It is established that the organizational and economic relations between water management organizations and agricultural producers on reclaimed land is the dual of organizational-economic system. We propose a conceptual model describing the goals of state regulation of the functioning of dual systems. It is proved that the stability of the organizational-economic system has an institutional impact on the system through formal and informal institutions, and also depends on the economic benefits of mutual exchange. Given the peculiarities of the organizational and economic relations in the field of irrigation agriculture, it is established that depending on the structure of the integration of agricultural producers may experience unequal conditions for economic and organizational interaction with the water management organization within a reclamation system. The developed model of the mechanism of state regulation of organizational and economic relations based on the alignment of economic conditions on reclaimed land. Established that government regulation level the competitive conditions depend on economic potential of agricultural production on reclaimed lands, as well as the importance of the social and environmental consequences of termination in case of impossibility to form a stable system of management.

The essence and indicators of a concept of sustainable development of economy have been considered. Dynamics of an indicator of social and economic development of the region (gross regional product) has been analyzed and the stability indicator has been сalculated. Macroeconomic aspects of unstable development of economy have been revealed through imbalances of inflows and outflows in the two-sector, closed and opened economic systems. The reasons and consequences of disproportions of an economic system have been identified. Measures and directions of state policy in the field of stimulating the development of small and medium-sized businesses, creating a favorable business environment, stimulating export-oriented production, improving migration policies, which will reduce these imbalances, have been proposed. Accounting of regularity of macroeconomic interrelations will allow you to assess a situation of economic systems, and studying of the existing imbalances will promote creation of the mechanism of their regulation.

The article described the specifics of economic science in the context of general scientific principles of cognition and the need to ensure the stability of economic systems. The research examined the nature and essence of objective and subjective factors of economic behavior, the nature of their interaction and the mechanism of transformation. Objective economic laws of differentiation of economic entities by the level of absolute welfare and equality of relative welfare are formulated. The state of the economic system is considered from the position of thermodynamic equilibrium. We formulated the condition of thermodynamic equilibrium of economic systems, which differs from the condition of equilibrium in the light of mechanistic concepts. The moment of the first archaic division of labor was highlighted as the point of bifurcation and the exit of the economic system from the state of thermodynamic equilibrium. The irreversible nature of this transition was emphasized. We found that it is necessary to study economic systems as non-equilibrium from the standpoint of assessing the state of complex dynamic structural formations.

Forming of efficient socio-economic policy in conditions of modern globalization trends is characterized by the fact that external environment becomes more and more unclear, its changes become more frequent and its consequences become unpredictable. There is an urgent need to search for the reserves to improve territorial management. The process of managerial decision-making is an integral part of management cycle. It is necessary to have complex information to make efficient decisions that enables establishment of the system of direct and reverse relations between the activity of legislative and executive authorities and response to them in the regions. The system of monitoring is currently the one that is most relevant under market conditions. It provides quick collection of information on complex socio-economic phenomena and processes expressed in a few important parameters for immediate diagnostics of an object’s condition. The article deals with theoretical foundations of the research of the social and economic systems development. The authors prove that development should be considered as a general process in the organic unity of the socio-economic system. The necessity of monitoring the social and economic system of the region is outlined. To achieve the goal, the following general scientific and special research methods are used: observation, generalization, comparison and analysis, abstract and logical method. According to the results of methodological approaches, the definition of the term "social and economic system" is presented. The essence of social and economic system is disclosed in the article. The article argues that the development of the social and economic system is formed in a complex by the interconnected factors and is provided by an effective mechanism of state regulation and management at the regional level. The authors prove that the essence of management of the development of socio-economic system can be defined as a special kind of purposeful activity, which contributes to the achievement of progressive changes in maintaining a dynamic equilibrium and the implementation of the process of expanded reproduction in the regions. The article provides suggestions over the development of monitoring of social and economic system in the region, which will allow to justify the priorities of social and economic development, will increase the effectiveness of strategic planning, forecasting and programming, and most importantly – will provide the necessary rates of economic growth and improving of the living standards.

In modern world the development of economic processes requires the balanced efforts to ensure the stability of the markets, in general, and financial markets, in particular. The development of the financial markets is influenced by the development of economic systems and vice versa. In this connection, the issues on adequate evolution of financial supervision are very important. The article highlights the problems and issues of the mega-regulator activity in Russia in the context of world experience of active fiscal policy and the regulation of financial markets. The prospects, problems and risks of possible options were discussed. A conceptual vision of development nature of the financial markets mega-regulation, as the immanent institution in the social and economic system, was stated.

The paper presents the role of PWPW, as a company with some attributes of a natural monopoly, in contemporary Polish economy. It shows that commercial companies – performing special tasks which are necessary for the functioning of state and which concern identification as well as transactional security and at the same time take advantages of the economy of scale and range as a condition of their presence and development – have a logically justified place in the economy. They are a source of benefits for shareholders in the form of taxes, dividends and other economic benefits, as well as the value of the company itself. Moreover, they are creators of domestic employment and they enrich the national potential of technology. Also, such firms provide a right level of identification and transactional security, which influences the stability and reliability of legal and economic relations. The necessary conditions in order to realize the benefits coming from owning a company such as PWPW by the state are the company’s business continuity, the stability of its domain of action and the financial stability. These conditions can be fulfilled through a certain partnership between the state and PWPW in the form of a legal monopoly or lasting and stable commercial contracts.

Regions of the Russian Federation, interpreted in terms and concepts of control theory as socio-economic systems, are subject to state regulation and management. Considering the regional socio-economic system from the choice of alternatives in a situation with uncertainty the impact of the environment allowed us to propose the theory of control for the respective methodology. Previously, the methods of making management decisions at the regional level were characterized by the predominance of heuristic approaches, but the current realities of dynamic changes in the external environment, coupled with the complex of tasks set in the National projects of the Russian Federation, require regional governments to strictly justify their management actions. The condition for applying the control theory to describe the management system of a regional socio-economic system is the presence and possibility of a formalized description of cause-and-effect relationships, clearly defined elements (for example, the control object, the setting influence, the Executive element, etc.).), as well as the logical structure of relationships between elements of the system. Thus, we can talk about the need to develop and implement a methodology for managing the regional socio-economic system based on the analysis of the influence of the external environment.

The article studies the development of socio-economic systems as an object of accounting and analysis. The factors determining the main trends of their transformational transformations are revealed. It is pointed out that at different stages of the transformation of socio- economic systems, it is necessary to understand the sequence of their development, leading to positive changes in the country due to the desire to form such a device that would best satisfy both the economic and social needs of society. It has been substantiated that a socio-economic system is a set of interrelated social and economic elements that form a sustainable integrity, any economic or social action in which always entails consequences associated with them. At the same time, the goals of the economic component provide for the provision of high economic efficiency of activities and, as a consequence, the activation of the development of the system, and social factors are the instrument for achieving such goals. The task of the social component is to increase the well-being of the population and improve the quality of its life, manifested in the possibility of using various social benefits. At the same time, economic processes as an object of accounting and analysis are a means of implementing these tasks. It has been proven that any socio-economic system is always characterized by a combination of two interrelated processes: functioning and development. These two components determine the substantive core of economic relations and are the object of accounting and analysis. The main disadvantages in the process of studying the transformational processes of the development of socio-economic systems: all things and phenomena are considered separately, as those that are in a state of rest or immutability; development is explained by a simple process of quantitative growth; the presence of internal contradictions within the socio-economic system is denied; the only source of development is the collision of external, i.e. exogenous factors. The transformation process should be understood as one of the temporary states of development of the socio-economic system. The latter is simultaneously a transitional stage, changes the gradual evolution and can appear in two main forms: revolutionary and reformatory. Development is an adequate response to periodically arising objective contradictions within the socio-economic system and its external environment.

The study of financial balance is carried out in order to determine the supply and demand of financial resources for the agricultural sector and is to take into account the factors shaping the economic relations of the personified forms of capital movement. The balance of demand and supply of financial resources institutionally combines the resources of agricultural producers, credit institutions, financial institutions and the state and functionally it involves a set of the functions performed by financial regulation to achieve the goals of agricultural production. Since the concept of balance lies in the plane of financial and credit infrastructure, it is a system of normatively defined institutional and functional elements that form, regulate, mediate and develop financial relations and ensure the functioning of the agricultural sector by creating the resource potential of economic entities to carry out production on a permanent or extended basis. The methodological basis for the formation of the financial balance of the agricultural sector is enriched by new phenomena of domestic and foreign practice. Improving the methods of its formation and functioning is the basis for achieving sustainable long-term development of the agricultural sector and providing it with sufficient financial resources. On this way, it is necessary to take into account both domestic and international experience. If the volume of potential financial resources of the agricultural sector in 2017 amounted to about 1024 billion UAH (37 billion US dollars), then for the period up to 2020 it is predicted that it can grow annually by no less than 215 billion UAH (15-20%) in the next 3-5 years and by the end of 2020 against the level of 2015 will increase by 2.5 times. Sustainable agrarian development requires strategic planning of financial resources for a variety of their sources and state regulation of this process.

To be implemented and analyzed, according to the good rules of relationship with nature, sustainability must be equipped with a theoretical scheme able of helping to understand the dynamics of this relationship together with the opportunities offered to improve the development of the economic system. Essentially, it’s about acknowledging that, just like physics, also the economy is subject to some general and abstract laws. This is the case of the core inflation value, defined by Central Banks as a value close to 2%. So, if the economy moves along the track indicated by this value, we have confirmation that growth is regularly developing. This core inflation value is implicitly defined without a clear specification. We can therefore admit that it’s an ideal value like the great universal constants, which reports about an economic system that develops according to the rules of natural compatibility. According to this point of view, the core inflation close to 2% is essentially a utopia, because it can only be achieved if the global economic growth moves in full accordance with the nature around us. It follows that even if we can verify on field the realization of a base value close to 2%, actually we are not in the best conditions, especially if the global economy is suffering from deflation as today. The deflation, that is the tendency of prices to fall, is part of the complex messages sent by the nature and economic systems to signal that the economy is not doing well and has become unstable. Both inflation and deflation are messages that never contribute to the economic development course, but they are born and evolving in parallel with the appearance of the economic cycle in daily activity. In summary, a mechanism that has the responsibility, by imposing pauses on the system, to reduce the instability of the systems and to facilitate the return to the natural development condition. A correction system based on the economic conjuncture that obviously distinguishes the stability by the way that the economy grows and develops in a linear and constant inclination depending on differentials.
