The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction. This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

AbstractIslam Education (PAI) at schools has not achieved the optimum level, due to the shortage of the PAI teacher. The number of the PAI teacher in Nusa Tenggara Barat (NTB) Province is currently not comparable with the number of students, because: (i) the impact of moratorium policy of the PAI teacher’s recruitment (pengangkatan guru), (ii) the teachers are retiring, and (iii) unscattered number of the PAI teacher. This research used qualitative method, supported by quantitative data. Data collection was conducted through observation, questionnaire, interview, and documentary. Meanwhile, data processing method was editing, coding, tabulating, and interpretation through qualitative and descriptive analysis. Research found that: 1) The shortage of the PAI teachers in NTB, for level SD (Elementary School), SMP (Junior High School), SMA (Senior High School), and SMK (Vocational High School); 2) The Ministry of Religious Affairs - District/City is facing the problem to organize the PAI  teacher at schools, due to the recruitment and payroll system of the Education Board (Dinas Pendidikan); 3) The deployment of the PAI teacher has not followed the system of surplus and shortage analysis, based on education unit within the number of study groups; 4) The PAI teacher’s supervision at schools through Teachers Working Group (Kelompok Kerja Guru, KKG) and Lesson-Teacher Meeting (Musyawarah Guru Mata Pelajaran, MGMP).

In this millennial era, English speaking skills are very necessary for young learners, especially for Vocational High Schools students. However, few teachers still have difficulties in choosing the right technique to teach the speaking skills. Consequently, students feel that speaking is the hardest skill in English. This paper is aimed at discussing how to improve the students’ transactional speaking skills (group discussion) using problem-based group discussion technique at Vocational High School 5 Gowa. A quantitative research design was used to carry out this study with support from the data collection instrument i.e. speaking video test (group discussion). The design of this study conducted using a quasi-experimental with nonequivalent control group design. Twenty (20) students in two classes i.e. ten students for the experimental class and ten students for the controlled class of the intermediate level were purposively selected to participate in this study. The results of this study showed that the problem-based group discussion technique is able to improve students’ transactional speaking skills. It was proved by the result of the statistical analysis of the level significance P = 0.05 with the degree of freedom (df) = 9 indicated that the t-test values of the students’ transactional speaking skills (3.498) was higher than the t-table value (2.262). The outcome of this research indicates that this technique is effectively able to improve the students’ transactional speaking skills in exchanging information, taking a part in formal discussions and even learning to work in real-life situations
