Typhoon disaster represent one of the most prominent threats to public safety in the Macao Special Administrative Region (SAR) of China and can cause severe economic losses and casualties. Prior to the landing of typhoons, affected people should be evacuated to shelters as soon as possible; this is crucial to prevent injuries and deaths. Various models aim to solve this problem, but the characteristics of disasters and evacuees are often overlooked. This study proposes a model based on the influence of a typhoon and its impact on evacuees. The model’s objective is to minimize the total evacuation distance, taking into account the distance constraint. The model is solved using the spatial analysis tools of Geographic Information Systems (GIS). It is then applied in Macao to solve the evacuation process for Typhoon Mangkhut 2018. The result is an evacuee allocation plan that can help the government organize evacuation efficiently. Furthermore, the number of evacuees allocated to shelters is compared with shelter capacities, which can inform government shelter construction in the future.

The southeastern coast of China suffers many typhoon disasters every year, causing huge casualties and economic losses. In addition, collecting statistics on typhoon disaster situations is hard work for the government. At the same time, near-real-time disaster-related information can be obtained on developed social media platforms like Twitter and Weibo. Many cases have proved that citizens are able to organize themselves promptly on the spot, and begin to share disaster information when a disaster strikes, producing massive VGI (volunteered geographic information) about the disaster situation, which could be valuable for disaster response if this VGI could be exploited efficiently and properly. However, this social media information has features such as large quantity, high noise, and unofficial modes of expression that make it difficult to obtain useful information. In order to solve this problem, we first designed a new classification system based on the characteristics of social medial data like Sina Weibo data, and made a microblogging dataset of typhoon damage with according category labels. Secondly, we used this social medial dataset to train the deep learning model, and constructed a typhoon disaster mining model based on a deep learning network, which could automatically extract information about the disaster situation. The model is different from the general classification system in that it automatically selected microblogs related to disasters from a large number of microblog data, and further subdivided them into different types of disasters to facilitate subsequent emergency response and loss estimation. The advantages of the model included a wide application range, high reliability, strong pertinence and fast speed. The research results of this thesis provide a new approach to typhoon disaster assessment in the southeastern coastal areas of China, and provide the necessary information for the authoritative information acquisition channel.

Peat restoration as a government strategic program is a hot issue. This was initially thought to be the result of forest and peat fires which were the source of the worst smoke disasters in 2015. The World Bank estimated the impact of economic losses at Rp. 221 Trilliuns. In accordance with Perpres No. 1 In 2016, the government established the Peat Restoration Agency which became the leader in the implementation of peat restoration in Indonesia. It is important to note that peat restoration was designed with the framework of collaboration with many actors. Governments, communities, NGOs and the private sector are key actors in implementing peat restoration (collaborative governance). The actor's approach is the focus of this research by using collaborative governance theory as the main framework of research. This research uses a qualitative method with a case study approach. Researchers found that there was a failure of collaboration between actors in the peat restoration program in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda are the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors are the main because peat restoration is related to investment in forestry and oil palm plantations. Then the cause of the failure of collaboration between these actors was also caused by the lack of commitment from political leaders in Riau.

       The objectives of this study are: 1) to find out the perceptions of small fishermen about PERMEN KP No.1 / 2015 in conjunction with Minister of Marine Affairs and Fisheries Regulation No.56 / 2016, 2) to calculate the social losses of small fishermen after the prohibition policy on the prohibition of fishing for lobster seeds, 3) to calculate the economic losses of small fishermen after lobster seed fishing prohibition policy. This research uses descriptive methods and case studies. Apart from interviews with respondents, it was also conducted using the Focus Group Discussion (FGD) method. The number of respondents was determined as many as 30 people by simple random sampling and the data analysis used consisted of descriptive analysis based on tabulations, and after processing it was presented in tabular form, analysis of people's work days (HKO) and analysis of costs and income.  The results showed: 1) The most dominant perception of fishermen is that the existence of the Minister of Marine Affairs and Fisheries Regulation needs to be reviewed and the compensation provided by the government is not in accordance with the conditions of fishermen 2) Social losses for fishermen in terms of employment of 208 HKO / year, and 3) Economic losses, namely the loss of income of small fishermen of 121,329,000 IDR/ year.

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

This paper discusses the challenges of records management that arise from the use of adapted buildings as records centres in Zimbabwe, despite the advantages of using such buildings. A qualitative research approach was used as well as a case study research design. Data were collected from seven officers of the Gweru Records Centre through semi-structured interviews. Personal observation was used to triangulate findings from interviews. It was found that the use of adapted buildings as records centres was a cheaper and quicker way of establishing records centres throughout the country. However, a number of preservation, security and management challenges cropped up as the conditions of the buildings and the environment of the adapted buildings were not conducive to the proper and professional management of records. This study is important in that it explores the prospects and challenges of using adapted buildings as records centres in Zimbabwe, an area that has not been researched by many authors. This provokes archival authorities and the government to seriously consider establishing purpose-built records and archival centres.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

This paper deals with state of the art risk and resilience calculations for industrial plants. Resilience is a top priority issue on the agenda of societies due to climate change and the all-time demand for human life safety and financial robustness. Industrial plants are highly complex systems containing a considerable number of equipment such as steel storage tanks, pipe rack-piping systems, and other installations. Loss Of Containment (LOC) scenarios triggered by past earthquakes due to failure on critical components were followed by severe repercussions on the community, long recovery times and great economic losses. Hence, facility planners and emergency managers should be aware of possible seismic damages and should have already established recovery plans to maximize the resilience and minimize the losses. Seismic risk assessment is the first step of resilience calculations, as it establishes possible damage scenarios. In order to have an accurate risk analysis, the plant equipment vulnerability must be assessed; this is made feasible either from fragility databases in the literature that refer to customized equipment or through numerical calculations. Two different approaches to fragility assessment will be discussed in this paper: (i) code-based Fragility Curves (FCs); and (ii) fragility curves based on numerical models. A carbon black process plant is used as a case study in order to display the influence of various fragility curve realizations taking their effects on risk and resilience calculations into account. Additionally, a new way of representing the total resilience of industrial installations is proposed. More precisely, all possible scenarios will be endowed with their weighted recovery curves (according to their probability of occurrence) and summed together. The result is a concise graph that can help stakeholders to identify critical plant equipment and make decisions on seismic mitigation strategies for plant safety and efficiency. Finally, possible mitigation strategies, like structural health monitoring and metamaterial-based seismic shields are addressed, in order to show how future developments may enhance plant resilience.
