The outbreak of the COVID-19 epidemic has become, without exaggeration, another challenge for humanity, which is of a global nature. On the one hand, we are talking about the ability to quickly and effectively determine the nature of the causative agent of the next disaster and develop appropriate methods and drugs for treatment. On the other hand, any epidemic, let alone a pandemic, has very specific economic consequences in the short, medium and long term. As world history testifies, first of all, epidemics, pandemics and other types of emergencies entail an excessive loss of resources, which can lead to a decline in economic growth, a slowdown in reproduction rates, and a decrease in the volume of output of goods and services in the territory where the disaster occurred. In these circumstances, today it is no longer in doubt that the COVID-19 pandemic has become a challenge for the global economy. Research and provisions on the feasibility of institutional changes in the system of budget revenues based on the activation of financial and economic regulatory potential of the state, which will increase budget revenues without increasing the tax burden on the domestic economy. The paper offers a brief analysis of the main short-term indicators of Ukraine's economic development. The modern functioning and filling of the revenue base of the state budget is considered, and the main problems are identified. Highlighted consequences of the COVID-19 pandemic. The budget preparation process for the next fiscal years is reviewed, with an increased focus on institutional aspects and operational constraints related to the COVID-19 context. The stage of strategy formation, for the effective functioning and filling of the revenue Bai of the state budget is an essential part of its budget preparation process, unprecedented political measures to redirect existing resources to health and social support activities, the strategy formation stage will give the first opportunity to overestimate the impact of these measures and start planning the withdrawal of public finances on a solid foundation. The aim of the study is to analyze the effect of age on the appointment of the state pension fiscal system in our country. The problem of rising of the retirement age in Russia is given a value that is far away from the traditional context of direct influence of demographic processes on the level of pensions, on the one hand, and adaptation of the pension system to changing demographic factors, on the other. In the article the pension system for the first time is considered as a multifactorial model that corrects the degree of dependence on the mutually complex of macroeconomic and demographic factors in the different historical periods. This requires a fundamental change in the methodological approaches to the problem of rising the retirement age by using actuarial methods of forecasting. Actuarial analysis of the problem of retirement age in the work shows that the perception of the linear dependence of the age of the destination state of the demographic parameters cannot be considered as a tool for regulating the efficiency of the pension system. The results of the study are the specific parameters of actuarial assessments of the impact of demographic and macroeconomic conditions to increase the retirement age in Russia, conducted using data from the state statistics, formulated practical proposals to mitigate negative economic consequences. Conclusion: Rising the retirement age should be aimed at economic stimulation of formation of the pension rights of the insured in the long term, rather than the economy of the state budget. Methodological approaches, grounded in the work, and quantitative results of the actuarial calculations will be used in the formation of public pension policy in the preparation of the regulations to rise the retirement age, the pension formula of calculating the pension rights of insured persons, the mechanism of pension indexation.

In the modern world, the morbidity of the population plays an important role in the dynamics of economic processes. On the one hand, significant government expenditures on providing the necessary medical care and medicines to citizens directly or indirectly affect the dynamics of budget expenditures. On the other hand, state guarantees for financial support of citizens during their disability are also a costly budget item. Finally, global disasters such as pandemics certainly damage the economies of entire states in particular and the world as a whole. The purpose of the work is to consider the features of the economic consequences of population morbidity. According to the results of the study, it should be concluded that the morbidity of citizens of any country is always the reason for the state's expenses for their treatment and rehabilitation. At the same time, it is quite profitable for the state that citizens again acquire the necessary working capacity, since this directly affects the amount of taxes received by the state Treasury. At the same time, favorable working conditions significantly reduce the morbidity of the population and the occurrence of disability, which also, while reducing the cost of treatment and restoring the health of citizens, contributes to maintaining an appropriate level of taxation. However, the morbidity of the population – the main productive force of any country-can be associated with the development of various kinds of epidemics and pandemics, when the spread of infection partially paralyzes the economy. Outbreaks of infectious diseases can easily cross borders and threaten economic stability. The current outbreak of human coronavirus (COVID-19) is a reminder of this threat. The constant adaptation of microbes, as well as their ability to develop and become resistant to antibacterial and antiviral agents, ensures that infectious diseases will continue to be a constant and ever-changing economic threat. Consequently, the assessment of these threats is important to inform households, governments and businesses about potential economic shocks as a result of outbreaks of infectious diseases. The purpose of the study is to determine the degree of economic consequences of population morbidity in the modern world. The objectives of the study should include: - identification of the impact of population morbidity on the economy of a country; - analysis of the scale of economic consequences for countries as a result of the spread of infectious diseases; - assessment of the possibility of reducing the negative impact of population morbidity on the economy of countries.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

This paper is intended to analyze the effect of oil price changes on potential output and actual output in the state budget cycle and identifies the output gap which is the difference between potential output and actual output. The research methodology uses a quantitative approach to analyze problems that occur related to the impact of oil price changes to the state budget cycle. Data analysis was carried out through the approach cyclically adjusted fiscal balance with a simplified approach. This research identified that the potential output is likely to continue increasing in line with Indonesia's oil price trends which is continue to rise following the world oil price movements. In calculating the output gap using a linear trend and HP filter, the result is fuctuating depend on the percentage changes in both potential output and actual output. This paper concludes that Indonesian oil price (ICP) has a significant impact on changes in the state budget cycle. If oil prices rise, the output gap between potential output and actual output is greater, and vice versa. This will make the budget vulnerable to shock that occurs as an external infuence.

While private corporations have become increasingly influential in the global economy, a comprehensive legal framework for their activities is missing. Although international and regional legal instruments may govern some aspects of, for instance, international investments and the supply of goods and services, there is no overarching structure for assessing the impact of large-scale private projects. In the absence of such a comprehensive framework, specific rules of private law allow profit-seeking companies to expand their activities on an economic basis, mostly without having to heed social concerns (Pistor, 2019). This is particularly problematic insofar as multinational companies have obtained power to set the rules for their engagement with states, organisations and individuals, for instance in the form of transnational investment contracts. Given the fragmented nature of the legal sphere in which such contracts are elaborated and performed, those who face the harmful consequences of such investments may not be able to participate in decision-making processes. The contracts remain in ‘wild zones’ of globalisation (Fraser, 2014, p. 150), where powerful private companies rule.

Abstract Environmental shocks in the form of natural disasters are well known for their impact on domestic economies. Less known, however, is their impact on the global economy. The scant existing literature suggests that macro-economic impacts manifest in observed empirical decreases in international trade. The literature, however, does not examine whether the impact of natural disasters on trade varies for trading partners with differing levels of market integration. This paper examines if preferential liberalization serves to protect or buffer against the negative economic consequences of natural disasters. I show that deep preferential liberalization can not only protect countries against the negative macro-economic impact of natural disasters but can actually allow countries to increase exports during natural disaster events that otherwise induce trade decline. These findings suggest that by allowing countries to expand the quantity and the range of exports, preferential trade agreements lead to enhanced resilience against exogenous shocks.

Introduction. The article deals the impact of European integration on the development of ecological business in Ukraine. The Association of Ukraine and the EU implies adaptation and reforms not only in economy, but also in others areas, including ecology. The factors of influence and their consequences on the development of environmental business in the state are investigated. The main obstacles for using the experience of the EU countries are highlighted. Prospects of further using of "green enterprise" methods in Ukraine are considered. Purpose. The aim of the article is to reveal the essence, forms, stages of formation and innovative forms of the ecological business; to analyze the experience of ecological business and its regulation in the EU countries; to characterize the status and the impact of European integration on ecological business in Ukraine. Method (methodology). Methods of analogy and comparison are used in the study of problematic aspects of Ukraine and the EU in the field of ecology. Statistical methods are used for analyzing the dynamics of indicators of the development of ecological business in the state. Systematic approach is used for explaining strategic guidelines and identifying further promising ways for the development of ecological business in Ukraine. Results. The main aspects of cooperation between Ukraine and the EU have been analyzed. The main directions of further development of common cooperation have been singled out. The proposals of improving the position of Ukrainian eco-goods and services on the European market have been substantiated.

A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.
