The purpose of the study is to analyse the quantitative and qualitative composition of registered and registered in Ukraine in 2020 agricultural and forestry tractors (hereinafter - tractors) and to identify areas for improvement of technical regulatory elements for their commissioning and operation. Research methods. The methodological basis of the work is the analysis and generalization of data on registered and registered tractors, as well as certain elements of technical regulation (technical regulations, standards, procedures for assessment and confirmation of conformity). Results. To summarize the structure of data on tractors, an analysis of their quantitative and qualitative composition, namely new (2018-2020 years of production) and first commissioned in 2020 in Ukraine wheeled and tracked tractors, based on the report of the State Food and Consumer Service of Ukraine for 2020 [Register ( open data), 2020]. The results of the analysis showed that for the first time in Ukraine mostly new tractors are registered (96 %) and only about 4 % - imported, used tractors. Analysis of the distribution of registered new tractors by origin showed that about 60 % of new tractors are Chinese tractors, the vast majority of which are small tractors, about 22 % ― Belarusian production, domestic serial tractors are a small percentage ― within 6 %. Some elements of technical regulation used for putting into operation and operation of tractors in terms of their efficiency (technical regulations, procedures for confirmation of conformity and registration) are analysed. The results of the research are generalized and the directions of improvement of the elements of technical regulation on the commissioning and operation of tractors in Ukraine are determined. Conclusions. Taking into account the results of research on the structure and origin of tractors placed on the market and put into operation in Ukraine, analysis of the provisions of current regulations, it is determined that the issue of putting into operation and operation of single models of tractors, agricultural and forestry trailers remains unresolved. , trailer vehicles (hereinafter - vehicles), in particular the type of which is not approved in Ukraine, as well as used, converted, etc. Therefore, the current technical legislation governing the introduction of mass-produced vehicles covered by the Technical Regulation approving the type of agricultural and forestry tractors, their trailers and replaceable trailers, systems, components and individual technical units [CMU Resolution № 1367 of 28.12.2011] (hereinafter ― the Technical Regulation of type approval 1367/2011) must be supplemented by regulations, which establish the requirements and procedures for confirming the conformity of individual models of vehicles. This will allow for a more complete settlement of the issue of admission to traffic of safe vehicles.

From 2021, cosmetic products are subject to technical regulation of the Ministry of Health, which is responsible for ensuring the implementation of Technical Regulations, approval of guidelines for their application, national standards in accordance with the requirements of Technical Regulations. It was adopted in early 2021. For the first time in Ukraine, the technical regulations for cosmetic products apply to cosmetic products the principles of technical regulation, powers to comply with which are vested in the relevant Ministry of Health. The aim of this work is to develop a methodology for implementing the Technical Regulations for cosmetic products as an object of authority of the Ministry of Health. As research materials the processes of technical regulation of cosmetic products are studied, logical, investigation methods of research, and also a method of the content analysis are used. Results. An analysis of the practice of regulating the circulation of cosmetic products in a number of foreign countries, identified and systematized potential risks in the implementation of the principles of its technical regulation. Based on the analysis of causal relationships in the process of implementing the requirements of the Technical Regulations for cosmetic products, the methodology of its practical application is proposed. Conclusions. The tendencies of regulatory policy in relation to cosmetic products in a number of foreign states and Ukraine are established. The analysis of the main provisions of the Technical Regulations for cosmetic products is carried out and the methodology of its introduction is developed

AbstractCRISPR-Cas9 is a revolutionary technology because it is precise, fast and easy to implement, cheap and components are readily accessible. This versatility means that the technology can deliver a timely end product and can be used by many stakeholders. In plant cells, the technology can be applied to knockout genes by using CRISPR–Cas nucleases that can alter coding gene regions or regulatory elements, alter precisely a genome by base editing to delete or regulate gene expression, edit precisely a genome by homology-directed repair mechanism (cellular DNA), or regulate transcriptional machinery by using dead Cas proteins to recruit regulators to the promoter region of a gene. All these applications can be for: 1) Research use (Non commercial), 2) Uses related product components for the technology itself (reagents, equipment, toolkits, vectors etc), and 3) Uses related to the development and sale of derived end products based on this technology. In this contribution, we present a prototype report that can engage the community in open, inclusive and collaborative innovation mapping. Using the open data at the Lens.org platform and other relevant sources, we tracked, analyzed, organized, and assembled contextual and bridged patent and scholarly knowledge about CRISPR-Cas9 and with the assistance of a new Lens institutional capability, The Lens Report Builder, currently in beta release, mapped the public and commercial innovation pathways of the technology. When scaled, this capability will also enable coordinated editing and curation by credentialed experts to inform policy makers, businesses and private or public investment.

Keywords: amino acids; common pussytoes; yacon; stevia; golden marigolds; leaves; herb; aster family; high performance liquid chromatography. For the first time the qualitative composition was studied and the quantitative content of amino acids in the herb of common pussytoes, yacon leaves, stevia leaves, herb of golden marigolds was determined by HPLC. 17 bound and 16 free amino acids were identified in the herb of common pussytoes, in the herb of golden marigolds, yacon leaves and stevia leaves – 12 and 5, 17 and 11 and 16 and 14 amino acids, respectively. The highest content of the sum of essential and substitute amino acids is contained in the leaves of stevia; the lowest content of the sum of essential amino – in the herb of golden marigolds, the sum of essential amino acids – in the herb of common pussytoes.

Introduction. The article presents the results of research of the geographical vocabulary of the Shilan dialect, one of the Erzya-Mordovian dialects of the Samara region, common among Erzya population of Shilan village in Krasnoyarsk region. The dialect belongs to rare Mordovian dialects of the Samara Volga region that were formed in the region since the middle of the XIX century, and therefore its research is of extra interest. Materials and Methods. The research methods are determined by the purpose and objectives of the study. The analysis of the geographical vocabulary of the Shilan dialect is carried out with the involvement of relevant items made in other Mordovian dialects of Samara region, adjacent territories of neighboring regions, as well as other territories of settlement of the Mordovians. Data on geographical vocabulary of the dialect introduced into research for the first time. The main source materials for the article is based on field studies in Silane village during the field seasons in 2017 and 2020, as well as in other Erzya-Mordovian and Moksha-Mordovian villages of Samara region and adjacent territories in 2015 – 2020. Results and Discussion. The study showed that the geographical vocabulary of the Shilan dialect of the Erzya-Mordovian language is significantly different from the corresponding lexical clusters in other dialects of the Mordovian region, which can be explained by natural geographical conditions surrounding Shilan village and the original composition of this lexical cluster of Erzya immigrants who founded this village. Conclusion. The analysis of the geographical vocabulary of the Shilan dialect allowed, on the one hand, to identify specific features of this cluster that distinguish it from the corresponding materials of other Mordovian dialects of the region, and, on the other hand, to identify common isoglosses between it and a number of the Erzya-Mordovian dialects of the Samara Volga region.

Aim. To develop the сoncept of implementation of specifications on cosmetic products in Ukraine.Materials and methods. As research materials the processes of technical regulation of cosmetic products were studied, logical, research methods, as well as the method of content analysis were used.Results. The analysis of the practice of regulating the turnover of cosmetic products was performed; it allowed identifying potential risks in the process of implementing specifications on cosmetic products in Ukraine. Based on the results of the systematization of the impact factors on implementation of the normative legal act the model of its implementation plan was developed, and the main procedures for applying the general provisions of the document were described.Conclusions. Taking into account the problems of implementation of specifications on cosmetic products the concept of implementation regulating the rules of the turnover of cosmetic products at the Ukrainian consumer market has been proposed.

CJSC ENSERTIKA main activities in Russian power reorganization period as well as in modern conditions are considered. The assessment of enactment results of a number of standard documents regulating conditions and rules of production and services certification is presented. Certification problems caused by development of interstate or supranational technical regulations are shown. The fear has being expressed that three-level model of Russian normative and technical regulation accepted in the Law No. 184-FZ for providing communication between legal norms and technical norms becomes inadequate for technical regulation targets.


Formulation of the problem. The paper is devoted to a topical environmental theme – a study of the destabilization of drinking groundwater quality in the conditions of modern intensive technogenesis of geological environment. The purpose of the article is 2 components of a study of the groundwater quality deterioration of buchak-kaniv aquifer: - an identification of the ecological and hydrogeological factors of influence on the water qualitative composition; - an ensuring of the environmentally safe use of groundwater. Materials and methods. The research is based on an analysis of the results of over 700 groundwater chemical analyses of the target aquifer within the region. The chemical researches have been carried out during the period of active man-made pressure on the geological environment of studied territory (1960-2015). The available current data of geological, ecological and neotectonic conditions of studied area have been also used. The following methods of obtaining, processing and interpretation of necessary ecological-hydrogeological data have been used in the paper: field, chemical-analytical, comparative and graphical methods. A number of the common research methods have been used for the information processing – an analysis, a synthesis, a systematization, a classification, a modeling. The mathematical and statistical methods have been also used in the processing of received large data set. The interpolation and analogy methods have been used to simulate changes in the groundwater hydrochemical features using MapInfo Professional 10.0. Results and scientific novelty. For the first time on the basis of analysis of geological, ecological-hydrogeological and neotectonic conditions of region, the factors of influence on the qualitative composition of groundwater at the buchak-kaniv water intakes were revealed. On the basis of these factors – the priority indicators of buchak-kaniv aquifer water quality for its systematic hydrogeochemical monitoring under the infiltration of pollutants from the surface and their inflow from below in the zones of influence of tectonic structures have been proposed. For the first time a direct positive correlation between a change of the content of characteristic indicator elements of influence on the ecological-hydrogeological state of groundwater (mineralization, Cl-, F-, Fetotal, Br-, B3 +, J-) and the value of total water withdrawal in the zone of direct influence of tectonic faults of East-Poltava tectonic structure has been found. An approach for the ecologically safe use of target aquifer waters within the buchak-kaniv water intakes of Eastern Ukraine, which is based on the established correlation between the factors of influence and the qualitative composition of waters, has been developed. Practical significance. Due to an approbation of the proposed water quality control system at the Poltava water intakes network, which is strategically important within the region of research, an optimization of the total water withdrawal at the water intakes has been justified (the recommended limit is 50-60 thousand m3/day). The perspective areas for location of new water intakes within a 40 km radius around Poltava city have been identified (a total area – 750 km2). The estimated resources of drinking groundwater (54.5 thousand m3/day) have been calculated. Due to the using of these resources it is possible to gradually replace the current water supply of urban agglomeration with high-quality groundwater.

Cell cycle progression in eukaryotes is controlled by complexes of p34 protein kinases and cyclins. For the first time in plants, we have established the sequence of four yellow lupine mitotic cyclin B1 genes. Their coding regions and expression pattern were also characterised recently. Structure of all the four lupine genes is similar: they consist of nine exons and eight introns, analogously located, except Luplu;CycB1;3 lacking 7th intron. Analysis of 5'-regulatory sequences of two of them showed that both comprise M-specific activators (MSA), common to plant genes induced in late G2 and early M. Putative repressor binding sites CDE/CHR found in animal G2-specific promoters can also be detected in lupine genes. Controlling region of Luplu;CycB1;4 gene that is highly activated by IAA, contains up to 7 auxin response elements, while insensible to IAA Luplu;CycB1;4 gene have no such motifs. Further studies should be undertaken to determine precisely the functions of putative regulatory elements in the expression of lupine mitotic cyclins.
