan pendukung pada saat evakuasi dilapangan.  The research carried out aims to find out the extent of the implementation of Law Number 10 Year 2009 concerning Tourism, whether this policy has been properly implemented or not and to find out how the efforts made by policy providers (the Government) to advance the tourism potential in the city of Cirebon, especially Kejawan Beach. The research method used in this study is a qualitative method with a descriptive design because in this study, data collection through observation and interviews is obtained directly down to the field, therefore the techniques used were Purposive Sampling and Accidental techniques. The results of the study show that the implementation of Law Number 10 of 2009 has not gone well and there is still a lack of tourist attraction to visit the coast due to the lack of government attention to the shore beaches, and the lack of complete infrastructure and governance that has not been maximized in accordance with Law Number 10 of 2009.
