Given the peculiarities of the organizational and economic relations in the field of irrigation agriculture, it is established that depending on the structure of the integration of agricultural producers may experience unequal conditions for economic and organizational interaction with the water management organization within a reclamation system. The developed model of the mechanism of state regulation of organizational and economic relations based on the alignment of economic conditions on reclaimed land. Established that government regulation level the competitive conditions depend on economic potential of agricultural production on reclaimed lands, as well as the importance of the social and environmental consequences of termination in case of impossibility to form a stable system of management.

It is established that the organizational and economic relations between water management organizations and agricultural producers on reclaimed land is the dual of organizational-economic system. We propose a conceptual model describing the goals of state regulation of the functioning of dual systems. It is proved that the stability of the organizational-economic system has an institutional impact on the system through formal and informal institutions, and also depends on the economic benefits of mutual exchange. The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

The article reviews the essence and content of scientific views on the category "agricultural market" and "infrastructure of agricultural market". It is established that the formation and fulfilling of an organized and transparent agrarian market with powerful and effective components that can reconcile the interests of agricultural producers and consumers, should be a network of market institutions such as exchanges, trading houses and other elements of infrastructure. It is proved that the modern market transformations of the agrarian sector of Ukraine, which are accompanied by constant modification of market relations, require new methods of organization of the agrarian market as a complex economic system in which many elements inherent in a market economy interact. It is determined that the agrarian market performs a number of important functions (stimulating, informative, pricing, controlling, rehabilitation, reproductive, integrative, intermediary, regulatory), on which the effectiveness of its functioning and development depends. With a systems approach, it has been established that the agrarian market should be viewed as a complex system of interconnected and omplementary systems of lower order (consumer solvent demand, supply, agriculture, and market infrastructure and government regulation). It is established that the agricultural market has a number of distinctive features that differentiate it from other types / types of markets. At the same time, the agrarian market as a set of economic relations, which are formed in the sphere of exchange concerning the sale of agricultural products, operates on the basis of common economic laws (cost, saving of resources, equilibrium). It is proved that the efficiency of the agrarian market should be understood as a logically ordered system of subjects of high-quality infrastructure, principles and methods of its functioning in accordance with modern conditions. It ensures the balance of supply and demand, equilibrium price parity and the proper level of competitiveness of agricultural products to meet international requirements and the internal needs of society. In the study we have found that the modern infrastructure of the agricultural market in Ukraine is on the stage of formation in accordance with the development of agrarian relations in the country, and its peculiarity is that it has many intermediary structures that do not provide a reasonable price for producers, while having this intermediary operations have a significant economic benefit, and domestic agricultural producers lose a significant portion of their economic profits. In addition, the agricultural market of Ukraine is characterized by a long process of creating a system of organizations, institutions, enterprises and establishing methods of their activity, which are aimed at carrying out operations on the sale and purchase of agricultural products.

The study of financial balance is carried out in order to determine the supply and demand of financial resources for the agricultural sector and is to take into account the factors shaping the economic relations of the personified forms of capital movement. The balance of demand and supply of financial resources institutionally combines the resources of agricultural producers, credit institutions, financial institutions and the state and functionally it involves a set of the functions performed by financial regulation to achieve the goals of agricultural production. Since the concept of balance lies in the plane of financial and credit infrastructure, it is a system of normatively defined institutional and functional elements that form, regulate, mediate and develop financial relations and ensure the functioning of the agricultural sector by creating the resource potential of economic entities to carry out production on a permanent or extended basis. The methodological basis for the formation of the financial balance of the agricultural sector is enriched by new phenomena of domestic and foreign practice. Improving the methods of its formation and functioning is the basis for achieving sustainable long-term development of the agricultural sector and providing it with sufficient financial resources. On this way, it is necessary to take into account both domestic and international experience. If the volume of potential financial resources of the agricultural sector in 2017 amounted to about 1024 billion UAH (37 billion US dollars), then for the period up to 2020 it is predicted that it can grow annually by no less than 215 billion UAH (15-20%) in the next 3-5 years and by the end of 2020 against the level of 2015 will increase by 2.5 times. Sustainable agrarian development requires strategic planning of financial resources for a variety of their sources and state regulation of this process.

Modern economic relations are the private sector of public relations. The rapid development of markets, the complication of commodity-money relations, the development of service, scientific and technological progress, new means and methods of business have covered the key spheres of life: health care, education, social security, etc. The article reveals the economic and legal aspect of the regulation of relations in the field of transplantology. The authors noted that the sphere of transplantation in the socio-economic development of countries and the world community as a whole is an integral part of the medical sphere, contributing to the solution of the issue of life and death, can be attributed to the key interests of national security. This determines the relevance of the topic. Donor bodies are a particularly significant category of goods, considered by specialists not only from the point of view of bioethical norms, but also from the point of view of legality, pricing and methods of government regulation. The imperfection of the mechanism of state regulation, the specifics of registration and transportation, the lack of effective logistics are noted by the authors as a complex of problems requiring solution. The novelty of the research is predetermined by the analysis of the key norms of international law that predetermine the mechanism of the transboundary movement of donor organs. The direction of the vector of policy of individual states and the international community in the development of the market for donor organs is in direct proportion. This, in turn, requires the development of solutions both in the field of legal support for the legality of operations for the receipt, distribution and use of donor organs, as well as the development of a unified policy of coordinated interaction.

Introduction. In the current conditions, the role of the open ground vegetable market in the food supply of the population has increased significantly due to the need to preserve and rationally use the growing domestic production of vegetables, increase the profitability of producers and fully meet consumer needs for quality and safe vegetable products. However, today the open vegetable industry is stagnant and needs to develop effective organizational and economic measures for recovery and further development. Methods. Theoretical and methodological basis of the study is a scientific method of cognition and systematic, comprehensive, differentiated approaches to the study of economic processes of open field vegetable production, basic research of domestic and foreign scientists on market and state regulation of the market, its infrastructure, development of open field vegetable production and improvement of the organizational and economic mechanism of functioning of the market of vegetable products of the open ground. Modern methods of general scientific and economic knowledge of social and economic phenomena and processes are used during the study: historical and monographic, dialectical, abstract and logical, graphic, etc. Results. It is proved that in essence the organizational and economic mechanism of regulation of the open ground vegetable market is a system of organizational and economic relations, which includes a self-regulating system of functioning and interaction of agricultural producers of different organizational and legal forms with other market agents, economic relations between which are based on the equivalence of exchange with a rational level of state intervention in market processes. The basic tasks of the organizational and economic mechanism of regulation of the open ground vegetable market are the formation of the necessary prerequisites and conditions for achieving organizational unity of economic entities (agricultural producers, processing, service and trade), increasing the efficiency and sustainable development of the vegetable subcomplex, improving economic relations to ensure the interests of economic agents, both the subjects of the vegetable market and the needs of society. Discussion. Adherence to the selected principles of functioning of the organizational and economic mechanism of regulation of the market of vegetable products of the open ground, will promote further increase of efficiency of its components in achievement of the strategic purposes of development of market participants. Effective functioning of the organizational and economic mechanism of regulation of the open ground vegetable market should maximize the potential and internal reserves, ensure the interaction of the industry with other areas, industries and components of agro-industrial production as a more complex system that is part of the external macroenvironment. The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.

Government Regulation No. 9 of 1975 related to the implementation of marriage was made to support and maximize the implementation of Law No. 1 of 1974 which had not yet proceeded properly. This paper examines Government Regulations related to the implementation of marriage from the perspective of sociology and anthropology of Islamic law. Although the rules already exist, some people still carry out marriages without being registered. This is anthropologically the same as releasing the protection provided by the government to its people for the sake of a rule. In the sociology of Islamic law, protection is a benchmark for the assessment of society in the social environment. Therefore the purpose of this paper is to find out how the implementation of marriage according to PP. No. 9 of 1975 concerning the Marriage Law in the socio-anthropological perspective of Islamic Law.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
