There are few activities so susceptible to the impacts of the macro environment as tourism. In conditions of growing uncertainty, the importance of strategic management is steadily increasing. By studying the environment, by anticipating the future development and implication of trends on enterprises, and by developing appropriate strategies at a number of levels, strategic management seeks to actively influence the increase o f competitive advantages o f both the tourist destinations and tourist enterprises. The term “strategic management” implies a set of management decisions and actions that determine the long-term operations o f enterprises within the management system of tourism: guiding the enterprise by anticipating crucial environmental impacts and internal factors. This management concept is based on the assumption that making properly oriented strategic decisions minimizes the negative effects of the environment and creates strategic advantages for enterprises that can be capitalised only in the medium and long term (Čizmar S. (2001) Strateško upravljanje u funkciji učinkovitog razvoja turističkog ugostiteljstva u Hrvatskoj, doctoral dissertation, University o f Zagreb, Faculty of Economics, Zagreb, p. 3). It represents an integrated approach to strategic management that is the most acceptable for the development of Croatian tourism, as long-term positive results, in both market and financial terms, can be achieved by enterprises within the tourism management system of Croatia only by applying an integrated approach to strategic management, by horizontally and vertically linking the elements of all subsystems of the entire management system and by creating partnering relationships. The Croatian model of strategic management should involve the economic optimisation of all subsystems and systems by establishing efficiency not only across all subsystem elements, but through the system as a whole as well. The level of growth in entrepreneurship and innovations will determine the intensity and speed of positive development changes. These changes will also depend on establishing management responsibilities throughout all segments and managements levels of all subsystems, as well as tourism as an integral system. This paper deals with the issues of strategic management at a micro level with special emphasis on the development of responsibility for managing performance and capital investments.

Abstract This paper builds on previous research to address the question of whether there is practical value for a made-in-Ontario municipal management system standard (MSS) for wastewater and stormwater related activities, in addition to the Drinking Water Quality Management System Standard (DWQMS) that is already statutorily required. This research specifically addressed the questions: is there value in a mandatory or voluntary MSS; are there neutral, positive, or negative effects of having an MSS; and what standard is more adequate? Through a focus group method, this research finds evidence in support of and wide recognition of the practical value an MSS in assisting municipalities in meeting their environmental objectives, addressing property damage risks, providing an additional mechanism of public accountability, and improving alignment with the legal structure. It was also apparent that there is no political appetite in the provincial government to embark on a mandated MSS, so the preferred option at this time appears to be a provincially endorsed, voluntary, sector-specific standard for wastewater and for stormwater, which could constitute a catalyst to boost voluntary uptake of MSS by small to medium municipalities (as is already occurring with large municipalities). This standard could be based on a customized variation of the ISO 14001 and DWQMS.

Abstract We study the relationship between management practices, organizational performance, and task clarity, using observational data analysis on an original survey of the universe of Ghanaian civil servants across 45 organizations and novel administrative data on over 3,600 tasks they undertake. We first demonstrate that there is a large range of variation across government organizations, both in management quality and in task completion, and show that management quality is positively related to task completion. We then provide evidence that this association varies across dimensions of management practice. In particular, task completion exhibits a positive partial correlation with management practices related to giving staff autonomy and discretion, but a negative partial correlation with practices related to incentives and monitoring. Consistent with theories of task clarity and goal ambiguity, the partial relationship between incentives/monitoring and task completion is less negative when tasks are clearer ex ante and the partial relationship between autonomy/discretion and task completion is more positive when task completion is clearer ex post. Our findings suggest that organizations could benefit from providing their staff with greater autonomy and discretion, especially for types of tasks that are ill-suited to predefined monitoring and incentive regimes.

Safety management system assessment (SMSA) was a hot point in the field of safety management practice and research. But, the weights of safety management system assessment indicators are different in former achievements. In this study, the scores of indicators in ISRS, NOSA, API and Basic Norms for Work Safety Standardization (BNWSS) were referenced to obtain the initial weights of the primary indicators for SMSA. The decision-makers preference for the four methods was settled by means of analytic hierarchy process (AHP). After Kendalls test for consistency of the four methods, the combination weighting was made considering the preference and consistence on the basis of AHP. The rationality of weighting result was evaluated with close degree. The close degree reached 91.0% which was satisfactory.

This research study aims at developing a knowledge management system to enhance Jordanian Banks Performance. The authors developed the system by examining three variables: knowledge processes, knowledge perspectives, and a balanced scorecard. The research sample included all 327 bank employees (directors, general directors, deputies, assistant managers & chairpersons) working in six commercial and Islamic-commercial Jordanian banks, from which 193 completed the study questionnaire. AMOS software was used to treat and organize the collected data. Path analysis proved that the optimal study model excludes the process of knowledge diagnose from knowledge processes, and considers organizational culture perspective as the best moderating variable through which the system can be applied in Jordanian banks. There is a difference in the effect level of the knowledge management system to enhance performance in the Jordanian commercial and Islamic banks. The obtained results indicate that there is a strong relationship between information technology, knowledge management, and high business values. Banks managements were not keen to share knowledge with universities and research centers. They depended on existing knowledge, developed knowledge by experiments, or borrowed it from other financial institutions. This study confirmed that knowledge management practice contributes to increasing efficacy and experience, contributing in turn to enhancing human capital in knowledge-intensive business services in Spain. Knowledge management use in Jordan banks increased employee’s satisfaction toward using operating business and the quality of knowledge obtained. As a result, banking services and trust in banks increased. Based on the research results, it is recommended that banks managements develop, equip, and update bank systems, recruit professional employees, and seek experts and researcher’s assistance in this regard. Banks managements should adopt models that replace a diagnosis from the knowledge processes with organizational culture. Besides, management should develop banking knowledge and pay attention to other knowledge management processes. Keywords: knowledge processes, knowledge perspectives, balanced scorecard.
