The purpose of the work is to study the factors and key areas of modernization of the agro-industrial complex of Kazakhstan. In the investigated problematic, the key issues are determining the factors and mechanisms that can affect both the current functioning of the agro-industrial complex and its modernization. The research methodology is based on the application of an institutional approach to substantiating the mechanisms of modernization of the agro-industrial complex. The information base of the study was the legislative and regulatory legal acts of the Republic of Kazakhstan.The research is aimed at analytical generalization and systematization of multifaceted theoretical, methodological, applied research and scientific understanding of the factors and key areas of modernization of the agro-industrial complex. The strengths and weaknesses of the management systems of the agro-industrial complex of Kazakhstan are determined, taking into account the influence of external factors. The conceptual aspects of modeling the organizational and economic mechanism of functioning of the agro-industrial complex in Kazakhstan at the macro- and micro-levels are substantiated with an emphasis on the administrative (managerial), financial and economic and material and technical groups of factors. The study made it possible to identify the most significant factors in the modernization of the agro-industrial complex of Kazakhstan at the republican and regional levels. On the basis of the identified factors, the key directions of modernization of the agro-industrial complex are proposed and substantiated.The conclusions of the study may be of interest to government authorities in the field of the agro-industrial complex in the process of developing the agro-industrial policy of Kazakhstan, preparing program documents for the development of the agro-industrial complex of the republic; as well as for scientists, doctoral students and undergraduates engaged in research on the topic.

In the creation of new eff ective systems of corporate management in the agricultural sector of the Republic of Belarus at the moment, the latest advanced information and communication technologies come to the fore. Through the active use of these technologies today it is already becoming possible to perceive and subsequently process huge amounts of information, clear structuring and formalization of the received data, providing switching, routing and high-speed exchange of information and data between the control units (objects) and the control system itself. In connection with the global trend of deep digital transformation of all spheres of the economy and clearly defi ned directions of today’s state economic policy and prospects for the gradual transition to full-format digitalization of domestic agriculture, there is a real need to create modern «digital» management systems in agriculture, both at the enterprise level, and at the district (regional) and Republican levels in order to improve the eff ectiveness of enterprises in the industry. To date, one of the promising tasks in the further improvement of the functioning of agricultural organizations is the development of domestic methods for choosing the best options for digitalization of management of agricultural production and processing enterprises of diff erent organizational and legal forms. The general principles of informatization, digitalization of management processes in agricultural enterprises and the principles of building diff erent basic models of information and analytical systems in order to modernize existing management systems in the fi eld of agriculture have been discussed in the article.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

The article analyzes the current situation with the access of farms to credit resources in the country and the world, a new approach to facilitating farmers ' access to credit resources is proposed. Surveys within the framework of the farm data monitoring system on the information base of the Center for Agrarian Research under the Ministry of Agriculture of the Republic of Azerbaijan revealed the current state of access of agricul-tural producers to financial and credit resources. The new approach addresses issues related to the imple-mentation of intermediary and guarantee functions by research institutes of the agricultural sector. The posi-tive influence of the latter on creditworthiness is shown due to the mediation between the bank and the farmer.

The article is devoted to the study and analysis of the current state of the animal husbandry industry in the Republic of Kazakhstan in the context of regions. The indicators of the dynamics of the number of livestock of farm animals for the period 2015-2019 by regions, indicators of productivity in the industry, indicators of the volume of production of meat products are analyzed. The dynamics and structure of costs in the country’s livestock industry are also considered.Today, one of the most pressing problems in the development of the agro-industrial complex is the low level of labor productivity due to low automation and digitalization of technological processes. The need to meet the demand for livestock products in the domestic market of the Republic of Kazakhstan, as well as to increase its export resources, poses a challenge for Kazakhstani science and practice to develop, scientifically substantiate and master modern technologies for the production of low-cost, environmentally friendly, competitive products of the industry. They should be resource-saving, aimed at maximizing the use and improvement of the genetic potential of farmed farm animals, adapted to the specific natural and economic conditions of the regions of the republic. The development and mastering of such technologies will make it possible to weaken the negative impact of the industry on the environment, reduce the cost of material resources, and effectively use the available land and water resources [5].The main problems hindering the effective development of the country’s livestock industry are identified. The promising strategic directions for the development of this industry have been determined. From the point of view of experts of the financial organization, the country has good potential and opportunities to export its beef and pork to China, and the lamb of the Edilbay sheep breed to the countries of the Middle East.

The development of agro-industrial complex of the Republic of Tatarstan in the current economic conditions is a key element in the formation of food security and the competitiveness of the region. Further achievement of competitiveness is possible in terms of further development of the corporate approach, methods and management tools, that will increase the efficiency and effectiveness of the agro-industrial complex of the Republic of Tatarstan. The article considers the corporate governance features, which consists in the search by enterprises of agro-industrial complex of the Republic of Tatarstan for further sectoral parameters of development for sustainable economic growth, taking into account the stochastic conditions of activity, enterprises of this sector of the economy.

The main purpose of this study is to demonstrate the past way of gardens’ development throughout the men’s history. The onset was the creation of the first gardens, later on, their evolution related to their type and purpose, finally there are concerns about the external factors that instigated the flourishing of horticulture. Monastic medicine is one of the key issues thus this study contains a dedicated chapter about this topic since it is really important how the medical use of herbs evolved throughout the past times. There is also presented the botanical garden⁠—one of the main garden types⁠—using the specific example of this country’s greatest Füvészkert (Herbal Garden) in Hungary. Since ever, there was fiercely debated the therapeutic classification of herbal medicines, if their safety and efficacy were proven, and whether there were needed legislation about their administration. A specific chapter is concerning these issues too. There are also presented outcomes of online questionnaire-based research answered by 700 responders.

Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The academic literacy among students development problem, which includes academic reading, academic writing, and academic performance, becomes relevant in the Republic of Kazakhstan, in the system of higher and postgraduate education. PhD students in the field of pedagogy study the basic discipline "Pedagogy Philosophy and Methodology". This discipline is designed to educate them in public speaking to an audience with their search and experiment results throughout their studies. For a speech to the audience, students prepare a scientific report. Report (scientific), researcher public presentation, which is a summary of his scientific search results, design, experiment. The purpose, structure and content of the discipline allows the teacher to systematize didactic presentations in six areas and use them in lectures and seminars. Over the past ten years, these presentations have contributed to the deeper understanding and assimilation by PhD students of the pedagogy philosophical and methodological foundations, and the pedagogical research methodological tools.
