Implementation of cultural tourism development program in Bedulu village aims to strengthen community empowerment through the development of cultural tourism in accordance with the vision and mission aimed at strengthening village management system; Increasing public participation in tourism activities and development; Improve self-financing and self-help communities and to improve the welfare of the community as well as increasing the original income of Gianyar regency. The implementation approach model includes 1) Participatory Rural Appraisal (PRA) model; 2) Model of Entrepreneurship Capacity Building (ECB), and 3) Transfer Technology Model (TT). Implementation of the program include: 1) Identification of tourism potential at Tourism Attraction Goa Gajah Temple, Relief of Yeh Pulu, Samuan Tiga Temple, and Tegallinggah Cliff Temple; 2) Focus Group Discussion (FGD) with relevant stakeholders on potential and strategic issues of cultural tourism development based on local wisdom in Bedulu Village; 3) Training of Packaging Cultural Tour Packages in Bedulu Village; 4) Technical Training for Tour Guide in Bedulu Village; 5) Making of Guide Book; 6) Making Bedouin Tourism Brochure; 7) Practical English Training in Bedulu Village; 8) Homestay Management Training in Bedulu Village; 9) Culinary Development Training of Bedulu Village; 10) Village Tourism Management in Bedulu Village. The outputs generated in these community service activities include guidebooks; Brochures in English and Japanese; Tutorial on website management; Marketing of tourist attraction located in Bedulu Village through the website, Instagram social media, and video uploaded on YouTube; Capacity building and knowledge as well as community capacity with various training provided.

The study was backed by the existence of equitable development and the acceleration efforts around countryside, has done several programs/activities at the village level -based community empowerment as well as optimize the local potential in the village such as tourist village. With the participation of the community directly in the tourist village development, then it can also be used for local community empowerment efforts. This research aim is to find the community participation in the legislation implementation through the Village tourism development Tanjungsari County of Rowosari Sub district Kendal. This research type is qualitative, descriptive research was carried out in the village in Kendal. Focus of the study was excavation of the tourism potential village, forms management in the development of tourism and other forms of activities upon community participation through the development of village tourism. Data collection methods used is interviews, observation, documentations. Technique of data analysis applies qualitative approach. The results shows that the Tanjungsari Village developed into a decent Education about how to cultivate fish and make crafts calligraphy that has tourism potential among other industrial centers household processing and marketing Fish Boiled & smoked fish, as well as the calligraphy craft. Tanjungsari Village Development model geared at empowering communities by involving the community in the development of tourist villages ranging from socialization and decision making in order to prepare the tourism components and the Pokdarwis formation. The research conclusion indicates that public participation can be rated high enough and enthusiastic but there has been no support program from the Government to prioritize the village tourism development. While the obstacles faced that there isn’t law regulation because the tourist village development program is not yet contained in the RPJMDES and RKP village then be followed up with SK (Circulating Letter) Regent Tanjungsari assignment as rural education. It suggests that socialization program in order to disseminate the existence in Tanjungsari Village with invites schools to learn to cultivate fish, creating crafts calligraphy through website and social media.

This study discusses about development of regional tourism through the development of human resources Gorontalo, Sulawesi. The master plan for tourism development in Gorontalo stated that Gorontalo has three areas of community-based tourism development and eight excellent tourist attractions. It was realised that human resources has an important role in the general development as well the development of regional tourism. The approach used in this research is descriptive qualitative, data source obtained from field observation, interview, group discussion and documentation. Local governments have encouraged the development of regional tourism, especially destinations that are around the community through the empowerment of surrounding communities in order to manage the destination well. In order for all aspects of tourism management to run properly it is necessary role of local government in giving encourage and support education field of tourism. So it can fill the shorted of expert workforce to be placed on institutions or tourism related industries.

This research is motivated by problems in village programs that have not been effective, the program is a village financial management training program and capacity building for the apparatus and facilitation of community empowerment. must go through several dimensions to improve the program effectiveness, efficiency, adequacy, leveling, responsiveness, the accuracy of the results of this evaluation which will later be used as input for the next village government apparatus. So that the researchers are interested in examining the Program for Professionalism Improvement of Village Government Apparatus with qualitative methods in a descriptive approach with good results. Because this can be maintained in implementing programs held by villages to improve the program to run effectively. It is better and more effective with what was done before, before the program. Because the program is indeed very important.

Yogyakarta has a diversity of tourism potential, one of the most recently opened natural attractions is the Breksi Cliff. The location is in Sambirejo Village, Prambanan, Sleman, Yogyakarta. This tourist attraction is a rocky hill breccia originating from sedimentary ancient volcanic eruptions which were active around 60,000,000 million years ago. People who live around tourism utilize the tourism potential by opening food stalls, grocery stalls, souvenir shops, souvenir shops. However, financial management is still mixed with household finances and has not been recorded. In the area, there is also no food that has been used as a characteristic, so the servants provide financial management training including training in business financial management. Pengabdi offers spicy sweet corn chips as a typical food of breccia cliffs. Then, train the local residents to pack and sell in the stalls around the tour. The training method is in the form of lectures and direct practice.  The training activities of business financial management and packaging training to the marketing of typical food products to improve the living standards of the local people run smoothly. The financial training materials provided are designed to be easy to implement. Until now, the servants still provide assistance and establish good cooperation with the Sambirejo Prambanan village, Sleman, Yogyakarta.

Village-owned Enterprises (BUMDes) are an important instrument in realizing dignified village autonomy. The existence of BUMDes is expected to be one of the main pillars of increasing village income so that it can provide higher quality public services. The management of local tourism potential is one of the prospective business alternatives for Village-Owned Enterprises. The involvement of BUMDes in tourism management is not only for economic purposes. BUMDes role in tourism is also mean to allow the preservation and development of local wisdom values in tourism. This article analyzes the pattern of localcharacter tourism development by BUMDes in three villages. Those are Mumpun Baru Village, Tanjung Lanjut Village, and Pendung Talang Genting Village in Jambi Province. The articles are written based on the research results conducted qualitatively in the Muaro Jambi, Kerinci, and Merangin areas with a purposive sampling method. The analysis shows that several things characterize the development of tourism through BUMDes, namely, tourism products, innovation or novelty in the development of tourism products, the preservation of local wisdom values, the institutional aspects of BUMDes, the contribution of tourism to the community's economy. In addition, managing tourism with BUMDes is key in supportingthe achievement of sustainable tourism which is the global agenda of countries around the world.

Two important issues prompting the creation of comprehensive management development programs in state government are the promotion of technically competent employees to supervisory positions who have not been prepared to manage, and the impending loss of state managers to retirement and the need for succession planning. With these issues in mind, training needs assessment (TNA) is necessary to understand both the needs of the organization for competent managers and of the individuals who are to be prepared to manage in state government. In this case study, we review the advantages and disadvantages of various TNA techniques and select focus groups to conduct the training needs assessment for a comprehensive management development program. Through several focus group sessions, the perspective of practicing managers was solicited for management training needs throughout the state. Alternatives were widely discussed and a synergy of ideas created through the group discussion format. State managers became more informed about the plan for management development and support for the concept was generated among important stakeholders. State managers clearly wanted training that would be immediately applicable to their job duties and wanted the training delivered in a way that is conducive to adult learning. We found that managers are most concerned with effectively performing their roles and responsibilities as managers, and that they must demonstrate leadership and human relations skills in the performance of their responsibilities.

Sultan Adam Tahura is the largest Tahura area in Indonesia. A Tahura which has the widest area is both a pride and a challenge in maintaining and managing this area so that it can benefit the community, both ecologically, economically, and socially. This study aims to describe how the management of Sultan Adam's Tahura natural tourism in several ways perspective development. A qualitative approach is used in research. To provide in-depth descriptions, descriptive methods are implemented. Data collection stages through three stages. Analysis model of Miles and Huberman chose for present narrative text in research. The results of the study describe that the Community Empowerment Program that has been implemented following the principle of community empowerment in the management of the Sultan Adam Tahura natural tourism in Belangian Village, Aranio Subdistrict, Banjar Regency is as follows: 1) Program for the Use of Village Fund Allocation, 2) the Riam Kanan Watershed Rehabilitation Program, 3) Social Forestry Program in the form of Forestry Partners, and 4) Tourism Village Development Program. The fourth economic impact of the Community Empowerment Program implemented in Belangian Village, the District as a whole can be concluded that it has been able to improve the welfare of Belangian Village residents.

Banda Islands, also known as the "Spice Islands", is a group of spice-producing islands located in central Maluku District. The Banda Islands are included in the UNESCO tentative list as the World Heritage Centre with the criteria (iv), (vi), (x). Banda islands are also included in the National Tourism Destination (DPN) Maluku province and one of the National Tourism Development Area of Indonesia (KPPN). Banda Islands as a tourist destination has been known for a long time because of the diversity of attractions. However, in its development, tourism in the Banda islands has not shown significant results in the last decade. The management of the Banda Islands tourism involves many actors both from the government, private and community sectors. This study was conducted to find out 1) the development of the Banda Islands Tourism Management, 2) identify the participating stakeholders, 3) know the role of each stakeholders and 4) describe the collaboration between stakeholders in Banda Islands Tourism Management. This research uses qualitative methods, primary data collection is done by observation, interviews and Focus Group Discussion (FGD). The selection of respondents in the interview is determined purposive sampling based on consideration and capacity in the tourism management of Banda District. The data analysis technique used in this study is a qualitative descriptive analysis used to qualitatively describe the data obtained from the research site. The results shows that 1) Coordination between stakeholders has not been well so that the role of each stakeholder in tourism management has not shown maximum results, 2) The role of the private sector is too . so that the tourism development carried out by the public sector has not worked well.

The aim of this study are identified needs to improvecommunity capacity and develop community empowerment plan.This study was used interview method, observation, and references.Selection of samples is done by purposive sampling with community criteria incorporated in Forest Farmer Group of MegahBuana and identified the needs of community capacity building through five strategic issues.The five issues i.e.policy, institutional, forest resources, human resources, economy and social.In the final stages community empowerment plan is made where they were in and around forest for minimalize effect of the consequences of these five strategic issues. The results shown that policy issues, there are limited access to forest resources and high public dependence on government programs.So it needs community empowerment policy where it’s transparent, participatory, consistent and targeted to community.In the institutional issues there are poorof public access to capital, markets, science and technology, and the bargaining position of communities in low partnerships, it is necessary to develop institutional capacity based on institutional-based institutional.In the forest resource issues,forest destruction thatincrease, so it is necessary to design community-based forest resources. In the human resources is less of ability from government officer as facilitator of empowerment, so it needs training plans of capacity building and competence of human resource by government apparatus.In theeconomy and social issues, there are less motivated to entrepreneurship because of the lack of available capital and economic infrastructure and the income of the community is still relatively low, so that need to develop improving access plan and strengthening socio-economic community.

This study analysed the community empowerment programs and a design which is appropriate for the women family heads around the Hubulo Islamic Boarding School. Data collection was carried out through participatory methods, interviews, field observation, and focused group discussion. The results showed that there are various programs around the Hubulo Islamic Boarding School, namely integrated service post, integrated guidance post, poor rice, decent housing, decent housing, construction of toilet washing facilities, and cattle assistance. The various programs available are very beneficial for program recipients, both individually and collectively. The types of business of women family heads around the Hubulo Islamic Boarding School are laundry, selling cakes, catering, selling snacks, and basic food stalls. The empowerment programs design to reach empowered and independence women family heads around the Hubulo Islamic Boarding School are critical awareness, capacity building, and formation of institutional organisations for women family heads.
