This research was conducted aiming to describe and analyze the implementation of the public green open space structuring policy in Sidoarjo Regency and to describe and analyze the constraints in the public green open space structuring policy in Sidoarjo Regency. The method used in this study is a descriptive qualitative method with the technique of determining the informants using purposive sampling technique. Data collection techniques through interviews, observation, and documentation as well as data analysis techniques through data reduction, data presentation, and conclusion drawing. The results of this study indicate that of the four dimensions of policy implementation according to Edward III which includes communication, resources, disposition, and bureaucratic structure. The first dimension result is that communication has not gone well because there is no information delivery to the public in the form of socialization related to green open space. Resources in the implementation of public green open space structuring policies are inadequate. Disposition in the implementation of the public green open space structuring policy is appropriate and the gardening section as the implementer of the green space program. The bureaucratic structure has not gone well due to the absence of SOP (Standard Operating Procedure) as a guideline for program implementation and found several obstacles that hamper the implementation process, namely budget constraints, lack of field supervisors, and lack of community participation due to lack of socialization.

This research aimed to investigate the ground comfort assessment at the public open space in tourist area of Pangkajene River banks. The research methods used were the qualitative and quantitative method by filling in questionnaires, observation, interviews, and documentation. The samples were chosen using the purposive sampling technique from the users of the park. The data were analyzed using the descriptive analysis, codification, data reduction, matriculation, cross tabulation, and the evaluation system using Likert scale. The research results indicated that the park was inconvenience with the parkconvenience being 61.97%. The effect of the street vendors had caused either positive or negative impacts on the park- the positive impact was that the park had become the largest culinary center in Pangkep town so that it could attract the tourists to visit the park, while the negative impact was that the park looked less beautiful and less hygiene. Abstract Prior to the enactment of Law Number 5 of 2014 that concerning regulate State Civil Apparatus, filling in positions was not conducted openly, but rather featured superior privileges. After the birth of Law Number 5 Year 2014, open promotion has become one of the levers of the success of bureaucratic reform, this system is expected to prevent the politicization of bureaucracy, practicing of collusion, corruption and nepotism. Through open promotion, it will create a good system in the career of civil servants. Even though until now, it is imperative to carry out new open promotions at high leadership positions. The purpose of this study is to examine and analyze how the implementation process of open selection Pratama High Leadership Position for civil servants in the framework of bureaucratic reform in the Human Resources and Human Resources Development Agency of Sumedang Regency, West Java Province. The analytical tool in this study uses the implementation concept of George Edward III in Supriatna (2010: 175-176), there are 4 (four) variables in implementing a public policy, namely: “Communication, resources, disposition, and bureaucratic structure”. These four factors influence the success/failure of policy implementation. The research method is used qualitative research with descriptive methods and collecting data through observation and interview. The results of the research show that the implementation process has run quite well from the aspects of communication, aspects of resources, disposition aspects, and aspects of the bureaucratic structure but need to be maintained and improved again for the open selection process of the Pratama High Leadership Position in the framework of bureaucratic reform in Human Resources And Human Resources Agency Sumedang Regency, West Java Province. BACKGROUNDS: Tuberculosis is an infectious disease caused by Mycobacterium Tuberculosis. The case in Indonesia rank third with the highest number of TB case in the world. There were 511,873 cases of tuberculosis of all types in 2018. Based on data from the Palu Health Office, the TB cases in Palu in 2018 were still high numbered 557 cases. In 2019, Nosarara Public Health Center had the lowest case finding among the 13 health centers in Palu with 17 TB case findings. The absence of a laboratory in Nosarara Public Health Center for examining sputum samples affected the output in program implementation. AIM: The aim of this study is to evaluate the Control of Tuberculosis in the Discovery of Tuberculosis Cases in Nosarara Public Health Center Palu. MATERIALS AND METHODS: This research used qualitative method with a case study approach. The research informants were 6 people selected through purposive sampling technique. RESULTS: The results summarizes the following : the input aspect in terms of human resources in quantity and quality is inadequate because TB program holders have multiple tasks so that they are not maximal in carrying out their duties and have never attended training, sufficient funds, inadequate facilities and infrastructure, and methods according to guidelines. CONCLUSION: The process of planning, organizing, implementing and supervising has not been maximal, meanwile the output of TB case detection (22%) has not yet reached the predetermined target (80%).It is expected that the Public Health Center will add more health personnel, complete facilities and infrastructure in order to maximize program implementation to achieve predetermined targets.

This research aims to obtain empirical data about the perception of PPG program students of historical education on PPG program. This research was conducted from December 2015 until February 2016. The research method used is descriptive method with survey technique. The sampling technique used in this study is the sampling 'aim' (purposive sampling). The affordable population in this research is the students of PPG program of class III education that is 22 students. Data collection techniques used questionnaires analyzed descriptively using frequency tables and percentages. The result of the research revealed that 65.46% of respondents know that PPG program is a means to obtain educator certificate. This is reinforced by 93.96% of respondents already set to follow the PPG program as the teacher certification path when graduating from college. At the time of the PPG program, 55.85% of respondents already understand the process of PPG program implementation. Understanding of PPG program implementation process is evidenced by 71.23% of respondents know and understand the purpose of certification in the PPG program. The PPG program is perceived by 80.7% of respondents as the right program to produce qualified and qualified teachers supported by effective lecture activities, so the PPG program becomes a recommendation for scholars of history education in particular to follow this program. The conclusion of this research is the PPG program which is followed by providing many new sciences in the scope of pedagogic and professional competence. Providing a certificate of educator after graduating PPG program can support the profession as a teacher. Implementation of PPG program has been running well and on time, although there are still some complaints of students of PPG program class III. Penelitian ini bertujuan untuk memperoleh data empiris mengenai persepsi mahasiswa program PPG pendidikan sejarah terhadap program PPG. Penelitian ini dilaksanakan dari bulan Desember 2015 sampai Februari 2016. Metode penelitian yang digunakan adalah metode deskriptif dengan teknik survai. Teknik pengambilan sampel yang digunakan dalam penelitian ini adalah sampling ‘bertujuan’ (purposive sampling). Populasi terjangkau dalam penelitian ini adalah mahasiswa program PPG pendidikan sejarah angkatan III yaitu sebanyak 22 mahasiswa. Berdasarkan jumlah dari populasi terjangkau yang termasuk sedikit, maka populasi terjangkau ini dijadikan sampel dalam penelitian ini. Teknik pengumpulan data menggunakan angket yang dianalisis secara deskriptif dengan menggunakan tabel frekuensi dan persentase. Hasil penelitian diketahui 65,46% responden mengetahui program PPG adalah sarana untuk memperoleh sertifikat pendidik. Hal ini diperkuat dengan 93,96% responden sudah menetapkan akan mengikuti program PPG sebagai jalur sertifikasi guru saat lulus kuliah. Pada saat perkuliahan program PPG, 55,85% responden sudah memahami proses penyelenggaraan program PPG. Pemahaman tentang proses penyelenggaraan program PPG ini dibuktikan dengan 71,23% responden mengetahui dan memahami tujuan dari sertifikasi yang ada dalam program PPG. Program PPG dipersepsikan oleh 80,7% responden sebagai program yang tepat untuk menghasilkan guru yang berkualitas dan bermutu ditunjang dengan kegiatan perkuliahan yang efektif, sehingga program PPG menjadi rekomendasi bagi sarjana pendidikan sejarah pada khususnya untuk mengikuti program ini. Kesimpulan penelitian ini adalah program PPG yang diikuti memberikan banyak ilmu yang baru dalam lingkup kompetensi pedagogik dan profesional. Pemberian sertifikat pendidik setelah lulus program PPG dapat menunjang profesi sebagai guru. Pelaksanaan program PPG sudah berjalan dengan baik dan tepat waktu, walaupun masih terdapat beberapa keluhan mahasiswa program PPG angkatan III.

Abstract: Implementation of minimum  service standards of basic education (SPM Dikdas) policy of junior high school level in Purbalingga has ups and downs in its development, sometimes up sometimes down, so it is interesting to examine how the implementation process is run. For that, the case study technique was taken in two junior high schools, they are SMP N 6 Satu Atap Rembang Purbalingga and SMP N 3 Purbalingga.The purpose of this research is to analyze the extent of the process of implementation SPM Dikdas policy in SMP N 6 Satu Atap Rembang Purbalingga and SMP N 3 Purbalingga. This research use is Qualitative Descriptive method with purposive sampling technique. The results of this study indicate that the implementation process of SPM Dikdas in SMP N 6 Satu Atap Rembang has not run well because it is still lack of manpower in the Administration Section in SMP N 6 one Roof Rembang while while in SMP N 3 Purbalingga has been run quite well run by the actors. The purpose of the SPM Dikdas Implementation Program is Sufficiently clear, but sometimes the objectives are not achieved maximally because the planned activities that are made still seem less bold because hampered by the tight rules and availability of funding sources. The development of MSS program in SMP level is quite good, but still less quickly because it is hindered by human resources that still do not meet the criteria of SPM Dikdas indicator. The other parties have participated well enough but there needs to be better coordination between the parties so that there is a better communication relationship to accelerate the process of program implementation and the uncontrollable factors experienced by the implementors are funding factors and natural factors which also includes the factors that greatly affect the process of implementation of SPM Dikdas.Keywords:  Policy of SPM Dikdas, Implementation Process  Abstrak: Implementasi Kebijakan Standar Pelayanan Minimal Pendidikan Dasar (SPM Dikdas) Tingkat Sekolah Menengah Pertama di Kabupaten Purbalingga mengalami pasang surut dalam perkembangannya, kadang naik kadang turun, sehingga menarik untuk diteliti seperti apa proses implementasi dijalankan. Untuk itu diambil teknik studi kasus pada dua sekolah menengah pertama, yaitu SMP N 6 Satu Atap Rembang Purbalingga dan SMP N 3 Purbalingga. Tujuan penelitian ini adalah untuk menganalisis sejauh mana proses iplementasi SPM Dikdas Tingkat SMP N 6 Satu Atap Rembang Purbalingga dan SMP N 3 Purbalingga.Metode penelitian yang penulis gunakan adalah metode Deskriptif Kualitatif dengan teknik pemilihan informan purposive sampling. Hasil penelitian ini menunjukan bahwa proses implementasi SPM Dikdas di SMP N 6 Satu Atap Rembang  belum berjalan baik karena masih kekurangan tenaga pada Bagian Tata Usaha di SMP N 6 satu Atap Rembang sedangkan sedangkan pada SMP N 3 Purbalingga sudah berjalan cukup baik dijalankan oleh para aktor. Tujuan Program Implementasi SPM Dikdas Sudah Cukup Jelas, namun adakalanya tujuan tidak tercapai secara maksimal karena rencana kegiatan yang dibuat masih terkesan kurang berani karena terhambat oleh ketatnya aturan dan ketersediaan sumber dana.  Perkembangan program SPM Dikdas Tingkat SMP sudah cukup baik, namun masih kurang cepat karena terhalang oleh sumber daya manusia yang masih belum memenuhi kriteria indikator SPM Dikdas. Pihak-pihak lain sudah berpartisipasi cukup baik namun demikian perlu koordinasi yang lebih baik antar pihak-pihak tersebut sehingga terjadi hubungan komunikasi yang lebih baik untuk memprcepat proses implementasi program dan Faktor-faktor yang tak terkendali yang dialami oleh para implementor adalah faktor dana dan faktor alam yang juga termasuk faktor-faktor yang sangat mempengaruhi proses implentasi SPM Dikdas. Kata Kunci:  Kebijakan SPM Dikdas, Proses Implementasi

A person who has graduated and holds a degree in healthcare personnel, before contact directly with the community or provides public services and according to the health LAW mandate must have a registration letter/STR. Based on the initial survey in STR making still, have complaints or difficulties from the applicant medical personnel registration and considering the area and payment through the Bank becomes a separate obstacle for health workers in obtaining the registration letter. This research is to find out how the registration policy is implemented in the provincial health office of Central Kalimantan and the factors affecting the policy. Four factors influencing the implementation of the policy according to the theory of George C. Edward III, namely: communication, resources, disposition, and bureaucratic structure. The method used is a qualitative determination of the descriptive snowball informant while the key informant is a section of the head of the HUMAN Data collection techniques with observation, interviews, and documentation. The results of this study concluded that the implementation of the Register of registration letter policy has been executed in accordance with the mandate of law and regulation of the Minister of Health, but not in accordance with what is expected by the public, because there are Factor IE resources, especially the source of funds and facilities are still limited, servers are often disruptions. So even though the human resources are adequate, communication factors are good, the disposing factor and bureaucratic structure are also good, but if not supported by resources and facilities are adequate especially the source of funds then the policy Can not be implemented properly.

Penyakit kusta bila tidak ditangani dengan cermat, dapat menyebabkan masalah yang kompleks, baik dari segi medis yaitu cacat fisik, juga sampai pada masalah sosial budaya dan keamanan. Untuk mencapai eliminasi kusta pemerintah melakukan upaya menurunkan beban kusta dan memutuskan transisi kusta melalui pencegahan dengan upaya pemberian kemoprofilaksis Rifampisin dosis tunggal pada setiap orang yang hidup bersama serta berinteraksi dengan pasien kusta. Pulau Mahangetang merupakan salah satu kampung project demonstrasi (pilot) kegiatan pemberian kemoprofilaksis tahun 2019 oleh karena ditemui kasus kusta dengan jumlah 22 orang. Tujuan penelitian mengevaluasi Pelaksanaan Program Pencegahan Penanggulangan dan Penatalaksanaan kusta di pesisir pulau Mahangetang. Metode penelitian deskritif kualitatif dengan pendekatan fenomenologis. Pengumpulan data diperoleh melalui kuesioner, wawancara secara mendalam serta observasi langsung. Teknik pengambilan sampel adalah  purposive sampling dengan 10 informan yang ditentukan oleh peneliti sendiri. Hasil penelitian ini menemukan, Kebijakan dan strategi  Input evaluasi pelaksanaan pencegahan penanggulangan dan penatalaksanaan penyakit kusta belum berjalan secara optimal. Proses evaluasi program berjalan sesuai perencanaan, walaupun hasilnya belum maksimal. Output evaluasi pelaksanaan program dengan cakupan 215 orang (43,39%). Kesimpulan Input pelaksanaan belum berjalan secara optimal. Proses dan output pelaksanaan berjalan baik sesuai dengan perencanaan dengan cakupan 43,39%. Saran  dalam melaksanakan program, sebaiknya melakukan advokasi kepada pihak penentu kebijakan, agar dalam pelaksanaan program dapat berjalan baik sehingga penularan kusta dapat ditekan.   If not handled carefully, leprosy can cause complex problems, both from a medical perspective, namely physical disabilities, as well as socio-cultural and security issues. To achieve the elimination of leprosy, the government has made efforts to reduce the burden of leprosy and decide the transition to leprosy through prevention by administering a single dose of chemoprophylaxis Rifampicin to everyone who lives together and interacts with leprosy patients. Mahangetang Island was one of the villages for the demonstration project (pilot) for the provision of chemoprophylaxis in 2019 because 22 cases of leprosy were found.The purpose of this research is to evaluate the implementation of the Prevention and Management Program of leprosy on the coast of Mahangetang Island. Qualitative descriptive research method with a phenomenological approach. Data collection obtained through questionnaires, in-depth interviews and direct observation. The sampling technique was purposive sampling with 10 informants who were determined by the researchers themselves. The results of this study found that the policies and input strategies for evaluating the implementation of leprosy prevention and management have not been running optimally. The program evaluation process goes according to plan, although the results were not optimal. The output of program implementation evaluation covered 215 people (43.39%). In conclusion, the implementation input has not run optimally. The implementation process and output went well in accordance with the planning with a coverage of 43.39%. Suggestions in implementing the program, it was better to carry out advocacy to policy makers, so that program implementation can run well so that the transmission of leprosy can be suppressed.

Kangaroo Mother Care (KMC) varies in each hospital. This condition can be viewed from the aspects of types of services, competency of human resource, facilities, and means. Implementation is a crucial step in the process of policy. Readiness and participation of parents will support the success of the KMC implementation. A role of family such as attitude, behaviour, and family participation is as a desire to protect a family member who is sick. This research aimed to identify the implementation process of factors of communication, disposition/attitude, resource, bureaucratic structure, and participation of patients and their families in KMC at Mardi Rahayu Hospital. This was qualitative research using in-depth interview and direct observation. Main informants encompassed 4 mothers who had Low Birth Weight (LBW) Babies. Meanwhile, informants for triangulation purpose encompassed 3 trained midwives, 3 trained nurses, and 3 trained paediatricians, nursing manager, and director of medical services. Furthermore, data were analyzed using thematic analysis in which data as the result of in-depth interview were analyzed in accordance with a theme. The implementation of KMC had not been done optimally. Regarding communication, there was no socialization of the program. Therefore, information of the KMC program was unclear, inconsistent. Regarding attitude/disposition of the program implementer, there was not only lack of support from all implementers in implementing the program but also lack of commitment. Regarding resource, there was lack of trained health workers, lack of facilities, and no sustainable fund for the program. Regarding bureaucratic structure, Standard Operating Procedure was needed to be revised and no clear job-sharing in KMC. Mothers had not participated in making decision, implementing, taking benefits, and evaluating yet. This was due to lack of information. As suggestions, the hospital needs to improve socialization of the program, provide implementation guidelines, and implement KMC followed by monitoring and supervising. In addition, the hospital needs to improve communication, information, education (CIE) for mother/family and provide opportunity for clients to implement KMC at the hospital before going home.

The purpose of this study was to determine and describe how the implementation of Law No. 6 of 2014 on the village as well as to identify barriers in the village of Tempel. Analysis of data using analytical methods Miles and Huberman. The theory used is the model of George C. Edward III implementation. The survey results revealed that the implementation of Law No. 6 of 2014 About Village Tempel seen from the aspect of communication, has done good communication between the implementers (village government) with policy targets (Rural Community), from the aspect of resource that government resources Desa Paste not support, from the aspect of attitude executor, implementor claimed responsibility and commitment to the implementation of the policy of Act No. 6 of 2014 About the village, and the bureaucratic structure has not been eligible effectively. Obstacles faced by the village government Tempel is on aspects of communication there has been no follow-up of village representatives who had attended socialization, briefing and training to the other village. In the aspect of the attitude of the implementing namely the lack of response from the public who think the policy is only a mere routine policy, the necessary attitude of high responsibility of the implementor. There are still bureaucratic structure of government resources and Paste village that has not been fully in accordance with Law No. 6 of 2014 About the Village.

Implementation of micro and Small Business license (IUMK) in Pahandut Sub-district of Palangka Raya has been running since the year 2015. To facilitate the community to obtain this micro and Small business license, the government made a policy that the community can take care of in the district office where the business is located. And also to facilitate the licensing process, by means of management free micro and Small business license. This micro and Small business license policy aim to facilitate the public in obtaining their business legality and easy access to capital. Therefore, the purpose of this research is to know how its implementation is the communication aspects in the policy of micro and small business licenses in the district Pahandut. For the theory of communication, the theory is derived from the opinions of some experts, among them the theory of Kathleen K. Reardon. While the indicator used to determine the success of the policy using the approach expressed by George C. Edward III, among others is the aspect of communication. The research method used is qualitative descriptive. While the data collection methods use observation, interviews, and documentation. Data analysis techniques using models submitted by Miles and Huberman, consisting of data reduction, data display (data presentation), and conclusion drawing/verification (withdrawal of conclusions/verifications). The results revealed that the implementation process of micro and small business permit policy in the district Pahandut Palangka Raya city goes well but less maximum. This is because there are micro and small businesses who do not have the license and insufficient resources and some actors who still do not understand the flow of micro and small business licenses.
