Abstrak Demam Berdarah Dengue (DBD) masih menjadi masalah kesehatan masyarakat walaupun telah dikendalikan lebih dari 20 tahun dengan berbagai upaya. Peran serta masyarakat sangat besar dalam upaya pengendalian sehingga pemberdayaan masyarakat penting dilakukan untuk mengurangi kejadian penyakit DBD. Pemberdayaan masyarakat akan sangat membantu pemerintah dalam menyukseskan upaya preventif DBD sehingga DBD dapat dikendalikan. Kecamatan Bergas menempati peringkat ke 3 dengan jumlah penderita demam berdarah terbanyak di Kabupaten Semarang. Desa Gebugan merupakan penyumbang penderita demam berdarah terbanyak di wilayah Kecamatan Bergas. Kompleksitas permasalahan DBD membutuhkan upaya penyelesaian yang terintegrasi, dalam hal ini pengusul melakukan program pengembangan masyarakat, dimana kegiatan ini dilakukan bersama, oleh masyarakat, dan untuk masyarakat, sehingga masyarakat memiliki peran dan fungsi vital dalam lingkungannya sendiri yang disebut dengan Combat Degue. Combat Dengue ini adalah pengembangan masyarakat, dimana disini kami memberdayakan masyarakat untuk dapat secara mandiri menerapkan prinsip-prinsip PHBS yang berhubungan dengan pemberatasan sarang nyamuk DBD, serta menghimbau masyarakat melalui kader kesehatan untuk mempergunakan sumber daya local yang dapat digunakan sebagai pengusir nyamuk yang dapat memutus rantai perkembangan nyamuk DBD. Hasil kegiatan menunjukkan peningkatan pengetahuan masyarakat terhadap praktik pencegahan DBD dan peningkatan ABJ di Desa Gebugan. Abstract Dengue Hemorrhagic Fever (DHF) is still a public health problem even though it has been controlled for more than 20 years with various efforts. Community participation is very large in the control effort so that community empowerment is important to reduce the incidence of DHF. Community empowerment will greatly help the government in the success of preventive measures so that DHF can be controlled. Bergas District is ranked 3rd with the highest number of dengue fever sufferers in Semarang Regency. Gebugan Village is the largest contributor to dengue patients in the District of Bergas. The complexity of the DHF problem requires an integrated resolution effort, in this case the proposer conducts a community development program, where this activity is carried out together, by the community, and for the community, so that the community has a vital role and function in their own environment called Combat Degue. Combat Dengue is a community development, where we empower people to be able to independently implement the PHBS principles relating to the restriction of dengue mosquito nests, and encourage the community through health cadres to use local resources that can be used as mosquito repellent that can break the chain development of DHF mosquitoes. The results of the activity showed an increase in public knowledge about the practice of preventing DHF and an increase in ABJ in Gebugan Village.

The Government of Indonesia executed the Indonesia Sanitation Sector Development Program (ISSDP, April 2006 - January 2010), with financial support from the Governments of the Netherlands and Sweden, as well as management support from the World Bank's Water and Sanitation Program (WSP). The program assisted a dozen cities to improve sanitation in a wider sense. It covered safe disposal of human excreta and waste water, local drainage, solid waste management and promotion of hygienic practices. The program was demand-based: the cities brought in their own human and financial resources, but got technical assistance for sanitation situation assessments and mapping, sanitation strategy and program development, and finding additional resources for increased implementation. The program had three major thrusts: (1) develop an enabling sanitation environment, (2) raise sanitation awareness and promote good hygiene, and (3) build city sanitation planning capacities and develop city sanitation strategies. The promotion component included development of poor-inclusive sanitation intervention, assisting men, women and children in the poorest neighborhoods to strengthen good and improve bad sanitation and hygiene conditions and practices. Community empowerment is important in urban sanitation development, but at the same time, requires that the social and technical institutions in charge of empowerment and sanitation adopt new skills and techniques for working with communities. Without the right skills to assist the communities, build their skills, and provide some minimal monitoring of performance afterwards, there is a risk of over-expecting what a community can manage. Community empowerment with gender- and poor-inclusive approaches must be integrated into all stages of urban sanitation development, i.e. (1) the organizational development, (2) review of related existing projects and services, (3) formulation of an overall city sanitation strategy and program, and (4) local project planning. Equitably attention for gender and poor is part of the overall organization, strategy formulation, local action planning, program and projects development and implementation, and monitoring and evaluation of outputs, outcomes and impacts.

In a democratic nation, local government is the government of the people, by the people and for the people at the grassroots levels. That is, the government nearest or closest to the people. It is at the level of local government that community action in respect of community development programmes is most effective; it is also the level where democratic processes and decision-making by consensus are traditionally entrenched; where rivalries and tensions are reduced to a minimum; where local resources and patriotism are easily called to the service of the community; and, very importantly, where the people are normally confident of effective control of their own government.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

Cocoa is a predominant crop estate commodity produced in Southeast Sulawesi. The main constrain increasing cocoa productivity regarding the non-technical factor is developing cocoa community. The government has launched Cocoa Community Institution (LEM) to overcome lack of community development in a cocoa farming system. This study aims to identify institutions related to the community development based on cocoa commodity and to analyze the performance of LEM. This study was conducted in two Sub-Districts (Lambuya and Besulutu) of Konawe district in Southeast Sulawesi province. Participatory method was implemented to get the primary data through an open interview based on the performance indicators of LEM Sejahtera. The number of respondents was 30 farmers chosen by simple random sampling. The Cocoa Community Institution was the main purpose of this study focusing on its performance of LEM Sejahtera in enhancing smallholders’ income. The results of this study indicated that LEM Sejahtera in Besulutu had contributed significantly to supply input and lend money to help poor resource farmers based on the community development program.

<span>Potential</span><span lang="EN-US"> food resources can be utilized through food diversification as a part of the government's efforts to minimize socio-economic inequality with sustainable food security development program. The purpose of this study was to observe the role of food diversification in reducing social inequality through sustainable food security development. This study uses descriptive qualitative methods with secondary data collection techniques which include data references as well as documentation related to food security development. The results showed that in Indonesia, food diversification program has an impact on increasing income, household resilience and welfare with a decrease in the number of the rural poor population of 4.7% (from 16.31 people to 15.54 people). It was positively correlated with the increase in farmers' income by (IDR) 30.37 million per capita increase (4.47%). Then, followed by the level of food security in the district area reached 80.53% (335 regions) and for urban areas amounted to 92.85% (91 regions). National food security can be achieved through maximizing the potential use of food resources at the regional level, by diversifying food based on local wisdom and optimally local resources. It can be concluded that food diversification is a policy that can be used by the government to increase community economic income and reduce poverty and social inequality.</span>

The implementation in Bone Regency from the aspect of community development, direct community assistance, capacity building for the government, local actors, management assistance, and program development showed effective results. Implementation has been carried out by the organizers well in carrying out development programs starting with the construction of road infrastructure, irrigation, lending business funds to the community. The program provides changes to the economy and social life of the city. The implementation of this program has several obstacles, such as the community lacking understanding of the aims and objectives of the program, the lack of responsibility of some communities in returning the revolving funds that have given.

PT Krakatau Steel (Persero) Tbk or PTKS is one of the State-Owned Enterprises (BUMN) located in the city of Cilegon, Banten Province. As a strategic industry, This company is engaged in manufacturing the steel industry. PTKS conducts corporate social responsibility (CSR) aimed at empowering the surrounding community through the Partnership and Community Development Program (PKBL). By using the Stakeholder Theory and Relationship Management Theory, it shows that stakeholders must be considered by the company. Assuming that the company deals with many groups that affect the company's goals. It is emphasized the nature of a relationship in the process, and the output for the company and its stakeholders. Relational management theory is useful to explain how CSR and public relations can balance the interests of the organization with the public, so as to create a harmonious relationship between the company and the surrounding community. The research used qualitative approaches and interpretative analysis. The implementation of CSR and empowerment of the community carried out by PTKS through PKBL is relatively running in accordance with the provisions contained in the Decree of the Minister of SOEs No.236 of 2003. CSR activities continue to be carried out mainly in the micro and small business sector. Both soft loans (Partnership) and Community Development run by PKBL PT Krakatau Steel (Persero) Tbk has significant impact for growing their business.

The Partnership and Community Development Program (PKBL) is one of the implications ofpublic policy which aims to realize the three main pillars of development that have been announcedby the government and constitute a political promise to the community to reduce the number ofunemployed (pro-jobs), reduce the number of poor people (pro-poor), and increase economicgrowth (pro-growth) around the area of mining operations. The purpose of this research is todescribe the implementation and identify the results of the evaluation of the implementation of thePartnership and Community Development Program (PKBL) of PT Timah Tbk in Bangka Regencyin 2019. The Theory used in this field is Merilee S. Grindle's Public Policy Implementation Theory,which initiates the implementation of public policies that can be measured from the process ofachieving outcomes, namely whether or not the policy objectives to be achieved. Beside usingGrindle's Theory of Public Policy Implementation, this study also uses William Dunn's Theory ofPublic Policy Evaluation. Dunn illustrates that evaluation is concerned with the production ofinformation about the benefits of the results of wisdom. This research uses a descriptivequalitative approach, whose primary data sources are from unstructured interviews withinformants. The number of informants in this study was 18 people consisting of 10 people asrecipients of partnership program assistance or fostered partners and 6 recipients of communitydevelopment program assistance and 2 members of the unit CSR of the PKBL in PT Timah Tbk.The main findings that of the research are unequal distribution of guidance to fostered partners,the weakness of the monitoring mechanisms and dysfunction of laws and regulation.

Zakat as one of the institutions in Islam, has a spiritual dimension and covers many aspects of community empowerment that include various aspects such as economic, social, health, education and religion, especially in the event of a pandemic. One of the community empowerment programs by zakat institutions is Zakat Community Development. One of the community empowerments programs by zakat institutions in this research to find out and analyze the concept of empowerment in the form of Zakat Community Development during the pandemic in Kahayya Village, Bulukumba Regency. The method in this study is qualitatively descriptive by finding detailed information related to the Zakat Community Development program in Kahayya Village, Bulukumba Regency. The results of this study show that several programs have been implemented covering various aspects such as socioeconomic, health, education and religion. In the field of health, disinfectant narrowing, vaccination programs, provision of handwashing, distribution of masks and hand sanitizers to socialization related to the prevention of the spread of the covid-19 virus to the community. Similarly, in the world of education, through ZCD is done the reactivation of reading parks and the development of ICT-based libraries. Socialization in pondok tahfidz as a preventive measure of transmission and healthy life is part of religious empowerment so that students can still learn religion. Especially in the economic aspects formed by several SME communities, namely farmers groups that develop AGROWISATA and horticulture, Kahayya coffee SMEs and honey mustika Kahayya SME groups.Zakat sebagai salah satu pranata dalam Islam, memiliki dimensi spiritual serta mencakup banyak aspek pemberdayaan masyarakat yang meliputi berbagai aspek seperti ekonomi, sosial, kesehatan, pendidikan dan agama, khususnya pada saat terjadi pandemi. Salah satu program pemberdayaan masyarakat oleh lembaga zakat adalah Zakat Community Development. Tujuan penelitian ini untuk mengetahui serta menganalisis konsep pemberdayaan berupa Zakat Community Development pada masa pandemi di Desa Kahayya, Kabupaten Bulukumba. Metode pada penelitian ini adalah kualitatif deskriptif dengan menemukan informasi secara detail terkait program Zakat Community Development di Desa Kahayya, Kabupaten Bulukumba. Hasil penelitian ini menunjukkan bahwa telah dilaksanakan beberapa program yang meliputi berbagai aspek seperti sosial ekonomi, kesehatan, pendidikan maupun keagamaan. Pada bidang kesehatan dilakukan penyemprotan desinfektan, program vaksinasi, penyediaan tempat cuci tangan, pembagian masker dan hand sanitizer hingga sosialisasi terkait pencegahan penyebaran virus covid-19 kepada masyarakat. Demikian pula pada dunia pendidikan, melalui ZCD dilakukan pengaktifan kembali taman baca serta pengembangan perpustakaan berbasis TIK. Sosialisasi di Pondok Tahfidz sebagai langkah pencegahan penularan dan hidup sehat merupakan bagian dari pemberdayaan keagamaan agar santri tetap dapat belajar agama. Terkhusus pada aspek ekonomi yang terbentuk beberapa komunitas UKM yaitu kelompok tani yang mengembangkan AGROWISATA dan holtikultura, UKM Kopi Kahayya serta kelompok UKM Madu Mustika Kahayya.

The rural community economic development program in order to reduce poverty in rural areas is carried out with the development of a balanced industry, improving the structure of agriculture and programs to improve the education of rural communities, so as to maintain urbanization. The next program is to increase rural community empowerment programs by environmental preservation programs and strengthening of rural institutions and facilities and infrastructure. By realizing the horizontal top-down policy that includes rural communities, the government is only the general policy holder. Pilot project program by supporting rural production at a competitive level, by strengthening rural institutionalism and improving information and management for rural communities. Various ways in which countries reduce poverty and hunger through sustainable food production and consumption have been established within the framework of global sustainable development goals. This type of research is a qualitative study, where qualitative research by describing activities, phenomena, opinions / thoughts / views and documents, with data analysis techniques systematically compile the data obtained.
