ABSTRAK Penelitian ini dilakukan untuk mengetahui bagaimana pelaksanaan pengembangan sumber daya aparatur melalui diklat teknis di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Musi Banyuasin serta mengetahui hambatan dan upaya yang dilakukan dinas tersebut. Metode yang digunakan adalah deskriptif  kualitatif dengan pendekatan induktif. Teknik pengumpulan data dengan teknik wawancara, observasi, dokumentasi Teknik analisis data yaitu reduksi data, penyajian data, dan kesimpulan. Hasil dari penelitian ini adalah Keempat indikator yang digunakan dalam menganalisis fokus penelitian ini yaitu tiga diantaranya (pengetahuan, sikap, keterampilan) telah terimplementasikan dengan baik, dan yang satu (penampilan) masih belum terimplementasikan dengan baik. Faktor penghambat dalam pengembangan sumberdaya manusia ini yaitu berhubungan dengan Anggaran Diklat yang disebabkan oleh kepala daerah yang mengubah kebijakannya untuk meniadakan biaya untuk pengembangan pegawai khususnya diklat teknis. Sehingga biaya diklat ditanggung sendiri oleh peserta diklat itu sendiri. Rendahnya inisiatif dan motivasi pegawai untuk meningkatkan keterampilan, yang disebabkan oleh besarnya biaya diklat yang ditanggung sendiri serta tidak adanya penghargaan terhadap pegawai yang telah melaksanakan diklat tersebut seperti jenjang karir yang jelas atau yang lebih baik. Upaya yang dilakukan untuk mengatasi hambatan yang ada yaitu Untuk masalah anggaran, pihak dinas tidak dapat berbuat banyak karena hilangnya anggaran untuk diklat teknis merupakan kebijakan dari kepala daerah, sehingga pihak dinas hanya bisa loyal terhadap kebijakan tersebut. Sehubungan dengan rendahnya inisiatif dan motivasi pegawai untuk meningkatkan keterampilan, kepala dinas menginstruksi-kan para Kasubbag dan Kabid untuk menyampaikan kepada bawahannya agar dapat menggunakan waktu kosong untuk menambah pengetahuan dengan cara mengakses sumber-sumber informasi yang ada di internet.   Kata kunci: Pengembangan, Sumber Daya Aparatur.   ABSTRACT This research was conducted to find out how the implementation of apparatus resource development through technical training at the Population and Civil Registration Office of Musi Banyuasin Regency and to find out the obstacles and efforts made by the service. The method used is descriptive qualitative with an inductive approach. Data collection techniques with interview techniques, observation, documentation Data analysis techniques are data reduction, data presentation, and conclusions. The results of this study are the four indicators used in analyzing the focus of this research, namely three of them (knowledge, attitudes, skills) have been implemented well, and one (appearance) is still not implemented properly. The inhibiting factor in the development of human resources is related to the education and training budget caused by the regional head changing his policy to eliminate costs for employee development, especially technical training. So that the training costs are borne by the training participants themselves. The low initiative and motivation of employees to improve skills, which is caused by the large costs of training that are borne by themselves and the absence of appreciation for employees who have carried out the training, such as a clear career path or better. Efforts are being made to overcome the existing obstacles, namely for budget problems, the agency cannot do much because the loss of the budget for technical training is a policy of the regional head, so that the agency can only be loyal to the policy. In connection with the low initiative and motivation of employees to improve skills, the head of service instructs the Head of Subsection and Head of Subdivision to convey to his subordinates so that they can use their free time to increase knowledge by accessing information sources on the internet.   Keywords: Development, Apparatus Resources.

The purpose of this study is to understand and explain the role of local political parties and their obstacles in supporting candidates for Regent/Deputy Regent of North Aceh. Descriptive qualitative research was employed in obtaining the data through interviews, observation, and documentation. Data analysis techniques are taken through data collection, data reduction, data presentation, and concluding (verification). The results reveal that one of the local political parties (Aceh Party) has provided support to the Regent/Deputy Regent candidate H. Muhammad Thaib/Fauzi Yusuf through political participation as a medium for conveying political aspirations between voters and the elected Regent/Deputy Regent candidate, with won victory in the election in 2017. The conclusion is that 3 local political parties (PA, PNA, and PDA) have provided support to four candidate pairs for Regent of North Aceh through political participation as a forum for aspiration and in the form of a successful team. Even though this support has been given, the role of local political parties has not been realized effectively, because there are still obstacles, so that it requires various improvements. The obstacles are low human resources and differences in perceptions resulting in internal conflict with local parties.

This study aims to find out the strategies implemented by the principal in order to improve the quality of tahfizh education in SD PTQ Annida Salatiga. This study is a field study with a qualitative approach. The location of this study is in SD PTQ Annida Salatiga, Central Java. Data collection techniques are through interviews, observations, and documentation. Data analysis techniques in this study include the stages of data condensation, data presentation, and drawing conclusions. There are 3 aspects that are targeted from improving the quality of tahfizh education. First, the improvement of the quality of human resources in this case is reserved for teachers who support the tahfizh program. This improvement in the quality of human resources is implemented through teacher self-training, learning supervision, lesson study and peer assessment, as well as the construction of recitations. Second, the implementation of standard operating procedures (POS) implemented by tahfizh teachers in teaching. Third, improve communication and good cooperation with parents.

Abstact: Management of an Islamic boarding school institution in an effort to empower santri needs to hold conceptual and strategic operational efforts so as to be able to prepare qualified human resources who are ready to compete in the era of globalization which is full of competence. he Village Administration Management Information System (Simkel) is a system aims to provide a database of population and civil registration data that is integrated with SIAK applications that same between village administration, subdistricts and the department of population and civil registration that online and connected to the website. This research was intended to understand and know how to implement Simkel and the obstacles and efforts did by the Department of Population and Civil Registration of Magelang City.The research method used in this final report is descriptive qualitative with an inductive approach. the data collected were analyzed using analysis techniques in the form of data presentation, data reduction and drawing conclusions referring the theory of George Edward III.Based on the analysis conducted by the writer, the implementation of the Village Administration Management Information System (Simkel) has not going well because there are still some obstacles including unstable networks, limited number of employees and application providers that have not worked optimally. Efforts made to overcome obstacles include coordinating, making minimum qualification letters for staff needs and coaching for employees. Keywords: implementation, Simkel

This research aims to find out the management of public services and how to improve public services in the Regional Library and Archival Office of West Nusa Tenggara Province. This study uses descriptive qualitative methods. In this research, data collection techniques using interviews, observations, and documentation of public services in the Regional Library and Archival Office of West Nusa Tenggara (NTB) Province. Data analysis techniques are performed with data reduction measures, data presentation, and conclusion drawing. In this research, data validity check techniques using credibility, transferability, dependability, and confirmability. The results show that: (1) public service management ranging from planning, organizing, implementation, and evaluation is still fully not running smoothly. Public services provided have been very maximal, although, in its implementation, there are still perceived shortcomings ranging from lack of reading collection materials, inadequate infrastructure, minimal funds, and the need for building procurement to support the implementation of existing services so that services to the community are still felt less; (2) Efforts of NTB Provincial Library and Archival Office to improve and improve public services conducted by always improving human resources and improving infrastructure facilities to support the implementation of public services.

The role of human resources is very important and major in an organization followed by adjustments to the progress of science and technology, where HR is required to have increased competence. HR is needed who can carry out their duties to achieve organizational goals. Needed directed and planned efforts in the development of human resources, by conducting training (training), education programs in accordance with work programs. There are two types of training programs conducted by the BPKP Training Center, namely the JFA Certification Office (Auditor Functional Position) and the Substantive Technical Training (for example: Investigative Audit Training). The Investigative Audit Training conducted by the BPKP Pusdiklatwas can be carried out independently (PNBP) in the sense of being borne by the Agency sending the participants, or fully borne by the BPKP Pusdiklatwas. This study aims to determine the training participants 'perceptions as well as direct training participants' supervisors on the implementation of investigative audit training and analyze their effects on improving the competence of training participants. Indicators of Education and Training are Conformity with Assignments, Teaching Methods, Lecturers / Instructors, Classroom Facilities, and Training Materials. While competency indicators are Knowledge, Skills, Collaboration, Motivation and Responsibility. The type of data collected in this study consists of primary and secondary data. Data analysis and techniques were performed with regression analysis using SPSS 17.0 software. This study argues that organizing an investigative audit training helps auditors in carrying out the technical implementation of an investigative audit in accordance with the work program of each Central / Regional Inspectorate, as well as increasing competence and developing the profession as an auditor. Training participants 'perceptions as well as direct training participants' conclusions gave the conclusion that, the implementation of investigative training had a real effect on increasing the competence of the Ministry / Institution / Regional Inspectorate auditors. Keywords: Investigative Audit Training; Competency Enhancement Auditor

A report of the information from non-profit organization, Communication and Broadcasting Technology, namely the Indonesian Telematics Society (Mastel) in 2019, are based on the results of a survey. It is conducted with 34.60% respondents who receive hoax news every day. Not only to ordinary people, but hoaxes also has come to the educated circles. In Islamic shari'ah, all aspects of life are regulated based on the Al-Quran and Sunnah so that it creates benefit for its adherents and cannot be separated in delivering and receiving the news. Speaking through the benefits, it seems that, it has referred to the purpose of Islamic shari'ah, in which the language of religion is called maqashid syari'ah. This paper focuses on the hoax phenomenon on social media using maqashid syari'ah. This paper aims to further examine the maqashid syari'ah as a news filter on the internet. This study employs a qualitative research type of library research. The data obtained from books, journals, and articles related to maqashid syari'ah and hoaxes. After the data were obtained, the data were presented in a descriptive narrative and were analyzed by using analysis techniques, namely data reduction, data presentation, and data verification. The results show that the five divisions of maqashid syari'ah are able to answer religious previous and contemporary problems of hoaxes. Meanwhile, Maqashid syari'ah can be employed as a filter for every news broadcasted and accepted by the community.

This research is a descriptive qualitative research which aims to describe the training method for cultivating white oyster mushrooms at the Akademi Per Civilization Foundation, Dangau Datuk Village, District as wide as Bengkulu City which is held in Bukit Makmur Village, North Bengkulu Regency. The research subjects in this study were the Director of the Dangau Village Civilization Academy Foundation, Datuk Village, training instructors, and training participants in white oyster mushroom cultivation. This research was conducted at the Dangau Datuk Village Civilization Academy Foundation and Bukit Makmur Village, North Bengkulu on 16 s.d. March 23, 2020. The data collection techniques used interview, observation and documentation techniques. Data analysis techniques include data reduction, data presentation, and drawing conclusions. Checking the validity of the data using triangulation techniques. The results showed that the white oyster mushroom cultivation training methods used by the training instructors for white oyster mushroom cultivation were lecture, question and answer, and demonstration methods. Training on white oyster mushroom cultivation at the Dangau Datuk Village Civilization Academy Foundation was held in a prosperous hill village with more emphasis on demonstration methods. With the demonstrator method, the process of accepting training participants given by the instructor will be more memorable. Keywords: Training, Cultivation, White Oyster Mushroom

AbstrakPenelitian ini bertujuan untuk mengevaluasi program pendidikan dan pelatihan komputer Tahun 2019 di Balai Latihan Kerja Kabupaten Bantul, ditinjau dari aspek context, input, process, dan product dengan menggunakan model evaluasi CIPP. Penelitian ini merupakan penelitian evaluatif menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan metode observasi, wawancara,dan studi dokumen. Teknik analisis data yang digunakan meliputi: reduksi data, penyajian data, dan penarikan kesimpulan. Triangulasi yang digunakan adalah triangulasi sumber dan metode. Hasil evaluasi yang dilakukan dengan menggunakan model CIPP menunjukkan bahwa program pendidikan dan pelatihan Komputer di Balai Latihan Kerja Kabupaten Bantul secara keseluruhan masih belum sesuai dengan standar pelaksanaan Pendidikan dan pelatihan, baik dari aspek context, input, process, maupun product. Namun demikian, derajat ketidaksesuaiannya untuk masing-masing aspek dalam perspektif model CIPP yang dipergunakan masing-masing berbeda.Abstract           This study aims to evaluate the computer training and education program in 2019 at Balai Latihan Kerja Kabupaten Bantul, in terms of context, input, process, and product using the CIPP evaluation model. This research is an evaluative study using a qualitative approach. Data collection techniques carried out using the method of observation, interviews, and document studies. Data analysis techniques used include data reduction, data presentation, and drawing conclusions. Triangulation used is the source and method triangulation. The results of evaluations carried out using the CIPP model show that the computer education and training program at Balai Latihan Kerja Kabupaten Bantul is still not in accordance with the standards of implementing education and training as a whole, both in the context, input, process, and product aspects. However, the degree of discrepancy for each aspect in the perspective of the CIPP model used is different from one to another.

ABSTRACT This study analyzes and obtain a description of Policy Implementation delegation of some authority of government of the Regent to the District Head in District Tanjungsari of Sumedang Regency. Design used in this study using descriptive research design with a qualitative approach. Data analysis techniques employed in descriptive research through data selection, data reduction, data presentation, drawing conclusions and verification. The results of this study can be revealed that the implementation of the policy of delegation of some powers to the District Head in District Regents Tanjungsari accordance with decree No. 55 of 2009 which bestows 22 (twenty two) areas of authority, are still not followed up with a technical guide its implementation, making it difficult for field implementation fully implemented and still can not run optimally. The obstacles faced by the integrated services that have not been implemented, in the sense of the service process in the district Tanjungsari not through one door and go through the procedure on each part in accordance with their main duty, so that the bureaucracy getting longer, there are still overlapping authority with Technical service or other agencies, so that the implementation of the service becomes not optimal, uniform pattern of delegation of authority to all the districts to make the pattern of service be the same and there is no specification tailored to the needs of local communities, Lack of Human Resources (HR). So that the delegation of authority is on target and in accordance with the needs, competencies and skills Increasing Human Resources (personnel) in the district Tanjungsari who will carry out the delegation of authority, the provision of funding support for the implementation of the delegation of authority from the Regents to the District Head in District Tanjungsari of Sumedang Regency in a way inventory and forecast demand infrastructure and facilities and where possible existing infrastructure be utilized in the process of implementation of the delegation of authority.
