 ABSTRAK Kawasan konservasi mangrove di Desa Bedono memiliki luas ± 300 hektar. Sebagian masyarakat memanfaatkan buah dan daun mangrove jenis Avicennia sp. untuk diolah menjadi makanan ringan. Keindahannya banyak menarik perhatian pengunjung untuk berwisata. Potensi tersebut belum dapat dikelola secara maksimal, sedangkan kegiatan konservasi mangrove yang dilakukan oleh Kelompok Mangrove Bahari sebatas melakukan penanaman mangrove, monitoring, dan penyuluhan.  Alternatif strategi yang tepat dibutuhkan oleh Kelompok Mangrove Bahari supaya dapat mengembangkan kegiatan konservasi mangrove di Desa Bedono. Penelitian ini bertujuan untuk : 1.) mengetahui faktor-faktor yang mempengaruhi kegiatan konservasi mangrove; dan 2.) memperoleh alternatif strategi yang tepat untuk mengembangkan kegiatan konservasi mangrove di Desa Bedono. Metode yang digunakan dalam penelitian ini adalah metode deskripsi studi kasus. Pengambilan data dilakukan melalui wawancara, observasi, dan studi pustaka. Data yang diperoleh didiskusikan melalui fokus grup diskusi (FGD) untuk diolah dan dianalisis menggunakan analisis SWOT. Hasil analisis menunjukkan bahwa faktor-faktor yang mempengaruhi pengembangan kegiatan konservasi mangrove di Desa Bedono adalah faktor internal dan faktor eksternal. Prioritas alternatif strategi yang terpilih adalah menjaga dan meningkatkan kelestarian ekosistem mangrove, meningkatkan koordinasi dengan stakeholders, melakukan konsultasi dalam bidang ekowisata mangrove, melakukan studi banding ke objek ekowisata mangrove, dan melakukan kerjasama dengan pihak yang berkompeten dalam bidang produksi dan pemasaran produk olahan mangrove. Kata Kunci : Mangrove, Konservasi, Pengembangan, Strategi ABSTRACT The Mangrove conservation area in Bedono village  covers an area of ± 300 hectares. The people also process the fruits and leaves of mangroves of Avicennia sp. for snacks. Although the beauty of mangrove forest attract visitors,  has not been optimally managed. While, the Mangrove Bahari group’s conservation activities are limited to planting mangroves, monitoring, and counceling. Therefore, alternative strategies are needed for the Mangrove Bahari Group to develop mangrove conservation activities. The purpose of this study is : 1.) to determine the factors that affect mangrove conservation activities; and 2.) to obtain appropriate alternative strategies for developing mangrove conservation activities in Bedono village. The research used a descriptive case study method in which a set of interviews, observation and literature studies were adopted. SWOT analysis and a focus group discussion (FGD) with all members of Mangrove Bahari Group was applied in the formulation of development strategies. The analysis showed that the factors that influence the development of mangrove conservation activities in Bedono village are internal and external factors. The priority recommendation include the maintenance and improvement for the sustainability of mangrove ecosystems, improvement of  coordination with stakeholders, consultation of management mangrove ecotourism, comparation studies of mangrove ecotourism, and  cooperation of production and marketing mangrove processed products.. Keywords: Mangrove, Conservation, Development, Strategy.

ABSTRAK Kawasan konservasi mangrove di Desa Kartika Jaya merupakan kawasan yang pengelolaan dan pemanfaatan dilindungi. Kegiatan konservasi mangrove yang dilakukan Kelompok Mangrove Desa Kartika Jaya sebatas melakukan penanaman mangrove, dan menjaga ekosistem mangrove. Penelitian ini bertujuan untuk mengetahui faktor-faktor mempengaruhi kegiatan konservasi mangrove dan memperoleh alternatif strategi yang tepat untuk mengembangkan wisata hutan mangrove yang berbasis kegiatan konservasi di Desa Kartika Jaya. Penelitian ini dilakukan bulan agustus 2018 di Desa Kartika Jaya, Kabupaten Kendal dengan menggunakan metode deskriptif dengan studi kasus. Pengambilan data dilakukan melalui wawancara, dan observasi. Data yang diperoleh dianalisis menggunakan analisis SWOT (Strenght Weakness Opportunity Threat). Hasil analisis menunjukkan faktor-faktor yang mempengaruhi pengembangan kegiatan konservasi mangrove di Desa Kartika Jaya adalah faktor internal meliputi status hutan mangrove, luas kawasan, pengalaman bekerjasama dengan instansi pemerintah dan swasta, partisispasi masyarakat, kekompakan anggota, legalitas, fasilitas, mobilitas, status lahan, dan pengawasan. Faktor eksternal meliputi, potensi ekowisata, potensi pembuatan produk olahan mangrove, potensi sebagai objek penelitian, dan partisipasi perguruan tinggi. Prioritas alternatif strategi yang terpilih adalah meningkatkan kerjasama dengan instansi pemerintah dan swasta untuk menguatkan sumber pendanaan setiap kegiatan, memperluas lahan mangrove, meningkatkan fasilitas pendukung operasional setiap kegiatan, dan melibatkan masyarakat dalam setiap kegiatan.ABSTRACT The mangrove conservation area in Kartika Jaya Village is a protected and managed area. Mangrove conservation activities carried out by Mangrove Group in Kartika Jaya Village are limited to planting mangroves, and maintaining mangrove ecosystems. This study aims to determine the factors that influence mangrove conservation activities and obtain appropriate alternative strategies for developing mangrove forest tourism based on conservation activities in Kartika Jaya Village. This research was conducted in August 2018 in Kartika Jaya Village, Kendal Regency using descriptive methods with case studies. Data collection done through interviews, and observations. The data obtained were analyzed using SWOT analysis (Strenght Weakness Opportunity Threat). The results of the analysis the factors that influence the development of mangrove conservation activities in Kartika Jaya Village are internal factors including the status of mangrove forests, area size, experience of working with government and private institutions, community participation, member cohesiveness, legality, facilities, mobility, land status, and supervision. External factors include the potential of ecotourism, the potential for making mangrove processed products, the potential as an object of research, and college participation. The chosen alternative strategic priority is to increase collaboration with government and private institutions to strengthen funding sources for each activity, expand mangrove land, improve operational support facilities for each activity, and involve the community in every activity.

The structure of agroforestry management in West Halmahera Regency was mostly managed modestly and the primary constituents were annual plants (Multi-Purpose Tree Species). The study aimed to 1) describe agroforestry patterns and systems, 2) identify and analyze internal and external factors whichwere determinants of agroforestry development attempts, and 3) formulate priority strategies to accelerate agroforestry development. The research was conducted from March to June 2021. The results showed that the agroforestry patterns applied by farmers were Agrisilviculture and Agrosilvopasturemodes. Furthermore, the results of the SWOT analysis showed that the alternative strategies which could be offered were 1) Socialization by relevant parties to encourage the community to enhance forestry plant cultivation, for the sake of soil and water conservation, and also as a business opportunity. In this regard, the community needed to be assisted with quality seeds, in addition to optimizing the use of available seeds on the community’s lands; 2) Increasing the intensity of the implementation of guidance, counseling, and assistance, taking into account the conditions and problems faced by farmers in the field; 3) Boosting the intensity of education and training to develop community insights and skills regarding good cropping systems, proper use of pesticides, pest and disease prevention in plants. The three alternative strategies offered are to overcome the weaknesses and deal with the threats experienced shortly agroforestry development efforts.

The Ministry of Transportation has instructed to Airport Management to improve public service. The instructions contained in the Circular of the Ministry of Transportasion No. HK.209/I/16PHB.2014 dated December 31, 2014 about Improvement of Public Service at the Airport in Indonesia. This research is aimed to evaluate development strategy of Soekarno Hattta Airport in improving public services based on a combination of internal and external factors. The method used SWOT analysis which is then formulated in the Cartesian diagram, External Internal matrix and SWOT matrix. Result of the analysis shows that the Cartesian Diagram of Soekarno Hatta International Airport in Cengkareng currently resides in quadrant I that means the Soekarno Hatta International Airport in Cengkareng on the competitive position of a very strong market in the business of airport with high competitiveness. There are four alternative strategies (SO, WO, ST, WT) which can be applied in the development of public services at Soekarno Hatta International Airport Cengkareng. Instruksi tersebut termuat dalam Surat Edaran Kementerian Perhubungan No. HK.209/I/16PHB.2014, tertanggal 31 Desember 2014, tentang Peningkatan Pelayanan Publik di Bandar Udara Seluruh Indonesia. Tujuan penelitian untuk mengetahui strategi pengembangan Bandara Soekarno Hattta Cengkareng dalam peningkatan pelayanan publik di bandara berdasarkan kombinasi dari faktor internal dan faktor eksternal bandar udara. Metode penelitian menggunakan analisis SWOT yang kemudian dirumuskan pada Diagram Cartesius, Matrik Internal Eksternal dan Matrik Swot. Hasil analisis pada Diagram Cartesius menunjukkan bahwa posisi Bandara Internasional Soekarno Hatta Cengkareng terletak pada kuadran I berarti Bandara Internasional Soekarno Hatta Cengkareng pada posisi kompetitif pasar yang sangat kuat dalam bisnis kebandarudaraan dan berdaya saing tinggi. Terdapat empat alternatif strategi (SO, WO, ST, WT) yang dapat diterapkan dalam pengembangan pelayanan publik di Bandara Internasional Soekarno Hatta - Cengkareng. This study is to analyze and formulate the best strategy for PT. Galleon Cahaya Investama. This study uses IFE, EFE, SWOT, IE Matrix and QSPM Matrix to obtain the best result for the company. Source of data derived from observations, questionnaires and interviews with the related parties of the company, literature studies and related additional data. The usage of IFE Matrix and EFE Matrix is to analyze the internal and external factors of PT. Galleon Cahaya Investama. Trough these methods, the analysis applied for strength, weaknesses, opportunities and threats. While SWOT analysis will give the wide range of alternative strategies that can be used by PT. Galleon Cahaya Investama. IE Matrix will give us the position of company’s condition. The analysis obtained from the input stage and matching stage would be combined and analyzed through a further process to get the best strategy by using QSPM Matrix. The conclusion of this study is market development strategy because PT. Galleon Cahaya Investama has sufficient strength and must take the advantage of existing opportunities. Furthermore there are so many development and customer needs that must be fulfilled. To excel in such competition, PT. Galleon Cahaya Investama has to use their human resources skill in order to increase customer satisfaction.

The shoe laundry business is one type of MSMEs in the fashion sector which is included in the creative service industry. The demand for the shoe laundry business is increasing, especially for students, workers as well as busy housewives. Shoe laundry services are an alternative to save time and energy. To be able to maintain existence in achieving the goals of a business unit, a development strategy needs to be done. This study aims to identify internal and external factors, analyze the factors that influence the Step'nShu laundry development strategy and determine the formulation of a development strategy. The sampling technique was using purposive sampling method. The number of respondents was 5 respondents who are owners, employees, fashion experts. The research was conducted using the key success factor analysis tool, IFE, EFE to analyze internal and external factors of the Step'nShu Laundry Shoes, IE matrix to see where Step'nShu's position, SWOT to map alternative strategies and QSPM to formulate strategic priorities. Based on the research results, The strategy formulation results from the SWOT analysis resulted in eight alternative strategies, namely utilizing social media and education about shoe laundry, clarifying the positioning of the Step'nShu Laundry Shoes, more active and consistent promotion, better employee recruitment, studying competition with similar services, holding events regarding socialization of shoe hygiene, using the latest shoe washing technology tools and planning to open new branches. The QSPM analysis produces the main priority strategy, namely promotions that are carried out more actively and consistently. Keywords: development strategy, EFE, IFE, SWOT, QSPM.

ABSTRAKKawasan Konservasi Mangrove di Pantai Kertomulyo merupakan salah satu wisata alam di Kota Pati yang berpotensi untuk dikembangkan sebagai wisata edukasi. Tujuan penelitian ini untuk mengetahui potensi daya tarik pengunjung, persepsi, aspirasi, dan partisipasi pengunjung maupun masyarakat dalam pengembangan ekowisata. Penelitian ini dilakukan pada Januari 2019. Metode yang digunakan adalah survey dengan menggunakan kuesioner untuk pengunjung maupun masyarakat. Responden terdiri dari 25 masyarakat sekitar, 75 pengunjung, dan 1 ketua umum PORDAKWIS “Trisno Segoro” Desa Kertomulyo. Teknik pengambilan sampel untuk masyarakat dan pengelola ekowisata dengan purposive sampling, sedangkan untuk pengunjung dengan accidental sampling. Data dianalisis menggunakan analisis SWOT. Persepsi respoden mengenai daya tarik ekowisata, fasilitas, dan aksesibilitas tergolong baik. Partisipasi responden dalam menjaga lingkungan sekitar tergolong baik karena sebagian besar responden tidak setuju dengan adanya tindakan negatif terhadap kawasan ekowisata. Aspirasi responden yaitu pengoptimalan tentang sarana prasarana di kawasan ekowisata. Strategi pengembangan ekowisata yaitu pengembangan ekowisata dengan konsep pelestarian ekosistem serta melakukan koordinasi dengan Pemerintah Daerah; peningkatan pemberdayaan masyarakat sekitar dalam mengoptimalkan fasilitas kawasan ekowisata; menjaga ekosistem mangrove dengan cara mengefektifkan rehabilitasi dan penegakan peraturan perlindungan mangrove; serta meningkatkan fasilitas yang dapat digunakan untuk meminimalkan dampak dari abrasi. ABSTRACTThe Mangrove Conservation Area in the Kertomulyo Beach is one of the natural attractions in Pati which has the potential to be developed as an educational tourism destination. The purpose of this study is to determine the potential of visitor attraction, perceptions, aspirations, and participation of visitors and the community in developing ecotourism. This research was conducted in January 2019. The survey method is used by using a questionnaire for visitors and the community. The respondents consists of 25 surrounding communities, 75 visitors, and 1 the general chairman of PORDAKWIS "Trisno Segoro" Kertomulyo Village. The sampling technique for the community and ecotourism caretaker is purposive sampling, and the sampling technique for visitors is accidental sampling. The data is analyzed using SWOT analysis. The respondents’ perception of the attractiveness of ecotourism, facilities and accessibility is good. The participation of respondents in maintaining the surrounding environment is relatively good because most respondents do not agree with the negative actions towards the ecotourism area. The aspirations of respondents are the optimization of infrastructure in ecotourism areas. The ecotourism development strategy are developing ecotourism with the concept of ecosystem preservation and coordination with the Regional Government, increasing the empowerment of the communities in optimizing ecotourism facilities, safeguarding mangrove ecosystems by doing effective rehabilitation and enforcement of mangrove protection regulations, and improving facilities that can be used to minimize the impact of abrasion.

The number of tourists visiting Semarang City is increasing significantly year by year. However, this increase is not accompanied by an improvement in the quantity and the quality of tourist destinations in Semarang. Banjir Kanal Barat area is one of the potential tourist destinations in Semarang, but so far the existing facilities in this area are very limited. In addition, there is no any tourism activities which can be done even. Moreover, this area tends to be very unattractive. This study aims to analyze the development strategy of Banjir Kanal Barat (BKB/western canal) as an interesting tourism destination by analyzing internal and external factors. The data were analyzed descriptively qualitative to determine BKB's development strategy through SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats). The results of this study formulated 10 (ten) alternative strategies for the development of Banjir Kanal Barat as a tourism destination area. The three best alternative choices are: (1) creating tourist facilities which can be enjoyed by the community, (2) developing special water attractions, (3) inviting investors and cooperating with various parties.

This research intended  to evaluate the development strategy of Marine Fish Hatchery Unit at Gumilamo Island, North Halmahera. Analysis SWOT was used to determine the development strategy. Data were collected by questionnaire, interview and literature relevant to the research. SWOT analysis showed the internal and external factors that affected the development of Marine Fish Hatchery at Gumilamo island. The strenght were location, water quality , local government support, and availability of seeds and feed. Weakness were lack of public interest, lack of extension and human resources. Opportunity were the high value of the sale, business opportunities and  local government regulation. The world market demand for fishery products is increasing even frequently not fulfilled. It required an effort to overcome the problems in fulfilling the demand for fishery products. Types of freshwater fish cultivated for balita fish at UD Suhada is a type of tilapia and goldfish. The purpose of this study is to examine the feasibility of balita fish agribusiness investment in UD Suhada; identify the internal and external factors that influence the development of agribusiness balita fish at UD Suhada; formulate and recommend appropriate alternative development strategies to be applied to agribusiness balita fish at UD Suhada in business development. Methods of data collection using purposive sampling method, is by deliberately selecting the sample to be studied as a respondent. Respondents were selected from the management and the workers UD Suhada. Financial analysis at 14 percent of interest rate and 5 years of project lifetime resulted in feasible decision with Rp1,105,005,110 of NPV; 4.85 of net B/C Ratio; 38.95 percent of IRR, 3 years and 5 month of PBP; and Rp1,522,035,876 or 32.725 kg of BEP. The combination of value IFE EFE values for 2.688 and 2.651 in the IE matrix shows that the position of the business in V (five) cells, that cell growth. Based on the SWOT analysis and QSPM analysis the strategic priorities is to create a diverse variety of products while maintaining the quality of balita fish, extending the range of distribution and marketing, in collaboration with researchers in developing the quality of balta fish products to face competition.Key words: balita fish, business feasibility, agribusiness, business development strategy

Penelitian ini bertujuanmengidentifikasi faktor-faktor internal maupun eksternal yang memengaruhi keberadaan IKM TopengMalangan dan merumuskan strategi pengembangannya. Identifikasi permasalahan dan faktor-faktortersebut dilakukan dalam Focus Group Discussion (FGD) yang melibatkan pelaku usaha, pemerhati budaya,akademisi, pemerintah daerah dan peneliti. Hasil FGD kemudian dianalisis dan dikembangkan denganmatriks SWOT sehingga menghasilkan rumusan strategi pengembangan IKM Topeng Malangan. Untukmempertajam rumusan strategi ini agar lebih efektif dalam implementasinya, maka dilakukan pula analisismenggunakan matriks IFAS dan EFAS. This study aims to identify internal and external factors affecting the existence ofsmall medium enterprise (SME) Topeng Malangan and formulate its development strategy. The identificationof problem and factors is done by focus group discussions (FGD) involving businessmen, cultural observer,academician, regional government and researchers. The results of FGD is then analyzed and developedby using SWOT matrix in order to determine formula of SME development strategies. To sharpen thestrategy more effective in implementation, the analysis using IFAS and EFAS matrix is conducted. Theresult is final formula for SME Topeng Malangan development strategy that is more focused on strategySO (Strength - Opportunities); which is the utilization of strength organization of SME Topeng Malanganfor taking advantage of opportunities.Key words: development strategy, SME, topeng malangan, SWOT
